O objectivo do presente estudo é identificar, caracterizar e entender os factores que contribuem para a eficácia da gestão e liderança da mulher cabo-verdiana num cenário de chefia de topo, em espaços caracterizados pela predominância masculina, transformando-se assim num desafio constante para as mulheres a nível mundial e em particular, para as mulheres cabo-verdianas. Foi realizada uma pesquisa bibliográfica sobre liderança e sobre género, mais especificamente, sobre o papel da mulher no contexto do trabalho. Trata-se de uma pesquisa de natureza exploratória, utilizando uma abordagem qualitativa e quantitativa. Neste sentido, foi analisado o processo da liderança feminina no contexto mundial e nacional, a evolução da sua participação nas chefias de topo, os factores que contribuem para o seu desempenho, e o que fazer para vencer os desafios e atingir a eficácia. O método de pesquisa utilizado foi a pesquisa quantitativa e qualitativa, através de aplicação de um questionário a trinta gestores de primeira linha, com o objectivo de avaliar a forma como o líder se auto percepciona, bem assim como ele é percepcionado pelo seu superior hierárquico, pelos colegas e pelos subordinados directos. As conclusões do estudo apontam para a existência de divergências entre as percepções dos líderes e dos outros membros da organização em relação à liderança exercida. Por outro lado, a questão do género parece ter pouca influência na eficácia da liderança. The aim of this paper is to identify, characterize and understand the factors that contribute to effective management and leadership of the Cape Verdean women in male dominated areas characterized by a background of top management. This scenario is characterized by a high male predominance, which represents a constant challenge for women worldwide and in particular for the Cape Verdean women. A literature search on the topics of leadership and on gender, specifically on the role of women in the work context was carried out. It is an exploratory research, using a qualitative and quantitative approach. In this sense the process of women's leadership in global and national context, the evolution of their participation in top leadership, the factors that contribute to their performance as well as how to overcome challenges and achieve efficiency were considered. The research method used was a qualitative and quantitative research through application of a questionnaire to 30 first line managers, in order to assess how the leader perceives itself, as well as, how he is perceived by his superior, colleagues and direct reports. The conclusions indicate that there are important differences between the perception of the leaders and other members of the organization in relation to the leadership exercise. On the other hand, gender seems to have little influence on leadership effectiveness.

Ao longo dos últimos anos, com às crescentes mudanças no mundo empresarial, tanto no meio académico, quanto no meio profissional, as relações entre a cultura organizacional e a liderança têm atraído considerável atenção e alguns estudos da área têm apontado a interdependência entre ambos (Schein, 1992; Bass & Avolio, 1993). O presente trabalho de investigação científica, tem por objectivo, avaliar a existência dessa mesma relação através de um estudo de caso, aplicado aos trabalhadores e três gestores, a uma empresa pública de segurança social, cabo-verdiana – Instituto Nacional de Previdência Social – INPS, nos anos 2000 a 2010. A metodologia, consistiu primeiramente numa pesquisa bibliográfica, exploratória e descritiva e ainda foi feito um estudo de caso à empresa. Para a recolha dos dados, foram aplicados questionários com perguntas fechadas aos trabalhadores e gestores com o consentimento do Conselho de Administração. Para a análise dos dados foram utilizadas técnicas quantitativas e qualitativas, feito através das respostas obtidas dos questionários. Com os resultados da pesquisa, conclui-se que a pergunta de partida foi respondida através dos 94% da população inquirida que confirmaram a existência da relação entre a cultura organizacional e liderança e a sua influência dentro da organização. The existent relationship between the organizational culture and the leadership in social safety sector. Along of the last years, with the growing changes in the business world as in the academic middle as in the professional middle, the relation between organizational culture and the leadership have attracted considerable attention and some studies of the area have been pointed the interdependence between both (Schein,1992;Bass Avolio,1993). The present scientific investigation work has the purpose to evaluate the existence of that same relationship through a study of case, applied to the workers and three managers, to a public company of social safety, capverdean-National Institute of Social Precaution-INPS, in years 2000 and 2003. The methodology constitutes firstly in a small one bibliographical, exploratory and descriptive and it was still made a study of case to the company. For it collects of data were applied questionnaires with closed questions to the workers and the three managers with the consent of the Council of Administration. For the analysis of the data quantitative and qualitative techniques were used, done through the obtained answers of the questionnaires. With the results of the research, it is ended that the question of departure was answered through the 94% of the population inquired that confirm the relationship existence between the organizational culture and the leadership and its influence inside of the organization.

This publication of our 2008 Annual Report. This past year was beset with challenges and disappointments, but we were still able to forge ahead and register some significant accomplishments along the way. Our vision to organize our collective genius in a systematic way is beginning to take shape, and these efforts are reflected in this report. From various developments, like the making of a documentary and film of the Alexander Clark, Sr. story, to the partnership between the division and principal leadership in the faith community around the OCBI’s “Ten Point Plan”, one can envision the proverbial Black “phoenix” rising, renewed from the ashes of banal ideologies and practices. We will seize this opportunity, in conjunction with all of Iowa, to work together around the entire state, to produce a plan that reflects our collective interests, passions, and needs as we help create the Governor and Lt Governor’s vision of “One Iowa with One Unlimited Future.”

