A Central Única dos Trabalhadores (CUT) no embate das contrarreformas da previdência social: contraposição ou consenso?

The provident rights were results of intense fights in between the capital and work, claiming the interventions of the state for the creation of an ample social protection system. In Brazil the law, Providence Social mark, dated 1923, from then on, the advances and extensions were many, of this diverse categories of politics. Mean while, in the 1990 s, the Brazilian government adopted the examples of other developed countries, the new pattern that hinted the realization of substantial changes on the states purpose, the reached rights and the proper organization of working classes. For the Social Providence, the principal loses turned out in 1998 and 2003; respectively in FHC governments and Lula, with the realization of two counter reforms that restricted the provident rights and motivated the privatization of public providence. In the scenery, the CUT, one of the representative organizations from working classes, founded in 1983, that has always itself with changed direction, from fighting to negotiating. This inflection determined the proposition of the center before the offers of the counter reforms, of Social Providence. The present work has the objective to analyze the social politic content of the fights from Brazilian union movement in the period of the conquests and disassembled rights and, to analyze the proposition, acting and offers from CUT in the counter reform period from Providence in the Government FHC and Lula. To perform this study beyond the essential bibliographical revision to found and deepen the subject, we use, the documental search through the internet pages, resolutions, informations and others publications from CUT. Using CUT in the governments worked in an elegant way, the FHC government against-reforms, showed itself through diverse actions, even though they didn t have homogeneous inside, contrary the neoliberalists politicians from this government, also the offers and precaution changers. The dissertation analyzes how the syndical practice of the workers rural Brazilians works your aspects of mobilization and claim in front of the execution of attendance services and providences, instituted in the marks of the military dictatorship, in the decade of 1970. We try to apprehend how these services have been interfering in the development of base works. Considering base works, as an enduring political formation of the rural workers, formation of new syndical leaderships and an effect participation of the workers in the political spaces. We trace the path of the rural workers' organization, starting from the previous period to the military stroke of 1964, while protagonists inserted in the national political conjuncture, organizing fight fronts and conquering rights. The research reveals that the rural workers' syndical movement, when it develops the activities coming from Funrural, established in 1971, they confront a dilemma that go through the political nature of your practice, which such activities can reduce the syndical rural workers, to a antity of assistance, and so interfere in the accomplishment of base works with the rural working class. The rural workers' syndical movement, inserted in the several conjunctures, since of your emersion in ante-64, when they have passed by growth and retrocession, they built along this period a structure to the national level, which makes possible the recognition of the rural workers' organization, as a class, and human being politicians of your own structure. Trabalho e reestruturação produtiva no Brasil neoliberal: precarização do trabalho e redundância salarial

O objetivo do artigo é tratar das mutações sociais que ocorrem no mundo do trabalho a partir da era neoliberal no Brasil. Examina-se a precarização do trabalho como sendo elemento compositivo do novo metabolismo social que emerge com a reestruturação produtiva do capital e a constituição do Estado neoliberal. Apresenta-se como bases objetivas da precarização do trabalho, a intensificação (e ampliação) da exploração (e espoliação) da força de trabalho, o desmonte de coletivos de trabalho e de resistência sindical-corporativa; assim como a fragmentação social nas cidades em virtude do crescimento exacerbado do desemprego em massa.

Do novo sindicalismo à concertação social: ascensão (e crise) do sindicalismo no Brasil (1978-1998)

La trajectoire du syndicalisme au Brésil de 1978 à 1998 se présente comme un passage, sur le plan de la stratégie syndicale, de la confrontation à la coopération conflictuelle, ou encore, de la lutte des classes dans la production vers une «convergence antagonique», ou un syndicalisme de participation ou de «concertation sociale», qui s'avère précisement un défensivisme nouveau, d'apparence néo-corporative. Ce que nous cherchons à caractériser ici est l'importance progressive dans la pratique syndicaliste prépondérante de la CUT dans les années 90 du nouveau corporatisme ouvrier, qui a tendance à affaiblir la perspective de classe qui a caractérisé la lutte politique et syndicale au Brésil dans les années 80.

Oralidade e escrita: a presença do discurso reportado em entrevistas jornalísticas

In this work, we intend to discuss results from a research about retextualization in gender journalistic interview, considering speech dialogical approach. Retextualization activity, which implies the production of a new text through one or more basic texts, shows the presence of reported speech as an integral unit of discursive construction. Our corpus had been extracted from a section called Nossos Valores [Our Values], present at the syndical newspaper Adurn Notícias [Adurn News], from Federal University of Rio Grande do Norte (Brazil), which weekly publishes journalistic interviews with active professors from this institution. We describe retextualised text structure by correlating it to the one from the oral text, in order to identify and describe quoted speech, as well as features of the gender in which it is inserted. It was verified that, when it comes to reported speech present in the published interviews, which are representative of the research corpus, diverse incorporation procedures of alien property‟s speech take place, especially those regarding about reported speech use. The waterish presence of the other present in dialoged texts speech transformed in monologue texts demonstrates that there is not a clear demarcation among voices in certain parts of the written text. This is confirmed during analyses of the two interview versions, in which it is not always possible to distinguish the authorship of certain propositions, which in some way can point to Bakhtin‟s concept of intentional hybridity. Beyond Bakhtin‟s contributions (1990; 2000), the theoretical principles of this work are based upon Marcuschi (1986; 1999; 2001), Matencio (2003), Authier-Revuz (1982), and Favero et al. (1997; 1998; 1999; 2000)

Condições e relações de trabalho no serviço público: o caso do governo Lula

Cet article a l'objectif de détailler les diverses initiatives du gouvernement Lula (2003-2010) par rapport à la mise en forme d'une politique de ressources humaines et, de cette façon, vérifier s'il y a eu une amélioration des conditions et relations de travail dans le secteur public brésilien. À partir des années 1990, et dans le sens contraire de la grande croissance de l'emploi public dans les six décennies précédentes, l'adhésion des gouvernements brésiliens aux principes du « Consensus de Washington » souligne le fonctionnalisme comme point fondamental dans l'agenda des réformes nécessaires à la reprise de la croissance économique. Ces gouvernements là se sont penchés sur le traitement de l'emploi public comme étant un problème fiscal et ont agi pour restreindre sa dimension. Simultanément, les conditions et relations de travail se sont présentées plus fragilisées (rendues évidentes par l'absence de réajustement de salaire; la croissance de formes variables de rémunération ; l'élargissement du cadre de travailleurs temporaires et externes, e avec l'attitude autoritaire devant la représentation syndicale). Avec une recherche documentaire et bibliographique, on pourra remarquer que la restructuration de nombreuses carrières, la reprise des concours, la création de la « Réunion Nationale de Négotiation Permanente », la réforme de la sécurité sociale et les réajustements selectifs des rémunérations manifestent l'ambiguïté comme une marque fondamentale des politiques de ressources humaines. Cela parce que, au même temps, les progrès des conditions de travail du serviteur public ont toujours été accompagnés par l'entretien d'une partie de l'agenda conservatrice des années 1990, surtout par rapport à la reproduction de limites fiscaux rigoureux.

Associativismo e comportamento eleitoral na eleição de 2002

A autora analisa a participação eleitoral em 2002, relacionando-a às formas de participação associativa. A hipótese testada é de que o eleitor com vínculos associativos tem maior participação eleitoral. Nesse sentido, os resultados sugerem que para os eleitores ativos há um perfil associado à participação em greves e filiação sindical mas, quanto à sua filiação partidária, sugerem que há outros fatores intervenientes na relação. O artigo utiliza os dados do ESEB 2002
