Interest in the role that cities can play in climate change as sites of transformation has increased but research has been limited in its practical applications and there has been limited consideration of how policies and technologies play out. These challenges necessitate a re-thinking of existing notions of urban governance in order to account for the practices that emerge from governments and a plethora of other actors in the context of uncertainty. We understand these practices to constitute adaptive governance, underpinned by social learning guiding the actions of the multiplicity of actors. The aim here is to unpack how social learning for adaptive governance requires attention to competing understandings of risk and identity, and the multiplicity of mechanisms in which change occurs or is blocked in urban climate governance. We adopt a novel lens of 'environmentalities' which allows us to assess the historical and institutional context and power relations in the informal settlements of Maputo, Mozambique. Our findings highlight how environmental identities around urban adaptation to climate change are constituted in the social and physical divisions between the formal and informal settlements, whilst existing knowledge models prioritise dominant economic and political interests and lead to the construction of new environmental subjects. While the findings of this study are contextually distinct, the generalizable lessons are that governance of urban adaptation occurs and is solidified within a complex multiplicity of socioecological relations.

The authors examine partnerships as a policy strategy for climate change governance in cities in the Global South. Partnerships offer the opportunity to link the actions of diverse actors operating at different scales and, thus, they may be flexible enough to deal with uncertain futures and changing development demands. However, simultaneously, partnerships may lack effectiveness in delivering action at the local level, and may constitute a strategy for some actors to legitimate their objectives in spite of the interests of other partners. Engaging with the specific example of urban governance in Maputo, Mozambique, the authors present an analysis of potential partnerships in this context, in relation to the actors that are willing and able to intervene to deliver climate change action. What, they ask, are the challenges to achieving common objectives in partnerships from the perspective of local residents in informal settlements? The analysis describes a changing context of climate change governance in the city, in which the prospects of access to international finance for climate change adaptation are moving institutional actors towards engaging with participatory processes at the local level. However, the analysis suggests a question about the extent to which local communities are actually perceived as actors with legitimate interests who can intervene in partnerships, and whether their interests are recognised.

This work objectives to investigate how the public policies of urbanization and land regularization of the Program of Urbanization of Informal Settlements - PROAP, in Rio de Janeiro allow the social inclusion and the rescue of the citizenship of the poor populations. To reach this objective the two programs of PROAP were analyzed into two communities both beneficed by each one of these programs. First, the social exclusion and how it reflects itself in the form of appropriation of the territory and in the type of housing was deeply analyzed. It leads the analysis of the public policies. As a next step, a brief historical analysis was made to include the PROAP in the historical context, and this was analyzed in each one of its stages. Finally, through a qualitative approaching, the slum of Vigário Geral and the irregular settlement of Ana Gonzaga have been researched, both were chose by their singular characteristics and, according to speech of the inhabitants, it was evaluated how the Program contributes in the social inclusion in these communities.

This research approaches the issue of accessibility in informal settlements, seeking for the challenges and limits defined by informal urban settings, about the application of accessibility parameters. Take the empirical universe as the Conjunto Santa Terezinha, located in Fortaleza- Ce. Initially, the study presents a reflection about the housing issue in Brazil and the informal settlementes in view of the Right to the City. In this sense, the main references are, the works of Suzanne Pasternak (2008), Nabil Bonduki (1998) and Erminia Maricato (1996-97), among others. Follows with the discussion of the concepts and classifications of this type of settlement, making a content analysis of legislation and regulations relating to accessibility and proposed the discussion of the accessible route as the right strategy for the city. In another step, the methodology of 'walking together' created by Dischinger (2000) was applied in a passage previously chosen, which the researcher follows the disabled person during the journey through city making records like photos and video. The comments and perceptions are compared to the spatial analysis of urban morphology, made from the method of Del Rio (1990) and Panerai (2006), and the parameters of NBR 9050. Knowledge of the area is enriched by the methodology of the production of space made by Henri Lefebvre in his book 'The production of space' (1974) with these categories: space conceived, perceived and lived. Another key reference of this author it s the book 'The Right to the City' (991), which allowed in-depth reflections on the social function of town. In conclusion, the study finds that to guarantee a minimum access conditions in informal sittlements it´s necessary to know the specifics of their morphology, their relations and urban practices in view of the visitability- experiencebility, describing it as complementary concepts

