This Master's Thesis defines the debt policy of the current European Union Member States towards the developing nations. Since no official policy for debt exists in the EU, it is defined to include debt practices (loans and debt relief in development cooperation) and debt within the EU development policy framework. This study (1) describes how the issue of external debt appears in the development policy framework, (2) compares EU Member States' given loans and debt relief to grants for the developing nations (1960s to the 2000s), and (3) measures the current orientation in ODA of each EU Member State between grant aid and loan aid using the Grant-Loan Index (GLI). Theoretical aspects include reasons for selecting between loans (Bouchet 1987) and grants (Odedokun 2004, O'Brien and Williams 2007), policy context of the EU (Van Reisen 2007) and the meaning of external debt in the set-up between the North and the South. In terms of history, the events and impact of the colonial period (where loans have originated) are overviewed and compared in light of today's policies. Development assistance statistics are derived from the OECD DAC statistics portal and EU development policy framework documents from the EU portal. Methodologically, the structure of this study is from policy analysis (Barrien 1999, Hill 2008, Berndtson 2008), but it has been modified to fit the needs of studying a non-official policy. EU Member States are divided into three groups by Carbone (2007a), the Big-3, Northern and Southern donors, based on common development assistance characteristics. The Grant-Loan Index is used to compare Carbone's model, which measures quality of aid, to the GLI measuring the structure of aid. Results indicate that EU- 15 countries (active in debt practices) differ in terms of timing, stability and equality of debt practices in the long-term (1960s to the 2000s). In terms of current practices, (2000-2008), it is noted that there lies a disparity between the actual practices and the way in which external debt is represented in the development policy framework, although debt practices form a relevant portion of total ODA practices for many EU-15 Member States, the issue itself plays a minor role in development policy documents. Carbone’s group division applies well to the Grant – Loan Index’s results, indicating that countries with similar development policy behaviour have similarities in debt policy behaviour, with one exception: Greece. On the basis of this study, it is concluded that EU development policy framework content in terms of external debt and debt practices are not congruent. The understanding of this disparity between the policy outline and differences in long-term practices is relevant in both, reaching the UN’s Millennium Development Goals, and in the actual process of developing development aid.

It is a policy of Solid State Communications’ Executive Editorial Board to organize special issues from time to time on topics of current interests. The present issue focuses on soft condensed matter, a rapidly developing and diverse area of importance not only for the basic science, but also for its potential applications. The ten articles in this issue are intended to give the readers a snapshot of some latest developments in soft condensed matter, mainly from the point of view of basic science. As the special issues are intended for a broad audience, most articles are short reviews that introduce the readers to the relevant topics. Hence this special issue can be especially helpful to readers who might not be specialists in this area but would like to have a quick grasp on some of the interesting research directions.

This thesis studies the interest-rate policy of the ECB by estimating monetary policy rules using real-time data and central bank forecasts. The aim of the estimations is to try to characterize a decade of common monetary policy and to look at how different models perform at this task.The estimated rules include: contemporary Taylor rules, forward-looking Taylor rules, nonlinearrules and forecast-based rules. The nonlinear models allow for the possibility of zone-like preferences and an asymmetric response to key variables. The models therefore encompass the most popular sub-group of simple models used for policy analysis as well as the more unusual non-linear approach. In addition to the empirical work, this thesis also contains a more general discussion of monetary policy rules mostly from a New Keynesian perspective. This discussion includes an overview of some notable related studies, optimal policy, policy gradualism and several other related subjects. The regression estimations are performed with either least squares or the generalized method of moments depending on the requirements of the estimations. The estimations use data from both the Euro Area Real-Time Database and the central bank forecasts published in ECB Monthly Bulletins. These data sources represent some of the best data that is available for this kind of analysis. The main results of this thesis are that forward-looking behavior appears highly prevalent, but that standard forward-looking Taylor rules offer only ambivalent results with regard to inflation. Nonlinear models are shown to work, but on the other hand do not have a strong rationale over a simpler linear formulation. However, the forecasts appear to be highly useful in characterizing policy and may offer the most accurate depiction of a predominantly forward-looking central bank. In particular the inflation response appears much stronger while the output response becomes highly forward-looking as well.

