The research assesses the skills of upper comprehensive school pupils in history. The focus is on locating personal motives, assessing wider reasons hidden in historical sources and evaluating source reliability. The research also questions how a wide use of multiple sources affects pupils’ holistic understanding of historical phenomena. The participants were a multicultural group of pupils. The origins of their cultures can be traced to the Balkan, the Middle East, Asia and Europe. The number of native Finnish speakers and pupils speaking Finnish as their second language was almost equal. The multicultural composition provides opportunities to assess how culturally responsive learning history from sources is. The intercultural approach to learning in a multicultural setting emphasizes equality as a precondition for learning. In order to set assignments at least to some extent match with all participants only those answers were taken into account which were produced by pupils who had studied history for a similar period of time in the Finnish comprehensive school system. Due to the small number of participants (41), the study avoids wide generalizations. Nevertheless, possible cultural blueprints in pupils’ way of thinking are noted. The first test examined the skills of pupils to find motives for emigration. The results showed that for 7th graders finding reasons is not a problematic task. However, the number of reasons noticed and justifications varied. In addition, the way the pupils explained their choices was a distinguishing factor. Some pupils interpreted source material making use of previous knowledge on the issue, while other pupils based their analysis solely on the text handed and did not try to add their own knowledge. Answers were divided into three categories: historical, explanatory and stating. Historical answers combined smoothly previously learned historical knowledge to one’s own source analysis; explanatory answers often ignored a wider frame, although they were effective when explaining e.g. historical concepts. The stating answers only noticed motives from the sources and made no attempts to explain them historically. Was the first test culturally responsive? All pupils representing different cultures tackled the first source exam successfully, but there were some signs of how historical concepts are understood in a slightly different way if the pupil’s personal history has no linkage to the concepts under scrutiny. The second test focused on the history of Native Americans. The test first required pupils to recognize whether short source extracts (5) were written by Indians or Caucasians. Based on what they had already learned from North American history, the pupils did not find it hard to distinguish between the sources. The analysis of multiphase causes and consequences of the disputes between Native Americans and white Americans caused dispersion among pupils. Using two historical sources and combining historical knowledge from both of them simultaneously was cumbersome for many. The explanations of consequences can be divided into two groups: the ones emphasizing short term consequences and those placing emphasis on long term consequences. The short term approach was mainly followed by boys in every group. The girls mainly paid attention to long term consequences. The result suggests that historical knowledge in sources is at least to some extent read through role and gender lenses. The third test required pupils to explain in their own words how the three sources given differed in their account of living conditions in Nazi Germany, which turned out to be demanding for many pupils. The pupils’ stronghold was rather the assessment of source reliability and accounts why the sources approached the same events differently. All participants wrote critical and justified comments on reliability and aspects that might have affected the content of the sources. The pupils felt that the main reasons that affected source reliability were the authors’ ethnic background, nationality and profession. The assessment showed that pupils were well aware that position in a historical situation has an impact on historical accounts, but in certain cases the victim’s account was seen as a historical truth. The account of events by a historian was chosen most often as the most reliable source, but it was often justified leniently with an indication to professionalism rather than with clear ideas of how historians conduct accounts based on sources. In brief, the last source test demonstrates that pupils have a strong idea that the ethnicity or nationalism determines how people explained events of the past. It is also an implication that pupils understand how historical knowledge is interpretative. The results also imply that history can be analyzed from a neutral perspective. One’s own membership in an ethnical or religious group does not automatically mean that a person’s cultural identity excludes historical explanations if something in them contradicts with his or her identity. The second method of extracting knowledge of pupils’ historical thinking was an essay analysis. The analysis shows that an analytical account of complicated political issues, which often include a great number of complicated political concepts, leads more likely to an inconsistent structure in the written work of pupils. The material also demonstrates that pupils have a strong tendency to take a critical stance when assessing history. Historical empathy in particular is shown if history somehow has a linkage to young people, children or minorities. Some topics can also awake strong feelings, especially among pupils with emigrant background, if there is a linkage between one’s own personal history and that of the school; and occasionally a student’s historical experience or thoughts replaced school history. Using sources during history lessons at school seems to have many advantages. It enhances the reasoning skills of pupils and their skills to assess the nature of historical knowledge. Thus one of the main aims and a great benefit of source work is to encourage pupils to express their own ideas and opinions. To conclude, when assessing the skills of adolescents in history - their work with sources, comments on history, historical knowledge and finally their historical thinking - one should be cautious and avoid cut off score evaluations. One purpose of pursuing history with sources is to encourage pupils to think independently, which is a useful tool for further identity construction. The idea that pupils have the right to conduct their own interpretations of history can be partially understood as part of a wider learning process, justification to study history comes from extrinsic reasons. The intrinsic reason is history itself; in order to understand history one should have a basic understanding of history as a specific domain of knowledge. Using sources does not mean that knowing history is of secondary importance. Only a balance between knowing the contextual history, understanding basic key concepts and working with sources is a solid base to improve pupils’ historical understanding.

