Esta ?? uma pesquisa com o objetivo de estudar e analisar os resultados da utiliza????o da Bolsa Eletr??nica de Compras (BEC) no Governo do Estado de S??o Paulo. O estudo permitiu responder a quest??es b??sicas, tais como: relacionamento com fornecedores, investimentos em treinamento, assimila????o, condi????es de trabalho e benef??cios operacionais. O estudo ?? uma pesquisa descritiva, que tenta obter uma descri????o completa e precisa de uma situa????o. A coleta de dados baseou-se em um question??rio, enviado por e-mail, respondido pelos usu??rios e operadores da BEC e pelos fornecedores. Os principais resultados obtidos demonstraram que utiliza????o da BEC n??o melhorou o relacionamento da Administra????o P??blica com seus fornecedores, por??m trouxe mais economia, credibilidade e transpar??ncia ao Governo do Estado de S??o Paulo.

O objetivo deste artigo ?? ampliar o conhecimento atual sobre os processos de aprendizado na implementa????o de pol??ticas p??blicas, procurando entender, em especial, os aspectos pol??ticos envolvidos nesses processos e como eles influenciam a evolu????o e os resultados dessas pol??ticas. Nesse sentido, com base em estudos de casos realizados sobre as pol??ticas industriais implementadas pelos estados da Bahia, do Cear?? e de Pernambuco nas ??ltimas d??cadas, conclui-se que o aprendizado de indiv??duos e grupos isoladamente dentro dos governos n??o parece garantir um efetivo aprendizado do governo na implementa????o de suas pol??ticas. Nos casos estudados, o aprendizado organizacional mostra-se como um processo no qual aspectos pol??ticos e cognitivos interagem sob as restri????es de arranjos institucionais espec??ficos. Esses aspectos pol??ticos tanto podem filtrar, retardar e at?? mesmo impedir a assimila????o organizacional do aprendizado de indiv??duos ou de grupos, como, outras vezes, podem aceler??-lo.

A utilização da margem de consignação é um fator indicativo de endividamento do servidor público, pois compromete parte de sua renda futura, diminuindo seu poder aquisitivo. A partir do ano de 2003 o governo brasileiro estimulou a oferta de crédito consignado, com taxas de juros mais atrativas, acarretando e um aumento do saldo de operações contratadas de 1.340,20% de 2004 a 2011. Devido as características do vínculo empregatício os servidores públicos se tornaram os principais tomadores de empréstimo consignado. Entretanto, o não entendimento da margem de consignação e a falta de educação financeira pode fazer com que o servidor entre em situação de dificuldade financeira, principalmente como sobreendividamento, que é a impossibilidade de pagar suas dívidas de créditos, podendo ter reflexo no desenvolvimento do trabalho. A fim de atingir o objetivo de identificar a atuação da instituição sobre as implicações do uso da margem de consignação pelos servidores públicos, foi realizado uma pesquisa de levantamento com abordagem quanti-qualitativa por meio de aplicação de questionário, obtendo um retorno de 210 respostas válidas. Os dados foram tabulados e analisados utilizando técnicas estatísticas como análise descritiva e tabelas de contingência observando os valores dos testes de qui-quadrado e V de Cramer. As conclusões indicam que a orientação financeira do servidor pode contribuir para utilização da margem de consignação de forma mais consciente evitando problemas financeiros e melhorando sua atuação no trabalho e que a instituição estudada poderia atuar de forma mais ativa sobre as implicações da margem de consignação. Por fim, foi recomendado como plano de intervenção da instituição a formulação de cursos sobre a educação financeira e sobre a margem de consignação, apresentado conceitos e casos cotidianos para melhor assimilação dos servidores, por meio do programa de capacitação dos servidores já existente na instituição

