The purpose of the current paper is to present the developed methodology of viable model based enterprise management, which is needed for modern enterprises to survive and growth in the information age century. The approach is based on Beer’s viable system model and uses it as a basis of the information technology implementation and development. The enterprise is viewed as a cybernetic system which functioning is controlled from the same rules as for every living system.

The present paper is devoted to creation of cryptographic data security and realization of the packet mode in the distributed information measurement and control system that implements methods of optical spectroscopy for plasma physics research and atomic collisions. This system gives a remote access to information and instrument resources within the Intranet/Internet networks. The system provides remote access to information and hardware resources for the natural sciences within the Intranet/Internet networks. The access to physical equipment is realized through the standard interface servers (PXI, CАМАC, and GPIB), the server providing access to Ethernet devices, and the communication server, which integrates the equipment servers into a uniform information system. The system is used to make research task in optical spectroscopy, as well as to support the process of education at the Department of Physics and Engineering of Petrozavodsk State University.

Automated information system design and implementation is one of the fastest changing aspects of the hospitality industry. During the past several years nothing has increased the professionalism or improved the productivity within the industry more than the application of computer technology. Intuitive software applications, deemed the first step toward making computers more people-literate, object-oriented programming, intended to more accurately model reality, and wireless communications are expected to play a significant role in future technological advancement.

ABSTRACT Title of Document: AN ANALYSIS OF THE IMPLEMENTATION AND PERCEIVED EFFECTIVENESS OF THE SCHOOLMAX FAMILY PORTAL Warren Wesley Watts, Doctor of Education, 2015 Directed By: Margaret J. McLaughlin, Ph.D. Department of Counseling, Higher Education and Special Education School districts have spent millions of dollars implementing student information systems that offer family portals with web-based access to parents and students. One of the main purposes of these systems is to improve school-to-home communication. Research has shown that when school-to-home communication is implemented effectively, parent involvement improves and student achievement increases (Epstein, 2001). The purpose of the study was to (a) understand why parents used or refrained from using the family portal and (b) determine what barriers to use might exist. To this end, this descriptive study identified the information parent users accessed in the SchoolMAX family portal, determined how frequently parents accessed the portal, and ascertained whether parents perceived an increase in communication with their children about academic matters after they began accessing the portal. Finally, the study sought to identify whether barriers existed that prevented parents from using the family portal. The inquiry employed three data sources to answer the aforementioned queries. These sources included (a) a survey sent electronically to 19,108 parents who registered online for the SchoolMAX family portal; (b) SchoolMAX portal usage data from the student information system for system usage between January 1, 2015 and June 30, 2015; and (c) a paper survey sent to 691 parents of students that had never used the SchoolMAX family portal in one elementary school, one middle school and one high school that were representative of other schools in the district. Survey results indicated that parents at all grade levels used the family portal. Usage data also confirmed that approximately 19% of the students had parents who monitored their progress through the family portal. Usage data also showed that parents were monitoring approximately 25% of students in secondary schools (6th – 12th grade) and 16% of students in elementary schools. Of the wide menu of resources available through the SchoolMAX family portal, parents used three areas most frequently: attendance, daily grades, and report cards. Approximately 70% of parents responded that their communication had improved with their children about academic matters since they started using the SchoolMAX family portal, and 90% of parents responded that the SchoolMAX family portal was an effective or somewhat effective tool. Parents also expressed interest in the addition of additional information to the SchoolMAX family portal. Specifically, the top three additions parents wanted to see included homework assignments, high stakes test scores, and graduation requirements. Parents also reported that 92% of them spoke to their children at least 2 to 3 times per week about academics. Due to the low response rate of the parent non-user survey, potential barriers to using the SchoolMAX family portal could not be addressed in this study. A violência, em todas as suas apresentações, tem crescido de forma avassaladora no país, elevando os indicadores de morbidade e mortalidade por causas externas. O uso das armas de fogo, muitas vezes, faz vítimas fatais ou que podem permanecer sequeladas. Tal fato tem aumentado o ônus do estado com internações hospitalares e acréscimo dos anos de vida perdidos da população jovem, que constitui a grande maioria dessas vítimas. Nesse sentido, o presente estudo objetivou fazer um levantamento das vítimas de ferimentos por arma de fogo, atendidas pelo Serviço de Atendimento Móvel de Urgência no município de Campo Grande-MS, no período de abril de 2005 a abril de 2007, nos dois primeiros anos de funcionamento, desde a implantação desse serviço na capital do Estado de Mato Grosso do Sul. Realizou-se estudo descritivo, baseado em análise documental do sistema de informação do SAMU do município de Campo Grande-MS. Foram descritos 233 atendimentos. Os resultados evidenciaram 213 vítimas do sexo masculino, a faixa etária mais acometida foi dos 20 aos 24 anos de idade, a cabeça e o pescoço foram as partes do corpo mais atingidas e a região Sul do município de Campo Grande foi a que concentrou maior número de atendimentos. Conclui-se que a violência por arma de fogo em Campo Grande-MS atinge a camada economicamente ativa da população e provém de regiões de bolsões de pobreza e desigualdade social, justificando a implantação de um serviço como o SAMU.

