A number of systematic conservation planning tools are available to aid in making land use decisions. Given the increasing worldwide use and application of reserve design tools, including measures of site irreplaceability, it is essential that methodological differences and their potential effect on conservation planning outcomes are understood. We compared the irreplaceability of sites for protecting ecosystems within the Brigalow Belt Bioregion, Queensland, Australia, using two alternative reserve system design tools, Marxan and C-Plan. We set Marxan to generate multiple reserve systems that met targets with minimal area; the first scenario ignored spatial objectives, while the second selected compact groups of areas. Marxan calculates the irreplaceability of each site as the proportion of solutions in which it occurs for each of these set scenarios. In contrast, C-Plan uses a statistical estimate of irreplaceability as the likelihood that each site is needed in all combinations of sites that satisfy the targets. We found that sites containing rare ecosystems are almost always irreplaceable regardless of the method. Importantly, Marxan and C-Plan gave similar outcomes when spatial objectives were ignored. Marxan with a compactness objective defined twice as much area as irreplaceable, including many sites with relatively common ecosystems. However, targets for all ecosystems were met using a similar amount of area in C-Plan and Marxan, even with compactness. The importance of differences in the outcomes of using the two methods will depend on the question being addressed; in general, the use of two or more complementary tools is beneficial.

The rapid global loss of biodiversity has led to a proliferation of systematic conservation planning methods. In spite of their utility and mathematical sophistication, these methods only provide approximate solutions to real-world problems where there is uncertainty and temporal change. The consequences of errors in these solutions are seldom characterized or addressed. We propose a conceptual structure for exploring the consequences of input uncertainty and oversimpli?ed approximations to real-world processes for any conservation planning tool or strategy. We then present a computational framework based on this structure to quantitatively model species representation and persistence outcomes across a range of uncertainties. These include factors such as land costs, landscape structure, species composition and distribution, and temporal changes in habitat. We demonstrate the utility of the framework using several reserve selection methods including simple rules of thumb and more sophisticated tools such as Marxan and Zonation. We present new results showing how outcomes can be strongly affected by variation in problem characteristics that are seldom compared across multiple studies. These characteristics include number of species prioritized, distribution of species richness and rarity, and uncertainties in the amount and quality of habitat patches. We also demonstrate how the framework allows comparisons between conservation planning strategies and their response to error under a range of conditions. Using the approach presented here will improve conservation outcomes and resource allocation by making it easier to predict and quantify the consequences of many different uncertainties and assumptions simultaneously. Our results show that without more rigorously generalizable results, it is very dif?cult to predict the amount of error in any conservation plan. These results imply the need for standard practice to include evaluating the effects of multiple real-world complications on the behavior of any conservation planning method.

Bayesian nonparametric models, such as the Gaussian process and the Dirichlet process, have been extensively applied for target kinematics modeling in various applications including environmental monitoring, traffic planning, endangered species tracking, dynamic scene analysis, autonomous robot navigation, and human motion modeling. As shown by these successful applications, Bayesian nonparametric models are able to adjust their complexities adaptively from data as necessary, and are resistant to overfitting or underfitting. However, most existing works assume that the sensor measurements used to learn the Bayesian nonparametric target kinematics models are obtained a priori or that the target kinematics can be measured by the sensor at any given time throughout the task. Little work has been done for controlling the sensor with bounded field of view to obtain measurements of mobile targets that are most informative for reducing the uncertainty of the Bayesian nonparametric models. To present the systematic sensor planning approach to leaning Bayesian nonparametric models, the Gaussian process target kinematics model is introduced at first, which is capable of describing time-invariant spatial phenomena, such as ocean currents, temperature distributions and wind velocity fields. The Dirichlet process-Gaussian process target kinematics model is subsequently discussed for modeling mixture of mobile targets, such as pedestrian motion patterns.
Novel information theoretic functions are developed for these introduced Bayesian nonparametric target kinematics models to represent the expected utility of measurements as a function of sensor control inputs and random environmental variables. A Gaussian process expected Kullback Leibler divergence is developed as the expectation of the KL divergence between the current (prior) and posterior Gaussian process target kinematics models with respect to the future measurements. Then, this approach is extended to develop a new information value function that can be used to estimate target kinematics described by a Dirichlet process-Gaussian process mixture model. A theorem is proposed that shows the novel information theoretic functions are bounded. Based on this theorem, efficient estimators of the new information theoretic functions are designed, which are proved to be unbiased with the variance of the resultant approximation error decreasing linearly as the number of samples increases. Computational complexities for optimizing the novel information theoretic functions under sensor dynamics constraints are studied, and are proved to be NP-hard. A cumulative lower bound is then proposed to reduce the computational complexity to polynomial time.
Three sensor planning algorithms are developed according to the assumptions on the target kinematics and the sensor dynamics. For problems where the control space of the sensor is discrete, a greedy algorithm is proposed. The efficiency of the greedy algorithm is demonstrated by a numerical experiment with data of ocean currents obtained by moored buoys. A sweep line algorithm is developed for applications where the sensor control space is continuous and unconstrained. Synthetic simulations as well as physical experiments with ground robots and a surveillance camera are conducted to evaluate the performance of the sweep line algorithm. Moreover, a lexicographic algorithm is designed based on the cumulative lower bound of the novel information theoretic functions, for the scenario where the sensor dynamics are constrained. Numerical experiments with real data collected from indoor pedestrians by a commercial pan-tilt camera are performed to examine the lexicographic algorithm. Results from both the numerical simulations and the physical experiments show that the three sensor planning algorithms proposed in this dissertation based on the novel information theoretic functions are superior at learning the target kinematics with
little or no prior knowledge

