Many scholars have analyzed the role of the European Union (EU) in its southern neighborhood by looking at the EU’s policy documents and strategies. As such, it is often argued that the EU is at best a useful partner in democratic reform and at worst an unsuccessful ‘normative power’. However, very few studies have analyzed the EU’s role from the recipients’ point of view: the southern neighboring countries themselves. This paper adopts an ‘outside-in approach’ and explores what the southern neighborhood countries believe the EU should be or do. On the basis of a set of 15 interviews with diplomats from the region and an analysis of 50 newspaper articles from the region on the EU’s relations with its southern neighborhood, this paper seeks to reveal the EU’s real ’added value’ for its southern Mediterranean partners. To what extent does the EU’s own perceived role in its southern neighborhood match the role conception of those countries? Based on the three case studies of Algeria, Jordan and Egypt, the paper finds that there is a clear divergence in role conceptions between the EU and its southern partners. While the EU sees itself as a ‘force for good’ and promoter of norms and democracy in the southern Mediterranean region, the three countries primarily believe that the EU perceives itself foremost as a provider of security and stability in the region, while they primarily expect it to act as a reliable partner for economic cooperation.

This report explores the concept of state (un)sustainability in Israel and Palestine. The starting point sees conflict resolution as an independent variable for any change and progress in the area, in terms of a political, just and credible agreement between the two parties, which will then play a decisive role in the development of the Mediterranean region. These developments and prospects for a solution are then evaluated on the basis of state (un)sustainability, a broad notion that refers to the possibilities for long-term development at the political, social and economic levels. The very nature of Israel’s democracy and its relations with its Arab minority, the challenges related to the establishment of a viable and sustainable Palestinian state, and the regional dimension of all the actors involved are considered in order to evaluate future scenarios in this context. Three scenarios are tested: sustainability, which corresponds to the end of the conflict and the establishment of two viable and independent states with a tangible improvement in political and economic indicators; unsustainability, which refers to the perpetuation of the political status quo and the progressive deterioration of all political, economic and social indicators; and finally, weak stability, which entails the achievement of a sterile political stability, able to sustain the present status quo but unable to confront the main challenges for the future of the country(ies).

Andryala (Asteraceae: Cichorieae) is a little-known Mediterranean-Macaronesian genus whose taxonomy is much in need of revision. The aim of the present biosystematic study was to elucidate species relationships within this genus based on morphological and molecular data. In this study several taxa are recognised: 17 species, 14 subspecies, and 3 hybrids. Among these, 5 species are Macaronesian endemics (A. glandulosa, A. sparsiflora, A. crithmifolia Aiton, A. pinnatifida, and A. perezii), 4 species are Northwest African endemics (A. mogadorensis, A. maroccana, A. chevallieri, and A. nigricans) and one species is endemic to Romania (A. laevitomentosa). Historical background regarding taxonomic delimitation in the genus is addressed from Linnaean to present day concepts, as well as the origin of the name Andryala. The origin of Asteraceae and the systematic position of Andryala is shortly summarised. The morphological study was based on a bibliographic review and the revision of 1066 specimens of 13 herbaria as well as additional material collected during fieldwork. The variability of the morphological characters of the genus, including both vegetative taxonomic characters (root, stem, leaf and indumentum characters) and reproductive ones (inflorescence, floret, fruit and pappus characters), is assessed. Numerical analysis of the morphological data was performed using different similarity or dissimilarity measures and coefficients, as well as ordination and clustering methods. Results support the segregation of the recognised taxa and the congruence of the several analyses in the separation of the recognised taxa (using quantitative, binary or multi-state characters). The proposed taxonomy for Andryala includes a new infra-generic classification, new taxa and new combinations and ranks, typifications and diagnostic keys (one for the species and several for subspecies). For each taxon a list of synonyms, typification comments and a detailed description are provided, just as comments on taxonomy and nomenclature, and a brief discussion on karyology. Additionally, information on ecology and conservation status as well as on distribution and a list of studied material are also presented. Phylogenetic analyses based on different nuclear and chloroplast DNA markers, using Bayesian and maximum parsimony methods of inference, were performed. Results support three main lineages: separate ones for the relict species A. agardhii and A. laevitomentosa and a third including the majority of the Andryala species that underwent a relatively rapid and recent speciation. They also suggest a single colonization event of Madeira and the Canary Islands from the Mediterranean region, followed by insular speciation. Biogeography and speciation within the genus are briefly discussed, including a proposal for the centre of origin of the genus and possible dispersal routes.

How rapidly does forest vegetation change due to rapid climatic change? Current predictions of future climates show a global increase of mean temperatures of 1.4 to 5.8 °C. How rapidly can forest vegetation adapt to such predicted large changes, and in which way? We looked for answers in three different disciplines: ecological modelling, palaeoecology and succession theory. We found that changes of forest vegetation after rapid climatic changes can be continuous or abrupt. Rapid or abrupt changes may result within years to decades, among others, from marked drought as a direct effect of climate warming, limiting tree growth in the driest parts of Switzerland within a few years or decades. Indirectly, climate warming affects forest vegetation by forest fires, windstorms and, consequently, insect outbreaks. Questions relevant to forestry arise from these considerations: What is the most suitable combination of tree species for which management should aim in the future, and how do we adequately manage protection forests so that they can resist or adapt to the climatic change?

