Near threshold, mixed mode (I and II), fatigue crack growth occurs mainly by two mechanisms, coplanar (or shear) mode and branch (or tensile) mode. For a constant ratio of ΔKI/ΔKII the shear mode growth shows a self-arrest character and it would only start again when ΔKI and ΔKII are increased. Both shear crack growth and the early stages of tensile crack growth, are of a crystallographic nature; the fatigue crack proceeds along slip planes or grain boundaries. The appearance of the fracture surfaces suggest that the mechanism of crack extension is by developing slip band microcracks which join up to form a macrocrack. This process is thought to be assisted by the nature of the plastic deformation within the reversed plastic zone where high back stresses are set up by dislocation pile-ups against grain boundaries. The interaction of the crack tip stress field with that of the dislocation pile-ups leads to the formation of slip band microcracks and subsequent crack extension. The change from shear mode to tensile mode growth probably occurs when the maximum tensile stress and the microcrack density in the maximum tensile plane direction attain critical values.

The territory of the European Union is made up of a rich and wide-ranging universe of languages, which is not circumscribed to the «State languages». The existence of multilingualism is one of Europe’s defining characteristics and it should remain so in the constantly evolving model of Europe’s political structure. Nonetheless, until now, the official use of languages has been limited to the «State languages» and has been based on a concept of state monolingualism that has led to a first level of hierarchization among the languages of Europe. This has affected the very concept of European language diversity. The draft of the treaty establishing a European Constitution contains various language-related references that can be grouped in two major categories: on the one hand, those references having to do the constitutional status of languages, and on the other, those regarding the recognition of European language diversity. Both issues are dealt with in this article. In analyzing the legal regime governing languages set forth in the draft of the constitutional treaty, we note that the draft is not based on the concept of the official status of languages. The language regulation contained in the draft of the constitutional treaty is limited in character. The constitutional language regime is based on the concept of Constitutional languages but the official status of languages is not governed by this rule. The European Constitution merely enunciates rights governing language use for European citizens vis-à-vis the languages of the Constitution and refers the regulation of the official status of languages to the Council, which is empowered to set and modify that status by unanimous decision. Because of its broad scope, this constitutes a regulatory reservation. In the final phase of the negotiation process a second level of constitutional recognition of languages would be introduced, linked to those that are official languages in the member states (Catalan, Basque, Galician, etc.). These languages, however, would be excluded from the right to petition; they would constitute a tertium genus, an intermediate category between the lan guages benefiting from the language rights recognized under the Constitution and those other languages for which no status is recognized in the European institutional context. The legal functionality of this second, intermediate category will depend on the development of standards, i.e., it will depend on the entrée provided such languages in future reforms of the institutional language regime. In a later section, the article reflects on European Union language policy with regard to regional or minority languages, concluding that the Union has not acted in accordance with defined language policy guidelines when it has been confronted, in the exercise of its powers, with regional or minority languages (or domestic legislation having to do with language demands). The Court of Justice has endeavoured to resolve on a case by case basis the conflicts raised between community freedoms and the normative measures that protect languages. Thus, using case law, the Court has set certain language boundaries for community freedoms. The article concludes by reflecting on the legal scope of the recognition of European language diversity referred to in Article II-82 of the European Constitution and the possible measures to implement the precept that might constitute the definition of a true European language policy on regional or minority languages. Such a policy has yet to be defined.

A coesão de organismos sociais humanos é mantida por meio da imposição de limites ao exercício do livre arbítrio por parte dos indivíduos e das coletividades de indivíduos que os integram e compõem. Esse objetivo é alcançado pela atuação de quatro mecanismos que se influenciam mutuamente: a ética, a moral, o direito e as convenções sociais decorrentes da assimilação de novos conhecimentos. Os limites impostos ao comportamento instituídos no âmbito desses mecanismos serão aplicados tanto ao relacionamento entre indivíduos como ao relacionamento entre comunidades e aos contatos entre estas e aqueles. Tais limites apresentarão algumas características comuns, qualquer que seja o meio onde se desenvolvam: a sensação de legitimidade com que são vistos pelos alcançados; a forma ao mesmo tempo universal e heterogênea por meio da qual se aplicam aos integrantes do meio social em que são estabelecidos; a presença de instrumentos de coerção a eles correlacionados; o caráter dinâmico que faz com que se encontrem em permanente mutação; e o fato de que constituem criações coletivas. Esses limites serão originados de procedimentos específicos para cada período, cultura ou espaço territorial em que se vejam implantados. Não serão permanentemente compatíveis com os valores do meio social no qual são instituídos, mas em todos os casos tenderão a evoluir no sentido de se ajustarem a esses valores. Desse último fenômeno resulta uma estreita vinculação entre o teor de juízos coletivos e o conteúdo dos limites estabelecidos pelo meio social para o comportamento humano, o que acarreta na errônea concepção de que sociedades distintas, por se fundarem em apreciações valorativas igualmente discrepantes, não apresentam traços em comum. Demonstrar que essa última conclusão se afasta da realidade, a partir da premissa de que em qualquer meio social se busca o estabelecimento de limites ao comportamento humano, constitui o objetivo central do presente estudo.

[ES] El objetivo que se propone el presente trabajo es poner de manifiesto la influencia de la Comedia Atica en la Declamación XXVI de Libanio, una de las llamadas "declamaciones etopoéticas", que se centran en la descripción de caracteres. Estos se construyen a partir de los tipos fijados por la comedia, en el caso de la obra estudiada un δύσκολος y una mujer charlatana, personajes con una amplia tradición detrás de ellos. Por otra parte, se aborda desde un punto de vista "cómico" el tema del matrimonio, sobre el que tratan también, en un sentido muy diferente, los moralistas y los autores de epitalamios. Aflora además la influencia de la comedia ática en el uso de diversos elementos para la caracterización de los personajes (hipérboles, riqueza en imágenes y comparaciones), así como de ciertos recursos propios del género, principalmente el πνῖγος.

Decision Trees need train samples in the train data set to get classification rules. If the number of train data was too small, the important information might be missed and thus the model could not explain the classification rules of data. While it is not affirmative that large scale of train data set can get well model. This Paper analysis the relationship between decision trees and the train data scale. We use nine decision tree algorithms to experiment the accuracy, complexity and robustness of decision tree algorithms. Some results are demonstrated.

The paper presents: 1) biologic summaries for each of the formations for which paleontologic data are available, with brief discussions of the geologic age; 2) geologic correlations of the formations and the distribution of their age-equivalents in Central America, the West Indies, and the southeastern United States; 3) an outline of the paleogeography of middle America. The biologic summaries are based on the paleontologic memoirs in this vol. by Messars. Howe, Berry, Chuchman, Jackson, Canu and Bassler and Pilsbry, Miss Rathbun and myself.
