Aristotle said "Man is a social animal," that does not know how to live isolated and need interaction with their peers. Over several millenniums the man was found many ways to communicate – from smoke signals to sign language or even writing – and this need not slowed down over the years, instead of this, became increasingly glaring. Communication has become increasingly imperative in our lives. But the communication has long ceased to be seen merely as a transmission of words. Nowadays, in the today's society, the man relates to others through two levels: verbal and non-verbal. These two dimensions of communication arise often together, completing or in opposition to, even if the human being does not realize it. Proxemics, as one of the areas covered in Non-Verbal Communication is responsible for studying the distances and proximities that are between people and spaces and how each of us do to protect and defend their personal territory. Will be the Gender, Age, Profession or the Barriers to Communication able to significantly influence the proxemic? The present study will answer to these questions.

A presente dissertação, apresentada no âmbito do Mestrado em Gestão das Organizações, ramo Gestão Pública, aborda o tema da Reorganização Administrativa do Território das Freguesias. O Memorando de Entendimento com a Troika assinado em Maio de 2011 pelo XVIII Governo constitucional previa a redução do número das autarquias locais. Assim que iniciou funções, o sentido do Governo seguiu a necessidade de alterar um modelo considerado como gasto e inadequado às necessidades das populações. O Governo considerou que um mapa das freguesias com mais de cem anos não era apropriado. Nos últimos 40 anos, a gestão local e administrativa revelou-se mais diversificada e ampla, tornando-se assim imprescindível, neste novo âmbito, apostar numa eficiência acrescida, que não era exatamente uma inquietação no séc. XIX, data do anterior mapa territorial das freguesias. A reforma não foi realizada através de um ajuste crescente, mas seguiu-se um impacto reformista que adequou o poder local a um novo tempo histórico executando-se alterações estruturais que incluíram mudanças no sector empresarial local, na organização do território, na gestão municipal e intermunicipal e no financiamento e democracia local. Qualquer reforma administrativa tem objetivos concretos a alcançar e é necessário perceber se esses objetivos são ou não atingidos. Neste caso, interessa constatar se ocorreu uma maior proximidade entre os níveis de decisão e os cidadãos, se se valorizou a eficiência na gestão e afetação de recursos, estimulando a economia de escala, se sucedeu uma progressão na prestação do serviço público, se foram observadas as especificidades locais e se essencialmente se fortaleceu a coesão e a competitividade territorial. O objetivo da investigação realizada foi verificar o impacto da Reorganização Administrativa do Território das Freguesias (adiante, RATF). Iniciando com um enquadramento teórico que enfoque as freguesias, no contexto da Administração Pública portuguesa, com uma breve abordagem dos seus meios de financiamento e regime de contabilidade, abordar-se-á seguidamente a RATF e a forma como foi implementada. Finalizar-se-á analisando os resultados obtidos através de um questionário por inquérito enviado às 120 uniões de freguesias criadas no Distrito de Braga. Verificar-se-á quais as alterações mais importantes e se houve uma efetiva redução de custos como pretendido aquando da sua implementação.

The sugarcane production consists in the principal product activity in the state of Alagoas, holding a structure composed of 25 unities of production that represents the economic base of more than a half of its municipies, what make it be the biggest producer of the sector in North and Northwest, exporting its products for countries in different continents. From this reference, it was searched in the present work, to understand the configuration of the circuit space production of sugar cane in Alagoas, from the use of the territory, trough the analyses of the more significant events related to the sector, and, the established rules by the State, through the government, by organs like Institute of Sugar and Alcohol (IAA), and programs like National Alcohol Program (Proálcool), between others, that had as function to structure and to allocate resources to the sugar cane sector. It was realized that the investments done made possible the renovation of techniques used in the sugar cane complex. In the beginning, with the substitution of the mill for factories and, afterwards, the improvement of the agriculture and factory process themselves, improving the utilization of the byproduct, and the productive integration of instances, specially with the sugar, cane, electricity generation production, intensifying the participation of the state in the internation division of labor, giving it a organization structure divided by big hegemonic agents of this process. SO, the sugar cane geographic configuration existing in alagoano territory was restructured and the circuit even more pass to constitute movement of many scales, subsidized by cooperation circles. However, this configuration showed itself subservient to world commerce, what conditions the adoption of hegemonic practices that are far from the local projects and living practices. The verticality imposed offers a configuration that isn’t peculiar, that only serves to answer to the big hegemonic agent commands, characterizing the continuity of the present capitalism process. It means that the sugar cane factories use corporately the territory as resource to obtain more lucrativity and this way dominate the bigger quantity of consumer commerce

