Il est maintenant commun de soumettre les projets à une analyse de durabilité avant qu’ils ne soient autorisés, et ce, malgré la diversité de sens que peut prendre ce type d’analyse. Cette démarche, grandement inspirée de l’évaluation d’impact, a pour principal objectif d’évaluer ex ante les enjeux sociaux, écologiques et économiques des projets au travers du prisme du développement durable. À cet effet, les principes comme l’efficacité économique, la prévention des dommages, l’acceptabilité sociale et l’équité intergénérationnelle, peuvent servir de guide après leur préalable traduction en indicateurs opérationnels. L’objectif de la recherche est de trouver comment le développement durable peut s’intégrer dans le processus décisionnel menant aux choix des stratégies de décontamination des sols et de proposer une démarche propre à l’évaluation de tels projets. La méthode développée devra permettre plus spécifiquement d’intégrer systématiquement les principes du développement durable dans le processus décisionnel; d’orienter les parties prenantes dans une démarche commune; de minimiser les effets négatifs sur l’environnement et les populations touchées et réduire les risques économiques; et finalement, d’adopter une vision holistique des projets.

Purpose. Clinicians commonly assess posture in persons with musculoskeletal disorders and tend to do so subjectively. Evidence-based practice requires the use of valid, reliable and sensitive tools to monitor treatment effectiveness. The purpose of this article was to determine which methods were used to assess posture quantitatively in a clinical setting and to identify psychometric properties of posture indices measured from these methods or tools. Methods. We conducted a comprehensive literature review. Pertinent databases were used to search for articles on quantitative clinical assessment of posture. Searching keywords were related to posture and assessment, scoliosis, back pain, reliability, validity and different body segments. Results. We identified 65 articles with angle and distance posture indices that corresponded to our search criteria. Several studies showed good intra- and inter-rater reliability for measurements taken directly on the persons (e.g., goniometer, inclinometer, flexible curve and tape measurement) or from photographs, but the validity of these measurements was not always demonstrated. Conclusion. Taking measurements of all body angles directly on the person is a lengthy process and may affect the reliability of the measurements. Measurement of body angles from photographs may be the most accurate and rapid way to assess global posture quantitatively in a clinical setting.

A comparative assessment of the successes and failures of the judicial reform efforts of El Salvador and Brazil in the 1980’s produces striking results. The reforms varied greatly in scope and were conducted in very different socio-political and economic backgrounds. While El Salvador’s reforms seemed narrow and ill-planned, on paper it appeared that Brazil’s broad reforms would be a successful model for any country with a fledgling democracy. Brazil’s reforms were an exercise in constitutionalism, implementing genuine separation of powers and receiving legislative and executive support. I was very surprised that these different approaches produced strikingly similar negative effects on the people’s assessment of the judiciary. From this outcome I concluded that while judicial reform of a corrupt or inefficient judiciary is an important step in ensuring the rule of law in society, it can not be the vehicle through which democratic reform is implemented. Quite to the contrary, for successful judicial reform to take place there must be considerable penetration of the law in society through enforcement of unbiased legislation, consistency in the laws and their enforcement, and sufficient time for the reform to have an effect on society.

The thesis on the"Benthic ecology of selected prawn culture fields and ponds near Cochin” was taken up with a view to provide information on the qualitative and quantitative distribution of benthos and their relationships to prawnproduction of different culture ecosystems and to the physico-chemical parameters influencing their production. A two-year observation was carried out in nine selected prawn culture systems including perennial ponds (stations 1 to 4) seasonal fields (stations 5 to 7) and contiguous canals (stations 8 and 9) during December 1988 to November 1989. All macro- and meiobenthic organisms contributing to the faua were identified and their abundance, distribution, diversity, biomass and trophic relationships between benthos and prawns were studied. The environmental variables studied were temperature pH, salinity, dissolved oxygen, alkalinity, nitrite-nitrogen, nitrate-nitrogen, amonianitrogen, phosphate and silicate of bottom water and organic carbon and texture of the soil The thesis is presented in 4 Chapters. Chapter I presents an’ INTRODUCTION to the topic of study and a review of relevant works to bring an awareness to the present status of research in benthos and benthic ecology. Chapter 11, MATERIALS AND MTHODS, includes the techniques of sampling, preservation of samples and methods of analyses of various physico-chemical factors and area covered under the study is also given in this chapter. Chapter III, HYDROGRAPHY deals with the results of investigation and discussion onthe physico-chemical parameters of water and Chapter IV, SEDIMENT covers the sedimentoloical characteristics of the different culture systems followed by a detailed discussion. Chapter V, BOTTOM FAUNA presents an account on the various aspects of benthos and benthic ecology and the details of prawn production. A discussion on the overall assessment of interrelations between abiotic and biotic factors is given in Chapter VI, DISCUSSION. A critical evaluation of the implication of benthic production on prawn production under culture conditions and trophic relationships are also included in this chapter. An executive SUMMARY of the observations made during this study is presented in the final section of the thesis .

