The effects of ISO 9001 quality certification process inside an organization may be considered on a wide range. This article places this phenomenon under a theoretical perspective and aims to analyze the impact of ISO 9001 quality standard on business performance according to the financial information data. More specifically, the impact of ISO 9001on productivity, business value and increase on sales is viewed through an econometric model of analysis concerning a panel data of Portuguese companies from the agro-food and to the construction sector. This analysis has presented interesting different results and in brief revealed that it may not be deterministically ascertained a direct connection between ISO 9001 certification and the improvement on business performance. Many other variables are committed to its success.

A revision of several paths for the Quality journey is presented: from Quality Gurus and Total Quality Management (TQM) models to the ISO 9000 International Standards Series. Since ISO 9001:2008 is now in the revision process to the expected ISO 9001:2015 version, an analysis is made of he proposed changes and the underlying reasons and the impacts foreseen on the more than 1.3 Million certified organizations. This revision should be a step towards TQM and reflect the changes of an increasingly complex, demanding and dynamic environment, while assuring that complying organizations are able to provide conformity products and services that satisfy their customers. Major benefits are expected such as less emphasis on documentation and new/reinforced approaches: consideration of Organizational Context and (relevant) Stakeholders, Risk Based thinking and Knowledge Management.

A qualidade está na base do sucesso no mundo empresarial, sendo um fator de competitividade e de diferenciação entre organizações. No contexto das Instituições Particulares de Solidariedade Social, a aposta na qualidade é também uma realidade. No entanto, estas instituições enfrentam diversas dificuldades no processo de implementação do sistema de gestão da qualidade (SGQ) ISO 9001. De entre estas, destaca-se o difícil acesso à metodologia, crenças impostas, culturas resistentes à mudança, desconhecimentos e receios, que resultam em custos avultados para as organizações, dado o recurso frequente a empresas de consultoria. Como tal, o presente trabalho de investigação pretende salientar as principais dificuldades no processo de implementação da norma ISO9001:2008 em IPSS e dar o seu contributo para a clarificação da polémica que envolve a certificação desta norma, mediante a criação de um kit, com todas as ferramentas necessárias à implementação da norma. Por conseguinte, e para dar resposta ao objetivo proposto, procedeu-se numa primeira instância à realização de inquéritos a 29 organizações certificadas pelas normas ISO 9001:2008 e/ou EQUASS (European Quality in Social Services), de forma a apreender as principais dificuldades no processo de implementação da norma nas várias IPSS. Esta análise permitiu concluir que, os principais fatores que dificultaram a implementação do sistema de gestão da qualidade, segundo a norma ISO 9001:2008, são essencialmente a falta de tempo e/ou disponibilidade, assim como a dificuldade de interpretação da norma. Como tal, as organizações necessitam de ferramentas de auxílio que as apoiem e esclareçam no processo de implementação do sistema da qualidade. Neste sentido, elaborou-se o kit de implementação “Qualifica”. Este é constituído por um manual e um CD interativo com documentos, formações e ferramentas para a implementação do sistema, cujo objetivo é esclarecer, encaminhar, orientar e simplificar todo o processo de implementação da norma e utilizando uma linguagem simples e acessível. Para finalizar, a viabilidade do KIT “Qualifica” foi devidamente validada através da sua aplicação numa IPSS não certificada. Após a revisão do sistema implementado na IPSS em estudo, conclui-se que o KIT "Qualifica" ofereceu todas as bases e todos os recursos necessários para o bom entendimento, encaminhamento e implementação da norma, provando a sua potencialidade como ferramenta auxiliar fundamental que qualquer organização poderá no futuro utilizar.

A adoção de ferramentas de gestão na Administração Pública é, hoje em dia, um procedimento comum da nova gestão pública, em particular na gestão autárquica. A mudança organizacional que se tem assistido no setor público e a aproximação da sua gestão a modelos de gestão comummente usados no setor privado, têm permitido uma mudança de paradigma do “serviço público” para que a mesma se encontre “ao serviço do público”. Tal mudança, tem-se traduzido numa maior e efetiva procura da melhoria contínua dos serviços prestados e da satisfação dos cidadãos. O trabalho apresentado pretende realçar o potencial da norma NP1 EN2 ISO 9001:2008 – Sistemas de Gestão da Qualidade (SGQ), adiante designada por ISO 9001, na melhoria contínua dos municípios Portugueses que a ela recorrem para a implementação e certificação de SGQ. Esta norma tem sido adotada por alguns municípios Portugueses como ferramenta de gestão válida na indução de melhoria no seu desempenho, sendo objetivo desta dissertação identificar quais as principais áreas que poderão ser alvo de melhoria, em resultado deste processo, numa amostra de municípios certificados. A identificação destas áreas, mediante a construção de uma tipologia que agrupa situações identificadas em auditoria que carecem de melhoria, permitirá tornar visível algumas das principais fragilidades do desempenho destes municípios, traduzindo-se numa mais-valia para a elaboração de estudos futuros que visem o desenvolvimento de novas metodologias de trabalho que possam colmatar estas mesmas fragilidades. Os resultados desta dissertação apontam para uma maior fragilidade em áreas como a gestão das infraestruturas municipais, a gestão das atividades municipais, e a gestão da informação gerada que suporte a decisão, o que importará uma reflexão mais aprofundada sobre as práticas de gestão adotadas na Administração Pública Local.