The right to housing is included in several international human rights instruments and in Brazilian legal system integrates the constitutional catalog of fundamental social rights (art. 6) and urban development policy (art. 182 and 183). Besides, it is for all federative governments its effectiveness by building programs and improvement of housing conditions and sanitation (art. 23, IX), which justifies the investment in urban planning and public policy of housing affordability because they are tools for achieving this right. Newer strategies in this area have been based on tax incentives, combined with the mortgage as a way to induce the construction of new housing units or reform those in a precarious situation. However, there is still a deficit households and environmental soundness, compounded with the formation of informal settlements. Consequently, we need constant reflections on the issue, in order to identify parameters that actually guide their housing policies in order to meet the constitutional social functions of the city and ensure well-begins of its citizens (art. 182). On the other hand, the intervention of the government in this segment can not only see the availability of the home itself, but also the quality of your extension or surroundings, observing aspects related to environmental sanitation, urban mobility, leisure and services essential health, education and social assistance. It appears that the smoothness and efficiency of a housing policy condition to the concept of adequate housing, in other words, structurally safe, comfortable and environmentally legally legitimate, viable from the extensive coordination with other public policies. Only to compliance with this guideline, it is possible to realize the right to housing in sustainable cities

Este trabalho se propõe investigar as condições de qualidade de vida da população residente na região afetada pelo Projeto de Macrodrenagem da Bacia do Una (PMU). Este projeto compreende nove bairros de Belém-PA. Foi desenvolvido para sanear e recuperar as áreas alagadas ou alagáveis da cidade, gerando melhores condições de vida para seus moradores. A pesquisa tem a intenção de avaliar os efeitos deste projeto sobre as condições de vida da população moradora do local. A metodologia adotada incorpora a visão da população sobre a intervenção e, também, promove uma análise comparativa entre as diversas áreas atingidas pelo projeto. A pesquisa identifica aspectos da vida desses moradores referentes às condições de habitação, infra-estrutura, serviços públicos e acessibilidade. O projeto ainda não está totalmente consolidado, porém, já se vislumbra pontos positivos e negativos da intervenção. O PMU não conseguiu, ao longo de sua execução, satisfazer as expectativas da população envolvida, apesar da abundância de recursos financeiros, suporte de profissionais, gerenciamento e planejamento por órgãos de diversas esferas de governo, além do apoio das entidades envolvidas. Diversas razões comprometeram, sobremaneira, seu objetivo, que ser ia a melhoria da qualidade de vida urbana de 60% da população de Belém. Adotou-se a abordagem de avaliação da qualidade de vida, através da construção de um índice capaz de identificar e mensurar os níveis de carência ou de satisfação das necessidades sociais da região, questionando-se quanto ao atendimento das expectativas da população. Este índice foi obtido por indicadores coletados através de entrevistas domiciliares semi-estruturadas em três subáreas do projeto que apresentavam assentamentos informais e no Paraíso dos Pássaros, área construída para abrigar os habitantes remanejados pelo projeto de macrodrenagem, contendo cerca de 2000 famílias. Esta investigação é importante para que se conheçam os reais efeitos das ações e intervenções públicas, como é o caso do PMU, sobre os moradores das áreas atingidas. Espera-se que o índice proposto subsidie decisões técnicas e políticas em matéria de planejamento e gestão urbana para a área de estudo e à definição de prioridades espaciais e setoriais para a intervenção urbana, possibilitando uma distribuição mais eficiente e justa dos recursos públicos, e favorecendo a melhoria sustentada da qualidade de vida urbana. Este trabalho procura contribuir para o estabelecimento de critérios para a tomada de decisão, definição de prioridades de ações e investimentos urbanos e, em especial, à formulação de políticas públicas de combate à exclusão social.

