Depuis la publication de l’Utopia de Thomas More au XVIe siècle, la notion d’utopie s’est vue appropriée par différents domaines d’expression artistique. Bien vite, l’architecture et l’urbanisme en font leur apanage lorsqu’il est question de concilier, en des dessins et des plans, des sociétés idéalisées et leurs représentations. La modernité et les nouvelles technologies modifient les modalités de l’utopie qui tend alors vers l’actualisation de ses modèles en des projets construits. Le XXe siècle est aussi marqué par une abondance de formes et d’idées dont la transmission et le partage sont accélérés par la création de nouveaux médias. Si les années 1960 et 1970 sont le lieu d’émergence de formes expérimentales et de projets utopiques, notamment alimentés par la Révolution tranquille et Mai 68, il est encore difficile au Québec de retracer ces projets en arts et en architecture puisqu’ils sont peu documentés. Par l’étude de la pratique artistique d’Yvette Bisson (1926-), de Robert Roussil (1925-2013) et de Melvin Charney (1935-2012), ce mémoire propose d’observer les différentes tactiques d’appropriation de l’espace auxquelles s’apparentent les modalités de la sculpture de ces trois artistes. Par l’intermédiaire de Michel de Certeau, Henri Lefebvre et Louis Marin, nous chercherons à expliquer quelle est la teneur critique des imaginaires mis en œuvre par les trois artistes pour créer de nouveaux lieux utopiques de la sculpture.

In a global context of climate change and energy transition, Quebec seems to be privileged, producing a large amount of cheap hydroelectricity. But aside from the established popular belief that Quebec’s energy is abundant, clean and inexpensive, Quebec’s energy future is still precarious. Within a few decades, Quebec will have to import a significant amount of electricity at a higher price than it actually produces it; the cheap exploitable hydro resources will not only get scarcer if not nonexistent; and the national hydroelectric ``cultural`` heritage even seems to quell the development of alternative energies, letting few space for local innovation coming from municipalities. While in many countries, municipalities are recognised as key figures in the energy sector, here, in Quebec, their role in the national energy system seems marginal. As main actors responsible for territorial planning, it seams that municipalities could play a more important role on Quebec’s energy scene. So they can densify their territory, develop active and collective solutions to transportation issues, they can adopt exemplary energetic habits, they can produce their own energy with wind, solar or even district heating systems. District heating and heat networks being less well know and documented in Quebec, the present study aims at explaining their low penetration level in the Quebec energy landscape. The study also attempts to understand what are the main hurdles to the implementation of district heating in Quebec’s particular energetic context. Finally, the research tries to open a discussion on the motives that could incite municipalities to adopt district heating as an energy alternative. Based on some twenty interviews with key actors of the energy and municipal sectors, the findings give some indications that the low penetration level of district heating in the Quebec municipalities could explain itself in part by : the low priced hydroelectricity, the presence of a comfortable, sufficient and pervasive Hydro-Quebec(er) culture, and also by organizational dynamic and a certain political inertia which limit the appropriation of an energy competence by local governments. In turn, the study shows that district heating solutions are more likely to develop in contexts in which : there are minimum urban or energy density levels; the development of district heating coincides with the local or regional economic structure; and where exist a mobilising local leader or local visions from a community in favor of the implementation of alternative energy systems.

En l’espace d’une décennie, Montréal s’est durablement transformée. Du milieu des années 1950, où elle représente une ville développée certes, mais dépourvue d'autoroutes, à 1967, année de l’Exposition universelle, la métropole du Québec confirme son choix du tout-à-l’automobile. Le développement autoroutier qu’elle réalise à cette époque doit alors être en mesure de répondre aux besoins de la société à court comme à long terme. Ce réseau perdure toujours de nos jours. Nous souhaitons décomposer la trame de cette période mouvementée afin de comprendre comment Montréal a pu adopter cette orientation aussi rapidement. Il est question d’aborder les éléments ayant permis de centraliser le thème de la circulation à Montréal. La réponse des autorités et la volonté de planifier la ville à long terme nous conduisent ensuite à une réalisation accélérée d’un réseau autoroutier métropolitain d’envergure dont l’échangeur Turcot représente l’aboutissement en 1967. Cette étude permet de mieux examiner l’histoire de ce projet autoroutier majeur qui a constitué un des symboles forts de la modernisation de Montréal et du Québec. L’échangeur Turcot construit dans les années 1960 est le fruit d’une conjoncture particulière, correspondant à des besoins et des attentes tout autre que ceux qui prévalent actuellement. Nous concluons ainsi en nous questionnant sur la construction actuelle du nouvel échangeur Turcot, et en affirmant qu’elle ne correspond peut-être pas aux besoins d’une métropole du XXIe siècle.

