We analyzed Brazil`s efforts in reducing child mortality, improving maternal and child health, and reducing socioeconomic and regional inequalities from 1990 through 2007. We compiled and reanalyzed data from several sources, including vital statistics and population-based surveys. We also explored the roles of broad socioeconomic and demographic changes and the introduction of health sector and other reform measures in explaining the improvements observed. Our findings provide compelling evidence that pro-active measures to reduce health disparities accompanied by socioeconomic progress can result in measurable improvements in the health of children and mothers in a relatively short interval. Our analysis of Brazil`s successes and remaining challenges to reach and surpass Millennium Development Goals 4 and 5 can provide important lessons for other low- and middle-income countries. China’s floating population, those individuals who have migrated between counties or provinces for a period of longer than 6 months, account for 79 million individuals. If intracounty migration is also included, the number jumps to 145 million individuals or over 11% of the total population. This study examines the geographical differences in short and long term migration using ArcGIS to manipulate the spatial GIS data. The study shows that both short and long term migration (in absolute numbers) occurs more frequently near cities and in coastal regions. However, by normalizing the data by population size, the study eliminates the problems of population size on the size of the migrants. Using this normalized data, the study finds that western and northern counties have a large number of migrants present relative to the size of the population. Determining where this floating population migrates helps explain regional inequalities in employment opportunities.

Brazil is an extremely unequal country and this inequality has been a permanent characteristic of its economic and social structure. Some scholars generally consider that the economic growth has generated extreme conditions of space and social inequalities, which reveal themselves within Brazil¿s regions, states, rural and urban areas, central and peripheral areas and among its ethnic groups. Such conditions negatively affect the quality of life of the population and will be reflected in the reduction of life expectancy, in the increase of the indexes of infant mortality and illiteracy, amongst other aspects. Education is considered one of the ways to promote the development of a country, however, access to education, specially higher education in Brazil, since it was first implemented, had been limited to a small group of privileged people, the elite of society. Thus, it becomes necessary to extend the access of students to higher education and consequently to generate individuals capable of changing the reality of the place where they live in and as a result, to develop the country. The purpose of this research is to analyze two programs destined to the amplify the access to higher education in Brazil, namely, the University for All Program (ProUni) and the System of Quotas, with the objective to verify at which level their drawings and strategies will allow the democratization of the access to higher education and the reduction of regional inequalities. In order to achieve its objective, the study is initiated with the issue of development and inequalities in Brazil, then it goes through the history of higher education in Brazil and it is finished with the analysis of ProUni and the System of Quotas.

O papel dos municípios na garantia da provisão de serviços de saúde no âmbito do Sistema Único de Saúde é crescente, sendo cada vez mais necessário repensar novas formas de financiamento e apoio para fortalecer uma gestão mais eficiente e racional. Esse trabalho vem no sentido de identificar como os municípios estão garantindo essa provisão, dentro de um cenário de restrição orçamentária imposto pelos limites com despesas de pessoal. A metodologia conta com uma primeira abordagem exploratória dos gastos municipais, que revelaram impactos, sendo o principal o aumento das despesas com terceiros após a aprovação da Lei de Responsabilidade Fiscal. A partir dessa análise foi elaborada uma amostra representativa dos municípios do Estado de São Paulo, para detectar como eles conduzem a execução da política de saúde, por meio de entrevistas e de levantamento de informações sobre as formas de contratação de pessoas e serviços no âmbito municipal, ambas recolhidas junto a gestores municipais. Os resultados reforçam a necessidade de investimentos que contemplem as desigualdades intermunicipais e o questionamento no estabelecimento de limites iguais em realidades totalmente desiguais.

