A reforma universitária em curso, iniciada na gestão do presidente Lula da Silva, inaugura uma nova etapa na (re)configuração das universidades públicas brasileiras que repercute diretamente na estrutura acadêmica, administrativa e política dessas instituições. O Programa de Apoio aos Planos de Reestruturação e Expansão das Universidades Públicas - REUNI - é exemplo do atual cenário de reformas e é apresentado como uma das principais ações do governo federal, visando à ampliação de acesso e permanência nas universidades públicas. Esta dissertação resulta da pesquisa realizada no Programa de Pós-Graduação em Educação, da Universidade Federal do Pará (UFPA), tendo o processo de implantação do REUNI, no Campus Universitário de Altamira, da UFPA, como objeto de estudo e, como objetivo, investigar as repercussões do Programa nos aspectos relacionados ao acesso à educação superior, ao financiamento e a gestão universitária. As concepções teórico-metodológicas se fundamentam nas contribuições do materialismo histórico-dialético. Os resultados preliminares foram obtidos por meio de pesquisa bibliográfica, análise de documentos e estudo de caso, realizado no referido Campus de Altamira, e indicam que, a despeito da adesão maciça das universidades federais ao REUNI, o conjunto de indicadores pactuados no Programa, notadamente de caráter quantitativo, não vêm sendo plenamente alcançados. Na Universidade Federal do Pará, apesar da constituição de um amplo arcabouço normativo destinado a dar materialidade às ações e metas do Programa, e efetividade aos indicadores, como diplomação e ampliação da oferta no ensino de graduação; até o momento, os resultados se apresentam abaixo das metas pactuadas junto ao MEC. Além disso, observam-se importantes alterações na dinâmica da gestão da instituição universitária, cujos processos administrativos têm sido revestidos de racionalidade, flexibilidade e eficiência, em suma, tornaram-se gestão orientada por resultados. A pesquisa evidenciou, ainda, que o marco da atual conformação atribuída às universidades públicas está na ressignificação dos conceitos de público e privado e na progressiva diminuição da autonomia universitária, apontando, também, uma forma de expansão sem os correspondentes aportes financeiros e sem a garantia dos padrões de excelência acadêmica, historicamente atribuídos às universidades públicas.

Die Regulierung und Steuerung von Hochschulen unterliegt spätestens seit der Liberalisierung des Hochschulrahmengesetzes im Jahr 1998 einer erheblichen Reformdynamik. Hochschulautonomie, New Public Management, Profilbildung, Exzellenz und Wettbewerb sind zentrale Stichworte im Rahmen der durchgeführten politischen Reformen und Programme.rnDer politisch intendierte Ausbau einer organisationalen Selbststeuerung von Universitäten stellt die Hochschulen vor beachtliche Herausforderungen und kann als Paradigmenwechsel im Bereich der Hochschul-Governance betrachtet werden. In der Fachdiskussion wird der entsprechende Wandel auch als Stärkung der „managerial governance“ (bspw. de Boer et al. 2007) oder als Wandel von Universitäten hin zu „more complete organizations“ (Brunsson/ Sahlin-Andersson 2000) bzw. „organisational actors“ (Krücken/Meier 2006) beschrieben. rnGleichzeitig liegt bislang eher fragmentarisches Wissen darüber vor, wie der veränderte Re-gulierungskontext von den Steuerungsakteuren in deutschen Hochschulen aufgegriffen wird, d.h. ob auf Organisationsebene tatsächlich ein Ausbau der organisationalen Selbststeuerung stattfindet, welche Steuerungsinitiativen und -instrumente sich bewähren und warum dies der Fall ist. Die vorliegende Arbeit geht diesen Fragen im Rahmen einer vergleichenden Fallstudie an sechs Universitäten nach. rnIm Zentrum der empirischen Erhebung stehen 60 qualitative sozialwissenschaftliche Interviews mit Leitungsakteuren auf Hochschul- und Fachbereichsebene. Diese Daten werden ergänzt durch umfangreiche Dokumentenanalysen, insbesondere von Jahresberichten, Grundordnungen, Strategie- und Planungsdokumenten sowie durch Daten der amtlichen Hochschul-statistik. Das Untersuchungsdesign erlaubt überdies eine Gegenüberstellung von großen und kleinen Universitäten sowie von Hochschulen mit einer technisch-naturwissenschaftlichen Ausrichtung gegenüber solchen mit einem kultur- und sozialwissenschaftlichen Schwerpunkt. Die Untersuchung zeigt, dass an fünf der sechs untersuchten Hochschulen ein zum Teil deutlicher Ausbau der organisationalen Selbststeuerung festzustellen ist, wenngleich der spezifische organisationale Charakter von Universitäten, d.h. eine weitgehend lose Kopplung mit autonomen Professionals, im Wesentlichen erhalten bleibt. Die Zusammenschau der Veränderungen ergibt ein idealtypisches Modell des Wandels von Strategie, Struktur und Kultur der Hochschulen. Auf Basis der empirischen Ergebnisse werden weiterhin zentrale externe und interne Einflussfaktoren auf den spezifischen organisationalen Wandel analysiert. Schließlich werden Kosten und Nutzen sowie Risiken und Chancen der Governance-Reformen im Hoch-schulbereich gegenübergestellt.