Cubicle should provide good resting comfort as well as clean udders. Dairy cows in cubicle houses often face a restrictive environment with regard to resting behaviour, whereas cleanliness may still be impaired. This study aimed to determine reliable behavioural measures regarding resting comfort applicable in on-farm welfare assessments. Furthermore, relationships between cubicle design, cow sizes, management factors and udder cleanliness (namely teats and teat tips) were investigated. Altogether 15 resting measures were examined in terms of feasibility, inter-observer reliability (IOR) and consistency of results per farm over time. They were recorded during three farm visits on farms in Germany and Austria with cubicle, deep litter and tie stall systems. Seven measures occurred to infrequently to allow reliable recording within a limited observation time. IOR was generally acceptable to excellent except for 'collisions during lying down', which only showed good IOR after improvement of the definition. Only three measures were acceptably repeatable over time: 'duration of lying down', 'percentage of collisions during lying down' and 'percentage of cows lying partly or completely outside lying area'. These measures were evaluated as suitable animal based welfare measures regarding resting behaviour in the framework of an on-farm welfare assessment protocol. The second part of the thesis comprises a cross-sectional study on resting comfort and cow cleanliness including 23 Holstein Friesian dairy herds with very low within-farm variation in cubicle measures. Height at withers, shoulder width and diagonal body length were measured in 79-100 % of the cows (herd size 30 to115 cows). Based on the 25 % largest animals, compliance with recommendations for cubicle measures was calculated. Cleanliness of different body parts, the udder, teats and teat tips was assessed for each cow in the herd prior to morning milking. No significant correlation was found between udder soiling and teat or teat tip soiling on herd level. The final model of a stepwise regression regarding the percentage of dirty teats per farm explained 58.5 % the variance and contained four factors. Teat dipping after milking which might be associated with an overall clean and accurate management style, deep bedded cubicles, increasing cubicle maintenance times and decreasing compliance concerning total cubicle length predicted lower teat soiling. The final model concerning teat tip soiling explained 46.0 % of the variance and contained three factors. Increasing litter height in the rear part of the cubicle and increased alley soiling which is difficult to explain, predicted for less soiled teat tips, whereas increasing compliance concerning resting length was associated with higher percentages of dirty teat tips. The dependent variable ‘duration of lying down’ was analysed using again stepwise regression. The final model explained 54.8 % of the total variance. Lying down duration was significantly shorter in deep bedded cubicles. Further explanatory though not significant factors in the model were neck-rail height, deep bedding or comfort mattresses versus concrete floor or rubber mats and clearance height of side partitions. In the attempt to create a more comprehensive lying down measure, another analysis was carried out with percentage of ‘impaired lying down’ (i.e. events exceeding 6.3 seconds, with collisions or being interrupted) as dependent variable. The explanatory value of this final model was 41.3 %. An increase in partition length, in compliance concerning cubicle width and the presence of straw within bedding predicted a lower proportion of impaired lying down. The effect of partition length is difficult to interpret, but partition length and height were positively correlated on the study farms, possibly leading to a bigger zone of clear space for pelvis freedom. No associations could be found between impaired lying down and teat or teat tip soiling. Altogether, in agreement with earlier studies it was found that cubicle dimensions in practice are often inadequate with regard to the body dimensions of the cows, leading to high proportions of impaired lying down behaviour, whereas teat cleanliness is still unsatisfactory. Connections between cleanliness and cow comfort are far from simplistic. Especially the relationship between cubicle characteristics and lying down behaviour apparently is very complex, so that it is difficult to identify single influential factors that are valid for all farm situations. However, based on the results of the present study the use of deep bedded cubicles can be recommended as well as improved management with special regard to cubicle and litter maintenance in order to achieve both better resting comfort and teat cleanliness.

