Este trabajo recopila literatura académica relevante sobre estrategias de entrada y metodologías para la toma de decisión sobre la contratación de servicios de Outsourcing para el caso de empresas que planean expandirse hacia mercados extranjeros. La manera en que una empresa planifica su entrada a un mercado extranjero, y realiza la consideración y evaluación de información relevante y el diseño de la estrategia, determina el éxito o no de la misma. De otro lado, las metodologías consideradas se concentran en el nivel estratégico de la pirámide organizacional. Se parte de métodos simples para llegar a aquellos basados en la Teoría de Decisión Multicriterio, tanto individuales como híbridos. Finalmente, se presenta la Dinámica de Sistemas como herramienta valiosa en el proceso, por cuanto puede combinarse con métodos multicriterio.

El objetivo de este estudio de caso es analizar los procesos de gestión del riesgo de desastres por inundación en el municipio de Campo de la Cruz, al sur del Atlántico, en el contexto de la ola invernal 2010-2011. La ruptura del Canal del Dique, el 30 de diciembre de 2010, implicó la entrada de una gran cantidad de agua al departamento del Atlántico, afectando el 100% del municipio. La normativa colombiana en materia de gestión del riesgo de desastres es reciente, de ahí que su aplicación se haya producido efectivamente con el fenómeno a estudiar en este trabajo. Así, se identifican aquellas características del ordenamiento municipal y de la ola invernal para después analizar sus efectos sobre el municipio. Las inundaciones afectaron tanto a la población como al territorio, especialmente porque éste no estaba preparado ni contaba con las suficientes herramientas para mitigar los riesgos. En este sentido, el presente trabajo identifica los instrumentos de planificación y gestión que permiten consolidar la gestión del riesgo de desastres como una política de estado ligada a lo territorial, pero al mismo tiempo desde una perspectiva integral en la que predomine el enfoque preventivo más que el reactivo.

O aspecto fulcral desta dissertação centra-se-à volta do desafio de procurar facilitar o acesso à informação contida na base de dados bibliográfica da Biblioteca Universitária João Paulo II (BUJPII) da Universidade Católica Portuguesa (UCP) cujo conteúdo temático tem sido até agora representado pela Classificação Decimal Universal (CDU), linguagem documental pouco acessível a grande parte dos nossos utilizadores, na sua maioria estudantes universitários que a consideram um instrumento de pesquisa pouco amigável porque estão muito pouco ou nada familiarizados com este tipo de classificação numérica preferindo o uso de palavras-chave no acesso ao conteúdo temático das obras. Com este objectivo em vista, propusemo-nos levar a cabo este trabalho de investigação fazendo a harmonização (correspondência) entre as notações da CDU, usada na classificação da colecção de fundos da BUJPII e uma lista simplificada de Cabeçalhos de Assunto da Biblioteca do Congresso, com o propósito de iniciar um processo de atribuição de cabeçalhos de assunto, mapeados a partir das notações da CDU, a parte dos referidos fundos, cuja recuperação de conteúdo tem sido feita até agora através da Classificação Decimal Universal. O estudo incidiu experimentalmente numa amostragem de monografias de áreas não indexadas mas já classificadas, cujos registos bibliográficos se encontram na base de dados da Biblioteca Universitária João Paulo II. O projecto consistiu na atribuição de cabeçalhos de assunto, traduzidos manualmente para português a partir da lista em inglês dos Cabeçalhos de Assunto da Biblioteca do Congresso (LCSH). Procurou-se que estivessem semanticamente tão próximos quanto possível dos assuntos que correspondiam às notações da Classificação Decimal Universal (CDU) com as quais as monografias tinham sido anteriormente classificadas. O trabalho foi primeiro elaborado de forma manual e depois “carregado” no software Horizon, dado ser este o sistema informático de gestão integrada em uso na Biblioteca Universitária João Paulo II, sendo o objectivo futuro a indexação de todas as áreas do seu acervo bibliográfico, como forma complementar privilegiada no acesso à informação.

Los procesos de cambio que propiciaron la adopción del dólar como moneda única en el Ecuador, si bien fueron devastadores en la economía, dieron la oportunidad de establecer nuevas políticas a través de las cuales se logró la apertura de la economía nacional a lo que se denomina “globalización”, rigiéndose por el libre mercado, lo que obligar a revisar y modificar las legislaciones de los países que forman parte de esta libre economía y comercio para enmarcarlas dentro de los lineamientos actuales y evitar conflictos normativos y económicos al momento de realizar las transacciones. En el Ecuador la adopción del dólar significó la pérdida en la toma de decisiones de tipo monetario, sin embargo, no quedaron rezagadas las relaciones comerciales a nivel mundial, y se tomaron medidas para fortalecer el Servicio de Rentas Internas (SRI), mejorando las políticas y sistemas para evitar la evasión fiscal.