O estudo analisa a ocorrência do trabalho infantil no Brasil, investigando os fatores associados à sua evolução e alguns dos limites do Programa de Erradicação do Trabalho Infantil (PETI) para o enfrentamento da questão na atualidade. O trabalho está organizado em quatro capítulos, além daquele que o encerra com um breve comentário conclusivo. No primeiro são apresentados o problema de pesquisa, seus objetivos e pressupostos, e as principais características do PETI, para em seguida ser analisado o referencial teórico sobre a cooperação intergovernamental no âmbito das políticas sociais no Brasil. No segundo capítulo é discutida a ocorrência do trabalho infantil em âmbito internacional, por meio de esforço analítico que compara a associação entre as taxas de atividade da população de 10 a 14 anos e um conjunto de variáveis que expressam fatores de ordem socioeconômica e demográfica para uma amostra de 25 países com mais de 20 milhões de habitantes. O terceiro capítulo é desenvolvido em termos similares ao anterior, analisando como evoluiu a ocupação de crianças no país desde meados do século passado, e em que medida as diferenças entre os Estados brasileiros a respeito estão associadas a variáveis socioeconômicas e demográficas, com ênfase na estrutura do mercado de trabalho. O quarto capítulo analisa as diferenças entre os municípios brasileiros a respeito, e conclui que o PETI não pode ser considerado entre os principais fatores que explicam as variações nas taxas de atividade da população infantil na década passada, apontando alguns dos limites do Programa relacionados à promoção da cooperação intergovernamental necessária para que o país continue avançando de forma mais efetiva no enfrentamento da questão. O trabalho inclui também um balanço sobre a produção acadêmica brasileira a respeito do trabalho infantil, destacando o conjunto de estudos voltados à análise das ações do Estado frente à questão (Apêndice A).

This thesis demonstrates the exercise of slave labor in the context of free or decent work, in contemporary times, supported by the federal constitution 1988 Brazil than places like fundamentals "the dignity of the human person" and "the social values of work and free enterprise" , and is as fundamental objectives of the Federative Republic of Brazil "build a free, just and united society," "guarantee national development", "eradicate poverty and marginalization and reduce social and regional inequalities", "promote the well all without prejudice of origin, race, sex, color, age and any other forms of discrimination. " It is considered that the analytical work category interacts both conceptually as an integral part of the capitalist development model as a driving force to the definition of State Capable. The panorama of acquired rights and rights infringed upon evidences the presence, or not, of the Brazilian state. Highlights, however, as state functions are being performed under the auspices of the Democratic State of Rights. So the original question that motivated this work is: To what extent the Brazilian government is structured to implement measures that can eradicate modern-day slavery? This question led to questions as: The Brazilian state has never failed in implementing the policy of "eradication to work analogous to slavery"? The answer the research questions were outlined using the dialectical materialist historical method under a sociological perspective in order to draw relationships and interrelationships between the current situation of the concept contemporary slavery and its historical roots. In the theoretical framework considers the conceptual approach regarding the capable state in order to answer the question regarding the eradication policy to contemporary forced labor and the Brazilian nation-state's ability to put it into action. In this sense, it employed concepts such as state, nation-state and capable state, from the interpretations of Bresser-Pereira, including the discussion regarding the formation of the arrangements and conservative and progressive political alliances. The research subject was analyzed from the reports published in 2013 by the Ministry of Labour after the Special Group of the inspection actions for Mobile Inspection (GEFM) to Combat Labour Analogous to Slave. The study of public policies related to the eradication program to work analogous to slavery takes up the discussion regarding the conditionality of free labor, or decent, in contemporary Brazil, and reveals that in Brazil the effectiveness or efficacy of government actions comply with governing the Federal Constitution-88, namely, to preserve "the dignity of the human person" and "the social values of work and free enterprise" is an ongoing process. There are advances, but these are conditioned to Brazil stage in the formation of the nation state and the national society.

The Federal Constitution states that the reduction of social and regional inequalities is one of the goals to be achieved by the Brasilian State. The economic constitution states that the national economy must be developed so as to achieve, amongst other objectives, the reduction of those inequalities. In this paper, we aim to demonstrate the duty, imposed by the Constitution to the State, of acting in the national economy so as to promote the achievement of the constitutional goals, among wich we highlight the reduction of inequalities. One of the instruments that can be used by the State to achieve this objective is its fiscal policy. It is also an aim in this paper to demonstrate that inducing tax norms can be used by the State, because it can encourage the economic agents to bring about the reduction of social and regional inequalities. Therefore, after bibliographic and jurisprudential research, we conclude that the duty, imposed to the State, of acting in the national economy so as to promote the achievement of the constitutional goals exists. We also conclude that this acting must be planed and constant, because the consequences are slow and that, within the limits of the constitution, the inducing tax norms can be an instrument for the State in order to reduct the social and regional inequalities