ABSTRACT OBJECTIVE To identify the factors that interfere with the access of adolescents and young people to childbirth care for in the Northeast region of Brazil. METHODS Cross-sectional study with 3,014 adolescents and young people admitted to the selected maternity wards to give birth in the Northeast region of Brazil. The sample design was probabilistic, in two stages: the first corresponded to the health establishments and the second to women who had recently given birth and their babies. The data was collected by means of interviews and consulting the hospital records, from pre-tested electronic form. Descriptive statistics were used for the univariate analysis, Pearson’s Chi-square test for the bivariate analysis and multiple logistic regressions for the multivariate analysis. Sociodemographic variables, obstetrical history, and birth care were analyzed. RESULTS Half of the adolescents and young people interviewed had not been given guidance on the location that they should go to when in labor, and among those who had, 23.5% did not give birth in the indicated health service. Furthermore, one third (33.3%) had to travel in search of assisted birth, and the majority (66.7%) of the postpartum women came to maternity by their own means. In the bivariate analysis, the variables marital status, paid work, health insurance, number of previous pregnancies, parity, city location, and type of health establishment showed a significant association (p < 0.20) with inadequate access to childbirth care. The multivariate analysis showed that married adolescents and young people (p < 0.015), with no health insurance (p < 0.002) and from the countryside (p < 0.001) were more likely to have inadequate access to childbirth care. CONCLUSIONS Adolescents and young women, married, without health insurance, and from the countryside are more likely to have inadequate access to birth care. The articulation between outpatient care and birth care can improve this access and, consequently, minimize the maternal and fetal risks that arise from a lack of systematic hospitalization planning.

According to a recent Eurobarometer survey (2014), 68% of Europeans tend not to trust national governments. As the increasing alienation of citizens from politics endangers democracy and welfare, governments, practitioners and researchers look for innovative means to engage citizens in policy matters. One of the measures intended to overcome the so-called democratic deficit is the promotion of civic participation. Digital media proliferation offers a set of novel characteristics related to interactivity, ubiquitous connectivity, social networking and inclusiveness that enable new forms of societal-wide collaboration with a potential impact on leveraging participative democracy. Following this trend, e-Participation is an emerging research area that consists in the use of Information and Communication Technologies to mediate and transform the relations among citizens and governments towards increasing citizens’ participation in public decision-making. However, despite the widespread efforts to implement e-Participation through research programs, new technologies and projects, exhaustive studies on the achieved outcomes reveal that it has not yet been successfully incorporated in institutional politics. Given the problems underlying e-Participation implementation, the present research suggested that, rather than project-oriented efforts, the cornerstone for successfully implementing e-Participation in public institutions as a sustainable added-value activity is a systematic organisational planning, embodying the principles of open-governance and open-engagement. It further suggested that BPM, as a management discipline, can act as a catalyst to enable the desired transformations towards value creation throughout the policy-making cycle, including political, organisational and, ultimately, citizen value. Following these findings, the primary objective of this research was to provide an instrumental model to foster e-Participation sustainability across Government and Public Administration towards a participatory, inclusive, collaborative and deliberative democracy. The developed artefact, consisting in an e-Participation Organisational Semantic Model (ePOSM) underpinned by a BPM-steered approach, introduces this vision. This approach to e-Participation was modelled through a semi-formal lightweight ontology stack structured in four sub-ontologies, namely e-Participation Strategy, Organisational Units, Functions and Roles. The ePOSM facilitates e-Participation sustainability by: (1) Promoting a common and cross-functional understanding of the concepts underlying e-Participation implementation and of their articulation that bridges the gap between technical and non-technical users; (2) Providing an organisational model which allows a centralised and consistent roll-out of strategy-driven e-Participation initiatives, supported by operational units dedicated to the execution of transformation projects and participatory processes; (3) Providing a standardised organisational structure, goals, functions and roles related to e-Participation processes that enhances process-level interoperability among government agencies; (4) Providing a representation usable in software development for business processes’ automation, which allows advanced querying using a reasoner or inference engine to retrieve concrete and specific information about the e-Participation processes in place. An evaluation of the achieved outcomes, as well a comparative analysis with existent models, suggested that this innovative approach tackling the organisational planning dimension can constitute a stepping stone to harness e-Participation value.