The aim of the research is to analyze the different aspects associated with the motivation and benefits of certified ISO 9001 companies in Portugal. A total of 426 certified Portuguese companies were surveyed. The response rate was equal to 61.03 percent. Our results suggest that the main motivation for certification were “improvement of quality”, “improvement of company image”, “marketing advantage”, “give empowerment to workers / capturing workers knowledge” and “cost reduction”. The main benefits that Portuguese companies have gained from the referred certification have been, among others, the improvement of “procedures”, beneficial effect on the “company’s image”, the improvement of quality products/services, increase of the “customer satisfaction”, improvement of “on-time delivery”; improvement the “morale” of workers’ increase in productivity and decrease of “production costs”, among others. The surveyed firms belong only to the Minho region of the north of Portugal. This paper aims to provide a contribution to the research related to the motivation and benefits associated to the quality management systems. The selection of the motives and benefits were validated through statistical analysis and the relationship between expected and perceived benefits was discussed.

The purpose of this study is to characterise the environmental management systems (EMS) certification process (International Organization for Standardization (ISO) 14001) in Portuguese small and medium enterprises (SMEs) following quality management system (QMS) certification (ISO 9001). The study is based on a sample from Portuguese SMEs which characterise the local reality in terms of companies certified in accordance with ISO 14001 after ISO 9001 certification. Some Portuguese SMEs have the EMS implemented but not certified, mainly given the lack of investment support and because it is considered merely a form of marketing. As such, they do not feel motivated to certificate an EMS in the company since they consider that it is a form of advertising and not a way to protect the environment. Nonetheless, it is already evident form other Portuguese SMEs that gained EMS certification that gains supersede marketing benefits and allow for evermore enduring benefits such as prevention of environmental risks, environment protection, improved company image, compliance with legislation and efficient use of natural resources. This paper also presented the main difficulties in achieving an EMS certification, including high certification costs, human resources, motivation issues and difficulties in changing the company’s culture.

Purpose: This exploratory research evaluates if there is a relationship between the number of years since an organization has achieved ISO 9001 certification and the highest level of recognition received by the same organization with the EFQM Business Excellence Model. Methodology/Approach: After state of the art review a detailed comparison between both models was made. Fifty two Portuguese organizations were considered and Correlation coefficient Spearman Rho was used to investigate the possible relationships. Findings: Conclusion is that there is indeed a moderate positive correlation between these two variables, the higher the number of years of ISO 9001 certification, the higher the results of the organization EFQM model evaluation and recognition. This supports the assumption that ISO 9001 International Standard by incorporating many of the principles present in the EFQM Business Excellence Model is consistent with this model and can be considered as a step towards that direction. Research Limitation/implication: Due to the dynamic nature of these models that might change over time and the possible time delays between implementation and results, more in-depth studies like experimental design or a longitudinal quasi-experimental design could be used to confirm the results of this investigation. Originality/Value of paper: This research gives additional insights on conjunct studies of both models. The use of external evaluation results carried out by the independent EFQM assessors minimizes the possible bias of previous studies accessing the value of ISO 9001 certification.

