Este trabalho de investigação partiu de uma necessidade pessoal em responder a algumas questões sentidas diariamente na execução das minhas tarefas de consultora na área das Ciências Documentais, nomeadamente no recurso aos instrumentos de gestão documental. Tendo já criado alguns instrumentos de gestão documental durante a execução das minhas tarefas, pretendo elaborar um ―manual‖ com propostas de modelos de todos os instrumentos de gestão documental existentes e necessários à execução de tarefas arquivísticas. Iniciamos o trabalho consultando a bibliografia existente e as recomendações emanadas da entidade nacional responsável pelo estabelecimento de políticas arquivísticas, a DGLAB. Este trabalho está estruturado em quatro capítulos. O primeiro apresenta a definição e os objetivos da gestão documental passando por uma breve exposição das questões atuais no âmbito da gestão documental, em Portugal, e ainda uma resumida cronologia da instituição dos Arquivos Nacionais, atual DGLAB. Seguindo-se o segundo capítulo, onde se definem os instrumentos de gestão documental e se faz uma caraterização de cada um, assim como uma análise de cada instrumento de gestão documental aconselhado pela DGLAB, sintetizando com um quadro os objetivos de cada um dos instrumentos documentais. No terceiro capítulo apresentamos a estrutura adotada para a elaboração do questionário que foi usado para recolher os dados relativos à utilização ou não dos instrumentos de gestão documental, nos arquivos dos organismos públicos e os respetivos dados obtidos. No último capítulo enumeram-se os instrumentos de gestão documental apresentando o conteúdo considerado importante na elaboração de cada um, os quais são dados a conhecer nos apêndices, um a um, dos quais salientamos o auto de eliminação, a guia de remessa, o manual de gestão documental, o relatório de avaliação de massas documentais acumuladas, o plano de preservação digital, entre outros. Concluímos que a Administração Pública conhece e sabe da existência da maioria dos instrumentos de gestão documental, nomeadamente os que consideram mais importantes à gestão do seu arquivo - guias de remessa, autos de eliminação e autos de entrega, os quais são também os aconselhados pela DGLAB. Realçamos também o facto de apenas uma diminuta quantidade de organismos possuírem uma portaria de gestão de documentos e o manual de gestão documental.

Under the Public Bodies Bill 2010, the HFEA, cornerstone in the regulation of assisted reproduction technologies (ART) for the last twenty years, is due to be abolished. This implies that there is no longer a need for a dedicated regulator for ART and that the existing roles of the Authority as both operational compliance monitor, and instance of ethical evaluation, may be absorbed by existing healthcare regulators. This article presents a timely analysis of these disparate functions of the HFEA, charting reforms adopted in 2008 and assessing the impact of the current proposals. Taking assisted conception treatment as the focus activity, it will be shown that the last few years have seen a concentration on the HFEA as a technical regulator based upon the principles of Better Regulation, with little analysis of how the ethical responsibility of the Authority fits into this framework. The current proposal to abolish the HFEA continues to fail to address this crucial question. Notwithstanding the fact that the scope of the Authority's ethical role may be questioned, its abolition requires that the Government consider what alternatives exists - or need to be put in place - to provide both responsive operational regulation and a forum for ethical reflection and decision-making in an area which continues to pose regulatory challenges

Market failure can be corrected using different regulatory approaches ranging from high to low intervention. Recently, classic regulations have been criticized as costly and economically irrational and thus policy makers are giving more consideration to soft regulatory techniques such as information remedies. However, despite the plethora of food information conveyed by different media there appears to be a lack of studies exploring how consumers evaluate this information and how trust towards publishers influence their choices for food information. In order to fill such a gap, this study investigates questions related to topics which are more relevant to consumers, who should disseminate trustful food information, and how communication should be conveyed and segmented. Primary data were collected both through qualitative (in depth interviews and focus groups) and quantitative research (web and mail surveys). Attitudes, willingness to pay for food information and trust towards public and private sources conveying information through a new food magazine were assessed using both multivariate statistical methods and econometric analysis. The study shows that consumer attitudes towards food information topics can be summarized along three cognitive-affective dimensions: the agro-food system, enjoyment and wellness. Information related to health risks caused by nutritional disorders and food safety issues caused by bacteria and chemical substances is the most important for about 90% of respondents. Food information related to regulations and traditions is also considered important for more than two thirds of respondents, while information about food production and processing techniques, life style and food fads are considered less important by the majority of respondents. Trust towards food information disseminated by public bodies is higher than that observed for private bodies. This behavior directly affects willingness to pay (WTP) for food information provided by public and private publishers when markets are shocked by a food safety incident. WTP for consumer association (€ 1.80) and the European Food Safety Authority (€ 1.30) are higher than WTP for the independent and food industry publishers which cluster around zero euro. Furthermore, trust towards the type of publisher also plays a key role in food information market segmentation together with socio-demographic and economic variables such as gender, age, presence of children and income. These findings invite policy makers to reflect on the possibility of using information remedies conveyed using trusted sources of information to specific segments of consumers as an interesting soft alternative to the classic way of regulating modern food markets.

