Työn tavoitteena oli selvittää puun ja turpeen seospolton vaikutukset tuhkien hyötykäyttökohteiden valintaan laitoksella tehtävien koeajojen ja kustannus- sekä SWOT-analyysien avulla. Lisäksi tavoitteena oli selvittää lainsäädännön vaikutukset tuhkien hyötykäyttöön. Kustannusanalyysissä tarkasteltiin tuhkien hyödyntämisen nykytilan lisäksi rakeistuslaitosinvestointia ja selvitettiin eri hyötykäyttövaihtoehtojen etuja ja haittoja. Lainsäädäntö vaikuttaa oleellisesti tuhkien hyötykäyttöön. Hyötykäyttöä säädellään sekä kansallisella että EU-tasolta tulevalla lainsäädännöllä. Ympäristölainsäädännön ja etenkin jätelainsäädännön kokonaisuudistuksen myötä myös hyötykäyttöä koskevat lainsäädäntö uudistui. Energiantuotannon tuhkat tulivat jäteverolain piiriin ja lannoiteasetuksenuudistuksella pyrittiin helpottamaan tuhkien lannoitekäyttöä. Myös jäteluokittelu ja sen päättyminen tuhkien osalta vaikuttaa olennaisesti tuhkien käsittelymenetelmien ja hyödyntämisen kannattavuuteen. Jäteluokituksen päättyminen voi viedä tuhkat kemikaalilainsäädännön piiriin. Kustannus- ja SWOT-analyysissä selvitettiin tuhkien hyödyntämisen kannalta keskeiset kustannustekijät. Rakeistuslaitosinvestoinnissa huomioitiin erilaiset tuhkien käsittelymäärät ja niiden vaikutukset kustannuksiin ja investoinnin kannattavuuteen. SWOT-analyysin avulla selvitettiin hyödyntämisen vahvuudet, heikkoudet, mahdollisuudet ja uhkatekijät. Polttoainesuhteella ei ollut poissulkevaa vaikutusta tuhkien hyötykäyttövalintaan. Lentotuhkat soveltuivat parhaiten lannoitehyötykäyttöön ja pohjatuhkat maarakennushyötykäyttöön. Rakeistuslaitosinvestointi olisi kannattava etenkin suuremmilla tuhkamäärillä.

Tässä diplomityössä käydään läpi materiaalihallintaa strategisista näkökulmista, joihin kuuluvat strateginen suunnittelu ja johtaminen, hankintatoimi, materiaalihallinta ennustamisen ja varastoimisen kautta sekä yleinen toiminnan kehittäminen. Näiden osa-alueiden kokonaissummasta tulee käsite strateginen materiaalihallinta, jonka avulla tässä työssä yritetään ratkaista tutkimuskohteena olevan yrityksen materiaalihallinnan haasteita. Strateginen materiaalihallinnan suunnittelu pitää aloittaa hahmottamalla oma ympäristö, esimerkiksi portfolioanalyysiä ja Ishikawan kalanruotokaaviota hyväksikäyttäen. Tämän jälkeen omat materiaalihallinnan kyvykkyydet voidaan analysoida, esimerkiksi SWOT-analyysin avulla, jolla pystytään kartoittamaan omat vahvuudet ja heikkoudet, sekä uhat että mahdollisuudet. Vasta kun ympäristö ja omat kyvykkyydet ovat analysoitu, voidaan asettaa päämäärät ja tavoitteet, joilla pyritään tukemaan kyseistä liiketoimintaa strategisen materiaalihallinnan avulla. Näiden tavoitteiden ja päämäärien saavuttamista on tärkeää myös seurata ja mitata. Strategista materiaalihallintaa voidaan optimoida eri tavoin, esimerkiksi erilaisilla hankinta-, varastointi, ja ennustemalleilla. Myös ABC-analyysin avulla voidaan ohjata eri ABC-luokkien materiaalihallintaa. Strateginen materiaalihallinta pyrkii siis tukemaan strategisesti liiketoimintojen päämääriä ja samalla vastaamaan asiakaskysyntään määritetyllä toimituskyvyllä minimi kokonaiskustannuksin.