Väitöskirjan tavoitteena on ollut rakentaa kokonaiskuva aiheesta Jugoslavialaisen sotataidollisen ajattelun kehittyminen toisen maailmansodan jälkeen. Tutkimuksessa ei ole rajoituttu ainoastaan kuvailemaan sotataidollisen ajattelun kehittyminen, vaan on pyritty selvittämään kehittymiseen vaikuttaneet tekijät ja vastaamaan kysymykseen, miksi näin on tapahtunut? Aiemmat länsimaiset tutkimukset ovat tarkastelleet jugoslavialaista sotataitoa tai maanpuolustusta vain jostain tietystä rajallisesta näkökulmasta, kuten esimerkiksi Jugoslavian kansanarmeijaa, asevoimien vaikutusta maan poliittiseen elämään tai sotilaallista doktriinia koskien. Sotataidon kehittymiseen vaikuttavat tekijät huomioivaa kokonaisesitystä ole tehty. Myös jugoslavialainen sotataidollinen ajattelu on jäänyt pääosin pimentoon. Jugoslavialainen maan sotataitoon kohdistunut tutkimus on ollut laajaa ja monipuolista, mutta sen käytettävyyteen osittain vaikuttaa marxilais-leniniläinen materialistis-dialektinen, historialliseen materialismiin perustuva tutkimusmenetelmä. Väitöskirjan päätutkimusaineiston ovat muodostaneet alkuperäislähteet, ensisijaisesti jugoslavialaiset ohjesäännöt, käsikirjat, oppaat ja oppikirjat. Muu lähteistö on koostunut lähinnä arkistoasiakirjoista ja muusta kirjallisuudesta. Tutkimusmenetelmä on ollut historiatieteellinen käsittäen muun muassa ulkoisen ja sisäisen lähdekritiikin harjoittamisen, tietojen varmistamisen mahdollisimman useasta toisistaan riippumattomasta lähteestä sekä pyrkimyksen rekonstruoida ristiriidaton kokonaiskuva tutkimuskohteesta. Eri lähteistä ja lähderyhmistä saatuja tietoja on vertailtu, analysoitu sekä yhdistetty kriittisesti. Lähteiden käytettävyyden, lähdearvon ja luotettavuuden arviointi ovat olleet merkittävässä roolissa, näistä kaikista tärkeimpänä luotettavuuden arviointi. Sisäisen ja ulkoisen lähdekritiikin keinoin on pyritty luomaan oma ristiriidaton tulkinta kokonaisuudesta, jugoslavialaisen sotataidollisen ajattelun kehittymisestä toisen maailmansodan jälkeen. Tutkimuksessa on pitäydytty niin pitkälle kuin mahdollista jugoslavialaisen sotataidon alkuperäisessä terminologiassa. Jugoslavialaisia termejä ei ole muokattu vastaamaan paremmin esimerkiksi tällä hetkellä länsimaisessa sotataidossa käytettyjä käsitteitä. Väitöskirjan rakenne on temaattinen. Läpi koko tutkittavan ajanjakson jugoslavialaisen sotataidollisen ajattelun kehittymisessä on tunnistettavissa samat määräävät tekijät: historialliset taustatekijät, sotilaallinen uhka, sotilaallinen doktriini, lakiperusteet, kommunistiliiton ohjaus ja asevoimien sekä yhteiskunnan valmiuden kehittyminen. Jugoslaviassa puhuttiin aseelliseen kamppailuun vaikuttavista sodankäynnin faktoreista, joita olivat yhteiskunnalliset tekijät, materiaalis-tekniset tekijät ja sotilaalliset tekijät. Kaikista tärkeimpänä tekijänä pidettiin kuitenkin ihmistä itseään, vaikka ihmisen merkitys välillä tuntuikin hukkuvan ”moraalis-poliittiset tekijät”-sanahirviön alle. Tutkimuskysymyksiin on vastattu sotataitoon vaikuttaneiden edellä mainittujen tekijöiden kautta. Kuhunkin muutostekijään liittyvä kehitys on kuvattu kronologisena esityksenä. Kansan vapautussodassa vuosina 1941–1945 perustettujen partisaaniyksiköiden muodostamisessa sekä niiden toimintamenetelmissä on havaittavissa runsaasti yhtymäkohtia 1700- ja 1800-luvun hajdukkijoukkojen sekä 1800-luvun lopun ja 1900-luvun alun četnikkijoukkojen vastaaviin periaatteisiin. Samankaltaisuuksia ilmenee 1950-luvulta alkaen alueellisen puolustuksen joukkojen ja