A socio-economic research is required as an attempt to address the socio-economic issues facing small-scale fisheries. A study of the socio economic conditions of small-scale fishermen is a prerequisite for good design and successful implementation of effective assistance Programmes. It will provide an overall pidure of the structure, activities and standards of living of small-scale fisherfolk The study is confined to the coastal districts of Ernakulam, Thrissur and Malappuram districts. It also gives a picture of socio-economic conditions of the fisher folk in the study area. The variables that may depict the standard of living of the small-scale fisherfolk are occupational structure, family size, age structure, income, expenditure, education, housing and other social amenities. It attempts to see the asset creation of the fisherfolk with the help of government agencies, and the nature of savings and expenditure pattern of the fisherfolk. It also provides a picture of the indebtedness of the fisherfolk in the study area. The study analyses the schemes implemented by the government through its agencies, like Fisheries Department, Matsyaboard, and Matsyafed; and the awareness of fisherfolk regarding these schemes, their attitude and reactions, the extent of accessibility, and the viability of the schemes.

There are around 150 engineering colleges (ECs) in Kerala under the government, aided and self financing (S.F.) sectors. While the college libraries in the government and aided sectors receive several grants, the libraries of S.F. colleges are solely run by their own funds. The rising costs of scholarly publications and strict AICTE stipulations regarding libraries and their collection, pose great difficulties to the libraries in all sectors in finding adequate budgets to provide quality services. Library cooperation/resource sharing helps to overcome this problem to a considerable extent. The present study analysed the facilities and services of the ECs affiliated to M.G.University, Kerala to identify whether there is a need for resource sharing (RS) among these libraries. The satisfaction of the users with their library resources and services were also ascertained. The study put forward a model for RS and the opinion of the librarians and users regarding the same were collected. Structured questionnaires were used to collect the required data. The study revealed that a wide gap exist between the libraries with respect to their facilities and services and many of the S.F. libraries have better infrastructure when compared to the government and aided college libraries. Majority of the respondents opined that RS is necessary to satisfy their information needs. The model of RS proposed by the study was widely accepted by the librarians and users. Based on the opinions and suggestions of the respondents, the study developed the potential model for resource sharing- the Virtual Resource Sharing Centre (VRSC).

