La genèse de The Souls of Black Folk : le chapitre initial de la vie intellectuelle de W. E. B. Du Bois, 1885-1903

En 1903, paraît le magnum opus de William Edward Burghardt Du Bois, The Souls of Black Folk. Ce dernier écrit cet ouvrage en poursuivant trois objectifs. Primo, il souhaite démontrer que Booker T. Washington et ses supporters font fausse route en défendant l’idée selon laquelle les Afro-américains pourront accéder à un avenir meilleur en échangeant leurs droits politiques contre des opportunités économiques. Secundo, Du Bois cherche à faire la lumière sur les talents distinctifs et les grandes réalisations de son peuple afin de convaincre les Blancs que les Noirs ne leur sont pas biologiquement ou moralement inférieurs et, par conséquent, que l’égalité raciale doit être totale et immédiate. Tertio, il veut persuader les Américains de devenir de meilleurs citoyens, en renouant avec les idéaux de leur République et en vivant en fonction de principes moraux élevés. L’écriture de Souls marque un tournant majeur dans la vie intellectuelle de son auteur, car il renonce à cette époque au discours conciliatoire qu’il avait tenu dans sa jeunesse. Les idées qu’il défend dans son livre ont germé quelques années plus tôt, au contact de certains de ses professeurs de l’Université de Berlin, d’Alexander Crummell et surtout, en effectuant une étude de terrain sur la communauté noire de Philadelphie. Du Bois réalise alors l’ampleur des injustices dont sont victimes les Noirs et contre lesquelles la bonne volonté et le travail acharné ne peuvent rien.

This thesis Entitled Dynamics of deforestation and Socio-Economic profile of tribal women flok in kerala -A study of Attappady. The study was based on both primary and secondary data. Primary data were collected through a sample survey conducted in three panchayaths .The thesis is organized in eight chapters. The first chapter provides the background to the study. Second chapter reviews the literature. Third chapter provides the profile of the study area and general conditions. Fourth chapter consists of the life cycle structure of the tribal woman. Fifth chapter covers the socio-economic conditions of the tribal women in the study area. Sixth chapter consists of relationship between tribal women and forest and the degradation of the forest. Seventh chapter provides the documentation of the development programmes implemented in Attappady and their importance to the tribals. Last chapter consists of summary and conclusions of the study, suggestions and recommendations of the study.

SHGs and Cooperatives in the Fishing Sector: An Inclusive Development Option for the Fisher folk of Kerala

The Kerala model of development mostly bypassed the fishing community, as the fishers form the main miserable groups with respect to many of the socio-economic and quality of life indicators. Modernization drive in the fishing sector paradoxically turns to marginalization drives as far as the traditional fishers in Kerala are concerned. Subsequent management and resource recuperation drives too seemed to be detrimental to the local fishing community. Though SHGs and cooperatives had helped in overcoming many of the maladies in most of the sectors in Kerala in terms of livelihood and employment in the 1980s, the fishing sector by that time had been moving ahead with mechanization and export euphoria and hence it bypassed the fishing sector. Though it has not helped the fishing sector in the initial stages, but because of necessity, it soon has become a vibrant livelihood and employment force in the coastal economy of Kerala. Initial success made it to link this with the governmental cooperative set up and soon SHGs and Cooperatives become reinforcing forces for the inclusive development of the real fishers.The fisheries sector in Kerala has undergone drastic changes with the advent of globalised economy. The traditional fisher folk are one of the most marginalized communities in the state and are left out of the overall development process mainly due to the marginalization of this community both in the sea and in the market due to modernization and mechanization of the sector. Mechanization opened up the sector a great deal as it began to attract people belonging to non-fishing community as moneylenders, boat owners, employers and middle men which often resulted in conflicts between traditional and mechanized fishermen. These factors, together with resource depletion resulted in the backwardness experienced by the traditional fishermen compared to other communities who were reaping the benefits of the overall development scenario.The studies detailing the activities and achievements of fisher folks via Self Help Groups (SHGs) and the cooperative movement in coastal Kerala are scant. The SHGs through cooperatives have been effective in livelihood security, poverty alleviation and inclusive development of the fisher folk (Rajasenan and Rajeev, 2012). The SHGs have a greater role to play as estimated fall in demand for marine products in international markets, which may result in reduction of employment opportunities in fish processing, peeling, etc. Also, technological advancement has made them unskilled to work in this sector making them outliers in the overall development process resulting in poor quality of physical and social infrastructure. Integrating top down policies and bottom up practices in Urban and Periurban Agriculture: an Italian dilemma

The paper deals with some relevant and contradictory aspects of urban and peri-urban agriculture in Italy: the traditional exclusion of agricultural areas from the goals of territorial planning; the separation between top-down policies and bottom-up practices; the lack of agricultural policies at local scale. In the first part the paper summarises the weak relation between urban planning and agriculture, showing how in Italy this gap has been only partially overcome by new laws and plans. Moreover the paper focuses on how, due to the lack of suitable solutions coming from regional and local planning, a large number of vibrant initiatives were started by local stakeholders. In order to show the limitations and the potentialities of these various approaches, three peculiar experiences based on Milan, Turin and Pisa are presented. They give a cross-section of the variegated Italian situation, demonstrating that a major challenge in Italian context affects the fields of governance and inclusiveness.

Italian citizenship and the descendants of Italian citizens emigrated in Colombia. Removing a social injustice

Law is often the source of social discriminations, but, at the same time, it can be thekey to delete these social discriminations. The authors try to give an example of thisphenomenon, by analyzing the impact of the Italian citizenship’s rules over the descendantsof the Italian citizens emigrated abroad and, especially, in South America.Indeed, according to the former Italian law, only fathers could transmit iure sanguinisthe citizenship to their children: moreover, women automatically lost theItalian citizenship if they get a foreign citizenship by concluding a marriage witha foreign husband.These rules hardly discriminate the Italian women emigrated abroad and, especially,their descendants who were prevented to get the Italian’s citizenship.These discriminatory rules were finally deleted by the Italian Constitutional Courtin the Seventies and in the Eighties: however, the effects of those rules still persisted,since the decision of the Constitutional Court could not overcome the temporal limit of the entry into force of the Constitution (01.01.1948) and, therefore, could not“cover” the discriminatory facts occurred before that date.Finally in 2009, the Italian Supreme Court, by extending the effects ratione temporisof the decisions of the Constitutional Court, “reopened the doors” of the Italiancitizenship to a huge number of Italian citizenship born from Italian women beforethe 01.01.1948.Therefore, the authors focus on the social impact of this decision for all the potentialItalian citizens living in South America and try to assess its juridical effects overthe Italian law.
