The Untouchable Soldier: Caste, Politics, and the Indian Army

Military establishments are omnipresent if not everywhere omnipotent. While these costly bureaucracies are the bane of finance ministers around the world, they do provide an important opportunity for comparative analysis. This paper examines a military system—the Indian one—through time, and attempts to demonstrate the changing relationship of that system to Indian politics and society in general, and to the low-caste communities of India in particular. We select the low-caste untouchables because they represent an extreme challenge to the integrative capacity of both political and social systems, and because they have recently been the subject of intensive political and academic concern.Stephen P. Averting biodiversity collapse in tropical forest protected areas

The rapid disruption of tropical forests probably imperils global biodiversity more than any other contemporary phenomenon(1-3). With deforestation advancing quickly, protected areas are increasingly becoming final refuges for threatened species and natural ecosystem processes. However, many protected areas in the tropics are themselves vulnerable to human encroachment and other environmental stresses(4-9). As pressures mount, it is vital to know whether existing reserves can sustain their biodiversity. A critical constraint in addressing this question has been that data describing a broad array of biodiversity groups have been unavailable for a sufficiently large and representative sample of reserves. Here we present a uniquely comprehensive data set on changes over the past 20 to 30 years in 31 functional groups of species and 21 potential drivers of environmental change, for 60 protected areas stratified across the world's major tropical regions. Our analysis reveals great variation in reserve `health': about half of all reserves have been effective or performed passably, but the rest are experiencing an erosion of biodiversity that is often alarmingly widespread taxonomically and functionally. Habitat disruption, hunting and forest-product exploitation were the strongest predictors of declining reserve health. Crucially, environmental changes immediately outside reserves seemed nearly as important as those inside in determining their ecological fate, with changes inside reserves strongly mirroring those occurring around them. These findings suggest that tropical protected areas are often intimately linked ecologically to their surrounding habitats, and that a failure to stem broad-scale loss and degradation of such habitats could sharply increase the likelihood of serious biodiversity declines.

Scale-dependent relationships between tree species richness and ecosystem function in forests

1. The relationship between species richness and ecosystem function, as measured by productivity or biomass, is of long-standing theoretical and practical interest in ecology. This is especially true for forests, which represent a majority of global biomass, productivity and biodiversity. 2. Here, we conduct an analysis of relationships between tree species richness, biomass and productivity in 25 forest plots of area 8-50ha from across the world. The data were collected using standardized protocols, obviating the need to correct for methodological differences that plague many studies on this topic. 3. We found that at very small spatial grains (0.04ha) species richness was generally positively related to productivity and biomass within plots, with a doubling of species richness corresponding to an average 48% increase in productivity and 53% increase in biomass. At larger spatial grains (0.25ha, 1ha), results were mixed, with negative relationships becoming more common. The results were qualitatively similar but much weaker when we controlled for stem density: at the 0.04ha spatial grain, a doubling of species richness corresponded to a 5% increase in productivity and 7% increase in biomass. Productivity and biomass were themselves almost always positively related at all spatial grains. 4. Synthesis. This is the first cross-site study of the effect of tree species richness on forest biomass and productivity that systematically varies spatial grain within a controlled methodology. The scale-dependent results are consistent with theoretical models in which sampling effects and niche complementarity dominate at small scales, while environmental gradients drive patterns at large scales. Our study shows that the relationship of tree species richness with biomass and productivity changes qualitatively when moving from scales typical of forest surveys (0.04ha) to slightly larger scales (0.25 and 1ha). This needs to be recognized in forest conservation policy and management.

Luminescent Molecular Sensors for Assessment of Temperature Field in Machining

A new technique based on luminescent molecular sensors is utilized in these series of experiments for measurement of temperatures in material removal processes. 2-Dimensional machining of metals at low speeds and surface grinding configurations are used as the model experimental systems to understand the efficacy of this experimental technique. The experiments were conducted with a series of luminescent sensors and binder combinations for the temperature measurement. The luminescence of the sensor was measured through a charge-coupled device imaging camera, and intensive calibration exercises were performed on these sensors. Excellent agreement in the temperature fields measured through this new experimental approach and traditional infrared thermography is seen here. This technique offers the unique capability of allowing measurement of temperatures in the presence of a lubricant, akin to manufacturing conditions in situ. Extension of the technique to measure the temperature field at the tool-chip contact is described.