The Finnish society developed rapidly in the 1960´s and 1970´s. This was result of international trends. Development of education, urbanization and wide organization of society increased discontent towards prevailing social structure and towards the power elite. Development of technology created possibility to present radical perspectives in mass media. This caused widely spread discussions dividing opinions. The purpose of this thesis was to complement research on national defence and the Finnish Defence Forces especially between years 1965 and 1975. The task of research was to clarify how changes in society and how the significance of this change was interpreted in public discussion about national defence and development of the Defence Forces. The most essential points for this thesis turned out to be discourses structured from public discussion. Main research material consisted of approximately 35000 news, editorials, articles and opinions presented in mass media supplemented by literature, committee reports and other archival sources. Frame of reference for this thesis is based on relativistic worldview. According to this, social reality is relative and there is no single truth. Environment has significant influence on the issue how knowledge and truth are formed. Data analysis was based on critical discourse. The key objective was to clarify the effects of broad changes in society using discursive methods. One essential goal was to form order of discourse using linguistic analysis and also connect discourses to wider sociocultural custom. On this thesis I came to the conclusion that on the review period there were five significant ensembles of discourse. They consisted of several discussions focused on different themes. The discourse of official security policy aimed to define national defence and the position of the Defence Forces as parts of foreign policy. Foreign policy is often perceived as the most significant part of security policy. Historical memory, geographical position of Finland and also the state contracts, changes in international warfare, tasks of the Defence Forces and increasing critic of national defence and the difference in thinking between generations formed the discourse of security policy. In the discourse of the liability to military service, the issue was about individual responsibility to society and national defence. Resisters and unarmed defence demands, encouraged by international examples were the themes. The discourse pointed out how mass media is used to influence and forced the Defence Forces to develop the practices in public information. The discourses of democracy and politics were closer to internal development of the Defence Forces to integrate more into society. The discourse of democracy focused in changing power relationships of the Defence Forces that were known as authoritarian. Issues like conscript and personnel union activity had lot of similarities to general social development. The discourse of politics presented how the Defence Forces were pushed towards parliamentary decision making. The personnel was granted the same rights as other population. Themes related to the discourse on the will to national defence were development of mental national defence, increasing education on national defence and creation of more open public information culture. According to discourses presented above I can state, that the position of the Defence Forces in society was changed between years 1965-1975. This change was advanced by the Defence Forces reformed attitude towards mass media and public information in general. Active participation in public information important became important instead of only answering topics. This positive development created an atmosphere, that was easier for the public to understand and create own pictures of the armed forces. Due to this, I can describe that the defenders and supporters of the armed forces were stuck in their trenches, until discussions presented in discourses and themes developed the Defence Forces to be better fitting part of society. Past studies of memory interference in multiprocessor systems have generally assumed that the references of each processor are uniformly distributed among the memory modules. In this paper we develop a model with local referencing, which reflects more closely the behavior of real-life programs. This model is analyzed using Markov chain techniques and expressions are derived for the multiprocessor performance. New expressions are also obtained for the performance in the traditional uniform reference model and are compared with other expressions-available in the literature. Results of a simulation study are given to show the accuracy of the expressions for both models.

SrRuO3 is widely known to be an itinerant ferromagnet with a T-C similar to 160 K. It is well known that glassy materials exhibit time dependent phenomena such as memory effect due to their generic slow dynamics. However, for the first time, we have observed memory effect in SrRu(1-x)O3 (0.01memory etc. arise in disordered glassy systems. Thus the observation of memory effect in case of an itinerant ferromagnetic system like SrRuO3 is quite strange. The emergence of such unusual magnetic response is strongly believed to be connected with a cryptic interactions arises in the low temperature. Our effort on neutron diffraction study has been able to trace the cause of such hidden magnetic interaction responsible for bringing glassiness in a ferromagnet.

