El interés de este trabajo de grado es conocer el papel que tuvieron los instrumentos y los Estados en el proceso de toma de decisión al interior de la OEA para la aprobación del mandato de la MAPP/OEA en el año 2004. Los instrumentos como fuente de normatividad y de legitimización de las gestiones adelantadas por la organización y el rol activo que tomaron gobiernos como el mexicano, panameño y argentino entre otros, fueron claves para dar aprobación a la propuesta presentada por el gobierno Uribe en el año 2003. Finalmente, se hace una revisión de la teoría neoliberal institucional y del concepto de régimen con el fin de dar una explicación teórica a la actuación de la OEA y de los regímenes internacionales en el tema de la creación de una misión especial en Colombia.

Kant argued that humans possess a priori knowledge of space; although his argument focused on a physics of bodies, it also has implications for a psychology of beings. Many human cultures organize stars in the night sky into constellations (i.e., impose structure); attribute properties, behaviors, and abilities to objects in the celestial realm (i.e., impose meaning); and use perceived regularity in the celestial realms in development of calendars, long-range navigation, agriculture, and astrology (i.e., seek predictability and control). The physical inaccessibility of the celestial realm allows a potent source of metaphor, and also allows projection of myths regarding origin and ascension, places of power, and dwelling places of gods, immortals, and other souls. Developments in astronomy and cosmology influenced views of human nature and the place of humanity in the universe, and these changes parallel declines in egocentrism with human development. Views regarding alleged beings (e.g., angels, extraterrestrials) from the celestial realm (and to how communicate with such beings) are anthropocentric and ignore evolutionary factors in physical and cognitive development. It is suggested that in considering views and uses of the celestial realm, we learn not just about the universe, but also about ourselves.

El presente trabajo tiene como finalidad caracterizar conceptos y elementos clave del caos y de la complejidad existente en la relación entre las organizaciones y la comunidad. Esta relación parte de la base de satisfacer las necesidades de los actores involucrados y, así mismo, mejorar el desempeño de cada uno, y contribuir al bienestar de la sociedad y a la perdurabilidad de las empresas. Para alcanzar el objetivo planteado, inicialmente se hace necesario contextualizar conceptos que estarán presentes durante todo el escrito. Por esto se expondrán términos como teoría de la complejidad, teoría del caos, los aspectos más representativos de la relación comunitaria y el marketing y su impacto en las comunidades. La teoría de la complejidad permitirá entender los sistemas como un todo, en donde las relaciones e interacciones de cada una de sus diferentes partes nos conducen a innumerables escenarios posibles. También se buscará entender la importancia de la relación organización-comunidad, ya que la comunidad puede jugar un papel determinante cuando las organizaciones se adaptan a los cambios. Es de suma importancia establecer relaciones estratégicas con la comunidad, entendiendo a la comunidad como un sistema o grupo social con determinadas características, que permitan tanto a las organizaciones como a la misma comunidad entender, comprender y satisfacer eficazmente las necesidades subyacentes y, así, llegar a establecer un entorno de retroalimentación continua y sostenibilidad a lo largo del tiempo. Actualmente, el funcionamiento del mundo ha cambiado en cierta medida, ya que antes la base del conocimiento se centraba en función del orden y la regularidad. Ahora, en cambio, se destaca la creatividad y la dinámica que son causadas por el desorden y la irregularidad presentes en los sistemas. El mundo se plantea como un grupo de innumerables sistemas auto-organizados, donde su funcionamiento puede provocar resultados impredecibles o aleatorios. La materia de complejidad en los sistemas se ha desarrollado por diferentes autores según aproximaciones desde diferentes ramas de la ciencia, como la cibernética, basada en los mecanismos de retroalimentación y control; desde la teoría general de los sistemas, que da énfasis en el dinamismo presente en los sistemas y cómo la organización está presente en su estructura. En el presente proyecto se realizará un estudio de tipo teórico-conceptual: se seleccionarán las bases de datos, fuentes de información y los documentos más representativos o que proporcionen la mayor información posible que permita el completo entendimiento de la investigación y de sus alcances propuestos. Es así que esta investigación busca aportar más elementos dentro de los diferentes estudios que pretenden explicar y mejorar la perdurabilidad de las empresas bajo las diferentes líneas de investigación. A través del tiempo, el GIPE ha ido evolucionando de acuerdo con los resultados de las investigaciones y se ha centrado en cuatro líneas de investigación: Liderazgo, Realidad, Estrategia y Gerencia. El proyecto de investigación “Relación de las organizaciones con el medio y marketing” hace parte de la línea de gerencia y busca identificar oportunidades gerenciales para las organizaciones que las acerquen al conocimiento y manejo de las áreas funcionales (Facultad de Administración, 2013). Además, el proyecto se adentra en las organizaciones en entornos complejos y su relación con la comunidad, y se observa así la organización como un ser vivo que contribuye al bienestar de la sociedad que, finalmente, es lo que garantiza su perdurabilidad.