Lettuce (Lactuca sativa L.) is the most commonly consumed leaf vegetable in the Brazilian diet, and it is a good source of vitamins and minerals. It is widely grown in the conventional farming system. However, the hydroponic farming system has been gaining importance in the market, wining confidence from consumers, who are becoming increasingly more demanding on food quality. The objective of this study was to evaluate the performance of two lettuce cultivars on hydroponic and conventional farming systems for the production of fresh mass (FM) and dry mass (DM), photosynthesis, contents of chlorophyll and anthocyanin. The following two experiments were carried out: hydroponics farming (HF) and conventional farming (CF), performed in protect and unprotect environments, respectively, in Florianópolis, SC. Mimosa Verde cultivar (MV) showed greater fresh mass than Mimosa Roxa (MR), in both farming systems and the two cultivars presented better performance in the hydroponic system (287.7 g MV and 139.1 g MR) than the conventional system (129.7 g MV and 111.8 g MR). Mimosa Verde cultivar presented lower average contents of total chlorophyll (7.7 mg g-¹ FM) than Mimosa Roxa (11.8 mg g-¹FM), and both cultivars displayed higher means for this variable in the hydroponic farming system. Mimosa Roxa presented higher contents of anthocyanin in the conventional system (88.24 mg g-¹ FM) than the ones in the hydroponic system (36.89 mg g-¹ FM). The best results for CO2 net assimilation rate regarded to photosyntheticaly active photon flux density were found in the hydroponic system, for both lettuce cultivars. Variation in the contents of chlorophyll were also found. Those variations were higher in the protected system than in the hydroponic system and contents of anthocyanin were higher in the conventional system.

RESUMOCrambe (Crambe abyssinica) has a cropping cycle of around 90 days, being suitable as an alternative to the second grain crop planted after soybean is harvested in the Center West region of Brazil. It is necessary to understand the growth and development dynamics of crambe plants in order to allow correct management of the production factors. This study aimed to describe the growth and development parameters of crambe plants under presence or absence of interspecific competition. The experiment was installed in the fall-winter 2011 in an Oxisoil, in completely randomized blocks design with three replications. Treatments comprised crambe plants growing either in presence or absence of interspecific simulated competition, throughout the cropping cycle. Plants were collected for the growth analysis every 15 days from harvest until 75 days after emergence. Growth parameters leaf area (AF), dry mass of stems/culms (MSC), leaves (MSF) and total (MST) dry mass, leaf area index (IAF), absolute (TCA) and relative (TCR) growth rates, net assimilation rate (TAL), specific leaf area (AFE), leaf area duration (DAF), leaf area ratio (RAF) and leaf mass ratio (RMF) were determined for the crop plants, subjected or not to competition, as well as for the simulated competitor. Crambe is a low competitive crop, being the competition more severe until 60-70 days after emergence. Besides, crop performance under field conditions was properly described by the net assimilation rate (TAL), which is also affected by the leaf area duration (DAF) and leaf mass ratio (RMF).

Introdução – A doença oncológica tem sido assunto de abordagem historiográfica particularmente abundante no contexto internacional. No caso português só recentemente começaram a surgir os primeiros trabalhos em redor desta ampla temática. Objetivos – Revolvendo em torno da emergência e estruturação da luta anticancerosa no âmbito internacional, pretende-se apresentar uma breve síntese sobre a evolução deste fenómeno em Portugal na primeira metade do século XX. Metodologia – Análise documental. Qualitativa e heurística. Resultados/Discussão/Considerações finais – A luta contra a doença oncológica em Portugal não destoou do contexto médico-científico e do movimento internacional anticanceroso da primeira metade do século XX. No entanto, a emergência e a institucionalização do projeto anticanceroso nacional apresentou algumas particularidades. Inserido entre uma especialidade médica em processo de afirmação e as necessidades assistenciais dos cancerosos, resultou da conjugação de uma série de fatores que ultrapassam a mera assimilação de novas tecnologias médicas ou da criação de um espaço próprio para a prática da oncologia. Tornou-se também num meio para realizar um trabalho intenso de educação para a saúde, num instrumento de ponta na formação médica especializada e numa referência de modernidade científica no contexto do Estado Novo.