Since the middle of 1970´s the world has been undergoing significant transformations, comes in a new era of global capital accumulation, and starts the called productive restructuring. This restructuring is materialized spatially through the reconfiguration of territory, redefining its uses and providing a new spatial structure. With regard to native of Rio Grande do Norte territory, there is, from the 1980s, the emergence of new economic activities, among which stand out tourism, which become stimulated from government policies. In this context, has stood the east coast of the state, because its beaches have recognized scenic appeal and environmental quality. Therewith business opportunity, international investors ended up investing in this portion of Rio Grande do Norte´s territory, especially over the last decade. The expansion of this process, to the north coast, resulted in the emergence of intense property dynamics in the municipalities of Maxaranguape and Rio do Fogo. The low value of the property and buildings, compared to the European market and the availability of real property, were the main factors that explain the attraction of such investors, who are now seen as new business opportunities with high rates of profitability, in tropical areas, hitherto remote geographical location of the economic system. Therefore, the objective of the research is to analyze to what extent the International Investment promoted the appreciation of property in the municipalities of Maxaranguape and Rio do Fogo. The time frame covers the period among 2000- 2013. The methodology consisted of the following proceedings: surveys and analysis of data collected in the property registry office of the Maxaranguape and Rio do Fogo municipalities; interviews with public and private officials that were important for the analysis of spatial transformations and the recovery of the property that occurred in the municipalities studied; collection of secondary data from official bodies, such as IBGE, MTUR, SETUR, BNB etc. Analyzing the information and data that have been cataloged, it was concluded that this investments are reinforcing old leisure and tourism practices existing in the past in those territories and, shifted (creating new territorial arrangements) a significant part of the eastern coast zone areas of the state. Another consequence connected to this recent phenomenon refers to property’s increase in value that has occurred in this part of the state, episode which is directly connected to that event. Therefore, it is realize that the expansion and the incorporation of the capital territories reveal, in part, the strategies of the capitalist mode of production, which are evident in the search for better conditions of accumulation, expanding the alternative of use of the properties which occurs in selective way and uneven in the geographic space form. It is observed that the mechanisms that capital makes use to impose their practices can happen through the property’s increase in value market, meaning, thereby, that the reproduction of imbalances happens, often, through the marked property speculation with the fast increase in value of properties.

This study investigates the religious group named 'shoe wearing carmelites' (or Calced Carmelites) from Brazil´s Order of Carmo, from 1580 until 1800, in the Capitaincy of Bahia de Todos os Santos (Recôncavo, city of Salvador and Sergipe) and in the Capitaincy of Pernambuco (Alagoas, Pernambuco and Itamaracá). The study does not include the religious group known as the 'Reformed' Carmelites from Goiana, Recife and Paraíba convents. The Order of Carmo is a religious order from the Roman Catholic Church, founded in the 12th century. By the 16th century they were split into 'Calced' and 'Discalced'. In 1580 the Calced ones came from Portugal to Brazil, built convents in urban areas and were able to acquire slaves, farms and other assets. As any other religious order, the Carmelites had their modus operandi. This work emphasizes the way they operated or acted in the city, either individually or in association with other Carmelite religious foundations elsewhere (networking). Their action affected, although indirectly, the building of some specific aspects of the architecture, the city and the territory in colonial Brazil. The main objective of this study is to demonstrate the impact of the Calced Carmelites from Bahia and Pernambuco upon the territory of colonial Brazil, which is analyzed according to three scales: 1) the region or interurban; 2) the city or intraurban; 3) the building or the architecture. The research employs the comparative method of analysis, especially for the architectural scale. The work demonstrates that although not acting as architects or urbanists, the Carmelites contributed to the formation of the colonial territory of Brazil, behaving as a well-articulated and hierarchized religious network, from an economic and social perspective. Moreover, they influenced the emergence and growth of several colonial urban nuclei, from Bahia to Pernambuco, mainly in the surroundings of their religious buildings. Finally, it is very clear this religious order’s contribution to colonial architecture, as it can be seen by the architectural characteristics of the convents and churches which have been analyzed, many of which still stand in a good state of conservation nowadays.