The Arctic environment is changing constantly. There are several factors that constitute to the rate and immensity of the development. The region differs from the surrounding markets that most of the countries in the region have been used to. Therefore the purpose of the study was to understand how the political environment affects Finnish companies’ strategies and business operations. The issues analyzed were the political environment in the region, the business environment and economic development, and the opportunities and threats that the Finnish companies have in Arctic. The main theories were found from strategic management and market analysis tools. The different theories and definitions were gone through in order to understand the context of the study. This is a qualitative study that uses content analysis as its main method of analyzing the data. Therefore the data analyzed was gathered from already existing material and it was analyzed until the saturation point was found. This was done in order to minimize the risks related to using secondary data. The data collected was then categorized into themes accordingly. First the general political environment in the Arctic was studied, especially the Arctic Council and its work as the main political entity. From there the focus shifted to the business environment and the general opportunities and threats that are found from Arctic economic development. China offered another point of view to this as it represented a non-Arctic state with a keen interest on the region. Lastly the two previous objectives were combined and looked through from a Finnish perspective. Finnish companies have a great starting point to Arctic business and the operational business environment gives them the framework with which they have to operate in. As a conclusion it can be said that there are three main factors leading the Arctic economic development; the climate change, the development of technology, and the political environment. These set the framework with which the companies operating in the region must comply with. The industry that is likely to lead the development is the marine industry. Furthermore it became evident that the Finnish companies operating in the Arctic face many opportunities as well as threats which can be utilized, taken advantage of or controlled through effective strategic management. The key characteristics needed in the region are openness and understanding of the challenging environment and the ability to face and manage the arising challenges.

El sector piscicultor en el Huila presenta un potencial para el departamento y el país que debe ser explotado, buscando el desarrollo de ventajas competitivas sostenibles que lleven al crecimiento, expansión y desarrollo en general del sector. El presente trabajo pretende explorar diferentes estrategias que pueden ayudar al desarrollo de estas ventajas competitivas. Realizando una evaluación de diferentes factores que influyen en el sector de acuerdo con el Diamante de la competitividad de Michael Porter y explorando la cadena de valor de las empresas del sector, generamos un análisis de Debilidades, Oportunidades, Fortalezas y Amenazas (análisis DOFA) para generar una visión de las estrategias a seguir en la generación de valor. Luego de explorar las posibles estrategias que podría seguir el sector, encontramos unos puntos que se vuelven común denominador: la generación de marca para el reconocimiento de los productos en los consumidores finales y el desarrollo valor agregado a través de nuevos productos o llegando a nuevos segmentos de mercado. Teniendo en cuenta las experiencias internacionales que han tenido otros sectores, es recomendable que las empresas del sector piscicultor del departamento del Huila generen espacios de cooperación (a manera de clúster) en los cuales se tengan objetivos enfocados en la generación ventajas competitivas para todo el sector y el fortalecimiento de una marca que sea reconocida internacionalmente.