Faisant confiance à leur intuition les urbanistes s’inscrivent souvent dans un flou théorique qui les rend susceptibles de succomber à l’idéologie dominante et aux modes du moment. La première partie de ce mémoire vise à démontrer que cette posture par rapport à la théorie entraine un manque de réflexivité qui constitue un obstacle majeur à l’exercice d’une pratique urbanistique véritablement professionnelle, éthique et respectueuse du territoire. En effet, selon Bourdieu, un corpus théorique autonome permettrait d’offrir à l’urbaniste un cadre de réflexivité lui permettant de prendre du recul sur le quotidien et d’échapper à l’influence indue de l’idéologie sur sa pratique. Ce mémoire vise à comprendre la configuration actuelle du champ des théories de l’urbanisme en Occident (compris selon la théorie des champs de Bourdieu) et à proposer un modèle synthèse spécifiquement destiné à servir d’outil de réflexivité à l’urbaniste. Pour y parvenir, il a été privilégié de faire une relecture herméneutique de modèles théoriques existants, mais considérés comme incomplets, des théories de l’urbanisme. Dans ce domaine, deux Écoles de pensée ont été définies (École française et École anglo-saxonne). Ensuite, une typologie emblématique de chaque École a été choisie pour être revue à la lumière de l’objectif fixé. Ainsi, les typologies de Françoise Choay (École française) et de Philip Allmendinger (École anglo-saxonne) ont été analysées et mises en commun au moyen de la construction d’une historiographie commune des théories de l’urbanisme. Finalement, un modèle théorique original (la typologie intégrée) a été formulé. Celui-ci définit quatre grands courants théoriques : le rationalisme instrumental, le rationalisme intersubjectif, le mouvement pragmatico-postmoderne et le mouvement patrimonial. Il apparaît alors que le rationalisme occupe une position hégémonique dans le champ des théories de l’urbanisme depuis sa fondation et qu’elle est assumée par le rationalisme intersubjectif depuis le milieu des années 1990.

Le campus de l’Université de Montréal est composé de bâtiments et d’aménagements paysagers hautement significatifs, dont la présence contribue à faire comprendre son évolution spatiale. Parmi eux, les espaces libres des années 1960 méritent une attention particulière pour plusieurs raisons historiques : ils font l’objet d’une réflexion pour la toute première fois dans l’histoire du campus ; l’Université de Montréal vit une phase d’expansion sans précédent ; les disciplines de l’aménagement et la pratique de planification émergent au Québec. Cet article présente de manière contextuelle les principes de planification qui ont mené à leur réalisation par La Haye et associés, firme d’urbanisme de premier plan au Québec. Il expose les qualités et les défauts des espaces libres de cette période moderne, soit l’innovation sur le plan de la vision planificatrice et du design, d’un côté, et la trop grande importance accordée aux automobiles au détriment de la sécurité et de la convivialité, de l’autre côté.

