This work discuss about the transformation of public space, based on the recent challenges imposed by communication practices that are renewed and recopying of the sociocultural contexts of everyday life. The study presents theoretical and empirical reports of regional political blogs. In this issue, it looks for understand the political participation in the Internet space, examining the reconfigurations that accompany social relations and new forms of interaction that are merged in the media scene. The ambience of the study limits comments of readers in two political blogs in Rio Grande do Norte, Território Livre, and Thaisa Galvão. The observation concerns about the democratic participation of citizens in matters of collective interest, during the 2010 election. The analysis update the debate on democratic discussion and conversation everyday, trying to grasp changes in social practices in virtual platforms. From this perspective, the work restores some conceptual notions that involve the public places, identifying the changes that appear in the virtual and traditional spheres, with the emergence of new places of conversations, from the Internet usage. Are also compared to similarities and differences between the two elements of the analysis. It is possible, therefore, the communication process of the two discursive spaces with ideas from the public sphere, trying to analyze the duality between public, private, and political participation in these virtual places

Esta dissertação faz uma reflexão sobre a ausência de um efetivo sistema de planejamento e gestão da Região Metropolitana de Belém (RMB), fundamental para equacionar seus problemas plurimunicipais. Trata-se de um trabalho que além de fazer tal reflexão, sugere fundamentos que contribuam para a construção de uma proposta de planejamento e gestão da RMB, com base na adaptação de determinados instrumentos instituídos pela Política Nacional de Recursos Hídricos, Lei nº. 9.433/97. Esta adaptação foi possível a partir da compreensão e identificação da estrutura hidrográfica do território da RMB que, associadas aos instrumentos de gestão adotados pela referida Lei, resultou em instrumentos institucionais e técnicos que primam pelo uso das bacias hidrográficas metropolitanas como unidades estratégicas de planejamento e gestão e pelo uso de princípios de participação democrática no equacionamento dos problemas de interesse dos municípios dessa região.

A pesquisa tem como finalidade a análise do Poder Judiciário em um contexto de ampliação de sua dimensão política, o que traz como conseqüência um tipo inédito e peculiar de espaço público de participação democrática. Essa alteração no quadro político institucional possibilitou uma maior inserção do Poder Judiciário em questões essencialmente políticas, o que se convencionou denominar de judicialização da política - expressa na ampliação da importância e da participação do Poder Judiciário na vida social, política e econômica. Tal fenômeno, característico de democracias consolidadas, decorreu de condicionantes e peculiaridades vivenciadas na ordem política, econômica e social e gerou efeitos visíveis na democracia brasileira. As conseqüências desse processo de judicialização da política sobre o espaço democrático variam de acordo com o enfoque analítico estabelecido como referencial teórico: o substancialista, defensor de um Judiciário mais participativo; e o procedimentalista, eixo que enfatiza os processos majoritários de formação da vontade política em detrimento das vias judiciais. A presente pesquisa situa-se no marco conceitual procedimentalista que defende a primazia do procedimento que torne possível o diálogo democrático, ressaltando, assim, a dificuldade contra-majoritária da judicialização da política, os perigos da crescente tendência de valorização do ativismo político exercido pelo Poder Judiciário e a conseqüente necessidade de se estabelecer limites institucionais à atuação dos tribunais em demandas políticas.

The article presents data from a qualitative study that aimed to investigate the presence of aspects that integrate knowledge, values and practice of the Human Rights Education (HRE) in the political-pedagogical projects (PPPs) of public schools in the state of São Paulo. 15 documents were analyzed from criteria based on reference documents for HRE in Brazil. The criteria were organized into seven areas: internal and external community; principles and concepts of education; goals; curriculum; democratic participation and school environment; teacher training and evaluation. We sought to identify whether the HRE related elements were missing, or if they were just mentioned or stood out through propositional planned actions in PPPs. The data demonstrate that the contents directly related to HRE are absent from PPPs, some issues related to this type of education are weakly mentioned and there are some planned actions that promote rights. However, the intentional, systematic and conscious planning of HRE is not yet reflected in this document type.