O estudo objetivou levantar as possibilidades de requalificação da Linha Tronco Centro de Pernambuco (LTCPE), um ativo ferroviário secular, em bitola métrica, com 608 km de extensão, desenvolvidos ao longo da linha dorsal do Estado de Pernambuco. Sua relevância se justifica pela solicitação da Concessionária ao Governo federal de devolução do patrimônio ferroviário. A operadora destaca que a linha ferroviária será substituída por outra linha férrea, a Ferrovia Nova Transnordestina, em bitola larga, de alto desempenho, que liga os estados de Pernambuco, Piauí e Ceará. Ambas as ferrovias desenvolvem um longo paralelismo em toda a extensão da LTCPE. Pretendeu-se, pois, identificar outras utilidades para o referido ramal ferroviário que não a de transporte de carga, vez que esta requalificação não deveria se dar em posição concorrencial com a Transnordestina. A pesquisa foi desenvolvida com base na compreensão de seu contexto histórico, da análise do quadro nacional do setor e na análise dos diversos ambientes socioeconômicos em que está inserido esse ramal ferroviário. Para obtenção dos resultados, foram aplicados questionários com profissionais dos setores de serviços públicos de planejamento e logística, operadores e outros ligados à consultoria e engenharia. Com base no rol de intervenientes identificados, foi construída uma Matriz Institucional em que se apresentou o caminho crítico de ação e as interrelações entre os intervenientes públicos. Na mesma perspectiva, foi elaborada uma Matriz de SWOT (Strengths, Weaknesses, Opportunities e Threats) de forma a articular o conjunto de dados e ações, indicando atividades e inversões financeiras que subsidiarão os estudos técnicos para a requalificação. Como resultados, o estudo identificou os trechos requalificáveis, sua destinação e novas alternativas de uso do patrimônio ferroviário remanescente.

AIM OF PAPER AND RESEARCH QUESTIONS The primary aim of this investigation was to examine, if tourism in Switzerland can be stimulated by focusing on e-bike offers. Switzerland is an attractive and manifold country for bike tourism. However, there are plenty of hilly and steep areas, where the topography is quite demanding and cycling is predestined to ambitious sportsperson. Less performance-oriented bike tourists are possibly discouraged by the challenges of the landscape. E-bikes seem to be a reasonable alterna-tive to enable less trained person to attend bike tours in steeper regions as well as to keep heterogeneous groups together. E-bikes are already popular in Switzerland for daily routes as the journey to work, but they are not very common in the tour-istic context. The presented investigation evaluates the current standing of supply and demand for e-bike tourism and asks for opportunities and threats in the future development. LITERTURE REVIEW The existing frameworks to analyse capability in the field of sport tourism are limited, because of the broad variation of sports and tourism types. Still several conceptions are valuable to evaluate the opportunities of e-bike tourism in Switzer-land. According to Higham and Hinch (2009) the potential of touristic products and destinations always depends on the interaction among the factors place, people and activity. Standeven and de Knop (1999) support this position by identify-ing the experience of place as a key component of the sport tourism experience. Bull (2005) assumes that place not only affects experience. In his opinion, the specific spatially located resources are even crucial for the existence of nature sports. He identifies four factors determining the attraction of touristic products or destination, as physical characteristics, accessibility and infrastructural arrangements, political and economic resources as well as cultural and perceptual aspects. Concerning the demand side (people) the contemporary research is guided by an individual psychological focus delivering mainly results about motives and the decision making process (e.g. Görtz & Hürten, 2011). RESEARCH DESIGN AND DATA ANALYSIS The presented study is based on a between method triangulation, consisting of qualitative interviews with important stake-holders on the supply side and a cross sectional survey on the demand side. Qualitative interviews were conducted with the first provider of touristic e-bike routes and with the manager of the leading e-bike rental company in Switzerland. The interviews were evaluated by qualitative content analysis according to Mayring (2008). The survey covered a randomized sample of 748 adult persons and focused on interests and needs of potential consumers. The concluding potentials analy-sis combined the results of the interviews and the survey with the findings of literature research. As central outcome the strengths, weaknesses, opportunities and threats were evaluated and presented by SWOT-analysis. RESULTS Results showed that the development of e-bike tourism in Switzerland was not initiated by tourism promoter, but by an innovative e-bike producer. However, also for the manufacturer the fit between landscape (place), product (activity) and visitors (people) was the crucial criterion. The first e-bike tours were offered in a demanding and rural region, in order that the experience of place was able to promote a positive overall experience. Due to the success of the first touristic e-bike products, several tourism regions started to extend their portfolio with e-bike offers. To date a nationwide network for signalised e-bike tours, rental stations and changing stations for rechargeable batteries is established. Despite the attractive offer, the