The goal of this paper is to present the experiences gained over 15 years of research into the design and development of a services-based distributed operating system. The lessons learnt over this period, we hope, will be of value to researchers involved in the design and development of operating systems that wish to harness the collective resources of ever-expanding distributed systems.

This exploratory research study contributes to answering two related research questions. First it identifies the key influences that seem to be driving and constraining the adoption of Service Oriented Architecture (SOA) and XML/Web Services and secondly it adduces some evidence to confirm that these influences significantly differ from those found by IS researchers in the adoption of other innovations in organisations. The key drivers were found to include improved agility, reuse and [open standards enabled] interoperability. None of these map easily to factors identified in previous Diffusion of Innovations (DOI) related IS research. In spite of standards being originally seen as strengths, it was found that the lack of IT industry agreement on the next generation of Web Services standards is now emerging as a perceived constraint. Variants of the ‘network effect’ such as partner push and client drag were also found to be influential.

Service-oriented content adaptation scheme has emerged to address content adaptation problem. In this scheme, content adaptation functions are provided as services by multiple providers, located across wide area network. To benefit from these services, clients must be able to locate them in the network. This makes service discovery as an important component. In this paper, we propose a service discovery protocol that takes into account searching space, searching time, QoS and physical location of the potential providers. The performance of the proposed protocol is studied in term of discoverability under various conditions and shown to be substantially better than the keyword-based and QoS-based approaches.

Objectives

In this study, we assess the importance of area-based partnerships in an initiative to improve access to Maternal and Child Health (MCH) services (known as Best Start) in socially disadvantaged communities in Victoria, Australia.

Methods:
The study assessed changes in MCH attendance rates, parental attitudes and local partnership formation before and after the introduction of Best Start projects. Partners involved in Best Start projects were surveyed regarding the extent of local partnership formation (before 54; after 84). Data was collected for MCH attendance using routine records for Best Start with MCH projects (before 1,739; after 1437) and the rest of the State (before 45,497; after 45,953). Two cross-sectional surveys of parents of 3-year old children were used to assess changes in parent’s knowledge about, and confidence in using relevant services as well as parental confidence more generally (before 1666; after 1838).

Results:
Best Start was significantly associated with improving:
- levels of partnership formation (5 of 7 relevant factors)
- attendance at the 3.5 year MCH visit in Best Start Sites with MCH projects between 2001/02-2004/05.
- parent’s access to information (partnership effect);
- confidence about attending the 3.5 year MCH visits (partnership effect); and
- overall parental confidence (project effect only).

Conclusion:
Best Start improves participation in the MCH attendance. This is related most directly to improving parent’s access to information and overall parental confidence either through local partnership or direct project effects.

The paper aims to provide a brief overview of key ideas related to outcome measurement relevant to community based mental health services and their consumers in WA. Due to the breadth of scope of the paper, it is not an extensive or rigorous literature review but provides a scan of the literature that could shape a more thorough literature review in any of the content areas. The paper has been written with the aim of informing the sector of key ideas, issues, concepts and approaches.

Several measures of process yield, defined on univariate and multivariate normal process characteristics, have been introduced and studied by several authors. These measures supplement several well-known Process Capacity Indices (PCI) used widely in assessing the quality of products before being released into the marketplace. In this paper, we generalise these yield indices to the location-scale family of distributions which includes the normal distribution as one of its member. One of the key contributions of this paper is to demonstrate that under appropriate conditions, these indices converge in distribution to a normal distribution. Several numerical examples will be used to illustrate our procedures and show how they can be applied to perform statistical inferences on process capability.

A web operating system is an operating system that users can access from any hardware at any location. A peer-to-peer (P2P) grid uses P2P communication for resource management and communication between nodes in a grid and manages resources locally in each cluster, and this provides a proper architecture for a web operating system. Use of semantic technology in web operating systems is an emerging field that improves the management and discovery of resources and services. In this paper, we propose PGSW-OS (P2P grid semantic Web OS), a model based on a P2P grid architecture and semantic technology to improve resource management in a web operating system through resource discovery with the aid of semantic features. Our approach integrates distributed hash tables (DHTs) and semantic overlay networks to enable semantic-based resource management by advertising resources in the DHT based upon their annotations to enable semantic-based resource matchmaking. Our model includes ontologies and virtual organizations. Our technique decreases the computational complexity of searching in a web operating system environment. We perform a simulation study using the Gridsim simulator, and our experiments show that our model provides enhanced utilization of resources, better search expressiveness, scalability, and precision. © 2014 Springer Science+Business Media New York.

BACKGROUND: The use of antiseptic hand rubs (AHRs), rather than washing with soap and water, is considered to be the gold standard for reducing the frequency of nosocomial infections, as well as being less damaging to the hands than washing with soap and water, but little is known at a population level about usage patterns for AHRs. OBJECTIVES: To describe AHR use patterns among workers in the health and community services industry in Australia. METHODS: Using data from a population-based survey of Australian workers, we focused on health and community services workers' exposure to chemicals at work, including the use of AHRs. Data regarding the frequency of hand-washing were also collected. RESULTS: Nine hundred and fifty-six health and community service workers participated in the Australian National Hazard Exposure Worker Surveillance survey. Of these, 11% reported using AHRs, and 31% reported hand-washing >20 times per shift. According to an adjusted logistic regression model, professional workers [adjusted odds ratio (aOR) 2.29, 95% confidence interval (CI): 1.40-3.72] and frequent hand washers (aOR 3.08, 95%CI: 1.92-4.93) were more likely to use AHRs. CONCLUSIONS: AHR use by health and community service workers was generally lower than expected. AHR use was most likely to be reported by professionals and frequent hand washers, suggesting that AHRs are used as an adjunct to conventional hand-washing.

Monitoring patients who have noncommunicable diseases is a big challenge. These illnesses require a continuous monitoring that leads to high cost for patients' healthcare. Several solutions proposed reducing the impact of these diseases in terms of economic with respect to quality of services. One of the best solutions is mobile healthcare, where patients do not need to be hospitalized under supervision of caregivers. This paper presents a new hybrid framework based on mobile multimedia cloud that is scalable and efficient and provides cost-effective monitoring solution for noncommunicable disease patient. In order to validate the effectiveness of the framework, we also propose a novel evaluation model based on Analytical Hierarchy Process (AHP), which incorporates some criteria from multiple decision makers in the context of healthcare monitoring applications. Using the proposed evaluation model, we analyzed three possible frameworks (proposed hybrid framework, mobile, and multimedia frameworks) in terms of their applicability in the real healthcare environment.

This paper investigates the problem of minimizing data transfer between different data centers of the cloud during the neurological diagnostics of cardiac autonomic neuropathy (CAN). This problem has never been considered in the literature before. All classifiers considered for the diagnostics of CAN previously assume complete access to all data, which would lead to enormous burden of data transfer during training if such classifiers were deployed in the cloud. We introduce a new model of clustering-based multi-layer distributed ensembles (CBMLDE). It is designed to eliminate the need to transfer data between different data centers for training of the classifiers. We conducted experiments utilizing a dataset derived from an extensive DiScRi database. Our comprehensive tests have determined the best combinations of options for setting up CBMLDE classifiers. The results demonstrate that CBMLDE classifiers not only completely eliminate the need in patient data transfer, but also have significantly outperformed all base classifiers and simpler counterpart models in all cloud frameworks.