The basic idea behind improving local food security consists of two paths; first, accessibility (price, stock) and second, availability (quantity and biodiversity); both are perquisites to the provision of nutrients and a continuous food supply with locally available resources. The objectives of this thesis are to investigate if indigenous knowledge still plays an important role in traditional farming in the Minangkabau`s culture, thus supporting local food security. If the indigenous knowledge still plays a role in food culture in the Minangkabau`s culture which is linked to the matrilineal role and leads to a sound nutrition. Further, it should be tested if marantau influences traditional farming and food culture in Minangkabau`s, and if the local government plays a role in changing of traditional farming systems and food culture. Furthermore this thesis wants to prove if education and gender are playing a role in changing traditional farming system and food culture, and if the mass media affects traditional farming systems and food culture for the Minangkabau. The study was completed at four locations in West Sumatera; Nagari Ulakan (NU) (coastal area), Nagari Aia Batumbuak (NAB) (hilly area), Nagari Padang Laweh Malalo (NPLM) (lake area), Nagari Pandai Sikek (NPS) (hilly area). The rainfall ranged from 1400- 4800 mm annually with fertile soils. Data was collected by using PRA (Participatory Rural Appraisal) to investigate indigenous knowledge (IK) and its interactions, which is also combining with in depth-interview, life history, a survey using semi-structured-questionnaire, pictures, mapping, and expert interview. The data was collected from June - September 2009 and June 2010. The materials are; map of area, list of names, questionnaires, voices recorder, note book, and digital camera. The sampling method was snowball sampling which resulted in the qualitative and quantitative data taken. For qualitative data, ethnography and life history was used. For quantitative, a statistical survey with a semi-structured questionnaire was used. 50 respondents per each site participated voluntarily. Data was analyzed by performing MAXQDA 10, and F4 audio analysis software (created and developed by Philip-University Marburg). The data is clustered based on causality. The results show that; the role of IK on TFS (traditional farming system) shown on NPLM which has higher food crop biodiversity in comparison to the other three places even though it has relatively similar temperature and rainfall. This high food crop biodiversity is due to the awareness of local people who realized that they lived in unfavourable climate and topography; therefore they are more prepared for any changes that may occur. Carbohydrate intake is 100 % through rice even though they are growing different staple crops. Whereas most of the people said in the interviews that not eating rice is like not really eating for them. In addition to that, mothers still play an important role in kitchen activities. But when the agriculture income is low, mothers have to decide whether to change the meals or to feel insecure about their food supply. Marantau yields positive impact through the remittances it provides to invest on the farm. On the other hand, it results in fewer workers for agriculture, and therefore a negative impact on the transfer of IK. The investigation showed that the local government has a PTS (Padi Tanam Sabatang) programme which still does not guarantee that the farmers are getting sufficient revenue from their land. The low agricultural income leads to situation of potential food insecurity. It is evident that education is equal among men and women, but in some cases women tend to leave school earlier because of arranged marriages or the distances of school from their homes. Men predominantly work in agriculture and fishing, while women work in the kitchen. In NAB, even though women work on farmland they earn less then men. Weaving (NPS) and kitchen activity is recognized as women’s work, which also supports the household income. Mass media is not yielding any changes in TFS and food culture in these days. The traditional farming system has changed because of intensive agricultural extension which has introduced new methods of agriculture for the last three decades (since the 1980’s). There is no evidence that they want to change any of their food habits because of the mass media despite the lapau activity which allows them to get more food choices, instead preparing traditional meal at home. The recommendations of this thesis are: 1) The empowerment of farmers. It is regarding the self sufficient supply of manure, cooperative seed, and sustainable farm management. Farmers should know – where are they in their state of knowledge – so they can use their local wisdom and still collaborate with new sources of knowledge. Farmers should learn the prognosis of supply and demand next prior to harvest. There is a need for farm management guidelines; that can be adopted from both their local wisdom and modern knowledge. 2) Increase of non-agricultural income Increasing the non-agricultural income is strongly recommended. The remittances can be invested on non-agricultural jobs. 3) The empowerment of the mother. The mother plays an important role in farm to fork activities; the mother can be an initiator and promoter of cultivating spices in the backyard. Improvement of nutritional knowledge through information and informal public education can be done through arisan ibu-ibu and lapau activity. The challenges to apply these recommendations are: 1) The gap between institutions and organizations of local governments. There is more than one institution involved in food security policy. 2) Training and facilities for field extension agriculture (FEA) is needed because the rapid change of interaction between local government and farmer’s dependent on this agency.