demand is only moderate. The obtained results of the consumer survey pointed at a certain barrier to use e-bikes for tourism activities. The most substantial barrier is the missing affinity for bike tourism in general. Another notable group considering themselves as “fit enough for normal bike tourism”. Nevertheless 55% of the respondent are interested in tour-istic e-bike products. Looking only at people with e-bike tourism experience, even 92% are interested in further activities. DISCUSSION AN CONCLUSION The current study findings are encouraging because they suggest a superior suitability and an attractive level of e-bike tourism products in Switzerland. The results of the consumer survey indicate an increasing demand for e-bike tourism. The investigation also points at some risks, as the rivalry for bike tourism or the raised safety hazard because of the increased driving speed. Summing up, the results support the conclusion, that e-bike tourism will become more important in the com-ing years. However, to reach the goal relevant trends as the requirement for customised offers must be considered and marketing activities are supposed to be extended. REFERENCES Bull, C. (2005). El estado Bolívar con una superficie de 238.000 Km2 se encuentra ubicado al SE de Venezuela y su capital es Ciudad Bolívar. Ocupa el 26,24% de la superficie del territorio nacional. Ciudad Guayana es la principal región del desarrollo económico del estado siendo sede de las empresas básicas de los sectores siderúrgicos y del aluminio que se encargan de la extracción, procesamiento y transformación del mineral de hierro y de la transformación de la bauxita en aluminio primario. Además, cuenta con un gran potencial hidroeléctrico, garantizando el suministro de energía eléctrica para el funcionamiento de las empresas básicas, para el parque industrial de la región, así como para el desarrollo industrial, económico y social de la nación. Con relación al sector de la industria del mineral de hierro y del aluminio, las empresas destinan más del 60 por ciento de su producción al mercado internacional. A pesar de que el sector de las Pequeñas y Medianas Industrias (PYMIS) del estado Bolívar cuenta con un mercado cercano y seguro, no se le ha propiciado un desarrollo integral en términos de orientar sus esfuerzos en innovar en nuevos productos o mejoras de procesos. Debido a la falta del personal de investigación calificado, la escasa vinculación con centros de investigación, la baja inversión en investigación, desarrollo tecnológico e innovación (I+D+i), la ausencia de la aplicación de una política pública de I+D+i y la desarticulación de los miembros del Sistema Regional de Innovación (SRI), constituyen los principales obstáculos para generar bienes y servicios con un alto valor agregado. Esta situación desequilibra y hace ineficiente el funcionamiento del SRI. La baja capacidad de las PYMIS del estado Bolívar en I+D+i, es una situación que impide generar por si sola nuevos productos o procesos para satisfacer las demandas del mercado regional. Por lo tanto, se requiere de la intervención y participación activa de la institución gubernamental responsable del diseño y aplicación de una política pública de I+D+i para dinamizar la capacidad de innovación en las PYMIS, en su articulación y vinculación con los miembros del SRI. xiii El presente proyecto se planteó como objetivo diseñar una metodología de política pública de I+D+i para liderar, coordinar y direccionar el SRI del estado Bolívar, para el desarrollo de la capacidad de innovación en el sector industrial y específicamente en las PYMIS. La presente tesis representa una investigación no experimental de tipo proyectivo que analiza la situación actual del Sistema Regional de Innovación del estado Bolívar. El análisis de los resultados se ha dividido en tres fases. En la primera se realizan diagnósticos por medio de encuestas de las PYMIS en materia de I+D+i, de los centros y laboratorios de investigación pertenecientes a las universidades de la región en el área de Materiales y de los sectores financieros público y privado. En dichas encuestas se evalúa el nivel de integración con los entes gubernamentales que definen y administran la política pública de I+D+i. En la segunda fase, con el diagnóstico y procesamiento de los resultados de la primera fase, se procede a desarrollar un análisis de las fortalezas, oportunidades, debilidades y amenazas (FODA) del Sistema Regional de Innovación, permitiendo comprender la situación actual de la relación y vinculación de las PYMIS con los centros de investigación, instituciones financieras y entes gubernamentales. Con la problemática detectada, resultó necesario el diseño de estrategias y un modelo de gestión de política pública de I+D+i para la articulación de los miembros del SRI, para el apoyo de las PYMIS. En la tercera fase se diseña la metodología de política pública de I+D+i para fortalecer la innovación en las PYMIS. La metodología se representa a través de un modelo propuesto que se relaciona con las teorías de los procesos de innovación, con los modelos de sistemas de innovación y con las reflexiones y recomendaciones hechas por diferentes investigadores e instituciones de cooperación internacional referentes a la aplicación de políticas públicas de I+D+i para dinamizar la capacidad de innovación en el sector industrial. La metodología diseñada es comparada con diferentes modelos de aplicación de política pública de I+D+i. Cada modelo se representa en una figura y se analiza su xiv situación presente y la función que desempeña el ente gubernamental en la aplicación