Since the emergence of the European Landscape Convention (ELC) in 2000, the important link between landscape and planning has greatly intensified. Now, more than ever, the fundamental role of the planning system in delivering the ELC’s requirements is recognised. This has been further substantiated within Ireland’s recently published National Landscape Strategy. However it has continually been suggested that decision-making processes need to adapt better to the holistic, valueladen and multidimensional approaches underpinning the ELC. In light of these milestones for the preservation, management and planning of landscape, this research sets out to establish synergies and disparities in the existing relationship between landscape and planning. It investigates detailed evidence of the presence and manifestations of landscape in key processes of day-to-day planning practice in Ireland, from individual planning appeals and ‘special’ cases, to the major strategic instruments that inform the making of landscape policies within development plans. This is set within wider theoretical and policy contexts where the compatibility of landscape and planning is subjected to critical scrutiny and then explored through these practical case studies. Driving this research is the intention to make a case for the planning domain to be an ideal ‘home’ for landscape – in all its deep, multidimensional meaning – and for enhancing landscape arguments and objectives in the face of conflict, competing values and power-plays in the real world. Emerging out of this research is a set of recommendations for how, at a national level, new approaches for decision making for and about landscape can be more effective and meaningful.

The Spanish transition, the political process through which Spain ceased to be a dictatorship to become a democracy, was accompanied by the dissolution of the National Movement, the institutional support for the chain of the Movement Press from its beginnings, in April 1977. This fact, among others, contributed to the /Sur/, the regional reference newspaper for the chain in Andalusia, evolving both structurally and ideologically to adapt itself to the new political regime. This study applies content analysis to editorials, articles and columns published by the newspaper between 1975 and 1978, exploring the process through which the regional newspaper edited in Málaga abandoned its propaganda function with regard to the Government, considering it undemocratic, and supported the PSOE, presenting it as the best alternative to the UCD in the Spanish Executive, thus taking on its role as a political agent.

INTRODUCTION: The current study aimed to describe the relational and reproductive trajectories leading to adolescent pregnancy in Portugal, and to explore whether there were differences in this process according to adolescents' place of residence. MATERIAL AND METHODS: Data were collected between 2008 and 2013 in 42 public health services using a self-report questionnaire developed by the researchers. The sample consisted of a nationally representative group of pregnant adolescents (n = 459). RESULTS: Regardless of having had one (59.91%) or multiple sexual partners (40.09%), the majority of adolescents became pregnant in a romantic relationship, using contraception at the time of the conception and knowing the contraceptive failure which led to pregnancy (39.22%). In some regions other trajectories were highly prevalent, reflecting options such as planning the pregnancy (Alentejo Region/ Azores Islands), not using contraception (Centro Region/Madeira Islands) or using it incorrectly, without identifying the contraceptive failure (Madeira Islands). On average, romantic relationships were longer than 19 months and adolescents' partners were older than themselves (> 4 years) and no longer in school (75.16%); these results were particularly significant when the pregnancy was planned. DISCUSSION: The knowledge gained in this study shows that prevention efforts must be targeted according to the adolescents' needs in each region and should include high-risk male groups. CONCLUSION: Our results may enable more efficient health policies to prevent adolescent pregnancy in different country regions and support educators and health care providers on sexual education and family planning efforts.

The widespread efforts to incorporate the economic values of oceans into national income accounts have reached a stage where coordination of national efforts is desirable. A symposium held in 2015 began this process by bringing together representatives from ten countries. The symposium concluded that a definition of core ocean industries was possible but beyond that core the definition of ocean industries is in flux. Better coordination of ocean income accounts will require addressing issues of aggregation, geography, partial ocean industries, confidential, and imputation is also needed. Beyond the standard national income accounts, a need to incorporate environmental resource and ecosystem service values to gain a complete picture of the economic role of the oceans was identified. The U.N. System of Environmental and Economic Accounts and the Experimental Ecosystem Service Accounts provide frameworks for this expansion. This will require the development of physical accounts of environmental assets linked to the economic accounts as well as the adaptation of transaction and welfare based economic valuation methods to environmental resources and ecosystem services. The future development of ocean economic data is most likely to require cooperative efforts at development of metadata standards and the use of multiple platforms of opportunity created by policy analysis, economic development, and conservation projects to both collect new economic data and to sustain ocean economy data collection into the future by building capacity in economic data collection and use..

