The Ideal of Volunteerism. An institutional approach to social welfare work in the parishes of the Diocese of Porvoo especially in the deaneries of Iitti and Tampere, Finland, in the years 1897-1923 Social welfare work (also known as diakonia) has achieved a high status in the Evangelical Lutheran Church of Finland. Since 1944, provisions of the Finnish Church Act have obliged each parish to employ at least one deacon or deaconess. This study sets out to examine the background and development of social welfare work in the Evangelical Lutheran Church of Finland from the 1890s to the 1920s, by which time social welfare work had become an established practice in the Church. The study investigates the development of social welfare work on the level of parishes. The main source material was collected from sixteen parishes in the Diocese of Porvoo especially in the deaneries of Iitti and Tampere. In the 1890s, two approaches were used in church social work in Finland. The dioceses of Kuopio, Savonlinna and Turku pursued a congregational approach to social work, while the Diocese of Porvoo employed an institutional approach, mainly because of the influence of Bishop Herman Råbergh. This study charts the formation of church social work in Finnish parishes, which took place during a period of tension between the two approaches. The institutional approach to church social work adopted by the Diocese of Porvoo was based on the German system of Asisters= houses@, in which deaconess institutes sent parish sisters to serve congregations. The parish or, in many cases, a separate association dedicated to church social work paid an annual fee to the deaconess institute, which took care of the parish sisters in old age. In the institutional approach, volunteers were recruited to carry out church social work. It was considered as inappropriate to use tax revenue or other public funding for church social work, which was supposed to be based on Christian love for one=s fellow humans and the needy, and for which only voluntary financial contributions were supposed to be used. In the congregational approach, church social work was directly based on the efforts of the parish. The approach relied on the administrative bodies of parishes and the Church, and tax revenue collected by the parishes, as well as other forms of public funding, could be used to carry out the social welfare work. The parishes employed deacons and deaconesses and paid their salaries. The approaches described above were not pursued in their ideal forms; instead, many variations existed. However, in principle, the social welfare work undertaken by the parishes of the Diocese of Porvoo was based on the institutional approach, while the congregational approach was largely employed elsewhere in Finland. Both of the approaches were viable. Parishes began to employ deacons and deaconesses as of the 1890s. The number of parishes which had hired a deacon or deaconess increased particularly in the 1910s, by which time 60% of parishes had employed one. This level was maintained until 1944 when each parish in the Evangelical Lutheran Church of Finland was obliged to employ a deacon or deaconess. Deaconesses usually worked as travelling nurses. The autonomous status of Finland as part of the Russian Empire did not give Finns the right to develop legislation on social affairs and health care. Consequently, the legislation process did not begin until Finland gained its independence in 1917. The social welfare work carried out by parishes and a number of voluntary organisations satisfied the emerging need for medical treatment in Finnish society. Neither the government nor the municipalities had sufficient resources to provide this treatment. Based on the ideal of volunteerism, the institutional social work practiced in the Diocese of Porvoo ran into serious difficulties at the end of the First World War. Because of severe inflation, prices began to rise as of 1915 and tripled in 1917-1918. During the same period, Finnish society went through a deep crisis which escalated into Civil War in spring 1918. This period of economic and social turmoil marked a turning-point which led to a weakening of the status of institutional social work in parishes. Voluntary efforts were no longer sufficient to maintain the practice. In contrast, congregational social work, which was based on public funding, was able to cope with the changes and survived the crisis. The approach to social work adopted by the Diocese of Porvoo turned out to be no more than a brief detour in the history of social work in the Evangelical Lutheran Church of Finland. At the start of the 1920s, the two approaches were integrated into a common vision for establishing church social work as a statutory practice in parishes.