del enfoque de política pública de I+D+i. El diseño de la metodología de política pública de I+D+i propuesta aportará nuevos conocimientos y podrá ser aplicado para apoyar el progreso de la I+D+i en las PYMIS de la región, como caso de estudio, con el fin de impulsar una economía más competitiva y reducir el grado de dependencia tecnológica. La metodología una vez evaluada podrá ser empleada en el contexto de la gran industria y en otras regiones de Venezuela y además, puede aplicarse en otros países con características similares en su tejido industrial. En la tesis doctoral se concluye que el desarrollo de la capacidad de innovación en las PYMIS depende del diseño y aplicación de la política pública de I+D+i como elemento dinamizador y articulador del SRI del estado Bolívar. xv ABSTRACT The Bolivar state with an area of 238,000 km2 is located in the SE of Venezuela and its capital is Ciudad Bolivar. It occupies a surface which is 26.24% of the national territory. Ciudad Guayana is the main area of the state's economic development and the location of the corporate headquarters of the basic steel and aluminum sectors that are responsible for the extraction, processing and transformation of iron ore and bauxite processing for primary aluminum. It also has a great hydroelectric potential, ensuring the supply of electricity for the operation of enterprises, for the regional industrial park as well as for the industrial, economic and social development of the nation. With regard to the iron ore and aluminum industry, companies allocate more than 60 percent of their production to the international market. Although the sector of Small and Medium Industries (SMIs) of the Bolivar state has a secure market, it has not been led to an integral development in terms of targeting its efforts on innovating new products or improving processes. Due to the lack of qualified research staff, poor links with research centers, low investment in research, technological development and innovation (R & D & I), the absence of the implementation of a public policy for R & D & I and the dismantling of the members of the Regional Innovation System (RIS), are the main obstacles to generate goods and services with high added value. This situation makes the RIS unbalanced and inefficient. The low capacity of Bolivar state’s SMIs in R & D & I, is a situation that cannot generate by itself new products or processes to meet regional market demands. Therefore, it requires the active involvement and participation of the government institution responsible for the design and implementation of R & D & I public policy to boost the innovation capacity in SMIs, through the connection and integration with members of the RIS. This project is intended to design a methodology aimed at public policy for R & D & I to lead, coordinate and direct the RIS of Bolivar state, for the development of innovation capacity in the industrial sector and specifically in the SMIs. xvi This thesis is an experimental investigation of projective type which analyzes the current situation of the Regional Innovation System of the Bolivar state. The analysis of the results is divided into three phases. In the first one, a diagnosis is performed through surveys of SMIs in R & D & I centers and research laboratories belonging to the universities of the region in the area of materials and public and private financial sectors. In such surveys the level of integration with government agencies that define and manage the public policy of R & D & I is assessed. In the second phase, with the diagnosis and processing of the results of the first phase, we proceed to develop an analysis of the strengths, weaknesses, opportunities and threats (SWOT) of the Regional Innovation System, allowing the comprehension of the current status of the relationship of SMIs with research centers, financial institutions and government agencies. With the problems identified it was necessary to design strategies and a model of public policy management of R & D & I for the articulation of the members of the RIS, to support the SMIs. In the third phase a public policy methodology for R & D & I is designed in order to strengthen innovation in SMIs. The methodology is shown through a proposed model that relates to the theories of the innovation process, with models of innovation systems and with the discussions and recommendations made by different researchers and institutions of international cooperation concerning the implementation of policies public for R & D & I to boost innovation capacity in the industrial sector. The methodology designed is compared with different models of public policy implementation for R & D & I. Each model is represented in a figure and its current situation and the role of the government agency in the implementation of the public policy approach to R & D & I is analyzed. The design of the proposed public policy methodology for R & D & I will provide new knowledge and can be applied to support the progress of R & D & I in the region’s SMIs, as a case study, in order to boost a more competitive economy and reduce the degree of technological dependence. After being evaluated the methodology can be used in the context of big industry and in other regions of Venezuela and can also be applied in other countries with similar characteristics in their industrial structure. xvii The thesis concludes that the development of the innovation capacity in SMIs depends on the design and implementation of the public policy for R & D & I as a catalyst and coordination mechanism of the Regional Innovation System of the Bolivar state.