partisaaniyksiköiden toimintamenetelmien yhteydessä väliaikaisesti menetetyllä alueella toimittaessa. Kansan tukeen, karismaattisiin johtajiin ja yllätyselementtiin perustuva sissitoiminta on perinteistä eteläslaavilaista sotataitoa. Sodanjälkeinen jugoslavialainen sotataito oli jatkumoa eteläslaavien vuosisatoja vanhalle sotataidolliselle perinteelle, vaikka sitä ei julkisesti Jugoslaviassa muutamia poikkeuksia lukuun ottamatta myönnettykään. Jugoslavian sotilaallinen doktriini oli luotu kaikista suunnista kohdistuvia hyökkäyksiä vastaan, mutta sotilaallisen uhkan painotukset vaihtelivat usein, jopa vain muutaman vuoden välein. Tämä ei johtunut päättämättömyydestä eikä pelkästään koetun uhkan suunnan vaihtumisesta. Painottamalla sisäisen ja ulkoisen uhkan jatkuvuutta sekä uhkan suunnan vaihtelua pyrittiin pitämään maanpuolustuspiirit valppaina ja kansalaiset aktiivisina. Tällä tavalla myös perusteltiin maanpuolustuksen korkeita kustannuksia ja ennen kaikkea pyrittiin lisäämään maan sisäistä veljeyttä ja yhtenäisyyttä. On ilmeistä, että sekä lännestä että idästä kohdistui Jugoslavian suuntaan suurta poliittista ja sotilaallista intressiä kylmän sodan vuosina 1945–1990, mutta suoran sotilaallisen uhkan aukoton todistaminen olisi kuitenkin hankalaa. Oleellista onkin jugoslavialaisten oma käsitys maataan vastaan kohdistuneesta sotilaallisesta uhkasta. Sisäisen uhkan vaikutus alkoi kasvaa 1970-luvun alkupuolelta lähtien ja se johti lopulta 1980-luvulla alueellisen puolustuksen joukkojen esikuntien lakkauttamiseen ja taisteluvälineiden hajavarastointijärjestelmän purkamiseen. Yhteiskunnallisista tekijöistä merkittävimpinä sotataitoon ja sotataidolliseen ajatteluun vaikuttaneina osina olivat lait ja Jugoslavian kommunistiliitto. Perustuslakiin ja lakiin kansallisesta puolustuksesta sekä kommunistiliiton päätöslauselmiin sisällytetyt vaatimukset sotataidon kehittymiselle kuitenkin vain toistivat sotilaallisessa doktriinissa määritettyjä suuntaviivoja sekä määräyksiä. Maanpuolustukseen liittyneiden määräysten ja ohjeiden hyväksymiselle laillisen järjestyksen mukaisesti annettiin kuitenkin erittäin suuri arvo. Niiden toimeenpanon leviäminen maanlaajuisesti varmistettiin puolueen päätöksillä velvoittamalla muun muassa kommunistiliiton paikallisorganisaatiot, puoluesolut asevoimien sisällä sekä kaikki liittovaltion hallintotasot tekemään kaikkensa yleisen kansanpuolustuksen ja sitä ilmentävän sotataidon toteutumisen eteen. Materiaalis-teknisen tekijän kokonaisuus sisälsi aseet ja varusteet sekä niihin liittyviä muita seikkoja, kuten yhteiskunnan teollisuuden kehittymisen asteen sekä kyvyn suojautua vihollisen taisteluvälineitä vastaan ja luoda vihollisen aseita vastaan tehokkaampi vasta-ase. Siihen luettiin myös yksilöiden, taktisten ja yhdistettyjen taktisten yksiköiden sekä koko kansan koulutus aseiden ja varusteiden tarkoituksenmukaiseen käyttöön. Vaikka jugoslavialainen aseteollisuus kehittyi tutkimusperiodin aikana voimakkaasti, joutui maa taloudellisten resurssiensa rajallisuuden ja mahdollisen vihollishyökkäyksen ylivoimaisuuden havaittuaan toteamaan, että maanpuolustuksen ongelmia ei voida ratkaista materiaalin ja tekniikan määrällä tai laadulla. Ratkaisun oli löydyttävä sotilaallisista tekijöistä ja varsinkin sotataidosta. Sotilaalliset tekijät ja prosessit olivat jugoslavialaisen sotataidon ja sotataidollisen ajattelun kehittymisen kannalta tärkein muutostekijä. Sotilaallisten tekijöiden ytimen muodosti sotataito, joka Jugoslaviassa koostui teoriasta ja käytännöstä. Tämä