Both the article's analysis from the point of view of human geography, and the process by which the individual and the collective group perceive and engage in an aesthetic evaluation of the landscape, are of fundamental importance to any interaction with the landscape

ässä työssä on analysoitu UPM-Kymmene Oyj Voikkaan tehtaalla tapahtuneiden paperikoneiden 16 ja 17 ja SGW- hiomon pysäyttämisten vaikutuksia tehtaan sisäiseen infrastruktuuriin sekä tehdas- ja osastolayoutien uudelleen järjestelytarpeisiin. Diplomityön tavoitteena oli laatia koko tehdasalueen käsittävä, osastojen, laitosten ja laitteistojen lyhyen ja pitkän tähtäimen sijoitussuunnitelma. Suunnitelmassa on huomioitu vanhan tehtaan puolelle jäävien toimintojen siirto lähemmäs käyntiin jääneitä paperikoneita 11 ja 18 sekä PGW-hiomoa. Suunnitelmassa on myös otettu huomioon tiedossa olevat pitemmän tähtäimen kehityssuunnitelmat. Suunnitelman laatimisella tavoitellaan niin ikään pitkän tähtäimen suunnitelmallisuuden lisäämistä koko tehdasympäristössä. Työn teoriaosassa tarkastellaan tehdassuunnittelua yleensä, esitellään tehdasprojektin eri vaiheet sekä tehdassuunnitteluprojektin oleellisimmat päätöksentekovaiheet. Tarkemman tarkastelun kohteena on, minkä tasoista tilasuunnittelua tehdasprojektin eri vaiheissa tehdään. Kokeellisessa osassa tarkastellaan tutkimuskohteiden vaihtoehtoisia sijoituspaikkoja, vaihtoehtojen toteutuskelpoisuutta ja niiden tarkoituksenmukaisuutta. Loppuyhteenvedossa tehdään johtopäätöksiä tehtaan koko layoutin tarkoituksenmukaisuudesta ja verrataan sitä ns. mallitehtaan periaatteelliseen layoutiin sekä tehdään yhteenvetoa siitä, mitkä ovat tehtaan toiminnan kannalta tärkeimmät muutoskohteet.

Diplomityössä kehitettiin Warkaus Works Oy:n tulistimien valmistuslinjan tuotantoa. Työn tavoitteena oli lyhentää läpimenoaika puoleen nykyisestä, kasvattaa tuotantokapasiteettiä, parantaa tuottavuutta ja toimitusvarmuutta. Työn teoriaosassa käsiteltiin erilaisia tuotannon kehittämiskeinoja, tuotannon analysointisystematiikkaa sekä automatisointiprojektin teoriaa. Työn kokeellisessa osassa selvitettiin tuotannon nykytila, jotta osattaisiin puuttua oikeisiin asioihin ja saataisiin vertailulähtökohta. Työssä selvitettiin tuotannon uudelleenvirtauttamisella saavutettavat hyödyt. Tuotannon kehittäminen painottui käsivaiheiden automatisointiin. Työssä selvitettiin eri automatisointi vaihtoehtoja. Työn tuloksena löydettiin tulistinputkien jatkohitsaukseen automatisointiratkaisu, jonka avulla käsinhitsattavien saumojen määrä rakenteessa parhaimmillaan puolittuu. Ratkaisun avulla läpimenoaikaa saadaan lyhennettyä ja tuotantokapasiteettiä nostettua ja tuottavuutta parannettua.