Introducción La mutación genética Val30Met de la proteína transtiretina (TTR) es causante de la polineuropatía amiloidótica familiar, comprometiendo en fases iniciales las fibras nerviosas pequeñas (mielinizadas Aδ y amielínicas tipo C), involucradas en funciones autonómicas, nocicepción, percepción térmica y sudoración. Los métodos neurofisiológicos convencionales, no logran detectar dichas anormalidades, retardando el inicio de tratamientos específicos para la enfermedad. Metodología El objetivo principal fue evaluar el test de cuantificación sensitiva (QST) como método de detección temprana de anormalidades de fibra pequeña, en individuos Val30Met, seguidos en el Hospital Universitario Santa María, Lisboa. Se clasificaron los pacientes en 3 grupos, según sintomatología y examen neurológico. Se analizaron los umbrales para percepción de frío, dolor con el calor y vibración en los grupos, en correlación con controles sanos. Resultados 18 registros de controles sanos y 33 de individuos con la mutación, divididos en asintomáticos (24,2%), sintomáticos con examen neurológico normal (42,4%) y sintomáticos con examen neurológico anormal (33,3%). No se encontraron diferencias entre los pacientes asintomáticos y los controles. Los umbrales para frío (p=0,042) y en el dolor intermedio con el calor (HP 5) (p=0,007) se encuentran elevados en individuos Val30Met sintomáticos con examen normal. En los pacientes sintomáticos con alteraciones al examen, también se presentaron alteraciones en el intervalo entre el inicio y el dolor intermedio con el calor (HP 5-0,5) (p=0,009). Discusión Los umbrales de frío y de percepción de dolor con el calor, permiten detectar anormalidades en personas con la mutación TTR Val30Met, sintomáticos, incluyendo aquellos sin cambios objetivos al examen neurológico.

Este documento contiene el Diseño de Aplicación de la Norma internacional ISO 26000:2010 Modelo de Gestión de Responsabilidad Social en la Fundación Hospital San Carlos, Bogotá - Colombia, en el que se incluye la herramienta que se diseñó para el desarrollo del estudio con base en los requisitos aplicables de la norma que orientan a un comportamiento socialmente responsable; así como el diagnóstico inicial que se realizó en la organización objeto de estudio desde una perspectiva cualicuantitativa, frente a los lineamientos que la norma presenta como elementos esenciales: Principios y Materias Fundamentales. De igual manera y acorde a la metodología que se definió para el estudio que fue observacional de corte descriptivo cualitativo interpretativo, se muestra la matriz DOFA de la institución según el diagnóstico, con el respectivo análisis e interpretación derivados de los hallazgos evidenciados en el proceso de evaluación; en el cual se identificó que la Fundación Hospital San Carlos cumple con un 47,97% de los requerimientos de responsabilidad social según la norma ISO 26000:2010, con el logro de 71 criterios de los 148 evaluados y aplicables a la organización, observándose especial fragilidad en los componentes Fortalecimiento de la Comunidad, Prácticas Laborales, y Transparencia, con un cumplimiento que estuvo por debajo del 50%. Por otra parte y como propósito fundamental del estudio se presenta el diseño propuesto para la aplicación de la norma ISO 26000:2010 en la IPS Fundación Hospital San Carlos, en el cual se registran estrategias y mecanismos que los autores sugieren y recomiendan se deben trabajar para que la implementación de este modelo internacional de Responsabilidad Social, se haga de una manera pragmática y sencilla, que lo conviertan además en un diseño de aplicación de la norma que pueda ser referenciado por organizaciones del sector salud o no, interesadas en trabajar en responsabilidad social empresarial. Para la estructura del diseño de aplicación de la norma y conforme el estudio realizado, se plantean 7 pasos que deben seguir las organizaciones de manera sistemática, metódica y ordenada: comprender la responsabilidad social; reconocer su Responsabilidad Social; levantar una matriz DOFA con base en un diagnóstico institucional; planificar; estructurar y definir de la Responsabilidad Social dentro de la organización; sensibilizar, divulgar y capacitar los estándares de la Norma ISO 26000:2010; documentar el Modelo de Responsabilidad Social; Implementar el modelo de Responsabilidad Social; y monitorear el modelo mediante un mecanismo que integre un sistema de auditoría integral y la revisión de gerencia.

Las lesiones causadas por el tráfico automotor cada día han tomado mayor importancia en salud pública dado a sus efectos nocivos sobre la salud. La mortalidad y morbilidad por lesiones de tráfico siguen siendo un 13 problema grave en muchos países con subestimaciones importantes por las deficiencias en los registros y notificación. A nivel mundial las estimaciones de mortalidad anual por lesiones de tráfico arrojan cifras cada vez mayores; para 1980 el cuarto de millón de defunciones calculado ascendió a 856000 para el año 1990 y a 885000 para 1993i.

La fatiga asociada a la carga de trabajo impuesta en trabajadores del sector salud es un factor directamente relacionado con el nivel de desempeño del trabajador y por lo tanto de la seguridad del paciente. El objetivo del presente estudio es realizar una evaluación multidimensional de la fatiga laboral percibida del personal de enfermería de una Institución Prestadora de Servicios de Salud (IPS) de IV nivel la ciudad de Bogotá. Para la valoración de fatiga se aplicó la versión en español del Inventario Sueco de Fatiga Ocupacional (SOFI-S) acompañado de preguntas abstraídas de la batería de riesgo psicosocial del Ministerio de la Protección Social y un cuestionario demográfico. Se encuestaron 60 enfermeras (3,3% hombres, 96,7% mujeres). Los principales factores asociados a la generación de fatiga son las horas de sueño, el turno y las actividades del hogar. La agrupación factorial genera 4 dimensiones de fatiga y no 5 como comúnmente se agrupa el cuestionario SOFI.

