El consentimiento informado (CI) en medicina corre el riesgo de quedar reducido a un formalismo legal sin valor moral; esto puede suceder por dos cosas: 1) como consecuencia de que el paciente no comprenda con suficiencia el concepto de autonomía y 2) debido a la disminución de la autonomía práctica del paciente por efecto de la autoridad del personal médico o de las instituciones de salud. Este artículo tiene como fin mostrar bajo qué condiciones se puede evitar la reducción del CI a un formalismo legal desprovisto de valor moral. Para servir a este propósito, se considera el concepto de autonomía relacional como eje articulador que pone en relación al paciente con su comunidad moral y con el médico, lo que impulsa al personal de la salud a proporcionar las condiciones para tal fin. Así, se afirma que la valía moral del CI puede conservarse, primero, a partir de una concepción relacional de la autonomía y, segundo, mediante la aplicación, por parte del médico y de la institución, de un protocolo que disminuya la posibilidad de choque entre la autonomía y la autoridad.

Los recursos genéticos—animales, plantas y microorganismos, así como la labor del mejoramiento tradicional de los cultivos y el conocimiento relacionado—se han considerado tradicionalmente como bienes públicos. El 29 de Diciembre de 1993, el Convenio sobre la Diversidad Biológica (CDB) cobró fuerza legal, y desafió al concepto de la diversidad biológica como “Patrimonio Común de la Humanidad.” Esta investigación tiene por objeto examinar la controversia sobre la regulación de recursos genéticos al nivel mundial, detallar la estructura y la implementación del Régimen Común sobre el Acceso a Recursos Genéticos de la Comunidad Andina (RCARG) desde su adopción en 1996, e enumerar las posiciones de una variedad de actores institucionales, estatales, y no gubernamentales sobre la regulación de accesos a recursos genéticos y su rol en la conservación y uso de la diversidad biológica. Concluye que el debate sobre esta regulación está polarizado y así, mientras siga desarrollándose y adaptándose a la naturaleza compleja de los recursos genéticos, ningún régimen de acceso gustará a todos. Se recomienda que los países de alta biodiversidad busquen la manera de promover la prospección de recursos genéticos (“bioprospección”) como alternativa sustentable de desarrollo.

In this paper, we test a version of the conditional CAPM with respect to a local market portfolio, proxied by the Brazilian stock index during the period 1976-1992. We also test a conditional APT modeI by using the difference between the 3-day rate (Cdb) and the overnight rate as a second factor in addition to the market portfolio in order to capture the large inflation risk present during this period. The conditional CAPM and APT models are estimated by the Generalized Method of Moments (GMM) and tested on a set of size portfolios created from individual securities exchanged on the Brazilian markets. The inclusion of this second factor proves to be important for the appropriate pricing of the portfolios.

The Economic Commission for Latin America and the Caribbean (ECLAC), Subregional Headquarters for the Caribbean, and secretariat of the Caribbean Development and Cooperation Committee (CDCC) convened a Seminar on Caribbean Development Thinking: The Path Covered and the Way Forward, in Port of Spain on 21 October 2009. The meeting was attended by representatives of the following CDCC member countries: Dominica, Grenada, Guyana, Jamaica, Saint Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Suriname and Trinidad and Tobago. Representatives of the following organizations of the United Nations system also attended: the International Labour Organisation (ILO); Joint United Nations Project on HIV/AIDS (UNAIDS); and the United Nations Development Programme (UNDP). The following intergovernmental organizations were represented: the Caribbean Community (CARICOM); the Caribbean Development Bank (CDB); the Caribbean Regional Negotiating Mechanism/Caribbean Community (CRNM/CARICOM); Delegation of the European Commission in Trinidad and Tobago; the Organisation of American States (OAS); and the Organisation of Eastern Caribbean States (OECS). The University of the West Indies (UWI) also participated. The list of participants appears as annex I to this report.

