Análisis del proceso de securitización iniciado por Brasil en 2001 como respuesta a una serie de amenazas externas que se traducían en eventuales riesgos para su estabilidad como líder regional. Teniendo en cuenta dicho proceso interno se analiza a su vez la interacción del mismo con la configuración del complejo de seguridad regional mediante la UNASUR y el Consejo de Defensa Suramericano.

El siguiente estado del saber contiene las principales definiciones, herramientas y variables en relación con la teoría de los complejos de seguridad regional elaborada por Barry Buzan y Ole Weaver. Según esta teoría, el actual escenario político internacional puede ser analizado a la luz de diferentes ámbitos regionales, cuyas estructuras están definidas por complejas interacciones en materia de seguridad entre el conjunto de unidades que allí residen. Los factores geográficos cobran relevancia en este marco teórico dado que, en la mayoría de los casos, las amenazas generan mayor interdependencia entre las unidades adyacentes que entre las distantes. Se propone una variada tipología de complejos de seguridad regional que cubre gran parte del planeta, se explican las razones de la ausencia de tales complejos y se exponen las posibilidades de cambio en el seno de las estructuras. Este esquema académico permite un análisis más certero de las dinámicas que, en los albores del siglo XXI, caracterizan a la distribución internacional del poder y a la arquitectura global de la seguridad.-----This state of knowledge shows the main definitions, tools and variables regarding the Theory of Regional Security Complexes developed by Barry Buzan and Ole Weaver. This theory sets that the international political field should be analyzed through specific regional circuits, whose structures are defined by rich security interactions among the units integrating them. The geographical factors gain relevance in this context given that, in most of the cases, the threats produce a bigger interdependence between neighbors than between units separated by long distances. Thus, the theory proposes a worldwide varied tipology of regional security complexes, explaining the reasons of the absence of such complexes as well as the possibilities of change inside the structures. At the beginning of the XXIst century, this academical framework enables us to develop a deeper analysis about the dinamics that characterizes the international distribution of power and the global architecture of security.

Dada la confluencia de Turquía en Asia, Medio Oriente, los Balcanes y Europa, el gobierno está en la necesidad de responder a los desafíos de ser un Estado pivote. Es en este punto donde su política exterior se convierte en la mayor herramienta para sobresalir y sobrevivir en un ambiente heterogéneo. El objetivo de esta monografía de grado es analizar la política exterior turca en el marco del Complejo de Seguridad Regional de Medio Oriente a partir de los aportes de la Escuela de Copenhague y su Teoría de los Complejos de Seguridad Regional, para comprender sus estrategias de soft y hard power en su política exterior a fin de analizar si se consolidó un smart power que permita posicionar a Turquía en una potencia regional.

Esta monografía busca analizar cómo el fenómeno de los refugiados ambientales que se generó a partir del terremoto en Haití de 2010, ha influido sobre el complejo de seguridad en la región de el Caribe, desde el 2010 hasta el 2015, teniendo en cuenta la crisis social provocada por el desastre ambiental, ya que en razón de la carencia de estatus legal y de amenazas interdependientes y multidimensionales obligó a los Estados del área a modificar sus políticas de seguridad, mediante la interacción de los países, puesto que se presentaron diferentes cambios en las relaciones del complejo de seguridad, lo cual determino nuevas transformaciones en la securitización de la región. Esta monografía recurrirá a la teoría de Complejos de Seguridad Regional de autores como: Barry Buzan, Ole Waever, Derrick Frazier y Robert Stewart.

El objetivo de este trabajo monográfico es analizar la evolución del problema de las drogas dentro del marco de la Organización de Estados Americanos (OEA) durante el periodo comprendido entre los años 2003 y 2013. Se desarrolla un estudio sobre los dos grupos de países que más han participado en lo concerniente a este tema. Por un lado Estados Unidos, Canadá y México; y por otro lado Colombia, Perú y Bolivia son lo países que por sus lógicas y tendencias han impulsado este problema y su evolución, y por tanto también desde los cuales se han impulsado las diferentes tendencias y/o soluciones que en cuanto a este problema oscilan dentro de la OEA. Iniciando con la tendencia prohibicionista en 1978, en los últimos años se han desarrollado otras dos: la despenalización y la legalización. El análisis sobre la incidencia que han tenido los países nombrados anteriormente en el problema de las drogas se desarrollará a partir de la comprensión aportada por la teoría de los Complejos Regionales de Seguridad.

The current article aims to update the discussion on the South American context making use of the theory of Regional Security Regional Complexes (RSC). It begins with a theoretical discussion, based on Buzan and Wæver's work. It then presents the hypothesis that, differently from what is assumed in the literature, the South American RSC is not a standard one, but a centred one, in which the centre is not a global power. An empirical analysis follows, showing that Brazil possesses the necessary resources, and has presented some cogent political initiatives, such as the creation of the Union of South American Nations (Unasur) and its Defense Council (SDC), but in other moments has been reluctant take a leadership role in South America. The analysis concludes that, regarding its configuration, the South American RSC corroborates the authors' hypothesis and that Brazil should consolidate its role at the centre of such a complex.

