Simultaneamente à construção e início de operação do Metrô de São Paulo, os transportes coletivos sofreram urna continua deterioração. Isto nos leva a analisar o processo de decisão que resultou na construção do metrô, discutindo também as alternativas possíveis para uma efetiva melhoria no transporte rápido de massa na Grande São Paulo. Inicialmente abordamos o processo de estruturação da Grande São Paulo pelos meios de transportes, especialmente as ferrovias. Depois acompanhamos a evolução histórica dos bondes elétricos, até a sua extinção e substituição pelos ônibus. Isto é que nos permite entender o porque dos vários projetos de metrô propostos para a cidades de 1927. Com a eleição do Prefeito Faria Lima e com o substancial incremento da receita municipal, o metrô começa a se tornar realidade. Mas a análise da rede básica proposta em 1968 vai mostrar que o metrô localiza-se fundamentalmente na região Sudoeste da cidade, secularmente privilegiada pelos investimentos públicos, sem considerar o aproveitamento da rede de subúrbios já existente, que serve precariamente as regiões mais pobres da Grande São Paulo.

Este trabalho é uma pesquisa sobre os investimentos urbanos realizados pela Administração Popular de Porto Alegre, Rio Grande do Sul, Brasil, entre 1991 e 2000. A pesquisa objetiva investigar se os investimentos urbanos realizados em abastecimento de água, esgoto, habitação e transporte, foram planejados e se a Administração Popular, ao contrário de suas declarações, fez planejamento urbano nesse período. Além disso, procura apreender o papel e a importância que o planejamento urbano tem para a Administração Popular no discurso das três primeiras gestões: Olívio Dutra, Tarso Genro e Raul Pont.

O trabalho procura levantar uma memória do planejamento urbano em São Paulo, definindo como objeto de pesquisa o estudo dos planos urbanísticos. Estudo dos principais planos feitos para São Paulo desde 1899 até 1961, analisando o seu conteúdo e as suas condições de implementação, sistematizando a memória do Planejamento da cidade. Aborda a intervenção da Prefeitura no processo de urbanização espontâneo, destacando os principais obstáculos que impediram uma ordenação mais eficaz da estrutura urbana. Aponta as condições institucionais necessárias para um planejamento urbano inovador e eficiente, dentro da nossa realidade político-econômica.

Este trabalho se destina a montar uma estrutura de relações históricas e teóricas que possibilite uma aproximação ao entendimento dos problemas de São Paulo em relação ao planejamento urbano e ambiente político. Resta assinalar que se irã estudar o caso da cidade de São Paulo, o que restringe a validade das conclusões, mas viabiliza uma pesquisa acadêmica desta natureza, sem que se percam elementos essenciais.

The Escritório Saturnino de Brito (Saturnino de Brito Office), created in 1920 under the sanitaristic guidance of the engineer Saturnino de Brito, has a vast record of works throughout the whole national territory, even after the death of its founder, in 1929 at which point his son, and also engineer, Saturnino de Brito Filho, assumed the head of the company , with a compromise to continue his father s work and assure his administrative, technical and urbanistic principles up until the early 1980s, when that institution came to an end. The scarcity of theorical studies about this Office, alongside the importance of the contributions it made in countless cities, oriented the focus of this study on its performance in Natal, where it remained from 1935 to 1969, designing, executing and managing sanitationist works and the services associated with them and going through several political, economical, social, cultural and urbanistic contexts periodicized in this work into three moments. Thus, it is intended to analyze how the Saturnino de Brito Office behaved and adapted itself to the conjunctural changes that unfolded into each of these moments, and more specifically, to observe the forms of intervention adopted the principles, the instruments and the scope aiming to verify the transition of the sanitaristic set of urbanistic ideas into the urban planning as a development strategy on a local level

The man, being subject and object of their changes, has passed by many process to find a better life way. Since your existence, he finds to live in groups for make easy your life and make concrete yours desires. All by history, when the individual´s rights was establishment, collectives and lonely way, contribute for evaluate the relationship between individuals and they own, and them and state, which has a duty to those, positive or negative, depending on the case. The circle of fundamentals rights has been sustainable development and the concept of growth economy associated to the environment protection. This association reflect a apparent conflict between values very distinct, but the constitutional interpretation can be reunite both of them and make it live in harmony; values of environmental order and economical order can be exist together, as long as the state contribute to this. On the city, where the most of relationships happening, the urban plan appear how a effective way of sustainable development, finding the harmony between the growth economy and environment protection. To effective the socials functions of the city (inhabit, circulate, work and entertainment) and the citizen´s life quality, the city is the scenery that show how the urban plan, across established previously legal instruments, like the governmental public politics, to effective the right to development, right of third generation. The director plan how effective tool for local needs - obligation defined by Citizen Statute that contribute for the program linked defined by the urban plan. The state´s intervention on the private sector of citizen, and the restriction on their rights are be justified by the collective´s rights and their quality of life. So, in front the urban scenery has been the plan to make social functions of city, the healthy way of life, which is the sustainable development

This paper attempts to show the convergence of principles between labor market politics and urban management, emphasizing it relationship with pro-market theories. Limits and possibilities of the application of this theoretical frame were investigated by examining the changes in both composition and stock of labor in three important business spaces in São Paulo: Central Area, Paulista Avenue and the new expansion front near Luiz Carlos Berrini and Águas Epraiadas avenues. Despite the claims of pro-market theoreticians, information provided by Labor Ministry showed that between 1996 and 2000, a re-arrangemenet of the workers contingent among the investigated areas occurred, instead of the expected growth. The favorable behavior registered in Berrini/ Águas Espraiadas, because of the bulky volume of investments, took place at the same time that a decrease of labor in the Downtown; meanwhile, in Paulista, a growth of the number of employees was observed, in spite of the landing less elevated of investments.

Landscape is dynamic, having complex nature, with tangible and intangible dimensions, presenting a continuous evolution process. The aim of this research were based on the identification and classification of landscapes in units and subunits, from the ownership by individuals; the development of a methodology to assist in the planning and management, conciliating conservation of natural areas with anthropic activities; and, from the information gathered, evaluate the different social groups aiming to design a landscape from the sustainable development perspective; thus better understanding both cultural and forest fragmentation processes, in the city of Ouro Preto, Minas Gerais. The research analyzed the current landscape and its historical evolution, distinguishing between material and immaterial dimensions. Information was raised from field trips, soil types, relief, slope, drainage, conservation units, administrative zoning, urban areas, natural resources, economy, tax raising, transport and building infrastructure, satellite images, types of management applied to the preservation or conservation of forests and fields, and semi-structured interviews with the various actors that modify and transform the territory, thus making a balance between the built landscape and the demands of the society and ecosystems. Results were composed by a map of land use in 2011; a map of landscape units and their subunits, with their appropriate definitions; a map with five levels of activities intensity, with their respective descriptions; and raising barriers to improving the welfare of the actors and the integrity of ecosystems. The number of generated ecosystem services are difficult to measure, but its benefits are useful for everyone. The physical changes are a reflection of the economy, which caused environmental impacts, mainly related to mining activities, tourism, agriculture and conservation of natural areas, all requiring ideally a shared management. In this sense, the landscape needs a management to create sustainable alternatives to anthropic activities. The dynamics of the landscape has been shaped by a slow evolution, set by mining activities due to the high financial revenues, there were areas of revegetation after clearcuts in the past, and now tourism lacks structure. The city has great potential for development projects with payments for environmental services, however, gaps for shared management exists.