The doctoral dissertation, entitled Siperiaa sanoiksi - uralilaisuutta teoiksi. Kai Donner poliittisena organisaattorina sekä tiedemiehenä antropologian näkökulmasta clarifies the early history of anthropological fieldwork and research in Siberia. The object of research is Kai Donner (1888-1935), fieldworker, explorer and researcher of Finno-Ugric languages, who made two expeditions to Siberia during 1911-1913 and 1914. Donner studied in Cambridge in 1909 under the guidance of James Frazer, A. C. Haddon and W. H. R. Rivers - and with Bronislaw Malinowski. After finishing his expeditions, Donner organized the enlistment of Finnish university students to receive military training in Germany. He was exiled and participated in the struggle for Finnish independence. After that, he organized military offensives in Russia and participated in domestic politics and policy in cooperation with C. G. E. Mannerheim. He also wrote four ethnographic descriptions on Siberia and worked with the Scandinavian Arctic areas researchers and Polar explorers. The results of this analysis can be sum up as follows: In the history of ethnographic research in Finland, it is possible to find two types of fieldwork tradition. The first tradition started from M. A. Castrén's explorations and research and the second one from August Ahlqvist's. Donner can be included in the first group with Castrén and Sakari Pälsi, unlike other contemporary philologists, or cultural researcher colleagues, which used the method of August Ahlqvist. Donner's holistic, lively and participant-observation based way of work is articulated in his writings two years before Malinowski published his thesis about modern fieldwork. Unfortunately, Donner didn't get the change to continue his researche because of the civil war in Finland, and due to the dogmatic position of E. N. Setälä. Donner's main work - the ethnohistorical Siberia - encloses his political and anthropological visions about a common and threatened Uralic nation under the pressure of Russian. The important items of his expeditions can be found in the area of cultural ecology, nutritional anthropology and fieldwork methods. It is also possible to prove that in his short stories from Siberia, there can be found some psychological factors that correlate his early life history.

Since the 1990s, European policy strategies have stressed the mutual responsibility and joint action of all societal branches in preventing social problems. Network policy is an integral part of the new governance that generates a new kind of dependency between the state and civil society in formulating and adhering to policy goals. Using empirical group interview data collected in Helsinki, the capital of Finland, this case study explores local multi-agency groups and their efforts to prevent the exclusion of children and young people. These groups consist mainly of professionals from the social office, youth clubs and schools. The study shows that these multi-agency groups serve as forums for professional negotiation where the intervention dilemma of liberal society can be addressed: the question of when it is justified and necessary for an authority or network to intervene in the life of children and their families, and how this is to be done. An element of tension in multi-agency prevention is introduced by the fact that its objectives and means are anchored both in the old tradition of the welfare state and in communitarian rhetoric. Thus multi-agency groups mend deficiencies in wellbeing and normalcy while at the same time try to co-ordinate the creation of the new community, which will hopefully reduce the burden on the public sector. Some of the professionals interviewed were keen to see new and even forceful interventions to guide the youth or to compel parents to assume their responsibilities. In group discussions, this approach often met resistance. The deeper the social problems that the professionals worked with, the more solidarity they showed for the families or the young people in need. Nothing seems to assure professionals and to legitimise their professional position better than advocating the under-privileged against the uncertainties of life and the structural inequalities of society. The groups that grappled with the clear, specific needs of certain children and families were the most capable of co-operation. This requires the approval of different powers and the expertise of distinct professions as well as a forum to negotiate case-specific actions in professional confidentiality. The ideals of primary prevention for everyone and value discussions alone fail to inspire sufficient multiagency co-operation. The ideal of a network seems to give word and shape to those societal goals that are difficult or even impossible to reach, but are nevertheless yearned for: mutual understanding of the good life, close social relationships, mutual trust and active agency for all citizens. Individualisation, the multiplicity of life styles and the possibility to choose have come true in such a way that the very idea of a mutual and binding network can be attained only momentarily and between restricted participants. In conclusion, uniting professional networks that negotiate intervention dilemmas with citizen networks based on changing compassions and feelings of moral superiority seems impossible. Rather, one should encourage openness to scrutiny among tangential or contradicting groups, networks and communities. We study large-scale kinematic dynamo action due to turbulence in the presence of a linear shear flow in the low-conductivity limit. Our treatment is non-perturbative in the shear strength and makes systematic use of both the shearing coordinate transformation and the Galilean invariance of the linear shear flow. The velocity fluctuations are assumed to have low magnetic Reynolds number (Re-m), but could have arbitrary fluid Reynolds number. The equation for the magnetic fluctuations is expanded perturbatively in the small quantity, Re-m. Our principal results are as follows: (i) the magnetic fluctuations are determined to the lowest order in Rem by explicit calculation of the resistive Green's function for the linear shear flow; (ii) the mean electromotive force is then calculated and an integro-differential equation is derived for the time evolution of the mean magnetic field. In this equation, velocity fluctuations contribute to two different kinds of terms, the 'C' and 'D' terms, respectively, in which first and second spatial derivatives of the mean magnetic field, respectively, appear inside the space-time integrals; (iii) the contribution of the D term is such that its contribution to the time evolution of the cross-shear components of the mean field does not depend on any other components except itself. Therefore, to the lowest order in Re-m, but to all orders in the shear strength, the D term cannot give rise to a shear-current-assisted dynamo effect; (iv) casting the integro-differential equation in Fourier space, we show that the normal modes of the theory are a set of shearing waves, labelled by their sheared wavevectors; (v) the integral kernels are expressed in terms of the velocity-spectrum tensor, which is the fundamental dynamical quantity that needs to be specified to complete the integro-differential equation description of the time evolution of the mean magnetic field; (vi) the C term couples different components of the mean magnetic field, so they can, in principle, give rise to a shear-current-type effect. We discuss the application to a slowly varying magnetic field, where it can be shown that forced non-helical velocity dynamics at low fluid Reynolds number does not result in a shear-current-assisted dynamo effect.