In the reform by the liberal-conservative government of Swedish upper secondary education in 2011, history was recognized as an important part of citizenship education and was introduced into the curriculum for vocational education and training (VET) tracks. Through the concepts of classification and framing, this article explores the process of constructing the history syllabus for VET. The data consist of archived material from the working group responsible for the history curriculum under the Swedish National Agency for Education. The analysis shows that there are competing discourses concerning the relative emphasis on competencies and skills and concerning the emphasis on contemporary and modern history. Although historians, history teachers and other agents are invited to respond to the content of the curriculum, the respondents have no influence on the knowledge structure of the curriculum, which is controlled by agents of the dominant educational ideology. From a critical perspective, this article suggests that the curriculum reflects the instrumental and neoconservative message of the reform through strong classification and framing and through the emphasis on general abilities and a contemporary history that has a more direct explanatory value to contemporary society.

The EU represents a transforming educational space, where national and supranational boundaries in educational governance are becoming blurred. The EU has become an important actor in educational governance and an important arena for policy learning and transfer. This paper explores how the process of reshaping the educational space manifests itself in the process of the Europeanization of VET policy in the case of Estonia. In Estonia, this process was followed by the growth of executive VET institutions and has developed from rather uncritical initial policy transfer to more active learning from the EU, although conformism can still be seen in cases of the introduction of standardizing policy tools. Innovation improves human affluence and comfort and is key driver of nation’s economic progression. This study focuses on National innovation systems in general and Finnish national innovation system in particular. It is known that innovation process does not work in isolation; rather it is an outcome of role played numerous actors. In this study three aspects are explained- firstly, to define the most important actors of National innovation systems and secondly, a framework to analyze National innovation system. Third aspect of this study highlights and analyzes the key aspects of Finnish National Innovation system. Moreover, during the course of this study emphasis was given on the utmost central processes which are required to come off in innovation system as they can successfully lead towards innovation.

This article provides a brief description of some general aspects of self-evaluation process conducted in the School of Library, Documentation and Information from the National University of Costa Rica, to obtain accreditation from the career of Library and Documentation in 2005 and to achieve re-accreditation in 2009.The objective consists in a comparison between the two evaluation processes from the point of view of two specific sectors, employers and graduates, and presents the views provided by each of them as a partial analysis of the social impact assessment of educational programs in the community librarianship as a first input to raise awareness of the importance of these studies in the institutional and national level.

This thesis examines the manufacture, use, exchange (including gift exchange), collecting and commodification of German medals and badges from the early 18th century until the present-day, with particular attention being given to the symbols that were deployed by the National Socialist German Workers’ Party (NSDAP) between 1919 and 1945. It does so by focusing in particular on the construction of value through insignia, and how such badges and their symbolic and monetary value changed over time. In order to achieve this, the thesis adopts a chronological structure, which encompasses the creation of Prussia in 1701, the Napoleonic wars and the increased democratisation of military awards such as the Iron Cross during the Great War. The collapse of the Kaiserreich in 1918 was the major factor that led to the creation of the NSDAP under the eventual strangle-hold of Hitler, a fundamentally racist and anti-Semitic movement that continued the German tradition of awarding and wearing badges. The traditional symbols of Imperial Germany, such as the eagle, were then infused with the swastika, an emblem that was meant to signify anti-Semitism, thus creating a hybrid identity. This combination was then replicated en-masse, and eventually eclipsed all the symbols that had possessed symbolic significance in Germany’s past. After Hitler was appointed Chancellor in 1933, millions of medals and badges were produced in an effort to create a racially based “People’s Community”, but the steel and iron that were required for munitions eventually led to substitute materials being utilised and developed in order to manufacture millions of politically oriented badges. The Second World War unleashed Nazi terror across Europe, and the conscripts and volunteers who took part in this fight for living-space were rewarded with medals that were modelled on those that had been instituted during Imperial times. The colonial conquest and occupation of the East by the Wehrmacht, the Order Police and the Waffen-SS surpassed the brutality of former wars that finally culminated in the Holocaust, and some of these horrific crimes and the perpetrators of them were perversely rewarded with medals and badges. Despite Nazism being thoroughly discredited, many of the Allied soldiers who occupied Germany took part in the age-old practice of obtaining trophies of war, which reconfigured the meaning of Nazi badges as souvenirs, and began the process of their increased commodification on an emerging secondary collectors’ market. In order to analyse the dynamics of this market, a “basket” of badges is examined that enables a discussion of the role that aesthetics, scarcity and authenticity have in determining the price of the artefacts. In summary, this thesis demonstrates how the symbolic, socio-economic and exchange value of German military and political medals and badges has changed substantially over time, provides a stimulus for scholars to conduct research in this under-developed area, and encourages collectors to investigate the artefacts that they collect in a more historically contextualised manner.

