The public management reform in Brazil, since 1995, provoked new experiences in public administration. Among the new models of public service the one-stop shopping has distinguished and was adopted at Rio Grande do Norte with the Citizens Center Program. The one-stop shopping assembles in the same place many public services with appropriate structure, enabled human resources and citizens focus processes. The goal of this research was understand how citizens focus processes help to explain Citizens Center Program s longevity. It was made a case study and the research tools were applied with Citizen Center Programs workers and citizen-users at South Unit of Citizen Center Program placed at Via Direta Mall, Natal. The major contributions for Citizen Center Program s longevity were imputed to Basic Operation Processes. The most spoken features in Citizen Center Program mentioned were quality, efficiency, celerity e personal appearance, what demonstrate concern and care with citizen-users. Worker s personal appearance, accommodation, celerity, politeness and attending capacity planning were high evaluated by citizen-users revealing the wisely choice of use a large quality concept and citizenship concept in public administration. Citizen-users also pointed the necessity of refine and enlarge the communication ways that form an essential mechanism to public citizen focus administration. Not ignoring the policy aspect citizen focus processes were noticed like especial management actions that make easier citizen s activities and public service access, what generate satisfaction to citizen-users. It s possible to conclude that the high level approving evaluation of Citizen Center Program consolidates it an especial public policy that serves citizen s necessities e create appropriate legitimacy conditions of the public policy making harder the choice of ending the policy even in more fragile moments strongly contributing for its longevity

With the need of the companies in becoming more competitive within the market, it arises an incessant search for selective human potential, with a high level of capacity and low rotativity, which motivation results in production raise, quality optimization and waste reduction. This scenario requires a strategy development which advantages the Human Resources Quality Management. This way, the model of the Human System Audit (HSA), developed by the Spanish researchers Ouijano and Navarro, presents itself as an important tool to diagnosis and evaluation, contemplating the environment where the organization is inserted, its strategies, its organizational design, its processes and its organizational effectiveness. In this sense, the present study has identified the existent relation between the professional satisfaction and the Organizational Culture, based in the model HSA. The research has been a quantitative-descriptive one and has had as population the technical-administrative workers from the Federal Center of Technical Education of Rio Grande do Norte (CEFET RN). The data collection has occurred during May, 2008, by means of the application of a questionnaire in the HSA model. The sample was composed by 167 subjects, distributed among the Five units of the institution. It was used the factorial analysis, with the extraction method of main components and orthogonal rotation varimax, in order to extract the dimensions of the satisfaction and of the organizational culture and the calculation of Cronbach s Alpha coefficient, to evaluate the reliability of these dimensions. The factorial analysis of the satisfaction indicators has identified four factors,, all of them showing significance: gratefulness and relationship , self-realization , stability and security and physical conditions and social benefits . The result of the factorial analysis with the indicators of the organizational culture has extracted four factors and among them, three of them have obtained significance: Personal Satisfaction Style , Competitive-Denial-Power Style and the Conventional-Dependent Style . After identifying the dimensions of the satisfaction and culture found at CEFET-RN, it has been notice the existence or not of relation among them, through the application of Pearson s coefficient. It has been verified that all of the dimensions of the Professional satisfaction are correlated with some dimension of the organizational culture, having in outstand position, with higher intensity, the relation between the culture style of Personal Satisfaction and the satisfaction factor referring to the self-realization

A presente investigação situa-se na área da integração da Educação Profissional com Educação Básica na Modalidade de Jovens e Adultos (PROEJA) e busca a compreensão das vivências dos estudantes do curso no Câmpus Rio Grande que integra o Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Sul (IFRS-RG). Faz parte também dos objetivos identificar as contribuições do curso para a socialização desses estudantes e os significados atribuídos ao curso. Em função da elevada taxa de evasão, a pesquisa foi desenvolvida com estudantes que não concluíram o curso. A hermenêutica filosófica constitui-se na epistemologia que ancora teoricamente a abordagem metodológica. A Análise Textual Discursiva foi a metodologia qualitativa adotada para a análise do material empírico constituído centralmente pelas histórias contadas pelos estudantes. Eles contam sua passagem pelo PROEJA, desde o ingresso até a sua evasão. Foram produzidos dados quantitativos além de levantamentos para conhecer o contexto da trajetória escolar dos estudantes. Esses elementos subsidiaram a análise qualitativa das informações. Como resultados foram encontradas: uma taxa de evasão geral da ordem de 57%. Nos dois primeiros módulos ocorreu 87 % de toda a evasão do curso. Em todo o período de oferecimento do curso, ou seja sete anos, apenas três estudantes concluíram o mesmo. Pela análise qualitativa, emergiram cinco categorias que tratam: a) do ingresso no PROEJA e dos desencontros nesse processo; b) do estudante com suas peculiaridades, dificuldades e significados; c) do ser professor no PROEJA; d) do curso pelo viés da formação integrada; e) dos componentes constituintes da evasão. Como conclusões a pesquisa aponta para a inadequação do curso em seus diversos aspectos. Reforça que a construção curricular adaptada de um curso existente foi um equívoco. A formação dos professores e gestores promoveu a proposta de um curso repleto de contradições. Mesmo com todos os distanciamentos, o curso promoveu um ensino de qualidade na formação humana e por isso os estudantes desenvolveram sentimentos positivos quanto ao curso. Promoveu os estudantes a novas oportunidades na sua vida social, inclusive com ingresso na universidade. A tese geral aponta para a potencialidade do PROEJA do Câmpus Rio Grande, na transformação da realidade do sujeito, apesar do alto índice de evasão e da inadequação do curso.