El presente trabajo surge del análisis del Informe Warnock y muestra cómo el Informe influyó en diferentes legislaciones, al tiempo que describe su impacto y la nueva forma de ver y conocer, a partir de éste, ciertos temas por parte del ciudadano común. Se analizará cada uno de los temas, por demás controvertidos, planteados en el Informe, entre los que se pueden enumerar los siguientes: inicio de la vida humana, tratamientos de fertilización asistida, donantes anónimos, criopreservación de embriones y alquiler de vientres. El Informe Warnock fue tomado como referencia para la redacción de distintas normas legales en todo el mundo. De allí su trascendencia, que marca hasta hoy un antes y un después en la sociedad científica en general y en la sociedad civil en particular.

The cerebellum is a major supraspinal center involved in the coordination of movement. The principal neurons of the cerebellar cortex, Purkinje cells, receive excitatory synaptic input from two sources: the parallel and climbing fibers. These pathways have markedly different effects: the parallel fibers control the rate of simple sodium spikes, while the climbing fibers induce characteristic complex spike bursts, which are accompanied by dendritic calcium transients and play a key role in regulating synaptic plasticity. While many studies using a variety of species, behaviors, and cerebellar regions have documented modulation in Purkinje cell activity during movement, few have attempted to record from these neurons in unrestrained rodents. In this dissertation, we use chronic, multi-tetrode recording in freely-behaving rats to study simple and complex spike firing patterns during locomotion and sleep. Purkinje cells discharge rhythmically during stepping, but this activity is highly variable across steps. We show that behavioral variables systematically influence the step-locked firing rate in a step-phase-dependent way, revealing a functional clustering of Purkinje cells. Furthermore, we find a pronounced disassociation between patterns of variability driven by the parallel and climbing fibers, as well as functional differences between cerebellar lobules. These results suggest that Purkinje cell activity not only represents step phase within each cycle, but is also shaped by behavior across steps, facilitating control of movement under dynamic conditions. During sleep, we observe an attenuation of both simple and complex spiking, relative to awake behavior. Although firing rates during slow wave sleep (SWS) and rapid eye movement sleep (REM) are similar, simple spike activity is highly regular in SWS, while REM is characterized by phasic increases and pauses in simple spiking. This phasic activity in REM is associated with pontine waves, which propagate into the cerebellar cortex and modulate both simple and complex spiking. Such a temporal coincidence between parallel and climbing fiber activity is known to drive plasticity at parallel fiber synapses; consequently, pontocerebellar waves may provide a mechanism for tuning synaptic weights in the cerebellum during active sleep.