Healthcare professionals routinely deploy various quality management tools and techniques in order to improve performance of healthcare delivery. However, they are characterised by fragmented approach i.e., they are not linked with the strategic intent of the organisation. This study introduces a holistic quality improvement method, which integrates all quality improvement projects with the strategic intent of the healthcare organisations. It first identifies a healthcare system and its environment. The Strengths, Weaknesses, Opportunities and Threats (SWOT) of the system are then derived with the involvement of the concerned stakeholders. This leads to developing the strategies in order to satisfy customers in line with the organisation's competitive position. These strategies help identify a few projects, the implementation of which ensures achievement of desired quality. The projects are then prioritised with the involvement of the concerned stakeholders and implemented in order to improve the system performance. The effectiveness of the method has been demonstrated using a case study of an intensive care unit at the Eric Williams Medical Sciences Complex Hospital in Trinidad. Med begreppet "Internet of Things" menas att ett objekt ur den riktiga världen blir en del av internet. Tunabyggen i Borlänge planerar att implementera ett sådant informationssystem som med hjälp av sensorer och en ständig internetuppkoppling håller uppsikt över temperatur och luftfuktighet i utvalda lokaler. Det är ett enkelt system som till synes inte har så stora effekter på den nuvarande verksamheten. De ekonomiska effekterna går ofta att räkna på i förhand men effekterna på personal, miljö och rutiner kan glömmas bort. Vi har därför med detta examensarbete undersökt vilka inledande effekter som kan tänkas uppkomma efter implementering av ett nytt informationssystem med "Internet of Things" funktionalitet i en verksamhet. Detta sker inom kategorierna ekonomi, arbetsmiljö, miljöpåverkan och systemförvaltning. För att kunna besvara detta har vi gjort en fallstudie baserad på en scenariometodik som består av fyra faser. Fas 1, där vi fick vårt Case och skapade en förståelse för scenariofältet. Fas 2, där vi identifierade nyckelfaktorer. Detta har gjorts genom en litteraturstudie samt intervju med berörd personal på Tunabyggen. Fas 3, där analysen av dessa nyckelfaktorer skedde genom nulägesanalys och framtidsanalys av nyckelfaktorer. Fas 4, där vi genererade scenarier av de analyserade nyckelfaktorerna. Det har sedan gjorts en SWOT-analys för att belysa styrkor, svagheter, möjligheter och hot. Resultatet visar tydliga tecken på att det kommer att bli många effekter för Tunabyggen efter implementering av det nya informationssystemet som yttrar sig i alla kategorier. Slutsatsen är att vid implementation av ett informationssystem som detta är effekterna många. Detta är något som vi anser bör beaktas av alla verksamheter som har tankar på att införskaffa ett nytt informationssystem. De bör inte bara utvärdera informationssystem rent ekonomiskt utan borde ta i beaktning att det finns ett antal andra faktorer som har en avgörande roll om implementation av informationssystem ska bli lyckad.
