Brazilian Social Segurity and Social Work: reflections on the Continuous Cash Benefit Programme

Guaranteed under the Federal Constitution of 1988, Brazilian social security covers rights relating to health, social welfare and social care. The Continuous Cash Benefit Programme (BPC) was approved as part of social care policy and is regulated under the Social Care Act (Ley Orgánica de Asistencia Social) of 1993. This benefit guarantees a minimum monthly income for persons with disabilities and for older adults. Certain requirements must be satisfied in order to obtain the assistance: medical and social assessment of disabled persons, a minimum age of 65 years for older adults, and, in both cases, the value of per capita income for the nuclear family in question, which must be lower than a quarter of the minimum wage. Regulation of the BPC has incorporated advances and setbacks in terms of legislation and implementation. In this framework, this article presents a theoretical reflection, an analysis of the legislation on the matter, and some reflections on the challenges that it poses for social workers.

Algunas reflexiones a partir de la Ley de Muerte Digna

El Senado Nacional sancionó recientemente una ley llamada “Ley de Muerte Digna”, la cual nos invita a hacer algunas reflexiones. La primera es llamar la atención justamente sobre el hecho de que la ley no trata de la muerte (como lo hace la Ley Nº 24.193 sobre trasplantes de órganos que deja estipulado, entre otras cosas, cómo se debe constatar la muerte), sino de la vida de las personas cuya salud se encuentra seriamente comprometida y que en muchos casos, no siempre, se presupone que se encuentra próxima a la muerte.

外源Ca~(2+)对模拟微重力环境中鱼腥藻细胞质膜透性和光合特性的影响

以鱼腥藻为材料 ,研究了外源Ca2 +对模拟微重力环境中微藻细胞膜透性的影响。实验结果表明 :提高培养基中的Ca2 +浓度可减轻由模拟微重力造成的膜透性增大 ,有助于稳定细胞膜结构和功能。同时 ,外源Ca2 +降低了藻细胞光系统Ⅱ (PSⅡ )的光化学效率 (以荧光参数Fv/Fm表示 )下降的幅度 ,表明外源Ca2 +对模拟微重力环境下鱼腥藻细胞光合作用的损伤 ,有良好的防护效应。

条形半导体激光器光束质量因子M~2的理论计算

通过一个二维半矢量模型求得纯折射率导引脊形波导和掩埋波导这两种常见平面条形半导体激光器波导结构的模式光场分布，再通过描述光束传播的非傍轴矢量二阶矩理论，通过平面波谱的方法获得激光器出射光束在横向和侧向上的束腰、远场发散角和M~2因子。讨论了波导结构参量变化对M~2因子的影响，并对两种波导结构光束的性质与波导参量的关系进行了比较。

2 x 2 electrooptical switch in silicon-on-insulator waveguide

A 2 x 2 Mach-Zehnder interferometer electrooptical switch integrated in silicon-on-insulator using multimode interference 3-dB couplers as splitter and combiner has been proposed and fabricated. Free carriers plasma dispersion effect was utilized to realize light modulation in silicon. Switching operation was achieved at an injection current of 358mA and which can be much reduced by optimizing the PIN structure and improving fabrication process. Extinction ratio of 7.7dB and crosstalk of 4.8dB has been observed.
