From the agri-food crisis of 2007/2008, we live an intensifying period in the global land rush. The land grabbing is analyzed as a process that occurs on a global scale, especially to countries in Africa and Latin America, the main targets of the current global competition for land, because beyond the earth have low prices and the legislation be flexible, low and ineffective supervision of the state (especially in the issue of environmental and labor laws), also have vast tracts of arable land, with fertile soils and high availability of water resources (the latter element has become relevant in that case analysis). In addressing the land foreignization in the XXI century it is necessary to speak about the issue of biofuels and bioenergy, since it is these that define the current phase of land foreignization in Brazil. In the 1970s occurred the first incentive to produce ethanol in the sugarcane cultivation, with the policy of the National Alcohol Program (PROALCOOL). From the 2000s this interest again sharpened up and foreign capital began to see in Brazil a great opportunity for a production facility and purchase of old agro-processing plants that were implanted in PROALCOOL period but who were disabled. This is the case of Umoe Bioenergy, Norwegian company that in 2006 started its production in the municipalities of Narandiba and Sandhurst, located in the Pontal do Paranapanema region that, in turn, is the region of São Paulo with larger agrarian conflicts, settlements land reform, land grabbing and high poverty rates...

The cane sugar is important since the early days in the history of the country, following the discovery of Brazil since the colonial period, therefore, the culture has an important role in the Brazilian economy, being one of the main products. In the 1970s with the advent of the economic crisis, geopolitical and the possibility of depletion of oil, countries dependent on imported fuel, sought new energy alternatives. In Brazil, it was decreed in 1975 the creation of the National Alcohol Program - PROALCOOL, who had several years of rising, the increase of distilleries and marketing of cars powered with ethanol blend. Due to the decrease in the price of oil the importance of the program significantly reduced, returning to peak only in 1979, ie, the second phase of the program. Conceived as one of the vectors of the national response to the crisis in oil prices '70s, the program persisted at times rising in others not reaching for more than three decades. Brazil is the second largest ethanol producer, second only to the U.S., where the raw material comes from corn, which becomes a bottleneck biodiesel production because it competes with food production. New technologies developed to increase ethanol production combined with sustainability and economic viability are being held, the principal is the second generation ethanol, known as cellulosic ethanol, ethanol plus third and fourth generation.

This essay aims to discuss the acquisition of food by the National School Feeding Program in light of its current legal framework with a view to promote healthy and culturally sound eating habits that help to improve the health of Brazilian school children and promote local development. The study presents an analysis of the current legislation of the National School Feeding Program, evidencing its intention to influence the Brazilian feeding system and the food pattern of its population using school meals, highlighting the gaps that challenge the achievement of major changes in the execution of the program. From this analysis and based on the high and growing consumption of ultra-processed foods in Brazil, and considering the disadvantages of these foods when compared with minimally-processed or fresh foods, a proposal is developed to guide the construction of a list of foods that is consistent with the current legal framework of the Program and its objectives. It is argued that the prevalence of minimally-processed or fresh foods in school meals can be a strategy to rescue the healthy-food heritage and strengthen local development if promoting family farming.

Este ensaio pretende discutir a aquisição de alimentos para o Programa Nacional de Alimentação Escolar à luz do seu marco legal vigente, na perspectiva de promover hábitos alimentares saudáveis e culturalmente articulados que contribuam para a promoção das condições de saúde da população escolar brasileira e para o desenvolvimento local. Apresentase análise da legislação em vigor do Programa Nacional de Alimentação Escolar, evidenciando a intencionalidade de influenciar o sistema alimentar brasileiro e o padrão alimentar de sua população a partir da alimentação escolar, destacandose as lacunas que desafiam a efetivação de mudanças substanciais na execução do programa. Partindo dessa análise e com base no elevado e crescente consumo de alimentos ultraprocessados no Brasil, e considerando as desvantagens desses alimentos diante de alimentos pouco ou não processados, desenvolvese proposta para orientar a construção de uma pauta de alimentos que seja consistente com o marco legal vigente do programa e com seus objetivos. Argumentase que a predominância de alimentos pouco ou não processados na alimentação escolar pode ser estratégia para o resgate do patrimônio alimentar saudável e para o fortalecimento do desenvolvimento local se resultar da aproximação com a agricultura familiar.