Reflecting on the strategic commitment outlined in the Plan of Action for Gender Equality (2005-2015) and the priority issues of the Commonwealth Women’s Forum, this article assesses the extent to which the Commonwealth as an institution is supporting troop and police-contributing member states in addressing the gender imbalance in peacekeeping operations. Drawing on desk-based research, interviews with international policymakers and a statistical analysis of the International Peace Institute Peacekeeping Database, the article first outlines the Commonwealth’s gender and security policy perspective before examining data sets to determine the success of Commonwealth member states in integrating women into uniformed peacekeeping contingencies between 2009 and 2015. The article observes that, in spite of a renewed optimism and drive to propel women into leadership positions in politics, the judiciary, public bodies and private companies, security sector reform and the implementation of pillar one of the UN Security Council Resolution 1325, is notably absent from the Commonwealth’s gender agenda. It is argued that this policy gap suggests that national and international security architecture is regarded as an accepted domain of masculine privilege. A lack of political will among Commonwealth Heads of Government to mainstream gender equality and facilitate structural transformation of national security organs, and a chronically under resourced Commonwealth Secretariat limits the influence of the institution to that of arms-length promoter of international norms on women, peace and security.

Small and medium-sized companies and other enterprises (SMEs) around the world are exposed to flood risk and many of the 4.5 million in the UK are at risk. As SMEs represent almost half of total business turnover in the UK, their protection is a vital part of the drive for greater climate change resilience. However, few have measures in place to ensure the continuity of their activities during a flood and its aftermath. The SESAME project aims to develop tools that encourage businesses to discover ways of becoming more resilient to floods and to appreciate how much better off they will be once they have adapted to the ongoing risk. By taking some of the mystery out of flooding and flood risk, it aims to make it susceptible to the same business acumen that enables the UK’s SMEs to deal with the many other challenges they face. In this paper we will report on the different aspects of the research in the project Understanding behaviour Changing behaviour Modelling impacts Economic impacts Through the above the project will advise government, local authorities and other public bodies on how to improve their responses to floods and will enable them to recommend ways to improve the guidelines provided to SMEs in flood risk areas.

Tourism as an example of alternative for sustainable development in the Lençóis Maranhenses. The objective of this work is to analyze the prospects for sustainable development in tourism in the aforementioned region. An attempt is made to evaluate the five dimensions of sustainable - ecological, economic, social, space and cultural. The base for discussion is the information gathered from the people who actually live in the region. A type of the case study was built up. The research involved speaking with the people about the viability of tourism projects, not only with an eye on economic success, job creation and income for the region. There was also an attempt to tackle the issue of social and environment impact. Data was collected through verbal contact. A variety of people were interviewed, locals, businessmen, authorities, civil representatives and they spoke about the advantages and disadvantages of tourism as the saw it and as it affected them. Their answers and comments constitute the knowledge gleaned. The development of possible new strategies is the result of this work. Strategies that should be investigated by the local government/public administration. One such strategy would involve strengthening ties whit society and hoping that the improved dialogue would encourage sustainability. Another would mean improving interdepartmental contact to streamline the performance of public bodies so that development can be better planned and non-destructive.