It does so by providing an interdisciplinary synthesis of some major theoretical debates. It also contributes to this understanding by illuminating the role of women and their participation in the practices of the family and the business. Finally, it explores gender relations and the notion that leadership in family business may take complex forms crafted within constantly changing relationships. Leadership is introduced as a concept that captures the reality of women and men in family firms in a better way than other concepts used by historians or economists like ownership and management.

Iowa’s first annual Energy Independence Plan kicks off a new era of state leadership in energy transformation. Supported by Governor Chet Culver, Lieutenant Governor Patty Judge, and the General Assembly, the Office of Energy Independence was established in 2007 to coordinate state activities for energy independence. The commitment of the state to lead by example creates opportunities for state government to move boldly to achieve its goals, track its progress, measure the results, and report the findings. In moving to energy independence, the active engagement of every Iowan will be sought as the state works in partnership with others in achieving the goals. While leading ongoing efforts within the state, Iowa can also show the nation how to effectively address the critical, complex challenges of shifting to a secure energy future of affordable energy, cost-effective efficiency, reliance on sustainable energy, and enhanced natural resources and environment. In accordance with House File 918, “the plan shall provide cost effective options and strategies for reducing the state’s consumption of energy, dependence on foreign sources of energy, use of fossil fuels, and greenhouse gas emissions. The options and strategies developed in the plan shall provide for achieving energy independence from foreign sources of energy by the year 2025.” Energy independence is a term which means different things to different people. We use the term to mean that we are charting our own course in the emerging energy economy. Iowa can chart its own course by taking advantage of its resources: a well-educated population and an abundance of natural resources, including rich soil, abundant surface and underground water, and consistent wind patterns. Charting our own course also includes further developing our in-state industry, capturing renewable energy, and working toward improved energy efficiency. Charting our own course will allow Iowa to manage its economic destiny while protecting our environment, while creating new, “green collar” industries in every corner of Iowa. Today Iowa is in a remarkable position to capitalize on the current situation globally and at home. Energy drives the economy and has impacts on the environment, undeniable links that are integral for energy security and independence. With the resources available within the state, the combination of significant global changes in energy and research leading to new technologies that continue to drive down the costs of sustainable energy, Iowa can take bold strides toward the goal of energy independence by 2025. The Office of Energy Independence, with able assistance from hundreds of individuals, organizations, agencies, and advisors, presents its plan for Iowa’s Energy Independence.

With the objective of verifying the response of Euterpe oleracea seedlings to seven arbuscular mycorrhizal fungi species, an experimental trial was carried out under greenhouse conditions. Seeds of E. oleracea were sown in carbonized rice husk. Germinating seeds were initially transferred to plastic cups, containing fumigated Reddish Yellow Quartz Sand and inoculated with arbuscular mycorrhizal fungi. Two months later, seedlings were transferred to 2 kg black plastic bags, containing the same soil without fumigation. Plant growth and mineral nutrients were evaluated nine months after mycorrhizal inoculation. Differential effects were observed among the species tested, with Scutellispora gilmorei being the most effective ones in promoting growth and nutrient content of E. oleracea seedlings. The increment resulted from inoculation with S. gilmorei were 92% in total plant height, 116% in stem diameter, 361% in dry matter production, 191% in N, 664% in P, 46% in K, 562% in Ca, 363% in Mg and 350% in Zn contents, comparing to uninoculated controls. Infected root length was positively correlated to nutrient content and plant growth. It was concluded that growth and nutrient uptake of E. oleracea seedlings could be significantly improved by inoculation of effective arbuscular mycorrhizal fungi.

This paper presents a programming environment for supporting learning in STEM, particularly mobile robotic learning. It was designed to maintain progressive learning for people with and without previous knowledge of programming and/or robotics. The environment was multi platform and built with open source tools. Perception, mobility, communication, navigation and collaborative behaviour functionalities can be programmed for different mobile robots. A learner is able to programme robots using different programming languages and editor interfaces: graphic programming interface (basic level), XML-based meta language (intermediate level) or ANSI C language (advanced level). The environment supports programme translation transparently into different languages for learners or explicitly on learners’ demand. Learners can access proposed challenges and learning interfaces by examples. The environment was designed to allow characteristics such as extensibility, adaptive interfaces, persistence and low software/hardware coupling. Functionality tests were performed to prove programming environment specifications. UV BOT mobile robots were used in these tests

The primary target of this study is to examine what kind of cultural differences have been noticed in co-operation concerning twin-city of Finnish town Imatra and Russian town Svetogorsk. The secondary purpose of the study is to analyse influences of cultural differences on leadership in this twin-city project and it's realizing. The case study has been carried out by qualitative research method. The research material has been gathered mainly by interviews. The results of the study show that cultural differences in twin-city co-operation are most clearly associated with the culture of the administration, attitude towards relations, communication style and the meaning of planning and time. The results also show that it has been realized both in Imatra and in Svetogorsk, that culture is a significant factor when people work together. Although its influence on leadership has not been analysed completely. The activities are mostly guided by common goals.