The present study aimed to analyze and compare the eye movements of beginning (2nd grade) and more skilled (4th grade) readers, during reading words and pseudo-words aloud, that differ in frequency (just for words), regularity and length. In this way, one intends to analyze the process of visual information extraction, by both groups, and detect experience and practice-related changes in the ocular behavior. The eye movements of 34 children were monitored, while these were reading words/pseudo-words lists, and this was accomplished using eye-tracking technology. The results show statistically significant differences between the two groups, in mean and total fixations duration for high-frequency words, in mean fixation duration for regular words and in the mean saccade amplitude in irregular pseudo-words. However, no significant differences were found between the groups on the study of the other variables. Nevertheless, the results suggest that skilled readers tend to show more effective eye movements, what determined a lesser effect of words’ frequency, regularity and length on this group. Moreover, the pseudo-words processing was more difficult than that of words, in both groups.

RESUMO: Os dados estatísticos evidenciam uma tendência para o aumento de casos de HIV/SIDA em indivíduos com mais de 50 anos (OMS, 2008) e apontam a transmissão por via sexual como uma das causas das novas infecções nesta faixa etária. A inexistência de um tratamento ou de uma vacina para o HIV/SIDA faz com que a alteração de comportamentos de risco seja ainda o único meio disponível e universal de prevenir a doença, independentemente da faixa etária considerada. Reconhecendo a dimensão social do fenómeno, e a função preventiva e educativa inerente à actividade dos assistentes sociais, constitui-se como principal objectivo deste estudo compreender o papel do Serviço Social na prevenção do HIV /SIDA e dos comportamentos de risco nos idosos frequentadores de centros de convívio e academias. Especificamente pretendemos identificar o entendimento dos assistentes sociais face à SIDA, à sexualidade e aos comportamentos de risco da população idosa; compreender o papel do Serviço Social na prevenção do HIV/SIDA por relação a outros profissionais; identificar que acções de âmbito preventivo são utilizadas e em que nível da prevenção se situa a intervenção dos assistentes sociais e perceber se a mesma contribui para a mudança de comportamentos de risco. Situámos o estudo numa abordagem qualitativa, e seguimos uma estratégia indutiva. Os dados foram recolhidos através de entrevistas semi-estruturadas, aplicadas a oito assistentes sociais que exercem a sua actividade em Centros de Convívio ou Academias Seniores, no concelho de Cascais. Pela análise e interpretação dos discursos das entrevistadas verifica-se que, a maioria, têm conhecimentos acerca da sexualidade dos idosos no geral e nas respectivas instituições. Percepcionam a sexualidade como algo existente nos idosos, embora se tenham identificado, concomitantemente alguns preconceitos, não sendo um assunto comummente abordado nas suas acções quotidianas. O conhecimento que revelam relativamente ao HIV/SIDA e à expressão do problema a nível global ou local tem uma relação muito directa com a existência, ou não, de casos concretos na instituição. Constatámos que as acções preventivas sobre os comportamentos sexuais de risco são feitas por profissionais exteriores à instituição e de outras áreas, como a enfermagem e a psicologia. Face à regularidade e proximidade com os destinatários da intervenção sublinhamos a importância que os assistentes sociais podem ter no âmbito da prevenção primária, promovendo acções que capacitem, eduquem e motivem os idosos para a adopção de comportamentos saudáveis, sendo também condição sine qua non que os profissionais se reposicionem e assumam esse papel investindo na sua qualificação e especialização. ABSTRACT: The statistical data shows that the number of HIV/AIDS cases in individuals over 50 is rising (OMS, 2008), with the sexual transmission being the prime cause of the new infections in this age group. The