jako koski sotataidon kolmea tasoa: strategiaa, operatiikkaa ja taktiikkaa. Sotataitoon kuuluvina osina pidettiin muun muassa taisteluvalmiutta, liikekannallepanovalmiutta, yhteiskunnallis-poliittisten yhteisöjen aseetonta vastarintaa, aseellisen kamppailun operatiivista ja taktista tasoa, materiaalista ja teknistä varustamista, sotatalouden valmistelujen organisointia sekä yhteiskunnallisia palveluja poikkeusoloissa. Osa näistä kuului edellä mainittuihin yhteiskunnallisiin tai materiaalis-teknisiin tekijöihin. Jugoslavialainen sotataito onkin nähtävä matriisinomaisena kokonaisuutena, jossa sotataidon kolmeen toiminnalliseen tasoon, strategiaan, operatiikkaan ja taktiikkaan vaikuttivat historialliset taustatekijät, sotilaallinen uhka, yhteiskunnalliset tekijät ja materiaalis-tekniset tekijät. Jugoslavialaisen sotataidon kokonaisuuteen kuului myös se, että mainitut muutostekijät vaikuttivat vielä toisiinsa. Lopputuloksena näin kokonaisvaltaisesta näkemyksestä sotataitoon ja sotataidolliseen ajatteluun Jugoslavia kykeni luomaan poikkeuksellisen tehokkaana pidetyn puolustusratkaisun, jossa koko yhteiskunnan kaikki resurssit pystyttiin suuntaamaan hyökkäyksen torjumiseen ja maahan tunkeutuneiden pois ajamiseen. Aiempi tutkimus on nähnyt jugoslavialaisen sotataidon kehittymisen keskeisimpänä vaikuttimena ja murroskohtana Varsovan liiton joukkojen toimeenpaneman Tšekkoslovakian miehityksen ja siitä seuranneen koetun uhkan merkittävän voimistumisen. Yleisen kansanpuolustuksen doktriiniin liittyvä taustatutkimus, teorianmuodostus ja doktriinin käyttöönotto tapahtuivat kuitenkin jo 1950-luvulla. Tšekkoslovakian miehitys toimi vain muutoksen toimeenpanoa vauhdittavana tekijänä. Jugoslavialaiset korostivat, että jugoslavialaisessa yhteiskunnassa keskeisessä asemassa ollut yhteisjohtoisuuden periaate ulottui myös maanpuolustukseen ja sotataitoon. Tutkimusaineistoon perehtyminen kuitenkin osoitti, että yleisen kansanpuolustuksen kokonaisuutta kuvaavat oppikirjat, laeissa asetetut määräykset ja Jugoslavian kommunistiliiton julkaisemat vaatimukset eivät olleet jalkautuneet sotataidon teoriaan tai käytäntöön operatiivisella tai taktisella tasolla. Strategisella tasolla yhteisjohtoisuus esiintyi näkyvämmin vain sotilaallisen konseptin ja strategian yhteydessä. Sotilaallisen doktriinin osalta yhteisjohtoisuus ilmeni lähinnä kahdessa asiassa. Alueellisen puolustuksen yksiköiden varustamisvelvoite oli asetettu siviilihallinnon eri tasojen vastuulle. Alueellisen puolustuksen esikunnat ja komentajat olivat vastuussa yleisen kansanpuolustuksen ja yhteiskunnallisen itsesuojelun komiteoille. Siviilihallinnon organisaatioiden kyky varustaa alueellisen puolustuksen yksiköt osoittautui kuitenkin heikoksi. Alueellisen puolustuksen esikunnatkin toimivat upseereiden johtamina sotilaallisina johtoportaina, ja yleisen kansanpuolustuksen ja yhteiskunnallisen itsesuojelun komiteoiden toiminta komentajien ja esikuntien suuntaan rajoittui vain nimelliseen ohjaukseen. Yhteisjohtoisuus osoittautuikin tutkimuksen kuluessa piirteeksi, joka julkisesta retoriikasta huolimatta ei toteutunut jugoslavialaisessa sotataidon praktiikassa. Jugoslavialaisen sotataidollisen ajattelun kehittymisen kaari käynnistyi partisaanisodasta ja päätyi alueelliseen puolustusjärjestelmään. Kansakunta ja sen useat eri kansallisuudet onnistuivat luomaan tieteelliseen ja tutkittuun tietoon perustuvan välineen, sotataidon teorian ja käytännön, joka suojeli maata yli puolen vuosisadan ajan. Yleinen kansanpuolustus sekä jugoslavialainen sotataito ovat toisiensa synonyymejä, seurauksia ja synnyttäjiä. Puolustusratkaisu lähti omista kansallisista lähtökohdista, siihen sulautettiin valikoiden ja jalostettuna hyviksi sekä menestyksekkäiksi koettuja ulkomaisia elementtejä sekä vaikutteita. Sitä perusteltiin monipuolisilla poliittisilla, ideologisilla, teoreettisilla, historiallisilla sekä nykyaikaisilla sotataidollisilla argumenteilla, mutta kaikesta tästä huolimatta sen ydin oli omintakeinen jugoslavialainen sotataidollinen ajattelu.