In a country of continental dimensions as Brazil, one of the top challenges to its economic growth is the logistic related to energetical demand supply. We live now in the era of environmental protection and, in this new context of priorizations, it passes trough the search for alternative energies for the energetic matrix, due the petroleum elevated costs in the global market (and its finitude), but also due its pollution over the environment. This attempt of substitution needs solutions related to the national reality, into a national long term developing plan and based at a juridical-economic analysis of its realization. This study will look for, also based in an economical analysis, the juridical legitimity of choosing natural gas as the new protagonist of national economic growth (as a substitute of petroleum) and the necessary boost that must be done by law, based on an economic policy focused strictly for that fact, as a modifying agent of this reality. This study, therefore, will always be turned to a constitutional aspect, respecting the principles of economic order and the goal of reducing regional inequalities, which must influence the making off of a developing plan. At the end, it will try to demonstrate the juridical viability of such undertaking, tuned in jus-economical criteria. Another goal is related to the analysis of the natural gas industry, due the regulation of its transport has a major importance for national energetic integration, not only because this activity be characterized as a net industry, still under control of a natural monopoly, but also because the competitive or cooperative profile that should be priorized at the beginning of the economic planning for this activity (such as investment policies and its own rules that will submit private agents)

Under the circumstances of the desestatization that penetrate Brazilian economy in the 90‟s, new features in the monopoly of oil by the Union were designed by the constitutional amendment number 9. of 1995. This deep change in the legal regime of oil sector brought the possibility of entrance to small and medium size producers in this industry, especially through the production activities developed in mature and marginal fields of oil, which are located mainly in northeast region of Brazil. Considering that the intervention of state over the economy finds its guidelines and limits in Federal Constitution disposals, the present work investigated in which way states regulation, mainly through taxation rules, has obeyed the constitutional regime in force, and specially, the reduction of regional inequalities principle. By mean, firstly, of an analysis of central concepts (mature fields, marginal fields, small and medium size producers) we observed that the imprecision over the conceptual aspect has constituted an obstacle to a specific states‟ regulation, directed to this newborn class of producers, whose growth has been pursuit by the state. That is verified in the case of concession procedures, and also, concerning the taxation system applied to small and medium size producers. Examining the main constitutional principles related to this universe which are the legality, equality, privileged treatment to small enterprises, contributive capacity, and reduction of regional inequalities we conclude that it is legally possible, a truly specific regulation, including a special taxation regime, to the small and medium size producers whose activities are concentrate over mature-marginal fields, aiming the concretization of the Brazilian state main goals

The existence of inequalities among the Brazilian regions is an indeed fact along the country s history. Before this reality the constitutional legislator inserted into the Federal Constitution of 1988, as a purpose of the Federative Republic of Brazil, the reduction of regional inequalities. The development has also been included as a purpose from the State, because there is an straight relation with the reduction of regional inequalities. In both situations is searched the improvement of people s living conditions. . In pursuit of this achievement, the State must implement public policy, and, for this to happen, it needs the ingress of income inside of the public coffers and support of economic agents, therefore the importance of constitucionalization of the economic policy. The 1988 s Constitution adopted a rational capitalism regime consentaneous with current legal and social conceptions, that s why it enabled the State s intervention into economy to correct the so-called market failures or to make the established objectives fulfilled. About this last one, the intervention may happen by induction through the adoption of regulatory Standards of incentive or disincentive of economic activity. Among the possible inductive ways there are the tax assessments that aim to stimulate the economic agents behavior in view of finding that the development doesn t occur with the same intensity in all of the country s regions. Inside this context there are the Export Processing Zones (EPZs) which are special areas with different customs regime by the granting of benefits to the companies that are installed there. The EPZs have been used, by several countries, in order to develop certain regions, and economic indicators show that they promoted economic and social changes in the places where they are installed, especially because, by attracting companies, they provide job creation, industrialization and increased exports. In Brazil, they can contribute decisively to overcome major obstacles or decrease the attraction of economic agents and economic development of the country. In the case of an instrument known to be effective to achieve the goals established by the Constitution, it is duty of the Executive to push for the law that governs this customs regime is effectively applied. If the Executive doesn t fulfill this duty, incurs into unjustifiable omission, correction likely by the Judiciary, whose mission is to prevent acts or omissions contrary to constitutional order