The National Reading Incentive Program (PROLER) is a national initiative to promote and encourage reading throughout the country, linked to the National Library Foundation (FBN) of the Ministry of Culture (MinC). This research aims to assess the PROLER’s implementation process in the state of Rio Grande do Norte, from the actions of their local committee. The framework is based on contextualize the policies that seek to encourage the book and reading, as well as the processes of implementation and evaluation of public policies. The research is understood as a qualitative descriptive-exploratory study, comprising a single case study. Makes use of semi-structured interview as a tool for data collection, which was attended by 8 members of Potiguar Committee as respondents. The techniques of bibliographical and documentary analysis were used for the analysis and discussion of data obtained from surveys and documents on PROLER; as to the content of the interviews, the technique used was the analysis of conversations. As for the results, the existence of four barriers to program implementation in the state that are worth mentioning is observed: a) the political-administrative discontinuity; b) the limited resources and few partnerships; c) the management of school libraries and absence from the post of librarian in the state and; d) the absence of a process or assessment tool able to evaluate the results or the impacts of actions taken by the Potiguar Committee. It was noticed that these limiting four come PROLER making the implementation of the Rio Grande do Norte a process that, although complying with the national regulations of teacher training and follow school libraries and their needs, not flawed to develop assessments that can measure program impacts, making the feedback process of ineffective policy. Another observation of this study is seen in the fact that the Committee did not get enough to supply their shares resources, as well as not being able to articulate new partnerships, thus contributing negatively to the scope of the program form and, consequently, for the effectiveness of their actions. Has even mentioning the fact that the Committee do nothing regarding the mismanagement of the libraries that are in their care, ie, do not use the power of coercion as guaranteed by the National Policy on Reading and federal laws that treat the school library, and is therefore ineffective in relation to compliance with the program guidelines

This study aims to investigate the process of implementation of Programa Nacional Biblioteca da Escola, PNBE, and the reader's training on Childhood Education level in Natal. The promotion of literary reading is the opportunity of inclusion in a world that is connected to citizenship, to human rights and social justice, because the reading is the way which gives meaning to the life and, therefore, it is a right for everybody. The study is characterized as a qualitative research with evaluative approach. The methodological procedure that constitutes this corpus took place in three stages: the first one was about the analysis of laws and documents of national public policies for the reading promotion; questionnaires were applied by Managing Committee - Natal/RN to CMEIs and the available websites from MEC that provide distribution of the acquis; in the second stage, we adopted the semi-structured interview as a methodological procedure elaborated with open questions that focus on the program management and to the acquis of PNBE; and in the third step we visited the 21 centers of childhood education in Natal for interviewing and to do the exploratory observation in places of reading. The Informant actors in this research are: the advisors of SME - Natal and FNDE, managers and teachers in Municipal Childhood Education Centers who totalize 30 informants. This theoretical and methodological framework follows the studies of Amarilha (1993; 1994; 2002; 2006; 2010; 2012), Bardin (2001), Bogdan; Biklen (1994), Castro (2007; 2008; 2012), Demo (2000; 2006; 2008), Fischer (2006), Moreira; Caleffe (2008), Paiva (2008; 2012), Secchi (2010; 2012), Soares (2003; 2008) and Zilberman (2001; 2003; 2008). The analysis indicates that decentralization strategy which is adopted in public management model will transfer responsibilities and assumption of the PNBE, exempting the actors to planning actions ensuring the efficiency and efficacy implementation on reading policy to national and municipal levels. The qualified acquis that is distributed by MEC reaches every Childhood Education center and does not depend on teacher's desire or it action, only a few of them know about it and they do not have information about the PNBE, neither receive specific training in order to articulate it to the practice of reading with children from Childhood Education. The reading project implemented by private education system in Natal overlaps the PNBE, making it invisible. The reading places that are available for that schooling stage are summarized to the reading corners. In some CMEI, books remain stored in boxes or they are locked in the closet, out of use to the teachers and students. Thus, care for the acquisition, selecting acquis, and a preoccupation to the supply of the reading and books for this education level are lost into volumes of closed boxes, teachers are jettisoned to this process and children do not have any enchantment to the reading or books. In this context, this paper draws attention to how much we should still investigate in order to understanding the perspectives, stresses and challenges from public policies for the reading promotion in our country. We hope that the research will help to improve the management model of the PNBE, ensuring the reading democratization and therefore the reader's training in early Childhood Education.