Let M be an Abelian W*-algebra of operators on a Hilbert space H. Let M0 be the set of all linear, closed, densely defined transformations in H which commute with every unitary operator in the commutant M’ of M. A well known result of R. Pallu de Barriere states that if ɸ is a normal positive linear functional on M, then ɸ is of the form T → (Tx, x) for some x in H, where T is in M. An elementary proof of this result is given, using only those properties which are consequences of the fact that ReM is a Dedekind complete Riesz space with plenty of normal integrals. The techniques used lead to a natural construction of the class M0, and an elementary proof is given of the fact that a positive self-adjoint transformation in M0 has a unique positive square root in M0. It is then shown that when the algebraic operations are suitably defined, then M0 becomes a commutative algebra. If ReM0 denotes the set of all self-adjoint elements of M0, then it is proved that ReM0 is Dedekind complete, universally complete Riesz spaces which contains ReM as an order dense ideal. A generalization of the result of R. Pallu de la Barriere is obtained for the Riesz space ReM0 which characterizes the normal integrals on the order dense ideals of ReM0. It is then shown that ReM0 may be identified with the extended order dual of ReM, and that ReM0 is perfect in the extended sense.

Some secondary questions related to the Riesz space ReM are also studied. In particular it is shown that ReM is a perfect Riesz space, and that every integral is normal under the assumption that every decomposition of the identity operator has non-measurable cardinal. The presence of atoms in ReM is examined briefly, and it is shown that ReM is finite dimensional if and only if every order bounded linear functional on ReM is a normal integral.

O trabalho busca analisar os problemas envolvendo a efetivação do direito à saúde no Brasil, os conflitos alocativos subjacentes à temática e o papel das instituições representativas, do Judiciário e da sociedade civil neste processo. Pretende-se reafirmar a importância da proteção do direito à saúde e, ao mesmo tempo, criticar uma certa euforia doutrinária e jurisprudencial que se instalou nos últimos anos e passou a compreender o Judiciário como o último guardião das promessas constitucionais não cumpridas pelos ramos representativos. O trabalho analisa as experiências constitucionais de países que não apostam no dogma da supremacia judicial e tentam conciliar a revisão judicial com mecanismos mais democráticos. A partir daí propõe o marco teórico das teorias do diálogo institucional como uma alternativa menos unilateral para enfrentar os desafios desencadeados no campo sanitário. No trabalho enfatiza-se a importância pelas preocupações com a efetividade da constituição, mas propõe-se uma reflexão sobre qual seria a melhor alternativa para tanto, chegando-se à conclusão contra-intuitiva de que talvez o caminho mais eficaz passe por um controle judicial fraco, que não despreze as potencialidades do Direito, mas que aposte mais na democracia e na interação sinérgica entre os ramos representativos e a sociedade civil.