La gestion des villes d’Afrique de l’Ouest pose problème à la période contemporaine : extension urbaine non maitrisée, services de base insuffisants, insécurité foncière. À travers l’aide internationale, d’importantes réformes visant à améliorer son efficacité ont pourtant été mises en place, mais elles semblent avoir été inefficaces. Dépassant ce constat d’échec, la thèse vise à comprendre comment se déroule l’acte de gérer la ville dans les circonstances particulières des villes d’Afrique de l’Ouest. La mise en œuvre du Registre foncier urbain (RFU), système d’information foncière municipal multi-fonctions introduit au Bénin à travers des programmes de développement au début des années 1990, constitue le prisme à travers lequel la gestion urbaine est analysée. Celle-ci est ainsi approchée par les actes plutôt que par les discours. S’appuyant sur une démarche socio-anthropologique, la mise en œuvre de l’instrument est analysée depuis le point de vue des acteurs locaux et selon une double grille de lecture : d’une part, il s’agit de saisir les logiques de l’appropriation locale dont le RFU a fait l’objet au sein des administrations; d’autre part, il s’agit de comprendre son interaction avec le territoire, notamment avec les dynamiques complexes d’accès au sol et de sécurisation foncière. Une étude de cas multiple a été menée dans trois communes : Cotonou, Porto-Novo et Bohicon. Deux ensembles de conclusions en découlent. Tout d’abord, le RFU s’est imposé comme l’instrument pivot de la fiscalité locale, mais est mis en œuvre de manière minimale. Ce fonctionnement particulier est une adaptation optimale à un contexte fait de rivalités professionnelles au sein d’administrations cloisonnées, d’enjeux politico-financiers liés aux différentes sources de revenus communaux et de tensions politico-institutionnelles liées à une décentralisation tardive. Les impacts du RFU en termes de développement des compétences professionnelles nationales sont insuffisants pour réformer la gestion urbaine depuis l’intérieur de l’administration municipale. Ensuite, alors qu’il vise à centraliser l’information sur les propriétaires présumés de la terre, le RFU se heurte à la marchandisation de cette information et à la territorialisation de la régulation foncière. La mise en œuvre du RFU s’en trouve affectée de deux manières : d’une part, elle s’insère dans ces circuits marchands de l’information foncière, avec cependant peu de succès ; d’autre part, elle a un impact différencié selon les territoires de la régulation foncière. En définitive, l’acte de gérer la ville au Bénin n’est pas devenu automatique avec l’introduction d’instruments comme le RFU. La municipalité se repose plutôt sur les piliers classiques de l’action publique, l’administration et le politique, pour gérer la ville plurielle de manière différenciée. À l’endroit des concepteurs d’action publique, cette thèse plaide pour une prise en compte des modes de régulation existant dans les sociétés africaines, fussent-ils pluriels, reconnaissant les voies originales que prend la construction des institutions en Afrique.

Abstract: This dissertation generally concentrates on the relationships between “gender” and “space” in the present time of urban life in capital city of Tehran. “Gender” as a changing social construct, differentiated within societies and through time, studied this time by investigation on “gender attitude” or “gender identity” means attitudes towards “gender” issues regarding Tehran residences. “Space” as a concept integrated from physical and social constituents investigated through focus on “spatial attitude” means attitudes towards using “living spaces” including private space of “house”, semi private semi public space of neighborhood and finally public spaces of the city. “Activities and practices” in space concentrated instead of “physical” space; this perspective to “space” discussed as the most justified implication of “space” in this debate regarding current situations in city of Tehran. Under a systematic approach, the interactions and interconnections between “gender” and “space” as two constituent variables of social organization investigated by focus on the different associations presented between different “gender identities” and their different “spatial identities”; in fact, “spatial identity” manifests “gender identity” and in opposite direction, “spatial identity” influences to construction of “gender identity”. The hypotheses of case study in Tehran defined as followed: • “Gender identity” is reflected on “spatial identity”. Various “gender identities” in Tehran present different perspectives of “space” or they identify “space” by different values. • As “gender identity” internalizes patriarchal oppression, it internalizes associated “spatial” oppression too. • Within the same social class, different “gender identities” related to men and women, present interconnected qualities, compared with “gender identities” related to men or women of different social classes. This situation could be found in the “spatial” perspectives of different groups of men and women too. • Following the upper hypotheses, “spatial” oppression differs among social classes of Tehran living in different parts of this city. This research undertook a qualitative study in Tehran by interviewing with different parents of both young daughter and son regarding their attitudes towards gender issues from one side and activities and behaviors of their children in different spaces from the other side. Results of case study indicated the parallel changes of parents’ attitudes towards “gender” and “spatial” issues; it means strong connection between “gender” and “space”. It revealed association of “equal” spatial attitudes with “open, neutral” gender attitudes, and also the association of “biased, unequal” spatial identities with “conservative patriarchal” gender identities. It was cleared too that this variable concept – gender space - changes by “sex”; mothers comparing fathers presented more equitable notions towards “gender spatial” issues. It changes too by “social class” and “educational level”, that means “gender spatial” identity getting more open equitable among more educated people of middle and upper classes. “Breadwinning status in the family” also presents its effect on the changes of “gender spatial” identity so participant breadwinners in the family expressed relatively more equitable notions comparing householders and housekeepers. And finally, “gender spatial” identity changes through “place” in the city and regarding South – North line of the city. The illustration of changes of “gender spatial” identity from “open” to “conservative” among society indicated not only vertical variation across social classes, furthermore the horizontal changing among each social class. These results also confirmed hypotheses while made precision on the third one regarding variable of sex. More investigations pointed to some inclusive spatial attitudes throughout society penetrated to different groups of “gender identities”, to “opens” as to “conservatives”, also to groups between them, by two opposite features; first kind, conservative biased spatial practices in favor of patriarchal gender relations and the second, progressive neutral actions in favor of equal gender relations. While the major reason for the inclusive conservative practices was referred to the social insecurity for women, the second neutral ones associated to more formal & safer spaces of the city. In conclusion, while both trends are associated deeply with the important issues of “sex” & “body” in patriarchal thoughts, still strong, they are the consequences of the transitional period of social change in macro level, and the challenges involved regarding interactions between social orders, between old system of patriarchy, the traditional biased “gender spatial” relations and the new one of equal relations. The case study drew an inhomogeneous illustration regarding gender spatial aspects of life in Tehran, the opposite groups of “open” and “conservative”, and the large group of “semi open semi conservative” between them. In macro perspective it presents contradicted social groups according their general life styles; they are the manifestations of challenging trends towards tradition and modernity in Iranian society. This illustration while presents unstable social situations, necessitates probing solutions for social integration; exploring the directions could make heterogeneous social groups close in the way they think and the form they live in spaces. Democratic approaches like participatory development planning might be helpful for the city in its way to more solidarity and sustainability regarding its social spatial – gender as well – development, in macro levels of social spatial planning and in micro levels of physical planning, in private space of house and in public spaces of the city.

