Este estudo constitui a dissertação apresentada no Curso de Mestrado em Serviço Social da UFPA, cujo tema “Lei Maria da Penha: Avaliação dos 06 anos de Implantação em Belém/PA”, analisa a discussão e avaliação da aplicabilidade da Lei nº 11.340/06 (Maria da Penha) para o combate à violência doméstica e familiar no município de Belém/PA. Objetiva também aprofundar o conhecimento sobre a temática da mulher e das relações de gênero. Com essa finalidade, o trabalho foi realizado mediante pesquisa bibliográfica, com a utilização de materiais já publicados como: artigos, livros e os materiais disponíveis na internet e pesquisa exploratória, visando a uma apreensão do problema para melhor compreendê-lo e explicitá-lo. Os instrumentais de coleta de dados foram aplicados junto aos sujeitos sociais envolvidos na problemática, a fim de superar a aparência do fenômeno e apreender a dinamicidade de sua estrutura de forma universal, particular e singular. Considera-se importante pontuar que os seis anos de aplicabilidade da Lei “Maria da Penha” em Belém ainda não surtiu resultados efetivamente satisfatórios, em decorrência da falta de equipamentos públicos destinados ao atendimento desse tipo de violência, pois existe apenas 01 (uma) Delegacia da Mulher e 03 (três) varas de violência doméstica e familiar contra a mulher na capital do Estado e a carência de recursos, financeiros, materiais e pessoais, configurando um quadro ainda deficitário para a implementação integral da Lei. Dessa maneira, embora a Lei tenha proporcionado a possibilidade de proteção e justiça, essa situação ainda não se concretizou de fato em Belém do Pará. Porém, não se pode desconsiderar a importância dessa Lei e as mudanças propostas por ela, com o objetivo de universalizar o acesso à justiça por contingentes da população historicamente excluídos de direitos e principalmente o mérito do reconhecimento da violência doméstica e familiar contra a mulher, em suas diferentes modalidades, como problema público e social, passível de inferência das forças do Estado. Logo, existe uma legislação nacional capaz de reduzir a incidência desse fenômeno, se aplicada de modo consistente e efetivo, com o fortalecimento e ampliação da rede de proteção à mulher vítima de violência, pois o problema é complexo e envolve medidas judiciais, administrativas, legislativas, econômicas, sociais e culturais, sem as quais ficaria inviável realizar um atendimento global ao problema. A Lei n.º 11.340/06 ainda se encontra em fase de experimentação e certamente deverá sofrer vários ajustes, porém é preciso manter o texto em sua integralidade por tempo suficiente para medir o seu impacto, evitando alterações precipitadas que possam desfigurar ou até anular a referida Lei.

O presente trabalho identificou a resiliência, enquanto processo de enfrentamento, superação e fortalecimento, presente na atuação profissional dos assistentes sociais, mostrando que esta pode ser utilizada como instrumental teórico-metodológico que tem a Garantia de Direitos como importante mecanismo de proteção para bloquear fatores de risco. Desta forma, a resiliência enquanto instrumental teórico-metodológico poderá dar suporte às teorias do Serviço Social, no que se refere à intervenção e avaliação, por meio da mediação entre mecanismos de risco e proteção, facilitando a ação-reflexão-ação.

The purpose of this study was to investigate the influence of daily cognitive task on stiffness of old and young female adults during the gait. The study included 17 physically active younger and 18 older women, with low risk of falls. The volunteers were asked to walk on the treadmill at two different gait conditions: normal gait and functional dual-task gait. The electromyographic signals were collected of the lower limb muscles. The percentage of coactivation for the tibialis anterior/gastrocnemius lateralis and tibialis anterior/soleus were significantly higher in elderly than in younger in the normal gait and dual-task gait. Our results suggest that the elderly have a greater stiffness in the ankle joint during gait normal and daily dual task gait. Thus, we conclude that challenging cognitively situations during the gait may increase the risk of falls in this population.

Animal cruelty is defined as a deliberate action that causes pain and suffering to an animal. In Brazil, legislation known as the Environmental Crimes Law states that cruelty toward all animal species is criminal in nature. From 644 domestic cats necropsied between January 1998 and December 2009, 191 (29.66%) presented lesions highly suggestive of animal cruelty. The main necroscopic finding was exogenous carbamate poisoning (75.39%) followed by blunt-force trauma (21.99%). Cats from 7 months to 2 years of age were the most affected (50.79%). In Brazil, violence is a public health problem and there is a high prevalence of domestic violence. Therefore, even if laws provide for animal welfare and protection, animals are common targets for violent acts. Within a context of social violence, cruelty toward animals is an important parameter to be considered, and the non-accidental lesions that were found are evidence of malicious actions.

