We study a particular restitution problem where there is an indivisible good (land or property) over which two agents have rights: the dispossessed agent and the owner. A third party, possibly the government, seeks to resolve the situation by assigning rights to one and compensate the other. There is also a maximum amount of money available for the compensation. We characterize a family of asymmetrically fair rules that are immune to strategic behavior, guarantee minimal welfare levels for the agents, and satisfy the budget constraint.

This paper examines the growing dysfunction between the apparently increasing significance of diverse leisure practices in the countryside and the largely unchanging official response towards them. Although there is recognition in the recent rural White Paper (DOE and MAFF, 1995) that access is essential to enjoying the countryside, the construction of this term is dubious, since paid access agreements, based on producer requirements, are favoured over any form of demand-driven freedom to roam. Using the Countryside Stewardship Scheme (CSS) as an example of the incentive structure developed to promote this policy, the paper applies Plato's simulacrum as a reading of how this process is being utilised to underpin the dominant rights associated with rural property interests. In particular, the paper makes the point that rather than representing the corollary of a market situation, as its supporters claim, the CSS involves government grant for the eclectic provision of short term licences over ground which remains unmapped as anything other than its continued agricultural use. In concluding, the paper asserts that rather than representing an increase in the availability of leisure sites in the countryside, the CSS and other schemes represent a diversion from the wider and deeper socio-cultural process of continued wealth and power redistribution.

Brazilian fish farms presented an accelerated development during the early 90's, mainly because of the increase in fee-fishing operations. To meet the demand of this market, fish production and supply became excessive and, as a consequence, the number of fee-fishing operations, farmers and the final selling price, decreased. This study analyzes the technical aspects, production cost, profitability and economic viability of the production of piaucu (L. macrocephalus) in ponds, based on information from a rural property. Feeding and fingerling costs amount to approximately 47.1 % of the total production cost, representing together with the final selling price the most important factor affecting profitability. The payback period was 8.3 years, the liquid present value US$ 291.07, the internal return margin 9%, and the income-outcome ratio was 1.01, which represents an unattractive investment as a projection based on current conditions. The improvement in productive efficiency enhances the economic valuation index, and that the relative magnitude of cost and income are the most important points for the economic viability of the studied farm.

O Pontal do Paranapanema, extremo oeste do Estado de São Paulo, é conhecido em todo o Brasil devido aos conflitos pela posse da terra, protagonizados pelo Movimento dos Trabalhadores Rurais Sem Terra (MST), que transformou significativamente a paisagem da região, onde atualmente se observam pequenas ilhas de assentamentos rurais imersos numa matriz de grandes pastagens. O Código Florestal prevê que esses assentamentos, assim como qualquer propriedade rural, deve manter 20% de sua área com cobertura vegetal arbórea. Essa área, conhecida como Reserva Florestal Legal, deve ser restaurada, caso não exista. Assim, esta pesquisa se desenvolveu no assentamento Santa Zélia, Município de Teodoro Sampaio, São Paulo, numa área de 15 ha de Reserva Legal. Seis famílias desse assentamento foram responsáveis pela restauração da área, através de módulos agroflorestais (Taungya) temporários. Dois indicadores foram utilizados para avaliação econômica da produção agrícola na área: Valor Presente Líquido (VLP) e Relação Benefício-Custo (RB/C). Os resultados indicaram valores positivos em todas as famílias analisadas, levando à conclusão de que sistemas agroflorestais podem ser adotados na recuperação de áreas de reserva legal em propriedades rurais. Sua maior ou menor viabilidade econômica irá depender de um manejo mais intenso na área para produção agrícola e de preços satisfatórios para venda no mercado.

In this paper we describe the development of a low-cost high-accuracy Galileo Code receiver, user application software and positioning algorithms for land management applications, which have been implemented using a dedicated FPGA board and dual frequency Galileo E5/L1 Radio Frequency Front-End. The current situation of rural property surveying in Brazil is described and the use of code measurements from the new Galileo signals E5 AltBOC combined with E1 MBOC for use in land management applications is explored. We explain how such approach is expected to allow delivering an absolute positioning solution which could bridge the gap between receivers of high cost/complexity/accuracy based on carrier phase and receivers of lower cost/accuracy based on pseudorange observables. The system is presented together with a detailed description of main components: the Code Receiver and the Application Software. The work presented is part of an ongoing European-Brazilian consortium effort to explore the use of new Galileo for land management applications in Brazil and sponsored by the GNSS Supervisory Authority (GSA).

Foram criados na segunda metade do século XX, no Brasil, diversos órgãos fundiários estaduais que buscavam solucionar os crescentes conflitos de terra. Um dos principais objetivos dos órgãos fundiários era garantir o acesso à propriedade rural, ou seja, possibilitar que o maior número de pessoas pudesse ter um pedaço de terra para trabalhar. Outro papel era o de gestão do patrimônio público. Contudo, na prática verificou-se que a gestão se resumia mais em incorporar as terras devolutas ao seu patrimônio e depois transferi-lo para os entes privados, do que em pensar em uma política na qual seria defi nida, pelos institutos de terra, também a forma de uso e manejo dos recursos naturais. Procuramos mostrar essa questão relacionada à produção de diversas formas de confl itos fundiários relacionados à atuação dos órgãos fundiários. Mas também a compreensão destes em uma nova conjuntura política e jurídica, pois é preciso definir, dentro da estrutura organizacional governamental, qual é o órgão ou a instância responsável pela execução da política agrária, pela gestão dos recursos naturais renováveis e, principalmente, pelas terras devolutas. A análise sobre a situação fundiária e dos conflitos na área da Br-163 (Rodovia Cuiabá-Santarém), é elucidativa de como a visualização da estrutura fundiária é importante para a elaboração de um plano estratégico de ordenamento social, econômico e ecológico.

The Paulista West region has suffered through the decades an intense process of deforestation when substituting native areas of Atlantic rainforest and Cerrado by agricultural cultivation, mainly coffee in the 20th century. This occupation process without planning and management of the soil resulted in serious erosion problems. Besides, the soil erosion promoted the reduction of agricultural production and the silting of rivers. This paper aims identify the factors of natural scope (geological, geomorphologic and pedologic characteristics) which participate in unleash of erosion process in two agricultural properties producers of coffee in order to apply mechanical techniques of recovery in erosive focuses of furrow and ravine kinds. One of the properties is at the city council of Getulina, located on the sandstones of Adamantina Formation; the other is at the city council of Vera Cruz, located on the sandstones of Marília Formation. However, taking into consideration the analysis of the natural dynamics, they are not enough to explain the complexity of the phenomena which are processed in the geographic space. It made indispensable the incorporation of socio-economic factors, such as the use and occupation process of the soil considering the society as landscape transformers. In order to better understand the importance of each one of the elements that contributes to the unleash of the studied erosions, it was collected soil samples in the areas, general descriptions and texture and morphologic analysis. Finally, it was elaborated the maps of the use and occupation of the soil and the vegetal coverage surrounding the properties studied. It was observed in the rural property of Getulina the substitution of the coffee by pasture that finds degraded.
