Um dos efeitos da digitalização do campo de batalha é o uso intensivo de novas tecnologias ao nível tático, de forma a agilizar a gestão e facilitar a compreensão do mesmo, com objetivo de contribuir decisivamente para a obtenção da superioridade de informação durante a condução das operações militares, assumindo particular relevância nesta temática a utilização de sistemas de informação para o comando e controlo. Observando a crescente importância destes sistemas para os exércitos, em particular para os baixos escalões, o presente trabalho, com o tema “Informações, Vigilância e Reconhecimento: Contributo para as Funções de Combate Comando-Missão e Informações”, estuda e analisa o papel dos dados, notícias e informações nessas funções de combate, bem como a sua relação com os sistemas de informação para o comando e controlo. São estudados e definidos os conceitos considerados base para a investigação, à luz da doutrina nacional e NATO, constituindo um suporte essencial para o estudo de sistemas de informação para o comando e controlo utilizados no exército norte-americano (com arquitetura de sistemas considerada como referência nos desenvolvimentos em curso no nosso exército) e para a análise dos sistemas de informação para o comando e controlo utilizados atualmente no Exército Português nas suas forças de manobra, com foco nos baixos escalões, abordando o que se encontra igualmente em desenvolvimento. Do estudo realizado determinaram-se uma série de requisitos operacionais, passíveis de serem integrados num sistema de informação para o comando e controlo de baixos escalões; verificou-se que tipo de dados e notícias eram recolhidos das viaturas utilizadas pela unidade em estudo, neste caso o Grupo de Reconhecimento da Brigada de Intervenção; e relacionaram-se os dados, notícias, informações e funcionalidades presentes com as variáveis de missão e, posteriormente, às funções de combate Comando-Missão e Informações.

Introduction This study aimed to evaluate whether a low platelet count is a good surrogate marker of hepatosplenic schistosomiasis (HSS) in a rural area of Brazil. A small district in southeastern Brazil, with a population of 1,543 individuals and a 23% prevalence of schistosomiasis, was selected for this investigation. Methods In July 2012, 384 volunteers were subjected to clinical, ultrasonography (US), and laboratory examinations, including stool sample analysis. The HSS patients were classified into four groups: Group 1 consisted of patients with a spleen >13cm and liver fibrosis; Group 2 consisted of patients with a palpable spleen and spleen>13cm measured by US; Group 3 consisted of patients with a spleen >13cm measured by US; and Group 4 consisted of patients with a palpable spleen. Results Eight patients were in Group 1 (2.1%), twenty-one were in Group 2 (5.5%), eight were in Group 3 (2.1%), and eighteen were in Group 4 (4.7%). A significant difference in the mean platelet counts was observed between the patients with and without HSS (p<0.01). Based on the receiver operating characteristic (ROC) curve (platelet count <143,000/mm3), the sensitivity was greater than 92% in all groups, and the specificity varied from 44.4% to 75%. Conclusions We concluded that in endemic areas, thrombocytopenia demonstrates good sensitivity for detecting HSS and may be used as a screening tool to identify patients with HSS.

AbstractObjective:To compare the accuracy of computer-aided ultrasound (US) and magnetic resonance imaging (MRI) by means of hepatorenal gradient analysis in the evaluation of nonalcoholic fatty liver disease (NAFLD) in adolescents.Materials and Methods:This prospective, cross-sectional study evaluated 50 adolescents (aged 11–17 years), including 24 obese and 26 eutrophic individuals. All adolescents underwent computer-aided US, MRI, laboratory tests, and anthropometric evaluation. Sensitivity, specificity, positive and negative predictive values and accuracy were evaluated for both imaging methods, with subsequent generation of the receiver operating characteristic (ROC) curve and calculation of the area under the ROC curve to determine the most appropriate cutoff point for the hepatorenal gradient in order to predict the degree of steatosis, utilizing MRI results as the gold-standard.Results:The obese group included 29.2% girls and 70.8% boys, and the eutrophic group, 69.2% girls and 30.8% boys. The prevalence of NAFLD corresponded to 19.2% for the eutrophic group and 83% for the obese group. The ROC curve generated for the hepatorenal gradient with a cutoff point of 13 presented 100% sensitivity and 100% specificity. As the same cutoff point was considered for the eutrophic group, false-positive results were observed in 9.5% of cases (90.5% specificity) and false-negative results in 0% (100% sensitivity).Conclusion:Computer-aided US with hepatorenal gradient calculation is a simple and noninvasive technique for semiquantitative evaluation of hepatic echogenicity and could be useful in the follow-up of adolescents with NAFLD, population screening for this disease as well as for clinical studies.

The experiences of the United States Armed Forces of the wars in Iraq and Afghanistan and Israel Defense Forces in the Second Lebanon War resulted a new term to surface called “hybrid warfare”. It was to describe the complexity of today’s battlefield. The term “hy-brid warfare” was never officially defined nor is it today. The updated version of the US ARMY Field Manual 3-0: Operations (Change 1) from February 22, 2011, introduced and defined “hybrid threat” and thus opened the discussion for hybrid adversary. In this thesis a model is introduced according to which any organization, group or an ad-versary can be examined and evaluated to see whether it qualifies as a hybrid adversary. It is demonstrated by the example of Hezbollah, which is recognized as the best example of an organization utilizing “hybrid warfare” and subsequently categorizing as a hybrid adver-sary. The model will be tested with Afghan Taliban to see whether both the model works and Taliban qualifies as a hybrid adversary or not. According to the model used in this thesis, it is concluded that Taliban does not meet the standards of a hybrid adversary, but with acquisition of standoff weapons it would quickly qualify as one. The model proved to work, and it could be used as a tool by intelligence of-ficers for estimating the threat levels of any group or identifying those groups that are al-ready or are about to develop into a hybrid adversary.

Ce mémoire porte sur la question de l’innovation militaire en temps de guerre et plus particulièrement sur la transition de la guerre conventionnelle vers la contre-insurrection des forces armées américaines au cours de la guerre d’Irak. Cette transition est un cas d’innovation militaire intéressant puisqu’il s’agit d’un changement radical dans les pratiques militaires de l’Armée américaine et du Corps des marines particulièrement parce qu’ils ont régulièrement tenté d’éviter les missions de contre-insurrection au cours de leur histoire. Cette recherche tentera d’expliquer comment les forces américaines ont innové au cours de la guerre d’Irak Nous considérons que le passage de la guerre conventionnelle à la contre-insurrection des forces américaines est le résultat d’un processus d’innovation militaire en temps de guerre qui se produit simultanément à partir de la base et du sommet de l’organisation militaire américaine. Tout d’abord, à la base, nous estimons que les unités américaines de l’Armée et des marines ont développé de nouvelles capacités de contre-insurrection à la suite d’un processus d’exploration de nouvelles tactiques et de nouvelles techniques sur le champ de bataille. Ensuite, à partir du sommet, nous croyons que la contre-insurrection est le résultat d’un changement stratégique au niveau des opérations des forces américaines. Ce mémoire est divisé en quatre chapitres. Le premier est consacré aux modèles théoriques d’innovation militaire. Le deuxième présente un aperçu de la guerre d’Irak de 2003 à 2007. Les chapitres 3 et 4 analysent respectivement la contre-insurrection comme un processus d’innovation militaire par la base et par le sommet.