Este texto investiga os investimentos recentes na produção de habitação e urbanização de assentamentos precários da primeira geração de contratos do Programa de Aceleração do Crescimento - PAC, na sua modalidade Infraestrutura Social e Urbana, em andamento na capital do Pará, Belém, e em cidades que desempenham funções de cidades médias no estado do Pará - Marabá e Castanhal. Para melhor situar o problema, o texto explicita como ciclos econômicos ocorridos na região estão associados ao crescimento demográfico, ao desenvolvimento urbano e à produção dos assentamentos informais nessas cidades, e explora como as intervenções respondem a variáveis tais como acesso a terra e inserção na cidade, gestão e regulação urbanística disponíveis, padrões de uso e ocupação do solo praticados, e potencial de consolidação dos assentamentos após a intervenção, na expectativa de inferir se há padrões entre tais ações e qual sua contribuição para a estruturação do espaço dessas cidades.

The main objective of this study is to reveal the housing patterns in Cairo as one of the most rapidly urbanizing city in the developing world. The study outlines the evolution of the housing problem and its influencing factors in Egypt generally and in Cairo specifically. The study takes into account the political transition from the national state economy to the open door policy, the neo-liberal period and finally to the housing situation after the January 2011 Revolution. The resulting housing patterns in Cairo Governorate were identified as (1) squatter settlements, (2) semi-informal settlements, (3) deteriorated inner pockets, and (4) formal settlements. rnThe study concluded that the housing patterns in Cairo are reflecting a multifaceted problem resulting in: (1) the imbalance between the high demand for affordable housing units for low-income families and the oversupply of upper-income housing, (2) the vast expansion of informal areas both on agricultural and desert lands, (3) the deterioration of the old parts of Cairo without upgrading or appropriate replacement of the housing structure, and (4) the high vacancy rate of newly constructed apartmentsrnThe evolution and development of the current housing problem were attributed to a number of factors. These factors are demographic factors represented in the rapid growth of the population associated with urbanization under the dictates of poverty, and the progressive increase of the prices of both buildable land and building materials. The study underlined that the current pattern of population density in Cairo Governorate is a direct result of the current housing problems. Around the depopulation core of the city, a ring of relatively stable areas in terms of population density has developed. Population densification, at the expense of the depopulation core, is characterizing the peripheries of the city. The population density in relation to the built-up area was examined using Landsat-7 ETM+ image (176/039). The image was acquired on 24 August 2006 and considered as an ideal source for land cover classification in Cairo since it is compatible with the population census 2006.rnConsidering that the socio-economic setting is a driving force of change of housing demand and that it is an outcome of the accumulated housing problems, the socio-economic deprivations of the inhabitants of Cairo Governorate are analyzed. Small administrative units in Cairo are categorized into four classes based on the Socio-Economic Opportunity Index (SEOI). This index is developed by using multiple domains focusing on the economic, educational and health situation of the residential population. The results show four levels of deprivation which are consistent with the existing housing patterns. Informal areas on state owned land are included in the first category, namely, the “severely deprived” level. Ex-formal areas or deteriorated inner pockets are characterized as “deprived” urban quarters. Semi-informal areas on agricultural land concentrate in the third category of “medium deprived” settlements. Formal or planned areas are included mostly in the fourth category of the “less deprived” parts of Cairo Governorate. rnFor a better understanding of the differences and similarities among the various housing patterns, four areas based on the smallest administrative units of shiakhat were selected for a detailed study. These areas are: (1) El-Ma’desa is representing a severely deprived squatter settlement, (2) Ain el-Sira is an example for an ex-formal deprived area, (3) El-Marg el-Qibliya was selected as a typical semi-informal and medium deprived settlement, and (4) El-Nozha is representing a formal and less deprived area.rnThe analysis at shiakhat level reveals how the socio-economic characteristics and the unregulated urban growth are greatly reflected in the morphological characteristics of the housing patterns in terms of street network and types of residential buildings as well as types of housing tenure. It is also reflected in the functional characteristics in terms of land use mix and its degree of compatibility. It is concluded that the provision and accessibility to public services represents a performance measure of the dysfunctional structure dominating squatter and semi-informal settlements on one hand and ample public services and accessibility in formal areas on the other hand.rn