We describe the impact of subtype differences on the seroreactivity of linear antigenic epitopes in envelope glycoprotein of HIV-1 isolates from different geographical locations. By computer analysis, we predicted potential antigenic sites of envelope glycoprotein (gp120 and gp4l) of this virus. For this purpose, after fetching sequences of proteins of interest from data banks, values of hydrophilicity, flexibility, accessibility, inverted hydrophobicity, and secondary structure were considered. We identified several potential antigenic epitopes in a B subtype strain of envelope glycoprotein of HIV-1 (IIIB). Solid- phase peptide synthesis methods of Merrifield and Fmoc chemistry were used for synthesizing peptides. These synthetic peptides corresponded mainly to the C2, V3 and CD4 binding sites of gp120 and some parts of the ectodomain of gp41. The reactivity of these peptides was tested by ELISA against different HIV-1-positive sera from different locations in India. For two of these predicted epitopes, the corresponding Indian consensus sequences (LAIERYLKQQLLGWG and DIIGDIRQAHCNISEDKWNET) (subtype C) were also synthesized and their reactivity was tested by ELISA. These peptides also distinguished HIV-1-positive sera of Indians with C subtype infections from sera from HIV-negative subjects.

The α-MRE is the major regulatory element responsible for the expression of human α-like globin genes. It is genetically polymorphic, and six different haplotypes, named A to F, have been identified in some population groups from Europe, Africa and Asia and in native Indians from two Brazilian Indian tribes. Most of the mutations that constitute the α-MRE haplotypes are located in flanking sequences of binding sites for nuclear factors. To our knowledge, there are no experimental studies evaluating whether such variability may influence the α-MRE enhancer activity. We analyzed and compared the expression of luciferase of nine constructs containing different α-MRE elements as enhancers. Genomic DNA samples from controls with A (wild-type α-MRE) and B haplotypes were used to generate C-F haplotypes by site-directed mutagenesis. In addition, three other elements containing only the G→A polymorphism at positions +130, +199, and +209, separately, were also tested. The different α-MRE elements were amplified and cloned into a plasmid containing the luciferase reporter gene and the SV40 promoter and used to transiently transfect K562 cells. A noticeable reduction in luciferase expression was observed with all constructs compared with the A haplotype. The greatest reductions occurred with the F haplotype (+96, C→A) and the isolated polymorphism +209, both located near the SP1 protein-binding sites believed not to be active in vivo. These are the first analyses of α-MRE polymorphisms on gene expression and demonstrate that these single nucleotide polymorphisms, although outside the binding sites for nuclear factors, are able to influence in vitro gene expression.