In der vorliegenden Arbeit wird nach Wegen zur Steigerung der Effektivität von Implementationsprozessen umfassender IT-Anwendungen in großen Kommunalverwaltungen gesucht, da nach vorliegenden Schätzungen allenfalls 10 % der großen IT-Projekte der öffentlichen Verwaltungen zielkonform und erfolgreich umgesetzt werden. Analysen zeigen, dass die in solchen Prozessen auftretenden Interdependenzen von Technologie, Organisation und Mensch oft nicht angemessen berücksichtigt wurden. Die zentrale Fragestellung der vorliegenden Untersuchung lautet daher, ob ein IT-Labor mit einer vorgelagerten ablauforganisatorischen Prozessoptimierung im Sinne eines funktionalen Wirksamkeitstests mit einer ganzheitlichen Betrachtung von technologischen, organisatorischen und sozial-humanen Wirkungsfaktoren bei intensiver Einbeziehung von eigenem Personal der Anwendungsorganisation den Implementierungserfolg größerer IT-Vorhaben erhöhen kann. Als methodischer Ansatz wurde eine Fallstudie gewählt (Implementierung von eAkten und SOA). Der Implementierungsverlauf ist methodisch in eine vorgelagerte ablauforganisatorische Prozessoptimierung und in eine nachgelagerte informationstechnologische Umsetzungsphase (sog. IT-Labor) gegliedert. Die Fallstudie legt den Schluss nahe, dass ein IT-Labor mit einer vorgelagerten ablauforganisatorischen Prozessanalyse zum Erfolg der Implementation wesentlich beitragen kann. Zudem zeigte sich, dass eine serviceorientierte Architektur zur prozessorientierten ganzheitlichen technologischen Systemgestaltung die Integration vorhandener IT-Anwendungen fördern kann. Die beschriebene IT-Laborstrategie kann im Ergebnis als ein erprobter Weg zur erfolgreichen Implementierung komplexer IT-Vorhaben empfohlen werden. Aufgrund der Analyse können einige kritische Erfolgsfaktoren für einen späteren Produktivbetrieb identifiziert werden: - Eigene Personalressourcen mit den zugehörigen Lernprozessen sind unverzichtbar, - In diesem Kontext sind auch die zugehörigen organisatorischen und technologischen Voraussetzungen zu schaffen, - Eventuell auftretende Qualifikationsdefizite der Anwender können in Zusammenarbeit mit externen Unternehmen und IT-Dienstleistern im Verbund mit den eigenen Projektmitgliedern zeitnah kompensiert werden. Die angewandte Implementierungs-Methodik ist auf solche Fälle übertragbar, in denen eine Gebietskörperschaft ab der Aufgabenstruktur einer großen kreisfreien Stadt mit heterogenen und dezentralen IT- und Organisationsstrukturen unterschiedliche Fachverfahren in einem komplexen Verwaltungssystem ganzheitlich und prozessorientiert zusammenführen möchte. Grenzen können sich somit aus der Größe einer Gebietskörperschaft, dem konkreten Aufgabenprofil sowie der finanziellen Leistungsfähigkeit ergeben. Eine Transferfähigkeit unter sozialen Gesichtspunkten setzt voraus, dass neben externem Personal qualifiziertes internes Personal mit Fachwissen und Querschnitts-Know-How bereitgestellt wird. Räumlich und zeitlich setzt die Verallgemeinerungsfähigkeit eine analoge politische und administrative Struktur mit einem entsprechenden Entwicklungsstand voraus. Mit den Ergebnissen der vorliegenden Untersuchung können Behördenleiter, IT-Verantwortliche und Beratungsunternehmen künftig in vergleichbaren Fällen eine effektivere Implementierungsmethode wählen. In der weiteren verwaltungswissenschaftlichen Forschung auf diesem Gebiet können auf der Basis der vorgenommenen Untersuchung konkrete Erfahrungen zur IT-Implementierung erhoben und bewertet werden, um weitere Effektivitätsreserven zu identifizieren.

Free-word order languages have long posed significant problems for standard parsing algorithms. This thesis presents an implemented parser, based on Government-Binding (GB) theory, for a particular free-word order language, Warlpiri, an aboriginal language of central Australia. The words in a sentence of a free-word order language may swap about relatively freely with little effect on meaning: the permutations of a sentence mean essentially the same thing. It is assumed that this similarity in meaning is directly reflected in the syntax. The parser presented here properly processes free word order because it assigns the same syntactic structure to the permutations of a single sentence. The parser also handles fixed word order, as well as other phenomena. On the view presented here, there is no such thing as a "configurational" or "non-configurational" language. Rather, there is a spectrum of languages that are more or less ordered. The operation of this parsing system is quite different in character from that of more traditional rule-based parsing systems, e.g., context-free parsers. In this system, parsing is carried out via the construction of two different structures, one encoding precedence information and one encoding hierarchical information. This bipartite representation is the key to handling both free- and fixed-order phenomena. This thesis first presents an overview of the portion of Warlpiri that can be parsed. Following this is a description of the linguistic theory on which the parser is based. The chapter after that describes the representations and algorithms of the parser. In conclusion, the parser is compared to related work. The appendix contains a substantial list of test cases ??th grammatical and ungrammatical ??at the parser has actually processed.