O presente trabalho pretende analisar as características do microcrédito via Programa Gaúcho de Microcrédito, dentro do Município de Rio Grande e no Estado do Rio Grande do Sul, no período de 2012 a 2014, desta forma pode-se identificar o quanto o microcrédito no município de Rio Grande contribuiu para os números obtidos em âmbito Estadual. O trabalho apresenta um referencial teórico, justamente com a definição de microcrédito, seus principais registros no mundo, na América Latina e no Brasil. Este trabalho tem como método uma análise descritiva com base nos dados obtidos pelo Banco do Estado do Rio Grande do Sul e da Juriti Microfinanças, responsáveis respectivamente pelas informações do microcrédito via Programa Gaúcho de Microcrédito no Estado e no Município. O microcrédito, via PGM no RS, apresentou seu ápice no ano de 2013, com o volume total de 184 milhões de reais. No mesmo ano apresentou seu melhor resultado no município, totalizando o volume de 313 milhões de reais. O montante total no Rio Grande do Sul, sem o Município, foi de 467 milhões de reais. Em Rio Grande, no período da pesquisa, obteve-se o volume total de microcrédito no valor de 787 mil reais, o que corresponde a 0,17% quando comparado com o volume total obtido dentro do Estado do Rio Grande do Sul.

Strandings of live or dead aquatic mammals constitute an important instrument to provide information regarding the occurrence, biology and ecology of these species. The aim of this study was to register the stranded species of cetaceans, the frequency and the spatial-temporal distribution of theses strandings during the period of 1984 to 2005, in the coast of Rio Grande do Norte. Data was acquired through the monitoring of strandings in the north, north-west and south coast of RN, and through information obtained from institutions and newspaper archives of the State. A total of 122 strandings of cetaceans were registered along the coast of Rio Grande do Norte. Of the 14 species of cetaceans registered, four species had higher frequencies: Sotalia guianensis (n= 65), Steno bredanensis (n = 6), Globicephala macrorhynchus (n = 6) and Physeter macrocephalus (n = 7). Out of 118 strandings, 93 occurred in the south coast (78.8 %), 23 in the north coast (19.5%) and 2 (1.7%) in the north-west coast of the State. The highest frequency of strandings occurred during the months of August to March and the maximum number of strandings occurred from 2000 onwards, as a consequence of the intense monitoring of the Pequenos Cetáceos Project in Rio Grande do Norte

The fossiliferous deposits in the coastal plain of the Rio Grande do Sul State, Southern Brazil, have been known since the late XIX century; however, the biostratigraphic and chronostratigraphic context is still poorly understood. The present work describes the results of electron spin resonance (ESR) dating in eleven fossil teeth of three extinct taxa (Toxodon platensis, Stegomastodon waringi and Hippidion principale) collected along Chui Creek and nearshore continental shelf, in an attempt to assess more accurately the ages of the fossils and its deposits. This method is based upon the analysis of paramagnetic defects found in biominerals, produced by ionizing radiation emitted by radioactive elements present in the surrounding sediment and by cosmic rays. Three fossils from Chui Creek, collected from the same stratigraphic horizon, exhibit ages between (42 +/- 3) Ka and (34 +/- 7) Ka, using the Combination Uptake model for radioisotopes uptake, while a incisor of Toxodon platensis collected from a stratigraphic level below is much older. Fossils from the shelf have ages ranging from (7 +/- 1) 10(5) Ka to (18 +/- 3) Ka, indicating the mixing of fossils of different epochs. The origin of the submarine fossiliferous deposits seems to be the result of multiple reworking and redeposition cycles by sea-level changes caused by the glacial-interglacial cycles during the Quaternary. The ages indicate that the fossiliferous outcrops at Chui Creek are much younger than previously thought, and that the fossiliferous deposits from the continental shelf encompass Ensenadan to late Lujanian ages (middle to late Pleistocene). Esta dissertação tem por objetivo o estudo geoquímico detalhado em poço da Bacia do Paraná, mais especificamente na cidade de Herval (RS), visando preencher algumas das lacunas existentes em termos de geoquímica orgânica da Formação Irati. Com base nos dados de carbono orgânico total, enxofre total, resíduo insolúvel, raios-gama, isótopos de carbono da matéria orgânica, pirólise Rock-Eval e biomarcadores individualizaram-se dez unidades quimioestratigráficas. Biomarcadores foram usados na caracterização dos ambientes deposicionais, na discriminação da origem da matéria orgânica e da influência da litologia. O ambiente deposicional das unidades A, B, C é óxico com salinidade normal. O topo da unidade B representa a superfície de inundação máxima, onde os valores de COT aumentam. Com base nos biomarcadores caracterizou-se um paleoambiente deposicional com alguma tendência anóxica. Nas unidades D e G ocorrem os folhelhos intercalados com carbonatos. Nestas, a concentração de COT é acima de 1%, porém, somente na unidade G há bom potencial gerador para gás e condensado. As unidades E e I apresentam elevados teores de carbono orgânico total, chegando a 16%. Os dados de pirólise Rock-Eval indicam um bom a excelente potencial gerador para óleo e gás. Os dados isotópicos possibilitaram a divisão da Formação Irati, no poço em estudo, em três ciclos. O primeiro, da base para o topo, corresponde ao Membro Taquaral, os outros dois correspondem ao Membro Assistência. No Membro Assistência o δ13C varia de acordo com a salinidade, aumento da produtividade primária e da preservação da matéria orgânica (anoxia).