A novel Monoclonal Antibody against Notch1 Targets Leukemia-associated Mutant Notch1 and Depletes Therapy Resistant Cancer Stem Cells in Solid Tumors

Higher Notch signaling is known to be associated with hematological and solid cancers. We developed a potential immunotherapeutic monoclonal antibody (MAb) specific for the Negative Regulatory Region of Notch1 (NRR). The MAb604.107 exhibited higher affinity for the ``Gain-offunction'' mutants of Notch1 NRR associated with T Acute lymphoblastic Leukemia (T-ALL). Modeling of the mutant NRR with 12 amino-acid insertion demonstrated ``opening'' resulting in exposure of the S2-cleavage site leading to activated Notch1 signaling. The MAb, at low concentrations (1-2 mu g/ml), inhibited elevated ligand-independent Notch1 signaling of NRR mutants, augmented effect of Thapsigargin, an inhibitor of mutant Notch1, but had no effect on the wild-type Notch1. The antibody decreased proliferation of the primary T-ALL cells and depleted leukemia initiating CD34/CD44 high population. At relatively high concentrations, (10-20 mu g/ml), the MAb affected Notch1 signaling in the breast and colon cancer cell lines. The Notch-high cells sorted from solid-tumor cell lines exhibited characteristics of cancer stem cells, which were inhibited by the MAb. The antibody also increased the sensitivity to Doxorubucinirubicin. Further, the MAb impeded the growth of xenografts from breast and colon cancer cells potentiated regression of the tumors along with Doxorubucin. Thus, this antibody is potential immunotherapeutic tool for different cancers.

La influencia del factor dimensión en la pertenencia a centrales de compra por parte del pequeño comercio

[ES] Desde hace varios años, el pequeño comercio en España y en otros países europeos viene enfrentándose a un entorno de creciente concurrencia, con la irrupción de nuevas formas comerciales más integradas vertical u horizontalmente, y mejor preparadas para competir en precio y variedad. Ante este hecho, las centrales de compra se ofrecen como una alternativa tendente a acortar distancias en estas dos cuestiones, a la vez que buscan la prestación de ciertos servicios que ayuden al pequeño comerciante a gestionar más eficaz y eficientemente su negocio.

Algunas condiciones necesarias para la gestión y organización en la universidad

[ES] La crisis del Estado de Bienestar y las Sociedades del Conocimiento generan una crisis en el actual sistema universitario. Este se queda sin respuestas claras y ante un panorama de fines y objetivos difuso y confuso. Frente a estas situaciones, la gestión y la organización devienen en factores estratágicos clave, y esto es así por el potencial competitivo de ambas en el ámbito universitario en particular.

Análisis de la flexibilidad de la oferta de formación en gestión del País Vasco

El contenido de este trabajo deriva del proyecto de investigación UE-1998-23, «Oferta y Demanda de Formación en Gestión Empresarial para Directivos en la CAPV» y del contrato de investigación «Análisis de la Oferta de Formación en Gestión y en Gestión del Conocimiento». El proyecto era perteneciente a la convocatoria de 1998 de ayudas del Gobierno Vasco a Proyectos de Investigación e Innovacion Tecnológica entre Universidades y Empresas, en su elaboración y desarrollo participaron la Universidad del País Vasco-Euskal Herriko Unibertsitatea, la Universidad de Deusto (ESTE) y el Cluster del Conocimiento, como empresa.

Capacidad empresarial para la absorción de I+D externa: el caso de Bizkaia

[ES] El presente trabajo tiene por objeto llegar a un diagnóstico de la capacidad, por parte de las empresas del Territorio Histórico de Bizkaia, de absorber los resultados de I+D generados por universidades y otros centros de investigación. Para ello, en primer lugar, mediante una revisión de la literatura teórica y empírica existente sobre el tema, se identifican las características empresariales vinculadas a dicha capacidad de absorción; a continuación, se analiza el grado de presencia de tales características en dos muestras de empresas: una muestra de 26 empresas vizcaínas avanzadas en gestión, y una muestra más general de empresas vizcaínas de más de 10 trabajadores; por último, se identifican las características en las que las empresas de Bizkaia manifiestan suficiente capacidad para absorber resultados de I+D externa, frente a aquellas otras que resulta necesario desarrollar, pues en ellas todavía no se han alcanzado niveles satisfactorios.

Encouraging the implication of shops in the city by means of retail associationism. The case of Bilbao

[EN] Retail activity in urban areas constitutes a key variable in the health of a city. For that reason, the processes of urban revitalization and retail revitalization run in parallel manner. Integrated management models for urban centres constitute a good framework to harness the competitiveness of the cities and their retail businesses, but they require of all implied participation, by means of a public – private cooperation.

La influencia del entorno cultural en la eficiencia de las "mejores prácticas" en dirección de recursos humanos

[ES] La eficiencia de los llamados Sistemas de Trabajo de Alto Rendimiento ha sido un objeto de estudio preferente en las dos últimas décadas. El análisis de su comportamiento se ha realizado considerando diversos factores que supuestamente moderan su eficiencia, entre los que destacan los factores internos de la empresa. Sin embargo, los factores externos, y más concretamente la perspectiva contextual, en contadas ocasiones han sido objeto de análisis.