A recente expansão da soja nas regiões brasileiras, principalmente na Amazônia, tem sido alvo de debates nacionais e internacionais. A problemática principal desse debate está nos impactos econômicos, sociais e ambientais, que a atividade exerce. Ao mesmo tempo, constata-se que as desigualdades entre as regiões brasileiras é um entrave para a melhoria dos índices de desenvolvimento no país. A partir dessa dualidade, esse trabalho se propôs a verificar o comportamento dos municípios com e sem soja nas regiões recentes da ocupação da soja no Brasil, com a finalidade de hierarquizar os municípios de acordo com a criação de índices de desenvolvimento, baseados no conceito amplo de desenvolvimento econômico. Esse conceito esteve alicerçado nas dimensões econômicas e sociais, de forma a realizar uma análise comparativa entre as regiões da recente ocupação da soja. Esse trabalho mostra diferenças regionais, principalmente quando se compara a região Centro-Oeste com as demais regiões Norte e Nordeste. Apesar da complexidade e amplitude do objeto de análise, a maioria dos municípios com soja nas áreas recentes da ocupação da soja apresentaram melhores resultados de desenvolvimento, quando comparados aos municípios sem soja. Não obstante, essa comprovação não é linear e homogênea. Indica-se políticas públicas que mitiguem essas desigualdades e que melhorem como um todo os níveis de desenvolvimento regional e que apesar dos municípios com soja se mostrarem melhor do que os municípios sem soja, ainda assim, se apresentarem muito abaixo dos índices de desenvolvimento dos países desenvolvidos. Dessa forma, esse estudo também é um primeiro passo para outros estudos e projetos, onde deverão ser considerados fatores de ordem ambiental, e da exclusão de trabalhadores em áreas com soja.

Vietnam has been praised for its achievements in economic growth and success in poverty reduction over the last two decades. The incidence of poverty reportedly fell from 58.1% in 1993 to 19.5% in 2004 (VASS [2006, 13]). The country is also considered to have only a moderate level of aggregate economic inequality by international comparisons. As of the early 2000s, Vietnam’s consumption-based Gini coefficient is found to be comparable to that of other countries with similar levels of per capita GDP. The Gini index did increase between 1993 and 2004, but rather slowly, from 0.34 to 0.37 (VASS [2006, 13]). Yet, as the country moves on with its market oriented reforms, the question of inequality has been highlighted in policy and academic discourses. In particular, it is pointed out that socio-economic inequalities between regions (or provinces) are significant and have been widening behind aggregate figures (NCSSH [2001], Mekong Economics [2005], VASS [2006]). Between 1993 and 2004, while real per capita expenditure increased in all regions, it grew fastest in those regions with the highest per capita expenditures and vice versa, resulting in greater regional disparities (VASS [2006, 37]). A major contributing factor to such regional inequalities is the uneven distribution of industry within the country. According to the Statistical Yearbook of Vietnam, of the country's gross industrial output in 2007, over 50% belongs to the South East region, close to 25% to the Red River Delta, and about 10% to the Mekong River Delta. All remaining regions share some 10% of the country's gross industrial output. At a quick glance, the South East increased its share of the total industrial gross output in the 1990s, while the Red River Delta started to gain ground in more recent years. How can the government deal with regional disparities is a valid question. In order to offer an answer, it is necessary in the first place to grasp the trend of disparities as well as its background. To that end, this paper is a preparatory endeavor. Regional disparities in industrial activities can essentially be seen as a result of the location decisions of enterprises. While the General Statistics Office (GSO) of Vietnam has conducted one enterprise census (followed by annual enterprise surveys) and two stages of establishment censuses since 2000, sectorally and geographically disaggregated data are not readily available. Therefore, for the moment, we will draw on earlier studies of industrial location and the determinants of enterprises’ location decisions in Vietnam. The remainder of this paper is structured as follows. The following two sections deal with the country context. Section 2 will outline some major developments in Vietnam’s international economic relations that may affect sub-national location of industry. According to the theory of spatial economics, economic integration is seen as a major driver of changes in industrial location, both between and within countries (Nishikimi [2008]). Section 3, on the other hand, will consider some possible factors affecting geographic distribution of industry in the domestic sphere. In Section 4, existing literature on industrial and firm location will be examined, and Section 5 will briefly summarize the findings and suggest some areas for future research.