This paper presents a low energy memory decoder architecture for ultra-low-voltage systems containing multiple voltage domains. Due to limitations in scalability of memory supply voltages, these systems typically contain a core operating at subthreshold voltages and memories operating at a higher voltage. This difference in voltage provides a timing slack on the memory path as the core supply is scaled. The paper analyzes the feasibility and trade-offs in utilizing this timing slack to operate a greater section of memory decoder circuitry at the lower supply. A 256x16-bit SRAM interface has been designed in UMC 65nm low-leakage process to evaluate the above technique with the core and memory operating at 280 mV and 500 mV respectively. The technique provides a reduction of up to 20% in energy/cycle of the row decoder without any penalty in area and system-delay.

Four groups of fin clipped brown trout (Salmo trutta) fingerlings were planted in Hot Creek over a six year period. Survival and growth were estimated by fall and/or spring mark-and-recapture surveys. Yield to the angler for two of the tour groups stocked was estimated by stratified random creel surveys. Fingerling survival from the midsummer stocking period to fall averaged 51 %. Overwinter survival from young-of-the-year to yearling fish averaged 49%. Angler harvest of two groups of fingerlings stocked at densities of 16,082 fish/mile averaged 1,704 trout/mile (10.6%) and 194 lbs/acre. Abundant cover and microhabitat suitable tor young trout, ice-free winters, and rapid growth were factors viewed as contributing to high yields. Results do not suggest a change is needed in the general policy of not stocking brown trout fingerlings in California streams. Results do show that fingerlings stocked in Hot Creek, and presumably other productive streams with abundant cover, can effectively fill a void created by limited recruitment. In this thesis we uncover a new relation which links thermodynamics and information theory. We consider time as a channel and the detailed state of a physical system as a message. As the system evolves with time, ever present noise insures that the "message" is corrupted. Thermodynamic free energy measures the approach of the system toward equilibrium. Information theoretical mutual information measures the loss of memory of initial state. We regard the free energy and the mutual information as operators which map probability distributions over state space to real numbers. In the limit of long times, we show how the free energy operator and the mutual information operator asymptotically attain a very simple relationship to one another. This relationship is founded on the common appearance of entropy in the two operators and on an identity between internal energy and conditional entropy. The use of conditional entropy is what distinguishes our approach from previous efforts to relate thermodynamics and information theory.

O presente trabalho tem como objetivo analisar alguns dos ideários sócio moralizantes que foram repercutidos na construção do pensamento social brasileiro, através das políticas pró-educação implementadas na década de 1940. O processo histórico que culminou com a edificação da Cidade dos Meninos, em Duque de Caxias no Rio Janeiro, surge, portanto, como um locus privilegiado para a investigação deste modelo educacional. Nesse contexto, as reflexões da intelectualidade à época, eram revestidas de uma expectativa moralizadora: "salvação pelo trabalho". Desta forma, surgiram espaços escolares que funcionavam em regime de internato e semi-internato, como a Cidade dos Meninos. Tratava-se de uma instituição destinada para essas populações "desvalidas", que seriam alvo de uma política educacional direcionada para a oferta do ensino "das letras" e do ensino profissionalizante de caráter elementar. Contudo, em 1950, ao ter uma fábrica de pesticidas instalada em seu interior, e com o posterior abandono desta, em virtude da mesma ter se tornado inviável economicamente em 1960, esse espaço foi alvo de uma contaminação ambiental e humana. Somente cerca de 30 anos depois, a referida contaminação foi trazida a público a partir de denúncias jornalísticas. A principal conseqüência foi o fechamento das escolas e a interrupção dos projetos de assistência social prejudicando muitos dos assistidos e antigos funcionários que assentaram residência na localidade, fazendo com que o problema social e de saúde pública se desdobrasse também numa questão fundiária. Todo esse movimento parece ter levado os atores sociais envolvidos no processo à uma elaboração pragmática sobre o papel da educação, do Estado, da pesquisa científica e do tipo de política que se destina a populações em situação de "periculosidade". A análise das memórias e das "trajetórias exemplares" de alguns moradores contribuíram para a compreensão da relação entre as políticas sociais e a perspectiva dos assistidos. Esse fato denota a possibilidade, na atualidade, de que os pressupostos que idealizaram tais políticas "sócio moralizantes" ainda apresentem vestígios no discurso e na ação tanto das autoridades, quanto dos próprios pesquisadores, desqualificando seus interlocutores e obscurecendo a solução do problema no referido local