Nas últimas décadas temos assistido a um avanço tecnológico a todos os níveis mas com particular incidência ao nível do hardware e dos dispositivos móveis. Estes tornaram-‐se cada vez mais leves e mais baratos, e transferiram-‐se do escritório para o carro, para os equipamentos e para os utensílios. A quantidade de informação (digital) disponível no meio envolvente aumentou de forma exponencial exigindo uma resposta tecnológica com o intuito de melhorar/facilitar o seu acesso e assimilação. É aqui que surge o conceito de Realidade Aumentada a funcionar como uma ponte de ligação entre o real e o digital convidando a novos modelos de interacção com o utilizador. A sua incorporação visa essencialmente tornar os sistemas mais usáveis diminuindo a carga cognitiva inerente à sua utilização. Este trabalho apresenta um estudo de caso, propondo um modelo para a construção de um Objecto de Aprendizagem com recurso a Realidade Aumentada especificamente para a área da saúde. O problema identificado nesta dissertação procura investigar se a integração de técnicas de Realidade Aumentada combinadas com técnicas multimédia e outros materiais convencionais podem contribuir para uma maior motivação e percepção cooperando para a construção de conhecimento.

This presentation intends to show to what extent the Portuguese municipalities’ commitment, from the first decade of this century, in cultural facilities of municipal management and which has provided 12 of the 18 district capitals of mainland Portugal with equipment, resulted in a regular, diverse and innovative schedule. Investing in urban regeneration, local government has tried to convert cities’ demographic changes (strengthening of the most educated and professionally qualified groups) in effective cultural demands that consolidate the three axes of development competitiveness-innovation-creativity. What the empirical study to the programming and communication proposals of those equipment shows is that it is not enough to provide cities with facilities; to escape to a utilitarian conception of culture, there is a whole work to be done so that such equipment be experienced and felt as new public sphere. Equipment in which proposals go through a fluid bind, constructed through space and discourse with local community, devotes a diversified and innovative bet full filling development axis. This paper presents in a systematic way what contributes to this binding on the analyzed equipment.

The legacy of nineteenth century social theory followed a “nationalist” model of society, assuming that analysis of social realities depends upon national boundaries, taking the nation-state as the primary unit of analysis, and developing the concept of methodological nationalism. This perspective regarded the nation-state as the natural - and even necessary - form of society in modernity. Thus, the constitution of large cities, at the end of the 19th century, through the intense flows of immigrants coming from diverse political and linguistic communities posed an enormous challenge to all social research. One of the most significant studies responding to this set of issues was The Immigrant Press and its Control, by Robert E. Park, one of the most prominent American sociologists of the first half of the 20th century. The Immigrant Press and its Control was part of a larger project entitled Americanization Studies: The Acculturation of Immigrant Group into American Society, funded by the Carnagie Corporation following World War I, taking as its goal to study the so-called “Americanization methods” during the 1920s. This paper revisits that particular work by Park to reveal how his detailed analysis of the role of the immigrant press overcame the limitations of methodological nationalism. By granting importance to language as a tool uniting each community and by showing how the strength of foreign languages expressed itself through the immigrant press, Park demonstrated that the latter produces a more ambivalent phenomenon than simply the assimilation of immigrants. On the one hand, the immigrant press served as a connecting force, driven by the desire to preserve the mother tongue and culture while at the same time awakening national sentiments that had, until then, remained diffuse. Yet, on the other hand, it facilitated the adjustment of immigrants to the American context. As a result, Park’s work contributes to our understanding of a particular liminal moment inherent within many intercultural contexts, the space between emigrant identity (emphasizing the country of origin) and immigrant identity (emphasizing the newly adopted country). His focus on the role played by media in the socialization of immigrant groups presaged later work on this subject by communication scholars. Focusing attention on Park’s research leads to other studies of the immigrant experience from the same period (e.g., Thomas & Znaniecki, The Polish Peasant in Europe and America), and also to insights on multi-presence and interculturality as significant but often overlooked phenomena in the study of immigrant socialization.