Este artículo asume que uno de los problemas contemporáneos más acuciantes es la enorme dificultad de relacionarnos con la diferencia, cualquiera que esta sea, y de construir formas de convivencia que superen las visiones dominantes basadas en las jerarquizaciones. el derecho no es ajeno a esta interpelación. En cada sentencia encontramos una disputa para dar sentido y significado a los derechos que están en juego en el caso concreto, tal disputa está ligada a las creencias, ideologías, formas de entender el mundo de quienes juzgan. es así que en este estudio analizo sentencias emitidas por las cortes constitucionales de ecuador y Colombia, para ensayar contestaciones a la interrogante: ¿Cómo responde la justicia constitucional ecuatoriana y colombiana en los casos que afronta la diferencia?

El 4 de octubre de 2012, la profesora Cecilia Mafla Bustamante entrevistó al conocido poeta cuencano Efraín Jara Idrovo. En este diálogo el escritor narra su trayectoria poética, su ideología política y sus influencias literarias nacionales e internacionales. También hace reflexiones, conjuntamente con su hijo Johnny Jara, sobre el poema Sollozo por Pedro Jara, considerado su mejor obra. Además, examina la estructura semiótica del signo lingüístico y su carácter biplano que mira hacia el sentido y hacia la materialidad del signo, según la teoría de Jan Mukařovský. Profundiza su pensamiento existencial en el concepto “el mundo es la configuración de la conciencia”, y finalmente medita sobre el proceso de la escritura y la producción poética en el Ecuador.

Avian communities in cloud forests have high levels of endemism and are at major risk given the accelerated rate of habitat fragmentation. Nevertheless, the response of these communities to changes in fragment size remains poorly understood. We evaluated species richness, bird community density, community composition, and dominance as indicators of the response to fragment size in a fragmented cloud forest landscape in central Veracruz, Mexico. Medium-sized fragments had statistically higher than expected species richness and more even communities, which may be a reflection of the intermediate disturbance hypothesis, in which medium-sized fragments are exploited by both forest and disturbance-associated species. Bird density also reached higher values in medium-sized fragments, which may indicate a carrying capacity in this habitat. However, large cloud forest fragments had a distinct taxonomic and functional composition, attributable to an increased number of understory insectivore species and canopy frugivores. By comparison, omnivorous species associated with human-altered habitats were more abundant in smaller fragments. Hence, although medium-sized cloud forest fragments had higher species richness and high bird density, large forest tracts maintained a distinct avian community composition, particularly of insectivorous and frugivorous species. Furthermore, the underlying response to fragmentation can only be properly addressed when contrasting several community attributes, such as richness, density, composition, and species dominance. Therefore, cloud forest conservation should aim to preserve the remaining large forest fragments to maintain comprehensive avian communities and avoid local extinctions.

An algorithm is presented for the generation of molecular models of defective graphene fragments, containing a majority of 6-membered rings with a small number of 5- and 7-membered rings as defects. The structures are generated from an initial random array of points in 2D space, which are then subject to Delaunay triangulation. The dual of the triangulation forms a Voronoi tessellation of polygons with a range of ring sizes. An iterative cycle of refinement, involving deletion and addition of points followed by further triangulation, is performed until the user-defined criteria for the number of defects are met. The array of points and connectivities are then converted to a molecular structure and subject to geometry optimization using a standard molecular modeling package to generate final atomic coordinates. On the basis of molecular mechanics with minimization, this automated method can generate structures, which conform to user-supplied criteria and avoid the potential bias associated with the manual building of structures. One application of the algorithm is the generation of structures for the evaluation of the reactivity of different defect sites. Ab initio electronic structure calculations on a representative structure indicate preferential fluorination close to 5-ring defects.

Crises cause social disturbances within their host organisation and the patterns of interpersonal ties that emerge are an important determinant of crisis management efficiency. In this article, social network analysis is used within a construction project context, to demonstrate that efficient crisis management depends upon the design and maintenance of an appropriate social fabric. However, crises have defence mechanisms that make management difficult by inducing forces that encourage people to pursue inappropriate social ties. Purposeful social intervention is therefore an essential part of the crisis management process to confront and avoid disorganisation.

Purpose – The purpose of this paper is to investigate the concepts of intelligent buildings (IBs), and the opportunities offered by the application of computer-aided facilities management (CAFM) systems. Design/methodology/approach – In this paper definitions of IBs are investigated, particularly definitions that are embracing open standards for effective operational change, using a questionnaire survey. The survey further investigated the extension of CAFM to IBs concepts and the opportunities that such integrated systems will provide to facilities management (FM) professionals. Findings – The results showed variation in the understanding of the concept of IBs and the application of CAFM. The survey showed that 46 per cent of respondents use a CAFM system with a majority agreeing on the potential of CAFM in delivery of effective facilities. Research limitations/implications – The questionnaire survey results are limited to the views of the respondents within the context of FM in the UK. Practical implications – Following on the many definitions of an IB does not necessarily lead to technologies of equipment that conform to an open standard. This open standard and documentation of systems produced by vendors is the key to integrating CAFM with other building management systems (BMS) and further harnessing the application of CAFM for IBs. Originality/value – The paper gives experience-based suggestions for both demand and supply sides of the service procurement to gain the feasible benefits and avoid the currently hindering obstacles, as the paper provides insight to the current and future tools for the mobile aspects of FM. The findings are relevant for service providers and operators as well.