In the recent four or five years, there have been abrupt and radical changes in the governance of Hungarian higher education. It can then be interesting to assess the state of “homo academicus“ as it looks currently in Hungary. The notion of “homo academicus“ is obvious: it concerns participants in the system of a country’s higher education. The paper as follows still comes back to the definition of “homo academicus“ by referring first to it as occupation, or rather as a profession that can be interpreted in terms of sociology. Secondly, some historic patterns can also be mobilised, based on the assumption that university is a very European institutions that is even rooted in the tradition of the Middle Ages. The elbow-room of seeking for identity and the role to be filled by academics are limited by the effective system of the governance of higher education. It is a key to the chances of academics of meeting the historically corroborated professional standards that they exercise academic freedom. As it cannot be done individually, but in cooperation (through a collegial system), academic freedom is always combined with collective action. The field where this freedom can be exercised can be specified through university autonomy, the lack of which makes a serious barrier to the full development of a character of “homo academicus“. This is now the case in Hungary, the paper suggests. The paper seeks to gain deeper understanding of the character of academics, their vocation and professional roles, and the governance of higher education, serving as the environment for academic activity, by creating a conceptual framework. The paper is established on the results of sociological research and the experience of legal management, although it remains to be of theoretical nature. It criticises the current Hungarian situation of the governance of higher education, arguing for the reconstruction of university autonomy and financial stability. It also emphasises the importance of predictable regulations.

Con el fin de participar en el debate que sobre consorcios se ha generado en la actualidad, se presenta en este documento una descripción de la experiencia de lo actuado en la Red de Sistemas Integrados de Información Documental de las Universidades miembros del Consejo Superior Universitario Centroamericano REDSIID/CSUCA; la cual pretende ser un consorcio académico bibliotecológico. Estructura de cooperación que podría favorecer a la región centroamericana.La globalización ha generado un estado de confrontación entre las corrientes de pensamiento. La formación académica tiende a ser más horizontal dejando de lado las élites intelectuales. Sin embargo, esa horizontalidad, que permite igualdad de acceso a todos los grupos sociales y a todos los niveles culturales, transgrede las identidades locales y a las universidades. La misma autonomía universitaria pareciera perder vigencia, para ampliar los espacios de convivencia y retroalimentación comunitaria; uno de ellos, establecer vínculos universidad-empresa. Consecuentemente, el modelo universitario debe reconceptualizar sus procesos, entre ellos: el acceso a la información, el acceso al conocimiento y el acceso al aprendizaje.

The relative contribution of geographical dislocation, attachment styles, coping behaviours, and autonomy, to successful student adjustment, was examined in relation to stress and well-being. A sample of 142 on campus first year university students, across four Victorian university campuses completed self-report questionnaires. Questionnaires included demographic, social network, intrapsychic (attachment and autonomy), and coping variables. Multiple regression analysis revealed that being female, not having made a friend to confide in personal matters, lower achieved autonomy, and use of emotion-focused coping predicted higher levels of student stress. A second multiple regression analysis revealed that living away from home, and preferring others to approach oneself to initiate conversation or friendships predicted lower well-being, whilst increased frequency of phone and email contact, and greater secure parent and peer attachment, predicted greater well-being. Pearson's correlations indicated that securely attached students used more problem focused coping and social support, whereas insecurely attached students used more emotion focused coping. Qualitative data indicated student concerns about being away from family and friends, finance, course direction and structure, social opportunities on campus, and generally adjusting to the university culture. It was concluded that first year on-campus students would benefit from program initiatives targeting enhancement of on-campus social opportunities, development of autonomy, problem focused coping behaviour, interpersonal and social assertiveness.