La habitabilidad precaria (HaP) constituye hoy el primer problema mundial del urbanismo, la ordenación del territorio y varias otras disciplinas, como la arquitectura y varias ingenierías que, en conjunto, estructuran e impulsan el sector de la construcción mundial que se centra en atender el alojamiento humano en su diversidad de funciones. En la Conferencia Habitat II, celebrada en 1996 en Estambul, ante el desmesurado crecimiento cuantitativo de la HaP mundial, se planteó la prioridad de prevenir el problema de los nuevos asentamientos precarios: “paliar los problemas relacionados con los asentamientos humanos espontáneos mediante programas y políticas que se anticipen a los asentamientos no planeados”1, sin embargo, tras casi veinte años, aún no existe una herramienta sustantiva y específica que facilite a los políticos responsables de gestionar el desarrollo urbano en ciudades con bajos recursos de países en desarrollo, tomar decisiones que transformen de la forma más eficiente posible el fenómeno de la proliferación de asentamientos informales en una oportunidad de progreso y prosperidad para sus ciudades. La presente tesis parte de la convicción, que trata de fundamentar objetivamente a lo largo del desarrollo de su documentación, de que dicha herramienta fundamental ha de buscarse, a partir de la teoría Habitabilidad Básica, como un soporte esencial con el que reconducir los futuros procesos de ocupación espontánea periurbana. El propósito de la investigación se concreta en caracterizar, y conocer la óptima aplicabilidad, de un instrumento operativo elemental que ayude en la toma de decisiones estratégicas de las autoridades responsables sobre la mejor ubicación de los asentamientos que, hasta la existencia y aplicabilidad de este instrumento, se consideran espontáneos. Asentamientos espontáneos éstos que, en condiciones normales quedarían sujetos durante años a la precariedad mientras que por medio de tal instrumento abandonarían su génesis espontánea para acceder a través de planificación elemental a condiciones de Habitabilidad Básica. La materialización concreta de esta herramienta sería un plano sintético de directrices de ordenación territorial y urbana denominado Plano de Elección del Sitio (PES). Diseñado como un Modelo Teórico Elemental, su aplicación estaría preferentemente orientada a ciudades pequeñas de países en desarrollo que presenten escaso nivel institucional, limitada capacidad económica y técnica, así como ausencia o ineficacia en su planeamiento. A través de un proceso de investigación basado en: la mencionada teoría de la Habitabilidad Básica, la literatura científica de la materia y las experiencias de casos recientes de planificación urbana mediante la aplicación de sistemas de información del suelo, se propone una caracterización y aplicabilidad preliminar de la herramienta. Tras analizar pormenorizadamente sus fortalezas y debilidades y contando con la participación de un grupo de expertos independientes, el trabajo concluye con una nueva caracterización de la herramienta y la reformulación de la hipótesis inicial. ABSTRACT Nowadays, the precarious habitability (PHa) is the main problem of urbanism around the world, land-use planning and several other disciplines such as architecture and different engineering studies that, as a whole, structure and boost the global construction sector which focuses on meeting the Human accommodation in its functional diversity. In the Habitat II Conference in Istanbul in 1996, in light of the excessive quantitative growth of the global PHa, the priority of preventing the problem of new squatter settlements was raised: "to alleviate the problems related to spontaneous human settlements through programs and policies that anticipate unplanned settlements"2, however, after nearly twenty years, there is still no substantive and specific tool to facilitate policy makers to manage urban development for towns with low-income in developing countries, taking decisions that transform as efficiently as possible the phenomenon of the proliferation of informal settlements into an opportunity for progress and prosperity for their cities. This thesis is based on the conviction, which tries to objectively substantiate along the development of its documentation, that this fundamental tool has to be sought from the Basic Habitability theory as an essential support to redirect the future processes of peri-urban spontaneous occupation. The purpose of the research is carried out to characterize, and know the optimum applicability of a basic operational tool to assist in the strategic decisions making of the responsible authorities on the best location of settlements that, until the existence and applicability of this instrument, are considered spontaneous. Spontaneous settlements which, under normal conditions would be subject to the precariousness for years while under that instrument they would abandon their spontaneous genesis for accessing by elemental planning to the Basic Habitability. The concretionary materialization of this tool would be a synthetic guidelines plan of territorial and urban planning called Site Election Plan (SEP). Designed as a Elementary Theoretical Model, its application would preferably be oriented for small towns in developing countries that represent a low institutional, economic and technical limited capacity, as well as the absence or ineffectiveness in their planning. Throughout a research process based on: the aforementioned theory of Basic Habitability, the scientific literature of the subject and the experiences of recent cases of urban planning through the application of soil information systems, characterization and preliminary applicability of the tool is proposed. After attentively analyzing their strengths and weaknesses and with the participation of a group of independent experts, the paper concludes with a new characterization of the tool and the reformulation of the initial hypothesis.