Explosive volcanic eruptions cause episodic negative radiative forcing of the climate system. Using coupled atmosphere-ocean general circulation models (AOGCMs) subjected to historical forcing since the late nineteenth century, previous authors have shown that each large volcanic eruption is associated with a sudden drop in ocean heat content and sea-level from which the subsequent recovery is slow. Here we show that this effect may be an artefact of experimental design, caused by the AOGCMs not having been spun up to a steady state with volcanic forcing before the historical integrations begin. Because volcanic forcing has a long-term negative average, a cooling tendency is thus imposed on the ocean in the historical simulation. We recommend that an extra experiment be carried out in parallel to the historical simulation, with constant time-mean historical volcanic forcing, in order to correct for this effect and avoid misinterpretation of ocean heat content changes

This paper given at the conference "Donne a Venezia" in May 2008 discloses the complexity of Arcangela Tarabotti (1604-1652), a proto-feminist polemist and writer who lived all her life in a remoted convent, Sant'Anna in Castello, in a remoted part of Venice. Despite having been cloistered at the age of 11, according to her account, she managed to publish her books and become a recognised member of the République des Lettres. How did she manage to develop her incredibly modern ideas, suggesting women should study and work and avoid getting married with astronomical dowries? The article deals with entirely new documents, uncovered in archives and tries to provide an answer to such dearing questions.