Using Assessment for Learning (AfL) may develop learner autonomy however, very often AfL is reduced to a set of strategies that do not always achieve the desired outcome. This research adopted a different approach that examined AfL as a cultural practice, situated within influential social relationships that shape learner identity. The study addressed the question “What are the qualities of the teacher-student relationship that support student learning autonomy in an AfL context?” Three case studies of the interactions of Queensland middle school teachers and their classes of Year 7, 8 and 9 were developed over one year. Data were collected from field notes and video recordings of classroom interactions and individual and focus group interviews with teachers and students. The analysis began with a close look at the field data. Interpretations that emerged from a sociocultural theoretical understanding were helpful in informing the process of analysis. Themes and patterns of interrelationships were identified through thematic coding using a constant comparative approach. Validation was achieved through methodological triangulation. Four findings that inform an understanding of AfL and the development of learner autonomy emerged. Firstly, autonomy is theorised as a context-specific identity mediated through the teacher-student relationship. Secondly, it was observed that learners negotiated their identities as knowers through AfL practices in various tacit, explicit, group and individual ways in a ‘generative dance’ of knowing in action (Cook & Brown, 2005). Thirdly, teachers and learners negotiated their participation by drawing from identities in multiple communities of practice. Finally it is proposed that a new participative identity or narrative for assessment is needed. This study contributes to understandings about teacher AfL practices that can help build teacher assessment capacity. Importantly, autonomy is understood as an identity that is available to all learners. This study is also significant as it affirms the importance of teacher assessment to support learners in developing autonomy, a focus that challenges the singular assessment policy focus on measuring performance. Finally this study contributes to a sociocultural theoretical understanding of AfL.

As Australian society 1s agemg, individuals are increasingly concerned about managing their future, including making decisions about the medical treatment they may wish to receive or refuse if they lose decision-making capacity. To date, there has been relatively little research into the extent to which legal regulation allows competent adults to make advance refusals of life-sustaining medical treatment that will bind health professionals and others when a decision needs to be made at a future time. This thesis aims to fill this gap in the research by presenting the results of research into the legal regulation of advance directives that refuse life-sustaining medical treatment. In the five papers that comprise this thesis, the law that governs this area is examined, and the ethical principle of autonomy is used to critically evaluate that law. The principal finding of this research is that the current scheme of regulation is ineffective to adequately promote the right of a competent adult to make binding advance directives about refusal of medical treatment. The research concludes that legislation should be enacted to enable individuals to complete an advance directive, only imposing restrictions to the extent that this is necessary to promote individual autonomy. The thesis first examines the principle of autonomy upon which the common law (and some statutory law) is expressed to be based, to determine whether that principle is an appropriate one to underpin regulation. 1 The finding of the research is that autonomy can be justified as an organising principle on a number of grounds: it is consistent with the values of a liberal democracy; over recent decades, it is a principle that has been even more prominent within the discipline of medical ethics; and it is the principle which underpins the legal regulation of a related topic, namely the contemporaneous refusal of medical treatment. Next, the thesis reviews the common law to determine whether it effectively achieves the goal of promoting autonomy by allowing a competent adult to make an advance directive refusing treatment that will operate if he or she later loses decision-making capacity. 2 This research finds that conunon law doctrine, as espoused by the judiciary, prioritises individual choice by recognising valid advance directives that refuse treatment as binding. However, the research also concludes that the common law, as applied by the judiciary in some cases, may not be effective to promote individual autonomy, as there have been a number of circumstances where advance directives that refuse treatment have not been followed. The thesis then examines the statutory regimes in Australia that regulate advance directives, with a focus on the regulation of advance refusals of life-sustaining medical treatment.3 This review commences with an examination ofparliamentary debates to establish why legislation was thought to be necessary. It then provides a detailed review of all of the statutory regimes, the extent to which the legislation regulates the form of advance directives, and the circumstances in which they can be completed, will operate and can be ignored by medical professionals. The research finds that legislation was enacted mainly to clarify the common law and bring a level of certainty to the field. Legislative regimes were thought to provide medical professionals with the assurance that compliance with an advance directive that refuses life-sustaining medical treatment will not expose them to legal sanction. However, the research also finds that the legislation places so many restrictions on when an advance directive refusing treatment can be made, or will operate, that they have not been successful in promoting individual autonomy.