This study is in the frame of the cooperative line that several Spanish Universities and other foreign partners started with the Haitian government in 2010. According to our studies (Benito et al. in An evaluation of seismic hazard in La Hispaniola, after the 2010 Haiti earthquake, 33rd General Assembly of the European Seismological Commission, Moscow, Russia, 2012) and recent scientific literature, the earthquake hazard in Haiti remains high (Calais et al. in Nat Geosci 3:794–799, 2010). In view of this, we wonder whether the country is currently ready to face another earthquake. In this sense, we estimated several damage scenarios in Port-au-Prince and Cap-Haitien associated to realistic possible major earthquakes. Our findings show that almost 50 % of the building stock of both cities would result uninhabitable due to structural damage. Around 80 % of the buildings in both cities have reinforced concrete structure with concrete block infill; however, the presence of masonry buildings becomes significant (between 25 and 45 % of the reinforced concrete buildings) in rural areas and informal settlements on the outskirts, where the estimated damage is higher. The influence of the soil effect on the damage spatial distribution is evident in both cities. We have found that the percentage of uninhabitable buildings in soft soil areas may be double the percentage obtained in nearby districts located in hard soil. These results reveal that a new seismic catastrophe of similar or even greater consequences than the 2010 Haiti earthquake might happen if the earthquake resilience is not improved in the country. Nowadays, the design of prevention actions and mitigation policies is the best instrument the society has to face seismic risk. In this sense, the results of this research might contribute to define measures oriented to earthquake risk reduction in Haiti, which should be a real priority for national and international institutions.

Purpose – The purpose of this paper is to provide an analysis of sistematización’s use as a research tool in the operationalization of a “neighborhood approach” to the implementation of disaster risk reduction (DRR) in informal urban settlements. Design/methodology/approach – The first section highlights sistematización’s historical origins in Latin America in the fields of popular adult education, social work, and rural development. The second explains why sistematización was made a required component of project implementation. The third section addresses the approach to sistematización used. The final discusses how this experience both contributes to sistematización’s theoretical development and practical application as a methodology. Findings – The introduction of “sistematización” as a research tool facilitated real-time assessment of project implementation, providing timely information that positively influenced decision-making processes. This on-going feedback, collective learning, and open-exchange of know-how between NGOs and partner institutions allowed for the evaluation of existing practices and development of new ways of collaborating to address disaster risk in complex and dynamic urban environments. Practical implications – Sistematización transcends the narrow focus of traditional monitoring and evaluation on final results, emphasizing a comprehensive understanding of processes and contexts. Originality/value – Its use in the implementation of DRR initiatives in informal urban environments is particularly novel, highlighting the capacity of the methodology to be tailored to a variety of needs, in this case, bridging the gap between NGOs, local governments, and vulnerable communities, as well as between urban, development, and disaster risk management planning.

As the population of urban poor living in slums increases, governments are trying to relocate people into government-provided free housing. Slum redevelopment affects every part of a household’s livelihood, but most importantly the health and wellbeing of younger generations. This paper investigates the effect of slum redevelopment schemes on child stunting levels. Data was collected in forty-one buildings under the slum-redevelopment program in Mumbai. The study demonstrates through a fixed effect regression analysis that an additional year of living in the building is associated with an increase in the height-for-age Z-score by 0.124 standard deviations. Possible explanations include an improvement in the overall hygienic environment, sanitation conditions, indoor air pollution, and access to health and water facilities. However, anecdotal evidence suggests that water contamination, loss of livelihood and increased expenses could worsen health outcomes for residents. This study prompts more research on the health effects of slum redevelopment projects, which are becoming increasingly common in the rapidly urbanizing developing world.