A assistência psiquiátrica a indivíduos com sofrimento psíquico, em seu campo político, passou por um longo processo de discussão e formulação de estratégias a fim de garantir condição de humanidade aos indivíduos assistidos. A Reforma Psiquiátrica brasileira, como ficou conhecida, ocorreu concomitante ao processo de Reforma Sanitária e formulou leis para a garantia da integralidade e do acesso universal à saúde em território nacional sob a responsabilidade das esferas governamentais. No município de Cascavel PR, o processo de formulação das políticas assistenciais para o indivíduo com transtorno mental se inicia na década de 90, porém só é efetivamente estruturado a partir de 2003 com o fechamento do Hospital Psiquiátrico São Marcos, que forçou o município a agilizar o processo de implantação da rede assistencial e de serviços complementares com moldes psicossociais. Com isso o município estrutura a assistência ao portador de transtorno mental através da implantação de ambulatório especializado, serviço de urgência e centros de atenção psicossocial para adultos, crianças e usuários de álcool e outras drogas, todos estruturados com suporte assistencial realizado pela Unidade Básica de Saúde (UBS). Em cada UBS foi nomeado um profissional de referência para o acompanhamento desses usuários e de seus familiares com o intuito de fortalecer o vínculo e manter a relação entre os serviços complementares e atenção primária. O presente estudo é centrado na pesquisa bibliográfica e de campo, com caráter qualitativo, cujo ponto de partida é a coleta de dados por meio de aplicação de questionário semi-estruturado com a finalidade de conhecer o processo de formulação das políticas municipais de atenção ao doente mental através do questionamento sobre as práticas assistenciais desenvolvidas pela atenção primária à saúde. A população é composta por 10 (dez) profissionais das UBS, referências em saúde mental, e 10 (dez) familiares de usuários com sofrimento mental, assistidos pela atenção básica, mas inseridos em algum dos serviços ofertados da rede assistencial de saúde mental. A análise dos dados se deu por meio de análise de conteúdo, com estruturação de dois grandes focos de análise para melhor compreensão dos conteúdos (Análise de Conteúdo de Bardin). O resultado apontou dados positivos em relação à política de saúde mental municipal uma vez que, embora com apontamentos divergentes entre profissionais e usuários, percebe-se a intenção em assegurar aos indivíduos em sofrimento psíquico uma gama de procedimentos que são, inclusive, orientados por portarias ministeriais. Em relação à assistência prestada pela atenção básica de saúde, há convergência em relação às ações desenvolvidas pelos profissionais da UBS, embora os profissionais afirmem o desenvolvimento de atividades que não são confirmadas pelos usuários. Em relação às dificuldades encontradas para efetivação do tratamento, tanto profissionais quanto usuários apontam que há muito a avançar no campo da saúde mental para que efetivamente seja prestada assistência de forma equânime e integral.

Este trabalho é fruto de uma pesquisa realizada a partir de reportagens e notícias veiculadas na mídia impressa e em redes sociais, de debates com conselheiros tutelares, do encontro com colegas psicólogos que são técnicos do conselho tutelar e da minha experiência como professora da rede municipal do RJ. Para tanto, utiliza algumas ferramentas da análise institucional de origem francesa como proposta por Lapassade e Lourau e contribuições de Guatarri sobre a produção de subjetividades, de Foucault sobre a sociedade disciplinar e Deleuze sobre as sociedades de controle. Para chegar ao cotidiano dos conselhos tutelares precisamos entender que ao longo dos anos 1990, com a implantação da doutrina neoliberal que reduziu investimentos na área social e instalou o chamado Estado mínimo no Brasil, vivemos um importante paradoxo segundo o qual, de um lado, tínhamos o ECA propondo a garantia de direitos por meio da participação democrática da sociedade civil em articulação com o governo e que previa um órgão - conselho tutelar - que deveria reivindicar direitos e, de outro, a política neoliberal, com seus ideais de desmobilização política, abandono das políticas sociais, privatização e individualização. No contato com conselhos tutelares de municípios de diversas regiões do país podemos perceber que este foi rapidamente distanciado das suas motivações políticas de mobilização da sociedade civil e transformado num "balcão de atendimento" cuja principal função passou a ser o atendimento dos "casos", ou seja, das demandas que lá chegam. Isso porque a "participação institucionalizada e regulada" (SCHEINVAR e LEMOS, 2012) acabou consolidando-se, já que participar deixou de ser um ato de intervenção dos movimentos sociais para se transformar numa simples adesão a campanhas propostas pelo sistema político. Hoje, podemos dizer que os conselheiros habitam o "mundo das faltas". Sendo assim, despotencializado o movimento reivindicativo acusa-se à falta de estrutura, do espaço físico, rede de atendimento, participação na elaboração da proposta orçamentária, política pública de qualidade, remuneração adequada, etc. E quem trabalha com a falta tem sempre o mesmo público alvo: a família pobre. As análises das práticas cotidianas dos conselheiros têm mostrado que os conselhos tutelares com o passar dos anos passaram a funcionar sob o tripé vigilância, enquadramento e punição. O termo "risco social" ou "vulnerabilidade social" é a cada dia mais difundido por conselheiros tutelares e especialistas da rede de atendimento que têm utilizado esse "rótulo" visando disciplinar e homogeneizar as pessoas em suas relações familiares como forma de enquadramento social.