Este art??culo presenta los resultados de un estudio realizado entre los funcionarios del Ayuntamiento de Palma de Mallorca. Tiene por objeto conocer las caracter??sticas de los cargos de direcci??n, as?? como de los mandos intermedios en una administraci??n p??blica local de grandes dimensiones, y obtener grupos homog??neos de profesionales con responsabilidades de direcci??n a partir de las competencias autoevaluadas. Para ello se ha realizado un estudio transversal descriptivo, basado en encuesta autoadministrada. Se seleccionaron las 126 personas que cumpl??an las condiciones de tener responsabilidades de direcci??n. Se analiza un amplio conjunto de variables centradas en las competencias profesionales y se realizan an??lisis descriptivos diversos, entre ellos un an??lisis factorial de las competencias autoevaluadas, preparatorios del an??lisis de clusters no jer??rquicos. Los resultados indican la existencia de tres clusters diferentes y consistentes atendiendo al g??nero, edad y procedimiento de acceso a la funci??n directiva.

Grass-based diets are of increasing social-economic importance in dairy cattle farming, but their low supply of glucogenic nutrients may limit the production of milk. Current evaluation systems that assess the energy supply and requirements are based on metabolisable energy (ME) or net energy (NE). These systems do not consider the characteristics of the energy delivering nutrients. In contrast, mechanistic models take into account the site of digestion, the type of nutrient absorbed and the type of nutrient required for production of milk constituents, and may therefore give a better prediction of supply and requirement of nutrients. The objective of the present study is to compare the ability of three energy evaluation systems, viz. the Dutch NE system, the agricultural and food research council (AFRC) ME system, and the feed into milk (FIM) ME system, and of a mechanistic model based on Dijkstra et al. [Simulation of digestion in cattle fed sugar cane: prediction of nutrient supply for milk production with locally available supplements. J. Agric. Sci., Cambridge 127, 247-60] and Mills et al. [A mechanistic model of whole-tract digestion and methanogenesis in the lactating dairy cow: model development, evaluation and application. J. Anim. Sci. 79, 1584-97] to predict the feed value of grass-based diets for milk production. The dataset for evaluation consists of 41 treatments of grass-based diets (at least 0.75 g ryegrass/g diet on DM basis). For each model, the predicted energy or nutrient supply, based on observed intake, was compared with predicted requirement based on observed performance. Assessment of the error of energy or nutrient supply relative to requirement is made by calculation of mean square prediction error (MSPE) and by concordance correlation coefficient (CCC). All energy evaluation systems predicted energy requirement to be lower (6-11%) than energy supply. The root MSPE (expressed as a proportion of the supply) was lowest for the mechanistic model (0.061), followed by the Dutch NE system (0.082), FIM ME system (0.097) and AFRCME system(0.118). For the energy evaluation systems, the error due to overall bias of prediction dominated the MSPE, whereas for the mechanistic model, proportionally 0.76 of MSPE was due to random variation. CCC analysis confirmed the higher accuracy and precision of the mechanistic model compared with energy evaluation systems. The error of prediction was positively related to grass protein content for the Dutch NE system, and was also positively related to grass DMI level for all models. In conclusion, current energy evaluation systems overestimate energy supply relative to energy requirement on grass-based diets for dairy cattle. The mechanistic model predicted glucogenic nutrients to limit performance of dairy cattle on grass-based diets, and proved to be more accurate and precise than the energy systems. The mechanistic model could be improved by allowing glucose maintenance and utilization requirements parameters to be variable. (C) 2007 Elsevier B.V. All rights reserved.

Three potential explanations of past reforms of the Common Agricultural Policy (CAP) can be identified in the literature: a budget constraint, pressure from General Agreement on Tariffs and Trade/World Trade Organization (GATT/WTO) negotiations or commitments and a paradigm shift emphasising agriculture’s provision of public goods. This discussion on the driving forces of CAP reform links to broader theoretical questions on the role of budgetary politics, globalisation of public policy and paradigm shift in explaining policy change. In this article, the Health Check reforms of 2007/2008 are assessed. They were probably more ambitious than first supposed, although it was a watered-down package agreed by ministers in November 2008. We conclude that the Health Check was not primarily driven by budget concerns or by the supposed switch from the state-assisted to the multifunctional policy paradigm. The European Commission’s wish to adopt an offensive negotiating stance in the closing phases of the Doha Round was a more likely explanatory factor. The shape and purpose of the CAP post-2013 is contested with divergent views among the Member States.