Este estudo trata da formulação da política de formação do agente comunitário de saúde (ACS), buscando compreender as disputas que então se travaram, a partir dos processos políticos relativos à gestão da educação e do trabalho do ACS, implementados no período compreendido entre o início de 2003 e meados de 2005. Para tal fim, foram analisados os documentos debatidos nessa formulação, no intervalo de tempo compreendido entre março de 2003 e julho de 2004, o qual se revelou um período intenso de produção conceitual em torno dessa política. Nos documentos analisados, revelaram-se posições acerca do perfil social do ACS e do trabalho que este deve realizar, articuladas a concepções de ensino e formação em saúde, que disputaram o conteúdo e a forma que a política de formação desses trabalhadores deveria assumir. Tais disputas guardam relação também com o modo como esta função se instituiu no SUS e as contradições geradas desde então; ao mesmo tempo, as posições conflitantes apontam para distintos projetos de saúde, educação e trabalho. Esse processo resultou na publicação do Referencial Curricular para Curso Técnico de Agente Comunitário de Saúde, que consolidou a proposta de formação técnica, mas cuja implementação não tem se dado integralmente, configurando a prevalência de uma qualificação inicial, conforme determina a legislação que orienta o exercício da profissão de ACS. Entretanto, a dissertação indica que o processo não se esgotou, sendo a atual política de formação dos ACS objeto de disputas e demandas, tanto pela sua conservação, quanto pela sua transformação.

O objetivo desta dissertação é discutir o lugar que o fazer literário ocupa no processo de resistência à poderes hegemônicos. Como fontes primárias centrais, foram escolhidos o romance histórico The Farming of Bones (1998) e a narrativa autobiográfica Brother, Im Dying (2007), ambos escritos pela autora haitiana-americana Edwidge Danticat. Em The Farming of Bones, Danticat reconstrói ficcionalmente o trágico e obscuro episódio ocorrido em 1937 quando o então ditador da República Dominicana, Rafael Trujillo, ordenou o extermínio de todos os haitianos que residiam e trabalhavam em cidades dominicanas próximas à fronteira com o Haiti. O silêncio por parte dos governos de ambos os países em torno do massacre ainda perdura. A publicação do romance histórico de Danticat 61 anos após tal ato de terrorismo de Estado se torna, desta forma, exemplo de como o fazer literário e o fazer histórico podem fundir-se. Em Brother, Im Dying, Danticat narra a história da vida e da morte de suas duas figuras paternas, seu pai Andre (Mira) Dantica e seu tio Joseph Dantica (que a criou dos 4 aos 12 anos, no Haiti). Joseph, sobrevivente de um câncer de laringe, foi pastor batista e fundador de uma igreja e uma escola no Haiti. Morreu dois dias depois de pedir asilo político nos EUA e ser detido na prisão Krome, em Miami. Mira, que migrara no início da ditadura de François Duvalier para os EUA, onde trabalhou como taxista, morreu vítima de fibrose pulmonar poucos meses depois de seu irmão mais velho. Edwidge Danticat recebeu a notícia de que o quadro de seu pai era irreversível no mesmo dia em que descobriu que está grávida de sua primeira filha. Com uma escrita que abrange tanto a narrativa de si quanto a narrativa do outro, além das esferas públicas e privadas, Danticat cria em Brother, Im Dying um locus de fazer auto/biográfico que dialoga com questões de diáspora, identidade cultural e memória. Os ensaios publicados em Create Dangerously (2010) e as várias entrevistas concedidas por Danticat também reforçam meu argumento que Edwidge Danticat exerce seu papel de artista engajada através de seu fazer principalmente, mas não exclusivamente literário. Desta forma, a autora constrói uma possibilidade de resistência ao discurso hegemônico que opera tanto em seu país de origem quanto em seu país de residência.