In this paper the authors intend to demonstrate the utilization of remote experimentation (RE) using mobile computational devices in the Science areas of the elementary school, with the purpose to develop practices that will help in the assimilation process of the subjects taught in classroom seeking to interlink them with the daily students? activities. Allying mobility with RE we intend to minimize the space-temporal barrier giving more availability and speed in the information access. The implemented architecture utilizes technologies and freely distributed softwares with open code resources besides remote experiments developed in the Laboratory of Remote Experimentation (RExLab) of Federal University of Santa Catarina (UFSC), in Brazil, through the physical computation platform of the ?open hardware of construction of our own. The utilization of open code computational tools and the integration of hardware to the 3D virtual worlds, accessible through mobile devices, give to the project an innovative face with a high potential for reproducibility and reusability.

A radiometric assay system has been used to study oxidation patterns of (1-14C) fatty acids by drug-susceptible and drug-resistant organisms of the genus Mycobacterium. Two strains of M. tuberculosis susceptible to all drugs, H37Rv and Erdman, were used. Drug-resistant organisms included in this investigation were M. tuberculosis H37Rv resistant to 5 ug/ml isoniazid, M. bovis, M. avium, M. intracellular, M. kansasii and M. chelonei. The organisms were inoculated in sterile reaction vials containing liquid 7H9 medium, 10% ADC enrichment and 1.0 uCi of one of the (1-14C) fatty acids (butyric, hexánoic, octanoic, decanoic, lauric, myristic, palmitic, stearic, oleic, linoleic, linolenic). Vials were incubated at 37°C and the 14CO2 envolved was measured daily for 3 days with a Bactec R-301 instrument. Although each individual organism displayed a different pattern of fatty oxidation, these patterns were not distinctive enough for identification of the organism. No combination of fatty acids nor preferential oxidation of long chain or of short chain fatty acids were able to separate susceptible from resistant organisms. Further investigation with a larger number of drug susceptible mycobacteria including assimilation studies and oxidation of other substrates may be required to achieve a distinction between drug-susceptible and drug-resistant mycobacteria.
Transient Spaces: unsettling boundaries and norms at the cultural event Noc Noc, Guimarães, Portugal

Cities are increasingly expected to be creative, inventive and to exhibit intense expressivity. In the past decades many cities have experienced growing pressure to produce and stage cultural events of different sorts and to develop new strategies that optimize competitive advantages, in order to promote themselves and to boost and sell their image. Often these actions have relied on heavy public investment and major private corporation sponsoring, but it is not always clear or measured how successful and reproductive these investments have been. In the context of strained public finances and profound economic crisis of European peripheral countries, events that emerge from local communities and have low budgets, which manage to create significant fluxes of visitors and visibility, assume an increased interest. In order to reflect and sketch possible answers, we look to an emerging body of literature concerning creative cities, and we focus on the organisation of a particular cultural event and its impact and assimilation into a medium size Portuguese city. This paper looks at the two editions (2011 and 2012) of one of such events – Noc Noc – organized by a local association in the city of Guimarães, Portugal. Inspired by similar events, Noc Noc is based on creating transient spaces of culture which are explored by artists and audiences, by transforming numerous homes into ephemeral convivial and playful social ‘public’ environments. The event is based on a number of cultural venues/homes scattered around the old and newer city, which allows for an informal urban exploration and an autonomous rambling and getting lost along streets. This strategy not only disrupts the cleavages between public and private space permitting for various transgressions, but it also disorders normative urban experiences and unsettles the dominant role of the city council as the culture patron of the large majority of events. Guimarães, an UNESCO World Heritage City was the European Capital of Culture in 2012, with a public investment of roughly 73 million euro. By interviewing a sample of people who have hosted these transitory art performances and exhibitions, sometimes doubling as artists, the events’ organizers and by experience both editions of the event, this paper illustrates how urban citizens’ engagement and motivations in a low budget cultural event can strengthen community ties. Furthermore, it also questions the advantages of large scale high budget events, and how this event may be seen as unconscious counter movement against a commodification of cultural events and everyday urban experience at large, engaging with the concepts of staging and authenticity.