Aim: The aim of this study was to investigate the impact of circuit-based exercise on the body composition in obese older women by focusing on physical exercise and body weight (BW) gain control in older people. Methods: Seventy older women (>60 years old) voluntarily took part in the study. Participants were randomized into six different groups according to body mass index (BMI): appropriate weight (AW) control (AWC) and trained (AWT) groups, overweight (OW) control (OWC) and trained (OWT) groups, and obesity (O) control (OC) and trained (OT) groups. The exercise program consisted of 50 minutes of exercise three times per week for 12 weeks. The exercises were alternated between upper and lower body using rest between sets for 40 seconds with intensity controlled by heart rate (70% of work). The contraction time established was 5 seconds to eccentric and concentric muscular action phase. The following anthropometric parameters were evaluated: height (m), body weight (BW, kg), body fat (BF, %), fat mass (FM, kg), lean mass (LM, kg), and BMI (kg/m(2)). Results: The values (mean +/- standard deviation [SD]) of relative changes to BW (-8.0% +/- 0.8%), BF (-21.4% +/- 2.1%), LM (3.0% +/- 0.3%), and FM (-31.2% +/- 3.0%) to the OT group were higher (P < .05) than in the AWT (BW: -2.0% +/- 1.1%; BF: -4.6% +/- 1.8%; FM: -7.0% +/- 2.8%; LM: 0.2% +/- 1.1%) and OWT (BW: -4.5% +/- 1.0%; BF: -11.0% +/- 2.2%; FM: -16.1% +/- 3.2%; LM: -0.2% +/- 1.0%) groups; additionally, no differences were found for C groups. While reduction (P < .03) in BMI according to absolute values was observed for all trained groups (AWT: 22 +/- 1 versus 21 +/- 1; OWT: 27 +/- 1 versus 25 +/- 1, OT: 34 +/- 1 versus 30 +/- 1) after training, no differences were found for C groups. Conclusion: In summary, circuit-based exercise is an effective method for promoting reduction in anthropometrics parameters in obese older women.

Introduction: Bipolar disorder (BD) is a highly incapacitating disease typically associated with high rates of familial dysfunction. Despite recent literature suggesting that maternal care is an important environmental factor in the development of behavioral disorders, it is unclear how much maternal care is dysfunctional in BD subjects. Objective: The objective of this study was to characterize maternal care in DSM-IV/SCID diagnosed BD type I subjects compared to healthy controls with (PD) and without (NPD) other psychiatric diagnoses. Materials and methods: Thirty-four BD mothers and 106 controls underwent an interview about family planning and maternal care, obstetrical complications, and mother-child interactions. K-SADS-PL questions about violence exposure were used to ascertain domestic violence and physical/sexual abuse. Results: BD mothers were less likely to have stable unions (45.5%; p < 0.01) or to live with the biological father of their children (33.3%; p < 0.01), but had higher educational level and higher rates of social security use/retirement. They also had fewer children and used less contraceptive methods than controls. Children of BD women had higher rates of neonatal anoxia, and reported more physical abuse (16.1%; p = 0.02) than offspring of NPD mothers. Due to BD mothers' symptoms, 33.3% of offspring suffered physical and/or psychological abuse. Limitations: Post hoc analysis, and the use of questions as a surrogate of symptoms as opposed to validated instruments. Conclusion: This is one of few reports confirming that maternal care given by BD women is dysfunctional. BD psychopathology can lead to poor maternal care and both should be considered important environmental risk factors in BD, suggesting that BD psychoeducation should include maternal care orientation. Background: Specific research tools and designs can assist in identifying the efficiency of physical activity in elderly women. Objectives: To identify the effects of physical activity on the physical condition of older women. Method: A one-year-long physical activity program (123 sessions) was implemented for women aged 60 years or older. Four physical assessments were conducted, in which weight, height, BMI, blood pressure, heart rate, absences, grip strength, flexibility, VO2max, and static and dynamic balance were assessed. The statistical analyses included a repeated measures analysis, both inferential (analysis of variance - ANOVA) and effect size (Cohen's d coefficient), as well as identification of the participants' efficiency (Data Envelopment Analysis - DEA). Results: Despite the observation of differences that depended on the analysis used, the results were successful in the sense that they showed that physical activity adapted to older women can effectively change the decline in physical ability associated with aging, depending on the purpose of the study. The 60-65 yrs group was the most capable of converting physical activity into health benefits in both the short and long term. The >65 yrs group took less advantage of physical activity. Conclusions: Adherence to the program and actual time spent on each type of exercise are the factors that determine which population can benefit from physical activity programs. The DEA allows the assessment of the results related to time spent on physical activity in terms of health concerns. Article registered in Clinicaltrials.gov under number NCT01558401.