non-existence of a treatment or a vaccine for HIV/AIDS leads the change in risk behaviors to remain the only available and universal method to prevent the spreading of this disease, regardless of the age group we are considering. Acknowledging the social dimension of the phenomenon and the inherent preventive and educational function of the Social Workers, the main objective of this study is to understand the role of the Social Work in HIV/AIDS prevention and the risk behaviors of the elderly. Specifically we intend to identify the knowledge the social workers have about HIV/AIDS, about the sexuality and risk behaviors of the elderly; understand the role of the social worker in HIV/AIDS prevention by comparison to other professionals; identify which preventive actions are taken in intervention and in which level of prevention the intervention of social workers takes place, and understand if prevention leads to changing the risk behaviors. We based the study in a qualitative approach, and followed an inductive strategy. The data was gathered by semi-structured interviews, applied to eight Social Workers working in Recreational Centers or Seniors Academies in Cascais’ district. By analyzing and interpreting the interviews we see, that the majority, knows about the sexuality of the elderly in general and in their respective institutions. They see sexuality as something that the elderly possess, although we have also identified some prejudices towards it, and it isn’t a theme usually approached in their daily actions. The knowledge that they reveal about HIV/AIDS and the impact of this problem at a global and local level, is directly linked to the existence, or not, of actual cases in the institution they work. We noticed that the preventive actions on sexual risk behaviors are conducted by professionals that don’t belong to the institution and of other areas of expertise, as Nursing and Psychology. Due to the regularity and proximity with whom the intervention is destined to, we emphasize the importance that the social workers may have in primary prevention, promoting actions that enable, educate and encourage the elderly to adopt health promoting behaviors, also being a sine qua non condition the professionals must reposition themselves and take that role investing in their qualification and specialization.

Quality management Self-evaluation of the organisation Citizens/customers satisfaction Impact on society evaluation Key performance evaluation Good practices comparison (Benchmarking) Continuous improvement In professional environments, when quality assessment of museums is discussed, one immediately thinks of the honourableness of the directors and curators, the erudition and specialisation of knowledge, the diversity of the gathered material and study of the collections, the collections conservation methods and environmental control, the regularity and notoriety of the exhibitions and artists, the building’s architecture and site, the recreation of environments, the museographic equipment design. We admit that the roles and attributes listed above can contribute to the definition of a specificity of museological good practice within a hierarchised functional perspective (the museum functions) and for the classification of museums according to a scale, validated between peers, based on “installed” appreciation criteria, enforced from above downwards, according to the “prestige” of the products and of those who conceive them, but that say nothing about the effective satisfaction of the citizen/customers and the real impact on society. There is a lack of evaluation instruments that would give us a return of all that the museum is and represents in contemporary society, focused on being and on the relation with the other, in detriment of the ostentatious possession and of the doing in order to meet one’s duties. But it is only possible to evaluate something by measurement and comparison, on the basis of well defined criteria, from a common grid, implicating all of the actors in the self-evaluation, in the definition of the aims to fulfil and in the obtaining of results.