The African Technology Policy Studies Network (ATPS) is a multidisciplinary network of researchers, private sector actors, policymakers and civil society. ATPS has the vision to become the leading international centre of excellence and reference in science, technology and innovation (STI) systems research, training and capacity building, communication and sensitization, knowledge brokerage, policy advocacy and outreach in Africa. It has a Regional Secretariat in Nairobi Kenya, and operates through national chapters in 29 countries (including 27 in Africa and two Chapters in the United Kingdom and USA for Africans in the Diaspora) with an expansion plan to cover the entire continent by 2015. The ATPS Phase VI Strategic Plan aims to improve the understanding and functioning of STI processes and systems to strengthen the learning capacity, social responses, and governance of STI for addressing Africa's development challenges, with a specific focus on the Millennium Development Goals (MDGs). A team of external evaluators carried out a midterm review to assess the effectiveness and efficiency of the implementation of the Strategic Plan for the period January 1, 2009 to December 31, 2010. The evaluation methodology involved multiple quantitative and qualitative methods to assess the qualitative and quantitative inputs (human resources, financial resources, time, etc.) into ATPS activities (both thematic and facilitative) and their tangible and intangible outputs, outcomes and impacts. Methods included a questionnaire survey of ATPS members and stakeholders, key informant interviews, and focus group discussions (FGDs) with members in six countries. Effectiveness of Programmes Under all six strategic goals, very good progress has been made towards planned outputs and outcomes. This is evidenced by key performance indicators (KPIs) generated from desk review, ratings from the survey respondents, and the themes that run through the FGDs. Institutional and Programme Cost Effectiveness Institutional Effectiveness: assessment of institutional effectiveness suggests that adequate management frameworks are in place and are being used effectively and transparently. Also technical and financial accounting mechanisms are being followed in accordance with grant agreements and with global good practice. This is evidenced by KPIs generated from desk review. Programme Cost Effectiveness: assessment of cost-effectiveness of execution of programmes shows that organisational structure is efficient, delivering high quality, relevant research at relatively low cost by international standards. The evidence includes KPIs from desk review: administrative costs to programme cost ratio has fallen steadily, to around 10%; average size of research grants is modest, without compromising quality. There is high level of pro bono input by ATPS members. ATPS Programmes Strategic Evaluation ATPS research and STI related activities are indeed unique and well aligned with STI issues and needs facing Africa and globally. The multi-disciplinary and trans-boundary nature of the research activities are creating a unique group of research scientists. The ATPS approach to research and STI issues is paving the way for the so called Third Generation University (3GU). Understanding this unique positioning, an increasing number of international multilateral agencies are seeking partnership with ATPS. ATPS is seeing an increasing level of funding commitments by Donor Partners. Recommendations for ATPS Continued Growth and Effectiveness On-going reform of ATPS administrative structure to continue The on-going reforms that have taken place within the Board, Regional Secretariat, and at the National Chapter coordination levels are welcomed. Such reform should continue until fully functional corporate governance policy and practices are fully established and implemented across the ATPS governance structures. This will further strengthen ATPS to achieve the vision of being the leading STI policy brokerage organization in Africa. Although training in corporate governance has been carried out for all sectors of ATPS leadership structure in recent time, there is some evidence that these systems have not yet been fully implemented effectively within all the governance structures of the organization, especially at the Board and National chapter levels. Future training should emphasize practical application with exercises relevant to ATPS leadership structure from the Board to the National Chapter levels. Training on Transformational Leadership - Leading a Change Though a subject of intense debate amongst economists and social scientists, it is generally agreed that cultural mindsets and attitudes could enhance and/or hinder organizational progress. ATPS’s vision demands transformational leadership skills amongst its leaders from the Board members to the National Chapter Coordinators. To lead such a change, ATPS leaders must understand and avoid personal and cultural mindsets and value systems that hinder change, while embracing those that enhance it. It requires deliberate assessment of cultural, behavioural patterns that could hinder progress and the willingness to be recast into cultural and personal habits that make for progress. Improvement of relationship amongst the Board, Secretariat, and National Chapters A large number of ATPS members and stakeholders feel they do not have effective communications and/or access to Board, National Chapter Coordinators and Regional Secretariat activities. Effort should be made to improve the implementation of ATPS communication strategy to improve on information flows amongst the ATPS management and the members. The results of the survey and the FGDs suggest that progress has been made during the past two years in this direction, but more could be done to ensure effective flow of pertinent information to members following ATPS communications channels. Strategies for Increased Funding for National Chapters There is a big gap between the fundraising skills of the Regional Secretariat and those of the National Coordinators. In some cases, funds successfully raised by the Secretariat and disbursed to national chapters were not followed up with timely progress and financial reports by some national chapters. Adequate training in relevant skills required for effective interactions with STI key policy players should be conducted regularly for National Chapter coordinators and ATPS members. The ongoing training in grant writing should continue and be made continent-wide if funding permits. Funding of National Chapters should be strategic such that capacity in a specific area of research is built which, with time, will not only lead to a strong research capacity in that area, but also strengthen academic programmes. For example, a strong climate change programme is emerging at University of Nigeria Nsukka (UNN), with strong collaborations with Universities from neighbouring States. Strategies to Increase National Government buy-in and support for STI Translating STI research outcomes into policies requires a great deal of emotional intelligence, skills which are often lacking in the first and second generation universities. In the epoch of the science-based or 2GUs, governments were content with universities carrying out scientific research and providing scientific education. Now they desire to see universities as incubators of new science- or technology-based commercial activities, whether by existing firms or start-ups. Hence, governments demand that universities take an active and leading role in the exploitation of their knowledge and they are willing to make funds available to support such activities. Thus, for universities to gain the attention of national leadership they must become centres of excellence and explicit instruments of economic development in the knowledge-based economy. The universities must do this while working collaboratively with government departments, parastatals, and institutions and dedicated research establishments. ATPS should anticipate these shifting changes and devise programmes to assist both government and universities to relate effectively. New administrative structures in member organizations to sustain and manage the emerging STI multidisciplinary teams Second Generation universities (2GUs) tend to focus on pure science and often do not regard the application of their know-how as their task. In contrast, Third Generation Universities (3GUs) objectively stimulate techno-starters – students or academics – to pursue the exploitation or commercialisation of the knowledge they generate. They view this as being equal in importance to the objectives of scientific research and education. Administratively, research in the 2GU era was mainly monodisciplinary and departments were structured along disciplines. The emerging interdisciplinary scientific teams with focus on specific research areas functionally work against the current mono-disciplinary faculty-based, administrative structure of 2GUs. For interdisciplinary teams, the current faculty system is an obstacle. There is a need for new organisational forms for university management that can create responsibilities for the task of know-how exploitation. ATPS must anticipate this and begin to strategize solutions for their member institutions to transition to 3Gus administrative structure, otherwise ATPS growth will plateau, and progress achieved so far may be stunted.

This paper demonstrates the impracticality of a comprehensive mathematical definition of the term `drought' which formalises the general qualitative definition that drought is `a deficit of water relative to normal conditions'. Starting from the local water balance, it is shown that a universal description of drought requires reference to water supply, demand and management. The influence of human intervention through water management is shown to be intrinsic to the definition of drought in the universal sense and can only be eliminated in the case of purely meteorological drought. The state of `drought' is shown to be predicated on the existence of climatological norms for a multitude of process specific terms. In general these norms are either difficult to obtain or even non-existent in the non-stationary context of climate change. Such climatological considerations, in conjunction with the difficulty of quantifying human influence, lead to the conclusion that we cannot reasonably expect the existence of any workable generalised objective definition of drought.