The goal of this publication is to attempt to assess the thirteen years (2001- -2014) of the West’s military presence in the countries of post-Soviet Central Asia, closely associated with the ISAF and OEF-A (Operation Enduring Freedom – Afghanistan) missions in Afghanistan. There will also be an analysis of the actual challenges for the region’s stability after 2014. The current and future security architecture in Central Asia will also be looked at closely, as will the actual capabilities to counteract the most serious threats within its framework. The need to separately handle the security system in Central Asia and security as such is dictated by the particularities of political situation in the region, the key mechanism of which is geopolitics understood as global superpower rivalry for influence with a secondary or even instrumental role of the five regional states, while ignoring their internal problems. Such an approach is especially present in Russia’s perception of Central Asia, as it views security issues in geopolitical categories. Because of this, security analysis in the Central Asian region requires a broader geopolitical context, which was taken into account in this publication. The first part investigates the impact of the Western (primarily US) military and political presence on the region’s geopolitical architecture between 2001 and 2014. The second chapter is an attempt to take an objective look at the real challenges to regional security after the withdrawal of the coalition forces from Afghanistan, while the third chapter is dedicated to analysing the probable course of events in the security dimension following 2014. The accuracy of predictions time-wise included in the below publication does not exceed three to five years due to the dynamic developments in Central Asia and its immediate vicinity (the former Soviet Union, Afghanistan, Pakistan, Iran), and because of the large degree of unpredictability of policies of one of the key regional actors – Russia (both in the terms of its activity on the international arena, and its internal developments).

In which skies should auspices about the future of EU foreign policy be looked for, Libya’s or Kosovo’s? Many commentators have been prompt in digging the grave for EU Security and Defense Policy after Member States’ discordance over taking military action against the Qaddafi regime1. However, as this paper will emphasize through the case of Kosovo, unanimity is not always an indispensable prerequisite – and should not be regarded as the sole criteria – to EU action in regional security. Overly focusing on the ‘speak with one voice’ mantra sometimes leads to stop short of assessing actual outcomes.

Turkey is a non-nuclear member of a nuclear alliance in a region where nuclear proliferation is of particular concern. As the only North Atlantic Treaty Organization (NATO) member that has a border with the Middle East, Turkish officials argue that Turkey cannot solely rely on NATO guarantees in addressing the regional security challenges. However, Turkey has not been able to formulate a security policy that reconciles its quest for independence, its NATO membership, the bilateral relationship with the United States, and regional engagement in the Middle East. This dissertation assesses the strategic implications of Turkey’s perceptions of the U.S./NATO nuclear and conventional deterrence on nuclear issues. It explores three case studies by the process tracing of Turkish policymakers’ nuclear-related decisions on U.S. tactical nuclear weapons deployed in Europe, national air and missile defense, and Iran’s nuclear program. The study finds that the principles of Turkish security policymaking do not incorporate a fundamentally different reasoning on nuclear issues than conventional deterrence. Nuclear weapons and their delivery systems do not have a defining role in Turkish security and defense strategy. The decisions are mainly guided by non-nuclear considerations such as Alliance politics, modernization of the domestic defense industry, and regional influence. The dissertation argues that Turkey could formulate more effective and less risky security policies on nuclear issues by emphasizing the cooperative security approaches within the NATO Alliance over confrontational measures. The findings of this dissertation reveal that a major transformation of Turkish security policymaking is required to end the crisis of confidence with NATO, redefinition of the strategic partnership with the US, and a more cautious approach toward the Middle East. The dissertation argues that Turkey should promote proactive measures to reduce, contain, and counter risks before they develop into real threats, as well as contribute to developing consensual confidence-building measures to reduce uncertainty.

The design, reformulation, and final signing of Plan Colombia by the then US President, Bill Clinton, on the 13 July 2000 initiated in a new era of the US State´s involvement in supposedly sovereign-territorial issues of Colombian politics. The implementation of Plan Colombia there-on-after brought about a major realignment of political-military scales and terrains of conflict that have renewed discourses concerning the contemporary imperialist interests of key US-based but transnationally-projected social forces, leading to arguments that stress the invigorated geo-political dimension of present-day strategies of capitalist accumulation. With the election of Álvaro Uribe Vélez as Colombian President in May 2002 and his pledge to strengthen the national military campaign aganist the region´s longest-surviving insurgency guerrilla group, Las FARC-EP, as well as other guerrilla factions, combined with a new focus on establishing the State project of “Democratic Security”; the military realm of governance and attempts to ensure property security and expanding capitalist investment have attained precedence in Colombia´s national political domains. This working paper examines the interrelated nature of Plan Colombia -as a binational and indeed regional security strategy- and Uribe´s Democratic Security project as a means of showing the manner in which they have worked to pave the way for the implementation of a new “total market” regime of accumulation, based on large-scale agro-industrial investment which is accelerated through processes of accumulation via dispossession. As such, the political and social reconfigurations involved manifest the multifarious scales of governance that become intertwined in incorporating neoliberalism in specific regions of the world economy. Furthermore, the militarisation-securitisation of such policies also illustrate the explicit contradictions of neoliberalism in a peripheral context, where coercion seems to prevail, something which leads to a profound questioning of the extent to which neoliberalism can be thought of as a hegemonic politico-economic project.