I Comuni incarnano idealmente delle piazze in cui il dibattito politico può svilupparsi in assenza di particolari filtri ed intermediazioni, con un rapporto diretto tra cittadini ed istituzioni. Essi costituiscono uno snodo di centrale importanza nell'esercizio della sovranità popolare e, al contempo, sono terreno fertile per la sperimentazione di modelli di partecipazione democratica. Prendendo come punto di vista l'esperienza dei Comuni italiani, si è scelto di focalizzare l'attenzione su uno degli strumenti “istituzionali” – nonché uno tra i più tradizionali – di partecipazione popolare, ovvero il referendum, nelle diverse forme ed accezioni che rientrano nel campo semantico di tale espressione. Questa è generalmente impiegata per indicare tutte quelle votazioni popolari non elettive su questioni politicamente rilevanti, formulate attraverso un quesito con due o più risposte alternative tra loro. L'analisi della disciplina legislativa degli istituti di partecipazione negli enti locali e lo studio delle disposizioni statutarie e regolamentari previste dai singoli Comuni, nonché le informazioni raccolte da alcuni casi di studio, rappresentano, in questo contesto, l'occasione per indagare le caratteristiche peculiari dell'istituto referendario, la sua effettività ed il suo impatto sulla forma di governo. In particolare, si è verificata positivamente la compatibilità del referendum, classificato dalla prevalente dottrina come istituto di democrazia diretta, con le forme attuali di democrazia rappresentativa. Si è tentato, altresì, un accostamento ai concetti di democrazia partecipativa e deliberativa, evidenziando come manchi del tutto, nel procedimento referendario (che pure è dotato di massima inclusività) un momento di confronto “deliberativo”. Il raffronto tra le esperienze riscontrate nei diversi Comuni ha consentito, inoltre, di ricercare le cause di alcuni aspetti critici (scarsa affluenza, mancata trasformazione del voto in decisioni politiche, aumento del conflitto) e, al contempo, di individuarne possibili soluzioni, tracciate sulla scorta delle migliori pratiche rilevate.

The aim of this thesis is to critically examine drug prevention as a field of problematizations – how drug prevention becomes established as a political technology within this field, how it connects to certain modes of governance, how and under which conditions it constitutes it’s problematic, the questions it asks, it´s implications in terms of political participation and representation, the various bodies of knowledge through which it constitutes the reality upon which it acts, the limits it places on ways of being, questioning, and talking in the world. The main analyses have been conducted in four separate but interrelated articles. Each article addresses a specific dimension of drug prevention in order to get a grasp of how this field is organized. Article 1 examines the shift that has occurred in the Swedish context during the period 1981–2011 in how drugs have been problematized, what knowledge has grounded the specific modes of problematization and which modes of governance this has enabled. In article 2, the currently dominant scientific discipline in the field of drug prevention – prevention science – is critically examined in terms of how it constructs the “drug problem” and the underlying assumptions it carries in regard to reality and political governance. Article 3 addresses the issue of communities’ democratic participation in drug prevention efforts by analyzing the theoretical foundations of the Communities That Care prevention program. The article seeks to uncover how notions of community empowerment and democratic participation are constructed, and how the “community” is established as a political entity in the program. The fourth and final article critically examines the Swedish Social and Emotional Training (SET) program and the political implications of the relationship the program establishes between the subject and emotions. The argument is made that, within the field of drug prevention, questions of political values and priorities in a problematic way are decoupled from the political field and pose a significant problem in terms of the possibilities to engage in democratic deliberation. Within this field of problematizations it becomes impossible to mobilize a politics against social injustice, poverty and inequality. At the same time, the scientific grounding of this mode of governing the drug “problem” acts to naturalize a specific – highly political – way of engaging with drugs.

The study discusses the interpretation of integral futures in the context of paradigm. The dynamic matrix model of futures paradigm has been developed for carrying out meta-analysis of futures. As a result of meta-analysis integral futures and its new paradigms are defined by way of reconstructing futures paradigm history as responses to changing societal needs and through the outcomes of dynamic and comparative analysis of futures paradigms. The study sets the argument that integral futures: a) is entering a new phase in development of futures that responses to societal demands for sustainability, democratic participation and continuous knowledge production and integration, b) it is the phase of cooperation building between theoretical and practical futures, c) it is the complementary development of co-evolutionary and participatory paradigms, d) it unfolds further research perspectives for futures.