Background Obesity is an increasingly serious public health problem on a global level. Morbid obesity, defined as a body mass index greater than 40 kg/m2, is associated with increased mortality and a high burden of obesity-related morbidities. Methods To study the prevalence of morbid obesity in Brazil, three national anthropometric surveys were reanalyzed. Data about bariatric surgeries were obtained from the Ministry of Health Hospital Information System, which is available online. Results A 255% rise in the prevalence of morbid obesity was observed, starting at 0.18% in 1975-1976 and growing to 0.33% in 1989 and 0.64% in 2002-2003. There was a higher rate in the South in the first two surveys, but the prevalence in the Southeast rose steadily, reaching 0.77% in 2002-2003 and overtaking the South. Since 1999, the Brazilian Unified Health System has covered surgical treatment for morbid obesity. From 2000 to 2006, there was a sixfold increase in the number of surgeries, which topped the 2,500 mark in 2006. The geographic distribution of these surgeries is heavily concentrated in the Southeast, the most developed region of Brazil, where there is also the highest prevalence of morbid obesity. This was followed by the Southern region. Conclusions The figures for the rise in morbid obesity in Brazil are startling, especially the increase among men. This is a situation that calls for further study, alongside measures to encourage the adoption of healthy lifestyles. Preventive measures aimed at slowing down or reversing the obesity epidemic are urgently required

Este trabalho apresenta um serviço de reconfiguração dinâmica para Redes de Sensores sem Fio. O trabalho inclui o projeto e a definição de uma arquitetura conceitual que suporta a coleta de uma variedade de informações contextuais e provê uma abstração alto nível para especificação de roteamento sensível ao contexto através de reconfiguração de métricas de roteamento e parâmetros de comunicação. O objetivo da infraestrutura proposta é possibilitar a criação de regras que adaptem o comportamento da rede em tempo de execução, em função dessas informações contextuais. Uma implementação da arquitetura para o protocolo RPL e o sistema operacional Contiki foi realizada, mostrando a viabilidade da abordagem proposta.

Abstract: in Portugal, and in much of the legal systems of Europe, «legal persons» are likely to be criminally responsibilities also for cybercrimes. Like for example the following crimes: «false information»; «damage on other programs or computer data»; «computer-software sabotage»; «illegitimate access»; «unlawful interception» and «illegitimate reproduction of protected program». However, in Portugal, have many exceptions. Exceptions to the «question of criminal liability» of «legal persons». Some «legal persons» can not be blamed for cybercrime. The legislature did not leave! These «legal persons» are v.g. the following («public entities»): legal persons under public law, which include the public business entities; entities utilities, regardless of ownership; or other legal persons exercising public powers. In other words, and again as an example, a Portuguese public university or a private concessionaire of a public service in Portugal, can not commit (in Portugal) any one of cybercrime pointed. Fair? Unfair. All laws should provide that all legal persons can commit cybercrimes. PS: resumo do artigo em inglês.
USE AND CONSEQUENCES OF PARTICIPATORY GIS IN A MEXICAN MUNICIPALITY: APPLYING A MULTILEVEL FRAMEWORK

This paper seeks to understand the use and the consequences of Participatory Geographic Information System (PGIS) in a Mexican local community. A multilevel framework was applied, mainly influenced by two theoretical lenses – structurationist view and social shaping of technology – structured in three dimensions – context, process and content – according to contextualist logic. The results of our study have brought two main contributions. The first is the refinement of the theoretical framework in order to better investigate the implementation and use of Information and Communication Technology (ICT) artifacts by local communities for social and environmental purposes. The second contribution is the extension of existing IS (Information Systems) literature on participatory practices through identification of important conditions for helping the mobilization of ICT as a tool for empowering local communities.

O Estudo de Impacte Ambiental (EIA) é uma peça fundamental no processo de Avaliação Ambiental a que têm de ser submetidos alguns projetos de engenharia. Este é o resultado de atividades e avaliações metodológicas conducentes a identificar/avaliar possíveis impactes, apresentando medidas de minimização e o plano de monitorização. Se existirem múltiplas alternativas, o EIA deve indicar a “ambientalmente mais favorável”. O presente trabalho apresenta uma proposta metodológica para apoio dessas atividades/avaliações, tendo como estrutura integradora um SIG ligado a modelos externos específicos, constituindo -se assim como uma contribuição para o desenvolvimento de um SADE -MC, no domínio ambiental. Essa proposta engloba a conceção duma rotina interativa, em Visual Basic® para suportar os processos de Screening/Scoping, Avaliação da Significância e Seleção dos Indicadores Ambientais. As funcionalidades do SIG, associadas aos módulos externos, são usadas para prever/quantificar os impactes e os indicadores ambientais. Estes indicadores são então utilizados como critérios, no módulo de avaliação multicritério que utiliza, nesta aplicação, o método ELECTRE III. Isso permite apresentar uma preordenação final das alternativas, desde a “ambientalmente mais favorável” até à mais adversa. Como caso de estudo, essa proposta metodológica é aplicada a um EIA referente ao projeto de um troço de autoestrada no Centro de Portugal.

A análise que tem vindo a ser efectuada, paralelamente a experiências diversas de implementação de registos de dados pessoais de utentes das unidades de saúde, em particular no que concerne à protecção da privacidade, enquanto valor intrínseco à pessoa humana, encontra novos contornos face ao recente trabalho realizado no âmbito da Administração Central dos Sistemas de Saúde para a implementação do “Registo de Saúde Electrónico”. Este trabalho pretende analisar a bipolarização de interesses em questão. Por um lado o interesse público de adopção de um sistema de informação único, por outro lado a necessária protecção à privacidade do ser humano.