In the 1980’s, many United States industrial organizations started developing new production processes to improve quality, reduce cost, and better respond to customer needs and the pressures of global competition. This new paradigm was coined Lean Production (or simply “Lean”) in the book The Machine That Changed The World published in 1990 by researchers from MIT’s International Motor Vehicle Program. In 1993, a consortium of US defense aerospace firms and the USAF Aeronautical Systems Center, together with the AFRL Materials and Manufacturing Directorate, started the Lean Aircraft Initiative (LAI) at MIT. With expansion in 1998 to include government space products, the program was renamed the Lean Aerospace Initiative. LAI’s vision is to “Significantly reduce the cost and cycle time for military aerospace products throughout the entire value chain while continuing to improve product performance.” By late 1998, 23 industry and 13 government organizations with paying memberships, along with MIT and the UAW were participating in the LAI.

This paper examines key aspects of Japanese Government personnel practices, and draws comparisons with the practices in the U.S. civil service and, as appropriate, with other U.S. models. Particular reference is made to the practices of two major agencies in Japan, the Ministry of International Trade and Industry (MITI) and the Ministry of Posts and Telecommunications (MPT). As appropriate, selected government businesses practices other than personnel practices are noted.

The main instrument used in psychological measurement is the self-report questionnaire. One of its major drawbacks however is its susceptibility to response biases. A known strategy to control these biases has been the use of so-called ipsative items. Ipsative items are items that require the respondent to make between-scale comparisons within each item. The selected option determines to which scale the weight of the answer is attributed. Consequently in questionnaires only consisting of ipsative items every respondent is allotted an equal amount, i.e. the total score, that each can distribute differently over the scales. Therefore this type of response format yields data that can be considered compositional from its inception. Methodological oriented psychologists have heavily criticized this type of item format, since the resulting data is also marked by the associated unfavourable statistical properties. Nevertheless, clinicians have kept using these questionnaires to their satisfaction. This investigation therefore aims to evaluate both positions and addresses the similarities and differences between the two data collection methods. The ultimate objective is to formulate a guideline when to use which type of item format. The comparison is based on data obtained with both an ipsative and normative version of three psychological questionnaires, which were administered to 502 first-year students in psychology according to a balanced within-subjects design. Previous research only compared the direct ipsative scale scores with the derived ipsative scale scores. The use of compositional data analysis techniques also enables one to compare derived normative score ratios with direct normative score ratios. The addition of the second comparison not only offers the advantage of a better-balanced research strategy. In principle it also allows for parametric testing in the evaluation

El objetivo de este trabajo es el analizar la perdurabilidad empresarial en el sector agropecuario mediante la identificación de las principales características de las empresas que conformar a este sector en la ciudad de Bogotá y que se encuentran en proceso de reestructuración de la ley 550 de 1999, publicada por la superintendencia de sociedades. Se analizaron las características que tienen en común estas empresas acogidas por esta ley, llevándonos a entender las causas del porque las organizaciones en nuestro país al momento de su creación el 41% no supera el primer año de vida, y otro tanto no sobrepasa de los primero 5 años. Para poder así trabajar en conjunto la academia, el gobierno y las empresas en un plan de mejoramiento y perdurabilidad empresarial exitoso que prevenga toda clase de enfermedades que puedan presentar las empresas y contribuyan con su deterioro y muerte. Para este análisis se utilizaron datos cualitativos y cuantitativos obtenidos de los resultados arrojados por los cuestionarios económicos y financieros aplicados a cada una de estas empresas.