The regional population growth in West Africa, and especially its urban centers, will bring about new and critical challenges for urban development policy, especially in terms of ensuring food security and providing employment for the growing population. (Peri-) urban livestock and vegetable production systems, which can contribute significantly to these endeavours, are limited by various constraints, amongst them limited access to expensive production factors and their (in)efficient use. To achieve sustainable production systems with low consumer health risks, that can meet the urban increased demand, this doctoral thesis determined nutrient use efficiencies in representative (peri-) urban livestock production systems in three West African cities, and investigated potential health risks for consumers ensuing from there. The field study, which was conducted during July 2007 to December 2009, undertook a comparative analysis of (peri-) urban livestock production strategies across 210 livestock keeping households (HH) in the three West African cities of Kano/Nigeria (84 HH), Bobo Dioulasso/Burkina Faso (63 HH) and Sikasso/Mali (63 HH). These livestock enterprises were belonging to the following three farm types: commercial gardening plus field crops and livestock (cGCL; 88 HH), commercial livestock plus subsistence field cropping (cLsC; 109 HH) and commercial gardening plus semi-commercial livestock (cGscL; 13 HH) which had been classified in a preceding study; they represented the diversity of (peri-) urban livestock production systems in West Africa. In the study on the efficiency of ruminant livestock production, lactating cowsand sheep herd units were differentiated based on whether feed supplements were offered to the animals at the homestead (Go: grazing only; Gsf: mainly grazing plus some supplement feeding). Inflows and outflows of nutrients were quantified in these herds during 18 months, and the effects of seasonal variations in nutrient availability on animals’ productivity and reproductive performance was determined in Sikasso. To assess the safety of animal products and vegetables, contamination sources of irrigated lettuce and milk with microbiological contaminants, and of tomato and cabbage with pesticide residues in (peri-) urban agriculture systems of Bobo Dioulasso and Sikasso were characterized at three occasions in 2009. Samples of irrigation water, organic fertilizer and ix lettuce were collected in 6 gardens, and samples of cabbage and tomato in 12 gardens; raw and curdled milk were sampled in 6 dairy herds. Information on health risks for consumers of such foodstuffs was obtained from 11 health centers in Sikasso. In (peri-) urban livestock production systems, sheep and goats dominated (P<0.001) in Kano compared to Bobo Dioulasso and Sikasso, while cattle and poultry were more frequent (P<0.001) in Bobo Dioulasso and Sikasso than in Kano. Across cities, ruminant feeding relied on grazing and homestead supplementation with fresh grasses, crop residues, cereal brans and cotton seed cake; cereal grains and brans were the major ingredients of poultry feeds. There was little association of gardens and livestock; likewise field cropping and livestock were rarely integrated. No relation existed between the education of the HH head and the adoption of improved management practices (P>0.05), but the proportion of HH heads with a long-term experience in (peri-) urban agriculture was higher in Kano and in Bobo Dioulasso than in Sikasso (P<0.001). Cattle and sheep fetched highest market prices in Kano; unit prices for goats and chicken were highest in Sikasso. Animal inflow, outflow and dairy herd growth rates were significantly higher (P<0.05) in the Gsf than in the Go cattle herds. Maize bran and cottonseed expeller were the main feeds offered to Gsf cows as dry-season supplement, while Gsf sheep received maize bran, fresh grasses and cowpea pods. The short periodic transhumance of Go dairy cows help them maintaining their live weight, whereas Gsf cows lost weight during the dry season despite supplement feeding at a rate of 1506 g dry matter per cow and day, resulting in low productivity and reproductive performance. The daily live weight gains of calves and lambs, respectively, were low and not significantly different between the Go and the Gsf system. However, the average live weight gains of lambs were significantly higher in the dry season (P<0.05) than in the rainy season because of the high pressure of gastrointestinal parasites and of Trypanosoma sp. In consequence, 47% of the sheep leaving the Go and Gsf herds died due to diseases during the study period. Thermo-tolerant coliforms and Escherichia coli contamination levels of irrigation water significantly exceeded WHO recommendations for the unrestricted irrigation of vegetables consumed raw. Microbial contamination levels of lettuce at the farm gate and the market place in Bobo Dioulasso and at the farm gate in Sikasso were higher than at the market place in Sikasso (P<0.05). Pesticide residues were detected in only one cabbage and one tomato sample and were below the maximum residue limit for consumption. Counts of thermo-tolerant coliforms and Escherichia coli were higher in curdled than in raw milk (P<0.05). From 2006 to x 2009, cases of diarrhea/vomiting and typhoid fever had increased by 11% and 48%, respectively, in Sikasso. For ensuring economically successful and ecologically viable (peri-) urban livestock husbandry and food safety of (peri-) urban foodstuffs of animal and plant origin, the dissemination and adoption of improved feeding practices, livestock healthcare and dung management are key. In addition, measures fostering the safety of animal products and vegetables including the appropriate use of wastewater in (peri-) urban agriculture, restriction to approve vegetable pesticides and the respect of their latency periods, and passing and enforcement of safety laws is required. Finally, the incorporation of environmentally sound (peri-) urban agriculture in urban planning by policy makers, public and private extension agencies and the urban farmers themselves is of utmost importance. To enable an efficient (peri-) urban livestock production in the future, research should concentrate on cost-effective feeding systems that allow meeting the animals’ requirement for production and reproduction. Thereby focus should be laid on the use of crop-residues and leguminous forages. The improvement of the milk production potential through crossbreeding of local cattle breeds with exotic breeds known for their high milk yield might be an accompanying option, but it needs careful supervision to prevent the loss of the local trypanotolerant purebreds.