Seventy-one samples from Ocean Drilling Program Leg 180 sites were analyzed for vitrinite reflectance and organic type. The objective was to define maximum paleotemperatures across the western Woodlark Basin as a function of depth. The organic matter is of early Pliocene to Holocene age and was recovered from drilled depths of 4.5 to 851.3 meters below seafloor. Organic matter is generally restricted to woody fragments within the sediment, although in a number of fine-grained samples, organic matter is dispersed throughout the sample. Virtually all samples contain vitrinite, part of which may be derived from drifted logs. One sample was found to be barren of organic matter, and two contain only fusinite and semifusinite. Variation of vitrinite reflectance is not systematic with either depth or location, and it appears that formation temperatures have been insufficient to cause an increase in vitrinite reflectance levels. Textural variations within the vitrinite show better correlation with depth. Samples of hypautochthonous peats represent either a terrestrial phase of sedimentation or large peat intraclasts within the section, possibly produced by forest fires in the source areas of the organic matter. The vitrinite and peat-derived samples appear to come from eucalyptus forest settings away from the coastline. Liptinite is not abundant in most of the samples (excluding suberinite associated with woody tissues). Marine liptinite is rare to absent, although many of the samples contain abundant foraminiferal tests. Pyrite is abundant in many of the wood fragments, and some pyritization of woody tissues has taken place.

To reconstruct paleoceanographic changes in the eastern Mediterranean during the last 330,000 years, we studied benthic foraminifera in a piston core from the Ionian Sea. The fauna exhibits large fluctuations in foraminiferal number, diversity, and species composition. Interglacials are characterized by low foraminiferal number and diversity indicating oligotrophic conditions. Directly below or above interglacial sapropels, increased numbers of low-oxygen-tolerant species indicate a strong reduction of deep water circulation. Glacials are characterized by increased foraminiferal number and diversity and faunas that are dominated by shallow infaunal species indicating mesotrophic conditions. Around glacial sapropel S6 very high foraminiferal numbers and the dominance of shallow and deep infaunal species suggest enhanced organic matter fluxes. These faunal results provide information about changes in the African and North Atlantic climate systems (monsoon and westerlies) controlling the humidity and wind stress in the Mediterranean region.

The astronomical timescale of the Eastern Mediterranean Plio-Pleistocene builds on tuning of sapropel layers to Northern Hemisphere summer insolation maxima. A 3000-year precession lag has become instrumental in the tuning procedure as radiocarbon dating revealed that the midpoint of the youngest sapropel, S1, in the early Holocene occurred approximately 3000 years after the insolation maximum. The origin of the time lag remains elusive, however, because sapropels are generally linked to maximum African monsoon intensities and transient climate modeling results indicate an in-phase behavior of the African monsoon relative to precession forcing. Here we present new high-resolution records of bulk sediment geochemistry and benthic foraminiferal oxygen isotopes from ODP Site 968 in the Eastern Mediterranean. We show that the 3000-year precession time lag of the sapropel midpoints is consistent with (1) the global marine isotope chronology, (2) maximum (monsoonal) precipitation conditions in the Mediterranean region and China derived from radiometrically dated speleothem records, and (3) maximum atmospheric methane concentrations in Antarctica ice cores. We show that the time lag relates to the occurrence of precession-paced North Atlantic cold events, which systematically delayed the onset of strong boreal summer monsoon intensity. Our findings may also explain a non-stationary behavior of the African monsoon over the past 3 million years due to more frequent and intensive cold events in the Late Pleistocene.

The Messinian was a time of major climatic and paleoceanographic change during the late Cenozoic. It is well known around the Mediterranean region because of the giant anhydritelgypsum sequence and the suggested desiccation of the Mediterranean Sea. However, this interval is less constrained outside the Mediterranean region, where several paleoceanographic changes could have taken place because of the desiccation. Hence, we present an integrated stratigraphic framework for future Messinian paleoceanographic studies, determination of the effect of the Mediterranean desiccation on deep-water paleoceanography, and comparison of intra-Mediterranean paleoceanographic changes with those in the open oceans during the Messinian Stage. Four DSDP/ODP Holes (552A, 646B, 608, and 547A) from the North Atlantic Ocean and one land borehole from Morocco have been studied to integrate bio-, magneto-, and stable isotope Messinian stratigraphy with high resolution sampling. Our results produce the best assessment of the Tortonian/Messinian boundaries in all holes because they do not rely on any one signal. In paleomagnetic Subchronozone C3An1r in the Sale borehole and DSDP Site 609, a S/D coiling direction change of Neogloboquadrina pachyderma/acostaensis appears to indicate PMOW entering the northeastern Atlantic Ocean, at least reaching 50°N. Diachrony and synchrony of some important Messinian planktic foraminifera from these Atlantic DSDP/ODP holes and the Sale borehole, such as the LO of Gq. dehiscens, the LO of Gt. Eenguaensis, the FO and LO of Ct. conomiozea, the FO of Gt. margaritae s.s., the FO of Gt. puncticutata, and the FO of Gt. crassaformis are discussed for understanding some of the paleoceanographic changes. This integrated stratigraphic framework presented here allows much better North Atlantic correlations at this critical point in Messinian geologic history.