This paper studies the effects of generic drug’s entry on bidding behavior of drug suppliers in procurement auctions for pharmaceuticals, and the consequences on procurer’s price paid for drugs. Using an unique data set on procurement auctions for off-patent drugs organized by Brazilian public bodies, we surprisingly find no statistically difference between bids and prices paid for generic and branded drugs. On the other hand, some branded drug suppliers leave auctions in which there exists a supplier of generics, whereas the remaining ones lower their bidding price. These findings explain why we find that the presence of any supplier of generic drugs in a procurement auction reduces the price paid for pharmaceuticals by 7 percent. To overcome potential estimation bias due to generic’s entry endogeneity, we exploit variation in the number of days between drug’s patent expiration date and the tendering session. The two-stage estimations document the same pattern as the generalized least square estimations find. This evidence indicates that generic competition affects branded supplier’s behavior in public procurement auctions differently from other markets.

As mentioned in FAL Bulletin No 167, "trade facilitation" is still a relatively imprecise concept covering a wide variety of topics, such as: customs issues; technical norms relating to quality standars and control of plant and normal diseases; transport; commercial information interchange and a variety of trade-related services.This broad scope means that an analysis of trade facilitation at the level of an individual country or trade agreement, entails obtaining data froma variety of public bodies, since they are not centralized. Studying trade facilitation in Mercosur is quite complex, given its considerable organizational decentralization and the geographic dispersal of the operations of its different bodies.This edition of our Bulletin covers progress achieved on customs issues and on technical standards and quality control.

O objeto central da pesquisa que deu origem a esta tese de doutorado foi analisar os efeitos segregativos que os grandes projetos urbanos provocam sobre as condições de moradia nas metrópoles amazônicas de Belém e Manaus. Adotam-se as projeções teóricas que interpretam a dinâmica urbana enquanto produto da acumulação do capital e que gera segregação social, numa perspectiva que permite comparar intervenções urbanas nessas duas metrópoles. Em cada uma dessas cidades, grandes projetos urbanos estão sendo implantados. Para efeito deste estudo, as experiências do Projeto Portal da Amazônia, em Belém-Pará e o Programa de Saneamento Ambiental dos Igarapés Manaus (PROSAMIM), na cidade Manaus-Amazonas, foram analisados como experiências de grandes projetos urbanos na Amazônia. O referencial teórico-metodológico teve a contribuição das teorias produzidas pela Escola Sociológica francesa, as anglo-saxônicas e as brasileiras, permitindo a construção de um pensamento crítico sobre a lógica que permeia os grandes projetos urbanos nas metrópoles amazônicas. Para isso, elegeu-se um procedimento operacional do tipo quali-quantitivo, tendo em dados primários e secundários as principais fontes de informação, materializadas por documentos históricos, oficiais, dados estatísticos, observação direta e realização de entrevistas com lideranças dos movimentos em defesa da moradia e da reforma urbana, moradores das áreas afetadas direta e indiretamente pelos programas em estudo e agentes de órgãos públicos. Os principais resultados são a constatação de que nas metrópoles amazônicas o processo de urbanização vem se dando desde o final do século XIX, com o advento da economia gomífera, intensificando-se a partir do Golpe Militar de 1964, quando foram fortalecidos os processos de exploração de recursos naturais e de adensamento populacional, com consequentes alterações físico-territoriais em Belém e Manaus. Nos anos recentes, as duas cidades vêm acompanhando o movimento de globalização do capital, ao adotarem os grandes projetos urbanos como a principal estratégia de renovação urbana, com suporte técnico e financeiro do Banco Interamericano de Desenvolvimento (BID). Por fim, estes resultados apontaram efeitos segregativos, determinados pela implantação destes grandes projetos urbanos, uma vez que as ações de deslocamento compulsório impactaram de forma negativa a condição de moradia e trabalho de expressivas frações das classes trabalhadoras, tornando inacessível o Direito à Cidade, tanto em Belém como em Manaus.