L'elaborato si pone l'obiettivo di indagare il complesso quadro delle molestie in famiglia e sul lavoro nell'ordinamento italiano e di effettuare una comparazione con un ordinamento appartenente alla stessa tradizione giuridica, l'ordinamento francese. Nel corso dell'esposizione saranno ricostruiti gli aspetti socio-criminologici e giuridici delle molestie in famiglia verso i soggetti deboli, donne, minori, anziani o portatori di handicap, le molestie sul luogo di lavoro quali molestie sessuali e mobbing, le molestie a distanza o stalking, che per molti aspetti rappresentano un fenomeno sommerso e poco conosciuto. La tesi intende analizzare soprattutto le forme di molestie psicologiche e meno conosciute. La ricostruzione teorico-normativa degli argomenti trattati è integrata con i risultati di una ricerca quantitativa e qualitativa tratta dalla giurisprudenza dei due paesi. Il lavoro, quindi, è organizzato in due parti: la prima è incentrata sugli aspetti teorici, socio-criminologici e giuridici e la seconda è dedicata alla ricerca empirica, che è stata condotta utilizzando quali fonti di dati le sentenze della Suprema Corte di Cassazione italiana e francese.

Polizei in Afrika ist korrupt und schlecht ausgebildet und eine „Marionette“ der Regierungen − so das nicht nur im populären, sondern auch sozialwissenschaftlichen Diskurs vermittelte Bild. Eine ethnographische Perspektive, die Polizeiarbeit im Alltag beobachtet und auf die Interaktionsstrategien der Polizisten mit Klienten und ihre Deutungen und Selbstbilder fokussiert, erlaubt neue Einsichten in das alltägliche Funktionieren der Organisation. Die vorliegende Arbeit basiert auf einem dreimonatigen Aufenthalt in der domestic violence unit der Police Headquarters in der Upper West Region Ghanas. Sie zeigt unter anderem, wie die Akteure die Ausbildung zum Polizisten, Gehaltsfragen, Versetzungen, Geschlechterverhältnis und Beförderungen konzeptionalisieren und wo sie sich in ihrer Arbeitswelt positionieren. Die besondere Aufmerksamkeit der Arbeit gilt der Interaktion der Polizisten mit Akteuren außerhalb ihrer Organisation, den „Klienten“. Eine zentrale Erkenntnis ist, dass die Klienten erst mit Hilfe typischer bürokratischer Praktiken und Redensarten als solche von den Polizisten konstruiert werden. Dabei sind die Klienten aber weder passiv polizeilicher Willkür ausgeliefert noch können einflussreiche Klienten die Polizei nach ihrem Gusto manipulieren. In zwei Fallstudien von Verhandlungssituationen wird deutlich, wie Polizisten Autorität in der Interaktion mit Klienten herstellen und legitimieren und welche Maßnahmen Klienten ihrerseits ergreifen, um die Situation zu ihren Gunsten zu gestalten.

The times following international or civil conflicts but also violent revolutions often come with unequal share of the peace dividend for men and women. Delusions for women who gained freedom of movement and of roles during conflict but had to step back during reconstruction and peace have been recorded in all regions of the world. The emergence of peacebuilding as a modality for the international community to ensure peace and security has slowly incorporated gender sensitivity at the level of legal and policy instruments. Focusing on Rwanda, a country that has obtained significant gender advancement in the years after the genocide while also obtaining to not relapse into conflict, this research explores to what extent the international community has contributed to this transformation. From a review of evaluations, findings are that many of the interventions did not purse gender equality, and overall the majority understood gender and designed actions is a quite superficial way which would hardly account for the significative advancement in combating gender discrimination that the Government, for its inner political will, is conducting. Then, after a critique from a feminist standpoint to the concept of human security, departing from the assumption (sustained by the Governemnt of Rwanda as well) that domestic violence is a variable influencing level of security relevant at the national level, a review of available secondary data on GBV is conducted an trends over the years analysed. The emerging trends signal a steep increase in prevalence of GBV and in domestic violence in particular. Although no conclusive interpretation can be formulated on these data, there are elements suggesting the increase might be due to augmented reporting. The research concludes outlining possible further research pathways to better understand the link in Rwanda between the changing gender norms and the GBV.