Tutkielman tavoitteena oli selvittää case-organisaatio Stora Enson Anjalan paperitehtaan uudistumiskyky, toiminnan strategianmukaisuus sekä vahvuudet ja kehitettävät osa-alueetuudistumiskyvyssä. Tutkielmassa käytettiin kvantitatiivista tutkimusotetta. Aineisto kerättiin kahdella eri mittarilla: KM-Factor¿ ¿ uudistumiskyvyn mittarilla ja organisaation muutoskyvyn mittarilla. KM-Factor¿ ¿mittarin avulla kerättiin tietoa organisaation suhteiden, tiedonkulun, osaamisen ja johtamisen nyky- ja tavoitetilasta erilaisissa tietoympäristöissä. Muutoskyvyn mittarin avulla kerättiin tietoa organisaation uudistumiskyvystä kuuden sitä kuvaavan ominaisuuden, strategisen kyvykkyyden, johtajuuden, ajan hyödyntämisen, verkostoituneisuuden, tiedon johtamisen ja oppimissuuntautuneisuuden perusteella. Mittaukset suoritettiin helmikuussa 2006 ja niiden kohteena oli Stora Enson Anjalan paperitehtaan koko henkilöstö. Kahden uudistumiskyvyn mittarin tulokset analysoitiin ja niitä vertailtiin keskenään. Tällä tavalla pyrittiinmyös lisäämään tutkimuksen validiteettia. Mittaustulokset purettiin sanalliseenmuotoon ja niistä raportoitiin case-organisaatiolle. Mittausten mukaan case-organisaation uudistumiskyky oli hieman keskitasoa heikompi. Toiminnan vahvuuksia olivat yksimielisyys muutostarpeista ja tilanneherkkyys. Merkittävimmät toiminnan heikkoudet löytyivät nykyisestä toimintatavasta, joka ei ollut strategian mukainen, ja innovaatiopotentiaalista, joka oli hyvin alhainen. Kehittämisen tarpeita löytyi sekä johdon että henkilöstön suhteiden ja yhteistyön osalta. Koko organisaation tulisi lisätä yhteistyötä ulkopuolisten tahojen ja sidosryhmien kanssa. Organisaatiossa tulisi miettiä, miten strategia saataisiin selkeästi viestittyä myös johtoa alemmille tasoille. Johto painotti liikaa autoritääristä johtamista, kun taas henkilöstöltä odotettaisiin enemmän vastuunottoa toiminnastaan. Organisaatiossa tulisi saada nykyistä avoimemmin ja itsenäisemmin ilmaista omia näkemyksiään, toimia aloitteellisesti ja luoda uusia ideoita toiminnan kehittämiseksi. Innovatiivisuudesta ja parannusehdotuksista tulisi myös palkita paremmin.

Shading treatments of 50% of the incident radiation were applied to the semidwarf wheat cultivar Leones INTA before and after anthesis in two field experiments in Argentina in 1987 and 1988. The treatments reduced biological (above-ground dry matter) yield, grain yield and number of grains/m2. Number of grains/m2 was closely and linearly correlated with ear dry weight at anthesis and with the photothermal quotient, calculated from 20 days before to 10 days after anthesis. Grain yield was sink limited, and the shading treatments reduced sink strength. The contribution of preanthesis assimilates to grain yield was smaller in the shaded crops than in the unshaded controls; in unshaded crops, almost 40% of grain yield was contributed by preanthesis assimilates whilst in preanthesis shaded crops this contribution was negligible. The proportion of preanthesis assimilates contributed to the grain was closely related to the decrease in stem dry weight during grain filling. The effects of shading on main stems and tillers were the same.

En el presente estudio se describen, analizan y comparan las manifestaciones del liderazgo femenino en las asociaciones de inmigrantes africanos: sus objetivos de trabajo, temáticas y formas, organización e institucionalización. Para ello se analizan en profundidad diez historias de vida, partiendo de la hipótesis de la existencia de una clara diferenciación de objetivos entre las asociaciones de hombres y mujeres africanos derivados de la desigualdad básica de las posiciones sociales entre hombres y mujeres, y muy especialmente, de las culturas de género. Los resultados obtenidos sugieren que existen mujeres inmigrantes “fuertes” (ni sumisas ni ignorantes) con capacidad de liderazgo en la asociación, pero no por unas supuestas especificidades “femeninas” sino por un proceso de aprendizaje temprano (adolescente), éxito educativo y un origen social relativamente elevado que forjan una cierta rebeldía y la asunción de una autoridad explícita. De cualquier modo, no se observan diferencias relevantes entre el liderazgo femenino y el liderazgo masculino, ya que en ambos casos se da un cierto “carisma”, la existencia de unas dotes personales que se desarrollan desde la interacción en situaciones sociales concretas.