In this study, we present a political evaluation of how SENAC/RN perceives PRONATEC, emphasizing all ideological principles, aims and theories that this institution reproduces and reinforces while playing this professional qualification program. We intended to reveal ideological aspects that inspire SENAC’s perception of PRONATEC, pointing the actual interests hidden by those aspects. Our starting question is: What ideologies, objectives and theories that are explicitly or implicitly reinforced by Senac in implementing PRONATEC? In the research, we consider the hypothesis that transferring the responsibility about PRONATEC from public to private institutions is something that impoverishes the professional formation process, once the program ends up subordinated to private institution’s ideological, political and economic interests. The methodological approach chosen was the single case study. As data source, we used broad literature survey, official files of PRONATEC and SENAC, official information about the program and personal interviews. At the end of the research, we present elements that show some “flexibility” on PRONATEC due to SENAC’s interests, offering a superficial professional formation, commonly dissociated from a propaedeutic education, focusing on the need of adaptation e consensus of works around a society project. In this regard, despite PRONATEC is payed by public resources, it’s been used by SENAC as a fortifier of this institution on professional education market, in an hegemonic and neoliberal construction of a model of society.

The National School Feeding Programme (PNAE) is a public policy in Brazil for over 60 years and represents one of the most important programs of feeding and nutrition in the world. The role of family farming as a source of employment in rural areas, food provider and for ensuring much of the Brazil’s food security is constantly present at the government's and social movement’s agendas. Law 11.947 of 2009 marked its integration in the food supply for the National School Feeding Programme. Article 14 of aforementioned law highlights that a minimum of 30% (thirty percent) of the funds transferred by the National Development Fund Education (FNDE) to the Programme must be used for the purchase of food directly from family farmers or their organizations. The national school feeding policy under the responsibility of the FNDE and is subjected to agencies of internal control, such as the General Controllership of the Union (CGU), of external control, such as the Audit Courts of the Union and the of the states, and to the social control of the school feeding councils. Those funds are transferred to the implementing agencies, which are the education offices of the states, municipalities and of the Federal District. These entities must annually present their accountings to the School Feeding Councils, which analyze them and then issue a conclusive report to the FNDE, approving with or without reservations, or rejecting them. In this sense, this research aims to propose parameters that should contribute to the improvement of the social control over purchases from family farming for the National School Feeding Programme. The study was conducted by non parametric sampling alongside the managers of the implementing entities, school feeding councils and Family Farming Organizations all across Brazil, from the databases provided by FNDE and by the National Union of Cooperatives of Family Agriculture and Solidarity Economy (Unicafes). The study points out that the legal framework of PNAE seeks to ensure the participation of family farming in the food supply for the Programme, despite allowing the executing agencies to justify the non-compliance of the minimum required in a number of ways. The survey also signalizes that the school feeding councils follow the implementation of the Programme very shyly, and points out that there is room to expand and enhance the participation of these councils and organizations of family farming in the execution of PNAE. Its effectiveness requires a constant and effective process of training of the agents involved in the Programme.

O objetivo desta pesquisa é compreender e analisar como o negro vem sendo narrado nos livros de Literatura Infantil veiculados no Programa Nacional Biblioteca da Escola – PNBE para a Educação Infantil e que efeitos de verdade esses discursos vêm produzindo. Utilizo os conceitos de identidade, diferença e raça a partir de uma abordagem pós-estruturalista na intenção de fazer aproximações com o pensamento de Michel Foucault e outros autores desta perspectiva teórica. Os materiais utilizados foram livros de literatura infantil disponibilizados pelo Ministério de Educação do Brasil por meio do Programa Nacional Biblioteca da Escola distribuído no ano de 2012, especificamente para a Educação Infantil. O estudo foi organizado a partir de três movimentos de análise. No primeiro, realizei um mapeamento sobre o acervo geral dos livros disponibilizados pelo Programa na intenção de perceber as temáticas principais destes materiais, os quais permitiram a seleção e o desenvolvimento das especificidades desta pesquisa. No segundo movimento analisei o acervo de livros propostos pelo PNBE buscando o aparecimento de personagens negros, para logo após analisar a forma como são apresentados, tanto como protagonistas das narrações, como no seus silenciamentos. No terceiro movimento busquei analisar como os discursos sobre a diversidade e a diferença são abordados nos livros deste acervo. A análise dos livros me possibilitou perceber a pequena presença de personagens negros nos materiais pesquisados, assim como a universalização dos materiais, tanto em conteúdo como personagens. Cabe destacar que esta pesquisa permitiu olhar como a presença do sujeito negro continua sendo mínima com relação a suas formas de representação, nas quais ainda persistem os silenciamentos quanto à participação deste personagem em comparação com o referencial branco. Pude perceber, também, que os conceitos de diferença e diversidade são tratados como sinônimos em grande parte dos livros analisados, permitindo ver como a produção do discurso sobre a identidade é, muitas vezes, atravessada por uma lógica de universalização e homogeneização dos sujeitos, desconsiderando suas particularidades históricas e culturais que os diferenciam.