We give a non-commutative generalization of classical symbolic coding in the presence of a synchronizing word. This is done by a scattering theoretical approach. Classically, the existence of a synchronizing word turns out to be equivalent to asymptotic completeness of the corresponding Markov process. A criterion for asymptotic completeness in general is provided by the regularity of an associated extended transition operator. Commutative and non-commutative examples are analysed.

A systematic modular approach to investigate the respective roles of the ocean and atmosphere in setting El Niño characteristics in coupled general circulation models is presented. Several state-of-the-art coupled models sharing either the same atmosphere or the same ocean are compared. Major results include 1) the dominant role of the atmosphere model in setting El Niño characteristics (periodicity and base amplitude) and errors (regularity) and 2) the considerable improvement of simulated El Niño power spectra—toward lower frequency—when the atmosphere resolution is significantly increased. Likely reasons for such behavior are briefly discussed. It is argued that this new modular strategy represents a generic approach to identifying the source of both coupled mechanisms and model error and will provide a methodology for guiding model improvement.

Self-Organizing Map (SOM) algorithm has been extensively used for analysis and classification problems. For this kind of problems, datasets become more and more large and it is necessary to speed up the SOM learning. In this paper we present an application of the Simulated Annealing (SA) procedure to the SOM learning algorithm. The goal of the algorithm is to obtain fast learning and better performance in terms of matching of input data and regularity of the obtained map. An advantage of the proposed technique is that it preserves the simplicity of the basic algorithm. Several tests, carried out on different large datasets, demonstrate the effectiveness of the proposed algorithm in comparison with the original SOM and with some of its modification introduced to speed-up the learning.

Exact error estimates for evaluating multi-dimensional integrals are considered. An estimate is called exact if the rates of convergence for the low- and upper-bound estimate coincide. The algorithm with such an exact rate is called optimal. Such an algorithm has an unimprovable rate of convergence. The problem of existing exact estimates and optimal algorithms is discussed for some functional spaces that define the regularity of the integrand. Important for practical computations data classes are considered: classes of functions with bounded derivatives and Holder type conditions. The aim of the paper is to analyze the performance of two optimal classes of algorithms: deterministic and randomized for computing multidimensional integrals. It is also shown how the smoothness of the integrand can be exploited to construct better randomized algorithms.

The question "what Monte Carlo models can do and cannot do efficiently" is discussed for some functional spaces that define the regularity of the input data. Data classes important for practical computations are considered: classes of functions with bounded derivatives and Holder type conditions, as well as Korobov-like spaces. Theoretical performance analysis of some algorithms with unimprovable rate of convergence is given. Estimates of computational complexity of two classes of algorithms - deterministic and randomized for both problems - numerical multidimensional integration and calculation of linear functionals of the solution of a class of integral equations are presented. In this letter, a Box-Cox transformation-based radial basis function (RBF) neural network is introduced using the RBF neural network to represent the transformed system output. Initially a fixed and moderate sized RBF model base is derived based on a rank revealing orthogonal matrix triangularization (QR decomposition). Then a new fast identification algorithm is introduced using Gauss-Newton algorithm to derive the required Box-Cox transformation, based on a maximum likelihood estimator. The main contribution of this letter is to explore the special structure of the proposed RBF neural network for computational efficiency by utilizing the inverse of matrix block decomposition lemma. Finally, the Box-Cox transformation-based RBF neural network, with good generalization and sparsity, is identified based on the derived optimal Box-Cox transformation and a D-optimality-based orthogonal forward regression algorithm. The proposed algorithm and its efficacy are demonstrated with an illustrative example in comparison with support vector machine regression.

We study weak solutions for a class of free-boundary problems which includes as a special case the classical problem of travelling gravity waves on water of finite depth. We show that such problems are equivalent to problems in fixed domains and study the regularity of their solutions. We also prove that in very general situations the free boundary is necessarily the graph of a function.

We prove the equivalence of three weak formulations of the steady water waves equations, namely: the velocity formulation, the stream function formulation and the Dubreil-Jacotin formulation, under weak Hölder regularity assumptions on their solutions.