The crisis of the model of technical and formal rationality is discussed in light of a paradigmatic change of the Law that arises in the context of recent transformations of capitalism worldwide, proposing a humanization of Law and Justice with a new ethical-political foundation that promotes a reconciliation between the rules that governs the social order and the world of life, a process of society’s emancipation. As empirical cut it is taken the Right of Children and Youth and, in a practical perspective, the recognition and effectiveness of the Rights of Children and Adolescents in Brazil. It is proposed to analyze the process of democratization and legitimacy of the children and youth rights from the study and apprehension of knowledge that advocate a multidisciplinary view of knowledge and a dialogic praxis for construction of a thought able to contribute to the analysis of public policies and to develop strategies that allow a real change on the social thinking about the doctrine of integral protection of children and adolescents. The proposed methodological approach was developed from a dialectical view of science and as a research strategy for data collection of symbolic cartography or cartographic sociology of law and justice. It is shown that in the process of humanization of the Law and Justice there is a gap between the rights and the democratic participation of these rights.

To demonstrate how the growing influence of alternative media in civil society correlates with the rise of social movements and their influence on contemporary manifestations of resistance, this research uses critical ethnographic methodologies to document the narratives of alternative media producers in the pro-Indigenous and anti-“Chief” campaigns at the University of Illinois at Urbana-Champaign during the 2006-2007 school year. These narratives demonstrate not only the ways alternative media help transmit dissent by distributing information to diverse populations, but also the manner they facilitate contexts that influence identity formations and strengthen counter-cultural communal practices. Particular lineages of critical social theory are used to situate knowledge construction and social relationships within specific socio-historic contexts to approach issues of subjectivity, human agency, and resistance. These include the Frankfurt School for Social Research, the Birmingham Centre for Contemporary Cultural Studies, and the Brazilian education philosopher Paulo Freire, who emphasize criticality based on the engagement of ideological analysis, as well as developing capacities to critique and resist oppressive social and political relationships. Thus, this study argues for expanding traditional notions of literacy to include the ability to decode and produce media as a critical element of meaningful democratic participation.

Una de las virtudes que se le han atribuido a la justicia transicional en los países donde se ha implementado es su capacidad de fortalecer las instituciones y contribuir con el afianzamiento de la democracia. Una de las maneras de potenciar tanto la democracia como el restablecimiento de las víctimas ha sido propiciar su participación dentro de los procesos de justicia transicional y otras políticas públicas cuya finalidad es propender por las garantías de sus derechos. No obstante, la participación democrática de las personas está mediada por la calidad que se les otorga a los sujetos que participan. El objeto de este texto es proponer la necesidad de tener un debate acerca de las implicaciones que trae la forma en que se concibe a las “víctimas” en su participación dentro de procesos de reparación. Este documento concluye poniendo en consideración algunos puntos que podrían hacer parte del debate sobre la conceptualización de víctima y su participación.

This research deals with the use of a participatory design methodology to develop a repository of open educational resources, the Arcaz. Discusses key aspects of neutrality and determinism of technology within the context of Social Studies of Science and Technology and presents some concepts of critical theory of technology related to the democratic construction of technological artifacts. Discusses the philosophical heritage of the movements that led to the emergence of free software, open education and open educational resources and argues that participatory design share similar ideals. It presents concepts of human-computer interaction, interaction design and user centered design, important to enhance the user experience in information systems. It addresses the participatory design as a methodology that allows the democratic participation of users in the technological construction, promoting mutual learning and active voice for the participants. Develops a participatory design methodology adapted to the Arcaz context of use and provides the procedures for the meetings conducted to apply participatory design techniques to the repository and the results obtained. It concludes with a study of some of the interventions suggested in the system and orientations for future applications of participatory practices in the development of the repository and a list of best practices, focusing on ethical principles that should guide the participatory design.