Eighteen months into the implementation of the 2008-2009 biennial strategic work programme, the Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean continues to focus on strengthening the delivery of activities through regular internal meetings with programme and research staff and consultations with member countries and other partner institutions. The scaling up of efforts advocating for more evidence-based development policy-making is being advanced utilizing the resources provided through the implementation of an additional seven extrabudgetary-funded projects. This effort is being undertaken in collaboration and in consultation with our major international and regional development partners – United Nations Development Programme (UNDP), United Nations Development Fund for Women (UNIFEM), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), Caribbean Community (CARICOM), Caribbean Development Bank (CDB), Organisation of Eastern Caribbean States (OECS), Association of Caribbean States (ACS), Inter-American Development Bank (IDB), World Bank, Department for International Development (DFID), Caribbean Community Climate Change Centre (CCCCC). and others. A região do Rio Capim (Nordeste do Estado do Pará), destaca-se nacionalmente por suas grandes reservas de caulim para cobertura de papel. O minério extraído está localizado, em média, a 20 m de profundidade, recoberto por sedimentos argilo-arenosos da Formação Barreiras, e de um nível de caulim duro, também conhecido como flint ou semi-flint, considerado como estéril em função do teor de ferro elevado que inviabiliza sua aplicação para cobertura. Este trabalho objetiva a caracterização mineralógica e geoquímica do caulim duro além de acompanhar as transformações mineralógicas sofridas em função da temperatura de queima, com vistas a sua possível utilização como matéria-prima cerâmica. Foram utilizados dois tipos de caulim duro como material de partida, em função dos teores de ferro: o Caulim Duro Branco (CDB) e o Caulim Duro Ferruginoso (CDF), este último com teor de Fe2O3 de 10,36%. Os resultados indicam composição mineralógica dominada por caulinita, além de anatásio como acessório. No CDF ocorrem ainda goethita e hematita. Os estudo das transformações térmicas indicam que o início de formação de mullita se dá em temperaturas diferentes para as amostras estudadas.

OBJECTIVE: The aim of this study was to assess the time spent for direct (DBB - direct bracket bonding) and indirect (IBB - indirect bracket bonding) bracket bonding techniques. The time length of laboratorial (IBB) and clinical steps (DBB and IBB) as well as the prevalence of loose bracket after a 24-week follow-up were evaluated. METHODS: Seventeen patients (7 men and 10 women) with a mean age of 21 years, requiring orthodontic treatment were selected for this study. A total of 304 brackets were used (151 DBB and 153 IBB). The same bracket type and bonding material were used in both groups. Data were submitted to statistical analysis by Wilcoxon non-parametric test at 5% level of significance. RESULTS: Considering the total time length, the IBB technique was more time-consuming than the DBB (p < 0.001). However, considering only the clinical phase, the IBB took less time than the DBB (p < 0.001). There was no significant difference (p = 0.910) for the time spent during laboratorial positioning of the brackets and clinical session for IBB in comparison to the clinical procedure for DBB. Additionally, no difference was found as for the prevalence of loose bracket between both groups. CONCLUSION: the IBB can be suggested as a valid clinical procedure since the clinical session was faster and the total time spent for laboratorial positioning of the brackets and clinical procedure was similar to that of DBB. In addition, both approaches resulted in similar frequency of loose bracket.

The ferruginous sandstone (Serra da Galga member) from Marilia formation present in sedimentary mining triangle plateaus - MG (southeast Brazil) is still not properly characterized, as well as the presence of a rich layer Fe nodules which is not properly understood, as are the alteration products of this material that may be linked to the presence of refractory clays which are characterized by intimate relationship between Fe and Al. Aluminum is widely present on top of these plateaus. This course conclusion paper characterized the mineralogy and distribution of smaller elements both rust sandstone evolved as soil above this sandstone. The characterization has been done by using X-ray fluorescence techniques (XRF), the iron was removed by using the CBD method (dithionito-citratebicarbonate), and X-ray diffraction (XRD) and analysis of the products extracted by the CBD method by ICP- OES were made to characterize the material. The results of the XRF show great variation of Al and Si, Fe with almost constant behavior in the average depth of 110 cm, where it has the highest concentration levels. Fe appear associated with the V and Ce. CDB results show a clear relation of Fe with Al. Al does not have in this case compared with Cr or any other item. The concentration of extracted Al was always below the concentration of Fe. In the region, the formation of this Latosols- Gleysols system is subject to topography and its influence on local water regime, a regime that has direct influence on the formation of supergene accumulations as in the area and results in aluminum accumulation in refractory clays exploited by IBAR mining

The Amazon region has a large sociobiodiversity, where lives people with traditional knowledge about the uses of its natural resources. The Convention on Biological Diversity (CBD) in 1992 recognized the autonomy of each nation over its genetic resources and the rights of traditional populations about the knowledge of the use of these natural resources. In 2001 it was published the law M.P. 2.186-16/2001 which created the Conselho Nacional de Gestão do Patrimônio Genético (CGEN) and the first rules about access to genetic resources and associated traditional knowledge in Brazil. Since his creation, the actions of CGEN have received criticism from various sectors, both private and public, and, unlike its initial proposal, has become one of the main obstacles of ethnobotanical studies, the bureaucracy, the long process analysis and communication difficulties with this organ.
