SHGs and Cooperatives in the Fishing Sector: An Inclusive Development Option for the Fisher folk of Kerala

The Kerala model of development mostly bypassed the fishing community, as the fishers form the main miserable groups with respect to many of the socio-economic and quality of life indicators. Modernization drive in the fishing sector paradoxically turns to marginalization drives as far as the traditional fishers in Kerala are concerned. Subsequent management and resource recuperation drives too seemed to be detrimental to the local fishing community. Though SHGs and cooperatives had helped in overcoming many of the maladies in most of the sectors in Kerala in terms of livelihood and employment in the 1980s, the fishing sector by that time had been moving ahead with mechanization and export euphoria and hence it bypassed the fishing sector. Though it has not helped the fishing sector in the initial stages, but because of necessity, it soon has become a vibrant livelihood and employment force in the coastal economy of Kerala. Initial success made it to link this with the governmental cooperative set up and soon SHGs and Cooperatives become reinforcing forces for the inclusive development of the real fishers.The fisheries sector in Kerala has undergone drastic changes with the advent of globalised economy. The traditional fisher folk are one of the most marginalized communities in the state and are left out of the overall development process mainly due to the marginalization of this community both in the sea and in the market due to modernization and mechanization of the sector. Mechanization opened up the sector a great deal as it began to attract people belonging to non-fishing community as moneylenders, boat owners, employers and middle men which often resulted in conflicts between traditional and mechanized fishermen. These factors, together with resource depletion resulted in the backwardness experienced by the traditional fishermen compared to other communities who were reaping the benefits of the overall development scenario.The studies detailing the activities and achievements of fisher folks via Self Help Groups (SHGs) and the cooperative movement in coastal Kerala are scant. The SHGs through cooperatives have been effective in livelihood security, poverty alleviation and inclusive development of the fisher folk (Rajasenan and Rajeev, 2012). The SHGs have a greater role to play as estimated fall in demand for marine products in international markets, which may result in reduction of employment opportunities in fish processing, peeling, etc. Also, technological advancement has made them unskilled to work in this sector making them outliers in the overall development process resulting in poor quality of physical and social infrastructure. The bonds of democratic politics

This paper is an attempt to analyze bonds and their relevance within the confines of economics. They are discussed as both exogenous and endogenous variables. More specifically, the bonds of democratic politics are compared with those of non-democratic politics. It is argued that only those societies that have at their disposition certain kinds of bonds will be able to sustain democracy. It is further argued that the differential effects of democratic vs. non-democratic regimes on the respective bonds are rather weak. But then again, different kinds of democratic institutions might well have an effect on the prevalent bonds found in a society.

The Politics of Privacy

In 'Privacy and Politics', Kieron O'Hara discusses the relation of the political philosophy of privacy to technical aspects in Web development. Despite a vigorous debate, the concept remains ambiguous, and a series of types of privacy is defined: epistemological, spatial, ideological, decisional and economic. Each of these has a different meaning in the online environment, and will be defended by different measures. The question of whether privacy is a right is raised, and generational differences in attitude discussed, alongside the issue of whether privacy should be protected in advance, via a consent model, or retrospectively via increased transparency and accountability. Finally, reasons both theoretical and practical for ranking privacy below other values (such as security, efficiency or benefits for the wider community) are discussed.

“Deficient in love-interest”: the sexual politics of the office in Canadian fiction (1890-1920)

Con base en las preocupaciones de la época sobre la susceptibilidad al romance y acoso sexual de la trabajadora de oficina, este artículo propone explorar la representación de secretarias y taquígrafas en TheType-Writer Girl (1897), de Grant Allan, y en North of Fifty-Three (1914), de Bertrand Sinclair. Se mirará la presión para adquirir la independencia económica y autonomía personal a través del trabajo en oficina. También, la necesidad de ajustarse a ideologías presentes en la sociedad, que abogaban un destino predeterminado de matrimonio e hijos para la mujer. Se pregunta si el género de literatura workinggirl de esos tiempos abogaba la imagende la mujer independiente, trabajadora y emocionalmente realizada, o si el trabajo de oficina era interpretado como un paso natural hacia una evolución de niñas a madres. Este artículo también cuestiona si la oficina ficcional fue presentada como una ubicación de autonomía y potencial femeninos, o si fue vista como un espacio hostil y peligroso del que debería escapar lo más pronto posible para mantener la seguridad del hogar.

Al – Qaeda and the international politics: a teorical Reflection

It is argued that Al-Qaeda tries or has the ability to promote or accelerate changes in the power  structure, where stands the American hegemony and the pursuit of balance by  various actors, implementing asymmetric strategies as counter-hegemonic responses.

The Demobilization Process of Paramilitaries in Colombia: Between Politics and Justice

The phenomenon of paramilitarism in Colombia has received an ambiguous treatment, balancing between political and criminal issues; an oscillation that has been intimately linked to the evolution of the Colombian internal conflict. This contribution analyzes the recent negotiations held with paramilitary groups by the administration of Alvaro Uribe Vélez (2002-2010). After a brief account of the dependency path that has determined this historical episode, I propose an assessment of the use of judicial categories by the various actors of the negotiations. The main argument is that those categories –war criminal, political criminal, drug smuggler, etc.– do not depend on the intrinsic nature of an armed actor, but are socially constructed by a conflictive process of material and symbolic struggles. The capacity to categorize private violence, as legitimate or illegitimate, political or criminal, appears as one of the basic manifestations of the state’s action, as well as one of the main conflicts presiding at the rocess of state formation.

Discurso y política sobre procesos de Desarme, Desmovilización y Reintegración en Bogotá: La representación de los desmovilizados en el diario El Tiempo (2005 - 2010)

Los procesos de Desarme, Desmovilización y Reintegración (DDR) han sido tema central en la agenda pública y la forma en que los medios nos presentan a los diferentes protagonistas del conflicto, nos ha acercado a ellos y a la realidad de ese fenómeno desde una mirada en particular. En esta monografía se analiza la representación discursiva construida por el diario El Tiempo sobre procesos de DDR y sus actores protagónicos, los desmovilizados, en la ciudad de Bogotá, entre 2005 y 2010; a lo largo del texto se reflexiona sobre la influencia que puede tener el discurso de los medios de comunicación en la manera que la sociedad podría ver y responder a ese grupo social que busca reintegrarse a la vida civil. El trabajo se realiza a través de un análisis del discurso, en este caso, del discurso periodístico emitido por el diario El Tiempo y se abordan elementos de la teoría del pánico moral. La llegada constante y creciente de desmovilizados a la capital del país conllevó a que el trato que debía dársele a la situación hiciera parte de diferentes discursos políticos y mediáticos; por tanto, el discurso del diario se contrasta con la política local de atención a desmovilizados, específicamente con el "Programa de Atención al Proceso de Desmovilización y Reintegración en Bogotá (PAPDRB)", a fin de diferenciar el tratamiento que le dieron al fenómeno.

The politics of resource booms

This paper develops a simple model to investigate how resource-driven economic booms shape the equilibrium political institutions of resource-rich societies and influence the likelihood of experiencing civil war. In our model a strong government apparatus favors property rights protection but also makes the state more powerful and hence may induce predatory autocratic regimes over democracy. We characterize the parameter space of each political outcome in terms of the type of the available natural resources. Economic booms based on resources that are privately exploited empower the citizens and tend to ease democratic transitions. In contrast, booms based on resources exploited by the state tend to favor more dictatorial regimes. Finally, economic booms based on resources that can be exploited either by the state or by private citizens incite preemptive actions by both parties that may result in civil war. We discuss the predictions of the model using historical and contemporary examples.