Georgia, a former Soviet Union state, has undergone a lot of political, social, economic and of course educational changes. This article shows how Georgia’s higher education system has developed after the collapse of the Soviet Union. As an independent country, Georgia has started developing a free nation with a new type of the education system. The government of Georgia chose the European system of higher education and their major aim was to become a part of the Bologna process. Reforms made in Georgian higher education system have been essential for the country and indeed a lot has changed since the starting period. Georgia managed to hold unified national entry exams and has implemented the ECTS system; there are modern curricula that meet the requirements of European standards. etc. But still, even though a lot is being done, a lack of funding, outdated teaching methods and old facilities in some universities are still unresolved problems.

As teorias e políticas de desenvolvimento regional sofreram grandes alterações nas duas últimas décadas. Os factores que impulsionam o crescimento económico sustentado já não se relacionam apenas com o capital físico, nem sequer com o capital humano regional. As novas condições de competitividade enfatizam a importância do “capital social”, normas e regras sociais, formais ou informais que promovem a compreensão recíproca e a confiança mútuas entre os agentes da economia da região. Este artigo demonstra a forma como as instituições de uma região se podem organizar em torno dos processos de reestruturação produtiva e encorajar as empresas na região a adoptar normas, expectativas, valores, atitudes e práticas comuns, em suma, uma cultura comum de inovação reforçada pelo processo de aprendizagem social. A acção política dinamizada pela autarquia da Covilhã no projecto ReADAPT, a acção da Associação Nacional dos Industriais de Lanifícios ao promover as condições que sustentam e levam ao aparecimento de redes ou agrupamentos de empresas com actividades relacionadas nas áreas de maior potencial de desenvolvimento da região, e o estabelecimento de relações entre essas redes e as restantes instituições (centros de formação, universidade, sindicatos, etc.) constituem o chamado Sistema Regional de Inovação deste território. Num contexto de depressão económica sectorial e regional, o papel da ANIL e das restantes entidades parceiras assumiu-se como de “animadores e facilitadores” do desenvolvimento. A aprendizagem e a reflexão institucional conseguidas contribuíram também para o que ANIL e as restantes entidades parceiras e o sector público com o qual interagem, tenham adquirido uma nova capacidade de inovação estratégica. Neste contexto, instituições de carácter regional/local assumem-se como um elemento essencial na construção de racionalidades e no condicionamento de comportamentos reflexivos e de cooperação, indicando os caminhos possíveis a seguir aos restantes actores da região. Em suma, as dinâmicas de associação entre actores regionais são um ingrediente fundamental na receita para o desenvolvimento das regiões, no sentido em que podem ajudar outros a ajudar-se na criação de significados, na construção de capacidade para agir e no suporte à construção de redes através das quais os agentes económicos e sociais podem colaborar em benefício comum.

In recent years, the Portuguese economy has gone through a severe adjustment process, which aected almost every sector of the economy. Therefore, it is important to study how the structure of the economy changed during this period. To that end, using data on the annual output by industry and product from National Accounts, we developed a network of industries for the years 2010 and 2013. By comparing the Minimal Spanning Trees and a set of topological coecients for the years considered, we evaluate the structural evolution of the economy. In order to get a long term view, we extended the analysis to the period between 1995 and 2010. We found that the industries linked to trade activities maintained their centrality, although they decreased their importance over time. Together with construction activities, they were among the most severely aected industries.

European National football came together in the summer of 2012 for the 14th occasion. This book sets out to examine the enduring social tensions between supporters and authorities, as well as those between local, national and European identities, which formed the backdrop to the 14th staging of the European National football tournament, Euro2012. The context of the tournament was somewhat unique from those staged in previous years, being jointly hosted for the first time by two post-Communist nations still in the process of social and economic transition. In this respect, the decision to stage Euro 2012 in Poland and Ukraine bore its own material and symbolic legacies shaping the tournament: the unsettling of neo-liberal imaginings and emergent ‘East-West’ fears about poor infrastructure, inefficiencies and corruption jostled with moral panics about racism and fears surrounding the potentially unfulfilled consumerist expectations of west European supporters. The book seeks to explore the ideologies and practices invoked by competing national sentiments and examine the social tensions, ambiguities and social capital generating potentials surrounding national, ethnic, European identity, with respect to national football teams, supporters and supporter movements.