A presente pesquisa propôs-se investigar a efetividade dos acordos de pesca na Amazônia enquanto instrumento de gestão participativa através das populações residentes nas comunidades do Pixuna e Jarí do Socorro no município de Santarém-Pa. Para tanto, analisou-se como as referidas comunidades veem os acordos de pesca vigente, já que as mesmas são consideradas agroextrativistas e que possui na atividade pesqueira sua fonte de renda, proteína e ao longo dos anos vem praticando o mecanismo do acordo de pesca como forma de gestão desta atividade. Também buscou-se entrevistar representantes de ONGs como o IPAM enquanto organização responsável em divulgar de uma maneira mais simples para os pescadores o que vem a ser na forma da Lei e na prática a Instrução Normativa do IBAMA Nº 29/2002 que trata da criação dos acordos de pesca; a Colônia de Pescadores Z-20 representante legal e responsável em defender os interesses e direitos dos trabalhadores do setor artesanal da pesca local perante os órgãos públicos e a sociedade e o IBAMA representante oficial do poder publico, gestor e fiscalizador de quaisquer ações de pesca predatória e de degradação do meio ambiente evidenciados nos acordos implantados nas comunidades. A pesquisa descreve o ambiente de várzea como cenário para essas relações que se estabelecem a partir do uso de um recurso de acesso livre a todos como é o caso do pescado. No que diz respeito à metodologia as técnicas utilizadas se constituíram em: observação direta, aplicação de entrevistas semi-estruturadas e questionários. Foram apresentadas as características da pesquisa, os seus sujeitos e as informações relativas à coleta e à análise dos dados. Assim, o estudo caracterizou-se como qualitativo. Os dados foram analisados através de procedimentos estatísticos básicos com a utilização do software SPSS a partir de frequências e estimativas de parâmetros descritivos, com representação de tendências através de tabelas e gráficos, que tem como finalidade uma melhor visualização destas análises e observações para o contexto da pesquisa. Por fim, foram feitas as considerações finais do estudo, onde foi identificado que a falta de articulação entre os comunitários residentes nas localidades, e das comunidades com o poder publico podem, ser apontados como importantes fatores na decadência observada nos acordos de pesca vigente; outro ponto interessante e de importância considerável é a ausência do órgão responsável pela fiscalização das regras encontradas nos acordos de pesca, o IBAMA. Diante disso, foram sugeridas algumas recomendações aos membros das organizações analisadas.

The theme of this project is the animal world, focusing on Bauru. The magazine Bauru Animal was born from the lack of publications addressing the issue of animals under the focus of their rights in this county. The treatment we give to animals is an important ethical and moral issue that should be discussed by the press. In Bauru there is an animal protection movement, whether organized or independent people. And there are many problems about the animals. The intent of the magazine is to report the status of animals in the city, checking legislation and getting into the philosophical field: we have the right to treat animals as mere environmental and economic resource? For the preparation of the materials were performed several interviews, documented in audio files and performed with the authors' theoretical Cremilda Medina and José Carlos Sebe Bom Meihy. The animal issue is cross-cutting issue that involves all traditional media editorials and allows public bodies to discuss assignments, ethical, moral and legal, the role of the citizen in society and many other issues relevant to the media

The objective of this study was to analyze the performance of solid waste management in the municipality of Tibagi, Paraná, a city with approximately 20000 inhabitants, which implemented the selective collection program called Recycle Tibagi. The analysis was based on descriptive statistical techniques, considering the three types of waste (tailings, organic and recyclable), and per capita generation of garbage upward trend in the coming years, based on the method of Winter (Triple Exponential Damping), using data recorded by the Department of the Environment and the Association of Recyclable Materials from Tibagi - ACAMARTI. Efficient selective collection from a structured environmental education program with constant training conducted with the scavengers, possible to obtain important data in sorting and marketing of recyclable materials, saving raw materials, water and energy, as well as relevant indicators social inclusion and employment generation and income. The project involves several areas of municipal management and arouses curiosity and interest in several areas: social, financial, environmental and administrative. It's a way to encourage new projects and public bodies, highlighting the importance of recycling and proper disposal of solid waste.

The constant misuse of land in Permanent Preservation Areas (APPs) have been recurrent, especially in urban areas, where the dynamics of change is constant. The protection of these areas to maintain a balance in the ecosystem and the population's quality of life is fundamentally important. So it is of utmost important to draw up a mechanism that can help in decision-making in relation to measures for the protection, mitigation of damages that are being caused and revitalization of these areas. Thus, a managing these areas based on the PMBOK (Project Management Body of Knowledge) in order to create mechanisms to facilitate the protection and revitalization of APPs, could be of great help for making public decision-making bodies that are entrusted to protect such areas. Based on this, we elaborated a project management in order to revitalize and protect the APPs in urban area of Rio Claro, SP and could become a model for future use by public bodies