During the last 30 years Aboriginal peoples in Canada have made steady progress in reclaiming the responsibility for the education of their young people, especially in primary and secondary school. In comparison the education and or training of adult populations has not kept pace and many socioeconomic and sociocultural indicators demonstrate a ' , continued confinement of those populations to the margins of the dominant society of Canada. It is the adults, the mothers and the fathers, the grandmothers and grandfathers, the aunties and uncles that are the first teachers of the next generation and the nature of these relationships replicates the culture of unwellness in each subsequent generation through those teachers. There are few examples in the Aboriginal adult education literatures that give voice to the educational experience of the Learner. This study addresses that gap by exploring the perspectives embedded in the stories of a Circle of Learners who are, or were enrolled in the Bachelor of Education in Aboriginal Adult Education program at Brock University. That Circle of 1 participants included 9 women and 1 man, 6 of whom were from various i Anishinabek nations while 4 represented the Hotinonshd:ni nations in southern Ontario. They are an eclectic group, representing many professions, age groups, spiritual traditions, and backgrounds. This then is their story, the story of the heaming and Healing pedagogy and an expanded vision of Aboriginal education and research at Brock University.

Cherts from the Middle Devonian Onondaga Formation of the Niagara Peninsula in Southern Ontario and Western New York State can now be distinguished from those of the Early Devonian Bois Blanc Formation of the same area based on differences in petrology, acritarchs, spores, and "Preservation Ratio" values. The finely crystalline, carbonate sediments of the Bois Blanc Formation were deposited under shallow, low energy conditions characterised by the acritarchs Leiofusa bacillum and L. minuta and a high relative abundance of the spore, Apiculiretusispora minor. The medio crystalline and bioclastic carbonate sediments of the Onondaga Formation were deposited under shallow, high energy conditions except for the finely crystalline lagoonal sediments of the Clarence Member which is characterised by the acritarchs Leiofusa navicula, L. sp. B, and L. tomaculata . The author has subdivided and correlated the Clarence Member of the Onondaga Formation using the "Preservation Ratio" values derived from the palynomorphs contained in the cherts. Clarence Member cherts were used by the Archaic people of the Niagara Peninsula for chipped-stone tools. The source area for the chert is considered to be the cobble beach deposits along the north shore of Lake Erie from Port Maitland to Nanticoke

It is acknowledged that Canada's criminal justice system has some major flaws, particularly with respect to its application to various ethnic subgroups. Aboriginal Canadians are one subgroup particularly sensitive to the problems in the system as is reflected by their disproportionately high rates of criminality and incarceration. Over the past 50 years many programs have been developed and recommendations have been made to alleviate the tensions Aboriginals find within the system. However, the situation today is essentially the same. Aboriginals are still overrepresented within the system and solutions that have been brought forward have had little success in stemming their flow into the system. Blame for Aboriginal mistreatment in the system has been placed at all levels from line police officers to high-level officials and politicians and attempts to resolve problems continue as an on going process. However, many of the recommendations and reforms have revolved around culture conflict. Although this thesis recognizes the importance of culture conflict in the overrepresentation of Aboriginals within the Canadian criminal justice system, it has also recognized that culture conflict alone is not responsible for all the flaws within the system as it pertains to Aboriginals. This thesis is of the opinion that in order for reforms to the criminal justice system to be successful, the context in which the system is operating must also be considered. Variables such as geographic isolation, economic disparity and social/political stability are viewed as operating in conjunction with culture, ultimately influencing Aboriginal treatment within the system. The conclusions drawn from this study confirm that when these factors operate together, the overrepresentation of Aboriginals within the Canadian criminal justice system is inevitable. Thus all three variables, culture conflict (social/political stability being part), geographic isolation and economic disparity must be address within the system if any significant changes in the crime rates or incarceration rates of Aboriginals is to be expected. In addition, primary research indicated the influence of cooperation as a factor in moderating the effects of criminality; not just cooperation among Aboriginals and non-Aboriginals, but also cooperation among differing Aboriginal communities. It was argued that when all these issues are addressed, Aboriginal peoples in Canada will have the strength to repair their shattered futures.

In September 1968, the Indian Affairs Branch of Canada within the Department of Indian Affairs and Northern Development (DIAND), ceased to exist as a result of a major reorganization. In its place the Indian and Eskimo Affairs Program emerged including elements from both the former Indian Affairs and Northern Administration branches. This new structure was based on function rather than on geographic location or ethnic origin. The Program included the areas within the Department responsible for adminstration of; education, social, cultural, community and economic development as well as statutory commitments. After 1978 the Program became known as the Indian and Inuit Affairs Program (IIAP).