The non-university sector has been part of the Colombian higher education system for more than 50-years. Despite its long years of existence, it has never occupied such an important role within the education system as the one it is having today. Therefore, the aim of this work is to analyze the development of the non-university sector in the framework of the country’s social, educational and economic demands. Likewise, its actual situation and certain aspects of the relationship between its graduates and the world of work, i.e., graduates’ employment characteristics, the relationship of higher education studies and their work, as well as their early career success, are examined. In order to generate the required information, a graduate survey was carried out in Atlántico (Colombia). The target population was graduates from higher education institutions registered in Atlántico who were awarded a technical, technological or professional degree in 2008 from any of the following knowledge areas: Fine Arts, Health Science, Economy-Administration-Accountancy and similar, and Engineering-Architecture-Urban planning and similar. Besides, interviews with academic and administrative staff from non-university institutions were carried out, and higher education related documents were analyzed. As a whole, the findings suggest that the non-university sector is expanding and may help to achieve some of the goals, for which it is widely promoted i.e., access expansion for under-represented groups, enhancement of the higher education system, and the provision of programs pertinent to the needs of the market. Nevertheless, some aspects require further consideration, e.g., the sector’s consolidation within the system and its quality. As for the relationship between non-university higher education and the world of work, it was found to be close; particularly in those aspects related to the use of knowledge and skills in the work, and the relationship between graduates’ studies and their work. Additionally, the analysis of the graduates’ in their early career stages exposes the significant role that the socioeconomic stratum plays in their working life, particularly in their wages. This indicates that apart from education, other factors like the graduates’ economic or social capital may have an impact on their future work perspectives

El crecimiento del borde urbano sobre los Cerros Orientales de Bogotá es uno de las principales problemáticas que presenta la ciudad, por lo que esta investigación buscó describir la problemática que ha generado el crecimiento del borde urbano en los Cerros Orientales, sintetizar la evolución y aplicación de los instrumentos de planeación, normativos y la política pública, para el manejo y protección de la reserva forestal y presentar alternativas para la construcción de un modelo de borde urbano con el fin de dar solución a la problemática presentada.