O grande impacto dos escândalos que afetam organizações das mais diversas áreas, inclusive as públicas, tem difundido um interesse generalizado em comportamentos éticos e antiéticos. A administração ideal baseia-se em um modelo de gestão, cujo processo utiliza mecanismos que assegurem sua eficiência e eficácia e, conseqüentemente, propiciem a redução de conflitos dentro da organização. A observância de um código de ética profissional favorece essa redução de conflitos, pois seu objetivo central é a formação da consciência sobre padrões de conduta. Nesse contexto, os servidores públicos devem constituir e observar determinadas regras de conduta que norteiam seu exercício profissional, pois a consciência dos princípios morais, seja no exercício do cargo ou função, ou fora dele, refletirá no exercício vocacional do poder do estado. Seus atos, comportamentos e atitudes deverão preservar a honra e a tradição do Funcionalismo Público diante da sociedade. Entretanto, a efetividade do cumprimento de um Código de Ética não se baseia nas leis administrativas e nem com estas se confunde, mas se apóia no sentimento de adesão moral e de convicção íntima de cada servidor público. Diante dos desafios encontrados na gestão de organizações públicas e de sua importância para a sociedade em geral, o objetivo desta pesquisa é verificar os fatores que influenciam a percepção dos servidores públicos civis municipais quanto ao valor do Código de Ética Profissional da Prefeitura do Rio de Janeiro como auxiliar na solução de dilemas éticos. A amostra foi constituída por 90 (noventa) servidores lotados na Controladoria Geral do Município (CGM). A metodologia utilizada para a análise exploratória e confirmatória dos dados, necessitou de técnicas de análise fatorial na redução de dados e regressão linear múltipla para testar as cinco hipóteses oriundas do problema de pesquisa. Os resultados obtidos evidenciaram que a percepção dos servidores sobre os valores morais professados no Código de Ética e o conhecimento deles sobre o Código influenciam a percepção sobre o seu valor como auxiliar na resolução de dilemas éticos. Os resultados também sugerem que o servidor municipal percebe, em um nível baixo, o compromisso da Administração com o código.

Inserida na linha de pesquisa Política e Cultura, esta tese entende a Religião como um poder simbólico e como um fenômeno que penetrando a política e a cultura de um povo, de uma nação, estabelece valores, interfere na elaboração das normas jurídicas, estabelece e resignifica os costumes e as tradições. Através de vasta documentação afirmamos que a Igreja Católica no Brasil se manteve ligada ao Estado e interferiu na vida política e cultural do país até os anos de 1970. Neste período a Igreja manteve uma postura de combate ao socialismo e às esquerdas que se manteve posteriormente, porém, a Teologia da Libertação se desenvolveu tomando os conceitos marxistas e as Ciências Políticas como fundamento para suas análises. A ruptura das relações entre a Igreja e o Estado no Brasil nos anos de 1970 e o desenvolvimento da Teologia da Libertação são analisados a partir do pensamento de Antonio Gramsci, considerando a Igreja Sociedade Civil. O rompimento da hegemonia da Igreja Católica em relação ao Estado efetivou a organização das pastorais e movimentos de base em busca do estabelecimento de uma nova ordem política e assim o estabelecimento de uma nova hegemonia da Igreja no Brasil dos anos de 1990.