Diplomityö tehtiin julkisivuelementtejä valmistavalle Joutsenen Elementti Oy:lle. Työn tavoitteena oli pk- yrityksen toiminnan kehittäminen vastaamaan uudistuvaa SFS ISO 9001- laadunhallintajärjestelmästandardia sekä ratkaisujen etsiminen kehitystyön aikana ilmitulleisiin ongelmiin. Tarkoituksena oli rakentaa sertifiointikelpoinen laatujärjestelmä osaksi yrityksen jokapäiväistä toimintaa lisäämään sekä toiminnan tehokkuutta että kilpailukykyä.Uudistuva ISO 9000- standardisarja ei suinkaan romuta vielä voimassa olevaa versiota, vaan täydentää ja järjestää sitä ymmärrettävämmäksi kokonaisuudeksi. Laadunhallintajärjestelmästandardin vaatimusten tehokas ja oikeanlainen noudattaminen auttaa yritystä lisäämään sekä toimintansa tehokkuutta että kilpailukykyä. Tehokas kehitystyö vaatii kuitenkin onnistuakseen johdon täydellisen sitoutumisen ja tuen lisäksi motivoituneen henkilökunnan. Parhaiten kehitystyö onnistuu, kun se lähtee yrityksen omista tarpeista ja pystytään suorittamaan ilman ulkoisia tai aikataulu paineita. Näin yritys voi keskittyä oman toimintansa parantamiseen ja tätä kautta lisätä arvoaan myös asiakkaiden silmissä, ilman sertifikaattiakin. Pelkän mainosarvon takia hankittu sertifikaatti eli kolmannen osapuolen antama todistus standardinmukaisesta toiminnasta tuokin yritykselle useimmiten enemmän haittaa kuin hyötyä. Joutseno Elementti Oy.n toiminta kartoitettiin nykytilananalyysin muodossa, joka toi-mi pohjana kehitystyön aloittamiselle. Nykytilan analyysi tehtiin pääasiassa haastatteluihin ja muutamaan kirjalliseen kyselyyn pohjautuen. Varsinainen kehittämistyö aloitettiin tutustumalla laadunhallintajärjestelmä standardeihin ja kirjallisuuteen. Työn aikana toimintaa muokattiin vastaamaan standardin vaatimuksia ja samalla kehitettiin nykytilan analyysin pohjalta ilmenneiden ongelmakohtien toimintaa. Työn tuloksena syntyi dokumentoitu SFS ISO 9001:2000 mukainen laatujärjestelmä, jonka päädokumenttina toimii laatukäsikirja. Lisäksi toteutettiin kehitystoimenpiteitä lisäämään

The fierce competitiveness of the current market and the sophistication of customer requirements made the commitment to quality a need within organizations. The search for quality has been carried out by the adoption of quality management systems, a formal organization that should be present throughout the organization, from the initial identification of market needs to the satisfaction of customer requirements. The methodology most commonly used for this purpose is based on the requirements of ISO 9001, latest version of 2008. Considering this scenario, was developed a case study in a small company of the industrial sector with the development of a plan for the implementation of ISO 9001. The proposed methodology involved the construction of a theoretical framework on the subject and the development of a case study with a qualitative approach. Initially, was applied a questionnaire to the representative of the organization about the company's operating procedures, activity logs held, current documentation, planning and resource management for the construction of an assessment about the adequacy of the company needs to ISO 9001. Were obtained as results the characterization of production processes and organizational structure of the company and examples of policy and objectives of quality, performance indicators, document control, system for visualization of non-compliances, among others. Finally, the benefits of adopting a quality management system based on ISO 9001 requirements for the company and its environmental issues such as increased process efficiency, less waste and greater profitability, were pointed out, and the conditions for effective certification in the future

The aim of this paper was to estimate the return on investment in QMS (quality management systems) certification undertaken in Portuguese firms, according to the ISO 9000 series. A total of 426 certified Portuguese firms were surveyed. The response rate was 61.03 percent. The different payback periods were validated through statistical analysis and the relationship between expected and perceived payback periods was discussed. This study suggests that a firm’s sector of activity, size and degree of internationalization are related to the length of the investment in QMS certification recovery period. Furthermore, our findings suggest, that the time taken to obtain the certification is not directly related to the economic component of the certification. The majority of Portuguese firms (58.9%) took up to three years to recoup their investment and 35.5% of companies said they had not yet recovered the initial investment made. The recoup of investment was measured by the increase in the number of customers and consequent volume of deliveries, improved profitability and productivity of the company, improvement of competitive position and performance (cost savings), reduction in the number of external complaints and internal defects/scrap, achievement of some important clientele, among others. We compared our work to similar studies undertaken in other countries. This paper provides a contribution to the research related to the return on investment for costs related to the certification QMS according to ISO 9000. This paper provides a valuable contribution to the field and is one of the first studies to undertake this type of analysis in Portugal.

Both managers and scholars have convictions about the organizational approaches that best support organizational performance of the respective organizations and its Quality Management Systems. After a literature review of ISO 9001 Quality Management Systems (including the changes introduced by the 2015 edition), Organizational Culture theories are addressed and input from a CEO´s focus group was gathered. The importance of organizational culture for the success of Quality Management Systems and the achievement of the organizational desired results is highlighted. The article advances a proposal to analyze ISO 9001 International Standard through the lens of organizational culture theories identifying a stronger open systems approach (influence of the environment, dynamic perspective, need for survival) of the 2015 ISO 9001 edition when compared with the 2008 one. This provides additional knowledge both to scholars and practitioners for a better understanding of the culture issues that can maximize ISO 9001 Quality Management Systems 2015 edition contributions to organizational enduring success.