Análisis de la evolución del espacio público a partir del plan estratégico Bogotá 2000. Es un acercamiento a la planeación prospectiva que se realizó en la década de los noventa en la ciudad de Bogotá. Se hace un examen de los resultados de la planeación de abajo hacia arriba según el plan estratégico Bogotá 2000, en el tema del espacio público. Igualmente, es la confirmación de si los mandatarios en el periodo de 1996 al 2006 tomaron los escenarios y proyectos estratégicos para la Bogotá del futuro. Además se puede encontrar cuadros comparativos de los planes de desarrollo, líneas, escenarios y proyectos del plan estratégico. El documento recupera información que se encuentra desagregada en lo referente al espacio público.

Analiza también la necesidad de reconocer una serie de valores que la comunidad le ha otorgado a la práctica y que soportan la articulación con el ordenamiento territorial, pasando por los beneficios económicos, políticos y sociales que traería este proceso.

This paper presents the assessment that inhabitants of some Colombian cities did on the conditions that contribute to the livability of public space. Seven hundred and forty people, inhabitants of Yopal, Villavicencio, Valledupar, Popayán, Pereira, Pasto, Neiva, Montería, Medellín, Fusagasugá, Cúcuta, Cartagena, Cali and Bogotá participated in the study. The assessment of the conditions that contribute to the livability of public space was carried out using an instrument composed of 48 items that inquired about the level of contribution that can have different conditions on the quality of public space, from a scale five points ranging from: Does not contribute at all (-2) to: Contribute significantly (+2). The results show the conditions that most affect the habitability of public space in Colombia, as well as the differences between cities according to the assessment made by participants about the general state of public space in cities. Multidimensional analysis (SSA) evidence a structure that reflects the function that public space plays in people’s assessment on Colombian cities. It is discussed the implications of the findings for urban planning and management and the designed instrument is proposed as a tool to assess the quality of urban public space.

En este artículo se presenta una reflexión sobre la forma en que se ha incorporado la noción de sostenibilidad ambiental en el ordenamiento físico urbano en Colombia, una aproximación parcial que ha privilegiado algunos componentes físicos de la estructura ecológica, sin considerar suficientemente las implicaciones de aspectos tales como el suelo urbano, las actuaciones de los servicios públicos, las racionalidades de consumo y el metabolismo de la ciudad, los cuales tienen una mayor incidencia sobre la sostenibilidad urbana. El seguimiento a esta tendencia de incorporar herramientas de planeación ambiental estratégica sirve, en primera instancia, para llevar a cabo una reflexión crítica sobre el ordenamiento físico en nuestro medio, la planeación para el desarrollo urbano sostenible, los modelos de ciudad y la participación ciudadana El artículo se divide en tres partes. En la primera se presentan consideraciones sobre sostenibilidad urbana como el marco de la evaluación estratégica ambiental. En la segunda parte se presenta la Evaluación Estratégica Ambiental (EAE) en la formulación de políticas, programas, planes y proyectos. Finalmente, se hacen algunas consideraciones sobre la necesidad de incorporar la EAE en las agendas de formulación y concertación ambiental de temas estratégicos, políticas y planeamiento urbano en Colombia.---The potential for integrated strategic environmental assessment: food for thought on urban sustainability in ColombiaThis article presents a reflection on how the notion of environmental sustainability in the physical urban system was incorporated in Colombia, a partial approach that has privileged some physical components of the ecological structure, without sufficiently considering the implications of such aspects as urban land, the actions of public services, consumer rationalities and metabolism of the city, which have a greater impact on urban sustainability. Monitoring this trend of incorporating strategic environmental planning tools, served in the first instance to undertake a critical reflection on the physical arrangement in our environment, planning for sustainable urban development, and models of city and citizen participation. The article is divided into three parts. The first presents considerations on urban sustainability as the framework of strategic environmental assessment. In the second part presents the Strategic Environmental Assessment (SEA) in the formulation of policies, programs, plans and projects.