Työn tavoitteena oli kehittää tehtaan sisäisiä materiaalivirtoja layoutia muuttamalla ja materiaalinkäsittelyä parantamalla. Kehityksen seurauksena tulisi materiaalinkäsittelyn henkilökuntaa pystyä siirtämään tuotannon tehtäviin. Aluksi selvitettiin tehtaan toiminta, tuotteet ja prosessit, jonka jälkeen tehtiin layoutsuunnitteluun liittyvien teorioiden avulla kvantitatiivisia ja kvalitatiivisia arviointeja materiaalivirroista. Arvioinneissa havaittiin layoutsuunnittelun kannalta tärkeät asiat sekä yhteydet osastojen/työpisteiden välillä, mikä oli lähtökohtana uudelle layoutsuunnitelmalle. Työ oli kaksivaiheinen. Ensimmäisessä vaiheessa kehitettiin tehtaan nykyisiä materiaalivirtoja muuttamalla nykyistä layoutia ja parantamalla materiaalinkäsittelyä. Muutos pyrittiin pitämään hyvin kevyenä ja nykyiseen layoutiin tehtiin kaksi perusratkaisua. Kummassakin perusratkaisussa saadaan koneiden siirroilla materiaalivirtojen kannalta tärkeät koneet etusijalle sekä lisää tarvittavaa varastotilaa. Lisätilan saaminen varastoille vähentää myös tarpeetonta materiaalinkäsittelyä. Toisessa vaiheessa suunniteltiin layout laajennettuun tehdastilaan. Ensisijaisena tavoitteena oli logistinen toimivuus. Laajennuksen layoutsuunnitelmassa määritettiin kvantitatiivisten ja kvalitatiivisten arviointien avulla osastojen paikat ja koot sekä mietittiin kunkin osaston yksityiskohtaisessa suunnittelussa huomioon otettavia asioita. Suunnitelma on lähtökohtana yksityiskohtaisille suunnitelmille. Tärkeää layoutin suunnittelussa ja toteuttamisessa on huomioida layoutin käyttäjien eli työntekijöiden mielipiteet.

Venttiili- ja toimilaitetehtaassa kokoonpannaan erilaisia venttiilityyppejä sekä toimi- laitteita. Koko Metso Automationin Helsingin tehtaiden tuotantotilanteen muuttuessa käynnistettiin kehitysprojekti, jonka tarkoituksena oli uudenaikaistaa venttiilien ja toimilaitteiden valmistus vastaamaan nykypäivän vaatimuksia. Laajamittaisen osa- valmistuksen ulkoistuksen ja tuotteiston muutoksen vuoksi tuotannon uudelleen- järjestäminen oli välttämätöntä. Diplomityön tarkoituksena oli suunnitella venttiili- ja toimilaitetehtaan layout sekä uutta tuotantotilannetta vastaavat toimintatavat. Haasteena oli kolmen hyvin erilailla toimivan tuotetehtaan yhdistäminen yhdeksi kokonaisuudeksi, jossa kunkin tehtaan parhaat toimintatavat yhdistyvät. Nykyinen tuotanto ja valmistusmäärät kartoitettiin ja analysoitiin, minkä jälkeen tuotannon suunnittelu uusiin tiloihin käynnistettiin. Työ jaettiin järjestelmällisesti osiin teorian ja käytännön osuuksien kesken siten, että teoria tukee työn käytännön- osuutta. Apuna käytettiin useita erilaisia materiaalivirtojen kartoitusmenetelmiä, lukuisia mittareita, selvityksiä, ennusteita ja erilaisia malleja tulevasta tuotannosta. Layout suunniteltiin käytössäolevaan tehdashalliin, mikä aiheutti runsaasti haasteita ja rajoitteita. Aikataulu tehtiin tarkasti siten, että muuttojärjestys lyötiin lukkoon, mutta kuormitustilanne ja koneiden siirrot aiheuttivat muutoksia aikataulussa. Tavoite tuotannon häiriöttömyydestä toteutui hyvin aikataulun kustannuksella. Käytännönosuudessa tarkasteltiin erityisesti kapasiteetin joustavuutta kuormituksen vaihdellessa sekä kehitettiin toimintatavat, joilla se hallitaan. Lisäksi tutkimuksen aikana käynnistettiin useita kehitysprojekteja työn tulosten pohjalta. Näitä olivat erilaiset varaston hallintaan sekä solujen itseohjautuvuuteen liittyvät asiat. Diplomityön tuloksena saatiin uusi layout sekä sitä tukeva uusi toimintatapa, solujen itseohjautuvuuden kehittäminen käynnistettiin, varastojen hallinnan osittainen ulkoistaminen aloitettiin. Lisäksi tuotannolle kehitettiin lukuisia seurantamittareita. Layoutprojekti toteutettiin loppuun diplomityön aikana