The global energy crisis triggered the possibility of unconventional hydrocarbons exploration and production, culminating in the US energy revolution as well as making other countries interested in the development of these natural resources. The justification for this research comes from Brazil's interest in the use of hydraulic fracturing techniques in unconventional resources since the Brazilian National Agency of Petroleum, Natural Gas and Biofuels (ANP) organized the 12th acquisition process and published the Resolution no. 21 of April 10, 2014. The conflict between economic viability and the social and environmental damage from exploration and production of unconventional hydrocarbons in Brazil resulted in the search for a legal solution that would consider the economic, social and environmental interests. The main purpose here is to analyze the regulation of unconventional oil exploration and production in Brazil in order to show lack of regulatory instruments so far. The specific objectives are to investigate how the lack of effective regulation may ultimately prevent the development itself, analyze the importance of systematization of a new regulatory tool for ensuring legal security and energy, identify the key negative environmental and social impacts, and suggest possibilities approaches within the new regulatory framework. The research methodology stands out the hypothetico-deductive model as approach, and the comparative model as procedural method. Moreover, the research techniques used here are performance of a theoretical and descriptive questioning over literature search, analysis of Brazilian standardization and case laws, and a brief comparative study, in order to provide suggested approaches for a new regulatory framework.

The present study on “organization education on Amapá’s Federal Territory (1943-1958)”, looked forward to answering the following questions: Was there an educational policy, in a systemic way, on the former Amapá’s federal territory? On the other hand, what were the main initiatives of the first intervenors for the education dissemination? After facing these questions, we established, as hypothesis, that the developed actions in the education’s scope on that territory back in the 40’s and 50’s were not able to implant an educational project in Amapá, since there was no preoccupation to understanding the sociocultural reality of Amapá’s population. Given this hypothesis, we analyzed the relation between the political practices developed by the first intervenor on the territory and the brazilian political scenario, from the legal-administrative nature of the federal entities and political conjuncture of the “New State” (1937-1945). To achieve that, we sought some similarities between Janary Gentil Nunes’s ways of governing and Getúlio Vargas’s political actions. To make this happen, it was necessary to check official documents out, as well as unofficial ones, especially the old articles published by “Amapá”, the local newspaper, official press tool back then, which disseminated the beliefs and values of the constituted authorities, with the purpose of “strengthen” the “modernization” ideal on the people. Such practice was based on the attempt of breaking off sociocultural economic backwardness of the territory, hiding out the reality of the Amapá’s population, marked by poverty, a high illiteracy rate and the typical tropical diseases from Amazon (Malaria). During the rupture’s process between the old and the modern, the education takes on a major role in the official speech, being used as political advertisement and as essential element to the modernization and to the development of a “new man”: now “civilized”. However, the investigation on the expansion of the elementary education in Amapá, showed us the presence of a significant number of rural schools, in contradiction to the disseminated urban modernization promise around there. In this sense, we can affirm that educational policy on Amapá’s territory failed by reasons of being based on the “transplantation” of the Federal District’s educational project, and it is important to recall that, back then, the brazilian Federal District was Rio de Janeiro. Despite the public agents had established uncountable schools on rural areas, these were not carried out from a more systemic process, this is, considering the reality of the Amazon’s "cabloco". So, we observed the existence of the separation between the modern speech and the maintenance of old oligarchic practices by that time.