Esta dissertação tem por objetivo investigar como Alice Munro e Margaret Laurence se apropriam de gêneros canônicos, especificamente do Bildungsroman e do Künstlerroman, para subvertê-los e representar versões diferentes do sujeito feminino através de romances de cunho autobiográfico escritos por mulheres. A investigação é focada em dois romances: Lives of Girls and Women (1971), escrito por Alice Munro, e The Diviners (1974), escrito por Margaret Laurence. No romance de Alice Munro, as estratégias de apagamento das fronteiras entre gêneros, a ideia de que perspectivas de realidade mudam de acordo com a experiência e a memória de cada indivíduo, como também a ênfase no desenvolvimento da protagonista enquanto pessoa e escritora, são assuntos amplamente discutidos. No romance de Margaret Laurence, a ênfase no aspecto subjetivo da memória, a desconstrução de estereótipos de gênero e a renegociação da representação do sujeito feminino para o alcance de uma identidade feminina autônoma na vida e na arte são os principais assuntos investigados. Em vista disso, esta dissertação visa mostrar como a representação da identidade feminina é redefinida por duas escritoras canadenses que se apropriaram de discursos dominantes para subvertê-los e, então, reescreverem suas histórias

O Centro Cultural Cartola, sediado no bairro da Mangueira, na cidade do Rio de Janeiro, foi criado a partir da observação de que os processos de preservação de memória, de transmissão da história e dos saberes do samba carioca se encontravam profundamente fragilizados pela engrenagem comercial e turística a que foram subvertidos, principalmente nos redutos tradicionais dessa expressão cultural. Reconhecido como Ponto de Cultura, em 2005, o Centro Cultural Cartola foi proponente da candidatura do samba do Rio de Janeiro a Patrimônio Cultural Imaterial Brasileiro e, desde então, vem trabalhando o protagonismo social de sambistas, visando a sua afirmação social e a salvaguarda desse patrimônio, com a implantação de uma política de resgate, valorização e difusão dos bens registrados: Partido- Alto, Samba de Terreiro e Samba-enredo. Desde 2009, passou a ser reconhecido como um Pontão de Cultura. Esta pesquisa de doutorado tem por hipótese central verificar o impacto da política de patrimônio junto aos agentes de cultura popular e como esse fato vem possibilitar- lhes sua elevação à condição de protagonistas sociais da própria história, a fim de garantir- lhes direitos e a valorização da identidade cultural que representam. Paralelamente, procurou- se conhecer a implantação de um museu de memória social, bem como levantar as principais conquistas e dificuldades do CCC no cumprimento de sua missão institucional, no que se refere à preservação do samba carioca e às interferências sociohistóricas a que é submetido, considerando-o como algo fluído e mutante. Parte essencial será também verificar se o discurso dos sambistas sobre sua arte e identidade mudou com a incorporação do conceito de patrimônio. Ressalta-se que a implantação do processo de salvaguarda das matrizes do samba do Rio de Janeiro que não está dissociada dos seus criadores e das práticas socioculturais na construção de ações de preservação, fomento e difusão de bens titulados

Cerebral prefrontal function is one of the important aspects in neurobiology. Based on the experimental results of neuroanatomy, neurophysiology, behavioral sciences, and the principles of cybernetics and information theory after constructed a simple model simulating prefrontal control function, this paper simulated the behavior of Macaca mulatta completing delayed tasks both before and after its cerebral prefrontal cortex being damaged. The results indicated that there is an obvious difference in the capacity of completing delayed response tasks for the normal monkeys and those of prefrontal cortex cut away. The results are agreement with experiments. The authors suggest that the factors of affecting complete delayed response tasks might be in information keeping and extracting of memory including information storing, keeping and extracting procedures rather than in information storing process.