This work describes and analyzes the situation planned with the current, according to the housing development project style of social interest (Gleba 9), named Victory Brazil at Shopping Park II neighborhood, located in the southern sector of Uberlândia (MG), built with Program resources Minha Casa, Minha Vida (PMCMV). The specific objectives are: to present the housing policy of social interest directed to the Minha Casa, Minha Vida in the city of Uberlândia, from its history to its current information; trace the environmental characterization of the housing Vitoria Brazil through the development of thematic maps; identify the impacts generated by the housing projects of social interest; and show through interviews with 25 residents of Vitoria Brazil, the structural problems of the houses. Therefore, the research became quali-quantitative with descriptive approach and use of semi- structured interviews to collect data. In addition, the iconographic sources, ie photographs of the problems raised by the residents of the whole Victory Brazil and maps of the study area, enlarged the qualitative and dialogic nature of this study, as there is opportunity to contextualize specific way what was reported the residents interviewed. We understand that the city is intrinsically related to the design of agglomeration, characterized by the production of the possessor market capitalism a public administration system that is guided by the ideals of consumption and utilization of space, and its inhabitants are high class with the construction of equipment and adequate social services. One of the important biases to solving the problems of urbanization is by the intervention of the government through public policies through the master plan so that would allow prospects to enable the population of low-income housing in locations that offer housing and decent urbanization conditions.

Urban violence, manifestly public and free, has changed the standard of sociability of townspeople. The city is an increasingly private space of hopes of reducing the risk of victimization, due to the fear of violence that separates and distances the classes in expectation of concealing this behavior. However, violence has many facets and, in one way or another, will always be present as a product of social friction. It is in the urban context and using drug trafficking as a backdrop that this work raises questions about the territorial violence in Montes Claros - MG. The objective was to analyze the dynamics of illicit drug trafficking from the concepts of territory, observing to what extent the appropriation of space contributes to the use of violence, especially in interpersonal disputes. Methodologically, it seeks from quantitative and qualitative techniques make the spatial distribution of criminal indicators, defining and creating hierarchy territories of violence in urban areas. From the qualitative approach seeks to organize and analyze data together to the Civil and Military Police, Brazilian Institute of Geography and Statistics -IBGE, João Pinheiro Foundation and the System of the Ministry of Health Mortality Information - SIM. The opportunity of miscegenation between the knowledge of the survey respondents and the official data has introduced qualitative part. The city of Montes Claros has been taken as an object of observation due to a set of conditions, which stood its medium size, your importance in the regional context and their socioeconomic disparities. The results point to the existence of multiple territoriality of violence involving the trafficking of illicit drugs in urban space. Territorial disputes by the traffickers have victimized people with socioeconomic characteristics and urban spatial origin similar. The dynamism of the established boundaries from the cohesion and / or rupture of the interests of those involved creates and destroys territories in the power struggle.

O concelho da Figueira da Foz é um local tipicamente turístico, conhecido essencialmente pela sua costa marítima, extenso areal e vida noturna. No entanto, esta localidade dispõe de um património cultural e ecológico desconhecido pela maioria da população. Com o objetivo de dar a conhecer o território, foi desenvolvido um Guia das Rotas Pedestres, que permite dar a conhecer um pouco desse ambiente desconhecido.

Pautado pelos conceitos de “conflito” e “poder”, este estudo tem por objetivo analisar a percepção dos atores relativa aos conflitos de poder e à sua gestão pelas partes da relação intersetorial, no contexto da implantação de um projeto minerador de grande porte no município de Morro do Pilar, Minas Gerais, Brasil. A proposta é apresentar estratégias de gestão construtiva de conflitos que respondam aos interesses das partes envolvidas – Estado, empresa e sociedade civil, de forma a alcançar o equilíbrio de interesses necessário ao desenvolvimento sustentável do território. Para tal, a presente pesquisa, inserida na vertente qualitativa e de perfil descritivo e exploratório, valeu-se do método de estudo de caso para avaliar os conflitos de poder envolvendo o processo de intersetorialidade objeto deste estudo, visando sua gestão construtiva. Ao seu término, verificou-se que os projetos desenvolvimentistas mostram-se prejudiciais nos planos socioeconômico, ambiental e institucional, produzindo uma miríade de conflitos de relacionamento entre os setores envolvidos, por afetar de forma negativa a vida da população, interferindo nas condições de reprodução e permanência. Consequentemente, conclui-se pela premência de se repensar os processos de sofrimento social desencadeados pelos modelos adotados, principalmente por governos e empresas, provocando desastres ambientais oriundos da má gestão dos conflitos de poder, para que se compreenda como eles afetam a vida das pessoas reais que fazem história em condições que não escolheram.
