National Centers for Coastal Ocean Science Coastal Ecosystem Assessment Program: a manual of methods

Environmental managers strive to preserve natural resources for future generations but have limited decision-making tools to define ecosystem health. Many programs offer relevant broad-scale, environmental policy information on regional ecosystem health. These programs provide evidence of environmental condition and change, but lack connections between local impacts and direct effects on living resources. To address this need, the National Oceanic and Atmospheric Administration/National Ocean Service (NOAA/NOS) Cooperative Oxford Laboratory (COL), in cooperation with federal, state, and academic partners, implemented an integrated biotic ecosystem assessment on a sub-watershed 14-digit Hydrologic Unit Code (HUD) scale in Chesapeake Bay. The goals of this effort were to 1) establish a suite of bioindicators that are sensitive to ecosystem change, 2) establish the effects of varying land-use patterns on water quality and the subsequent health of living resources, 3) communicate these findings to local decision-makers, and 4) evaluate the success of management decisions in these systems. To establish indicators, three sub-watersheds were chosen based on statistical analysis of land-use patterns to represent a gradient from developed to agricultural. The Magothy (developed), Corsica (agricultural), and Rhode (reference) Rivers were identified. A random stratified design was developed based on depth (2m contour) and river mile. Sampling approaches were coordinated within this structure to allow for robust system comparisons. The sampling approach was hierarchal, with metrics chosen to represent a range from community to cellular level responses across multiple organisms. This approach allowed for the identification of sub-lethal stressors, and assessment of their impact on the organism and subsequently the population. Fish, crabs, clams, oysters, benthic organisms, and bacteria were targeted, as each occupies a separate ecological niche and may respond dissimilarly to environmental stressors. Particular attention was focused on the use of pathobiology as a tool for assessing environmental condition. By integrating the biotic component with water quality, sediment indices, and land- use information, this holistic evaluation of ecosystem health will provide management entities with information needed to inform local decision-making processes and establish benchmarks for future restoration efforts.

It also provides detailed information on the requirements of county programs as outlined in the S.C. Solid Waste Policy and Management Act of 1991.

Contributos para a elaboração de um manual de procedimentos de compras públicas

A área de compras públicas tem vindo a assumir um papel preponderante na gestão estratégica das instituições públicas. Decorrente da publicação do Código dos Contratos Públicos, e na sequência das sucessivas alterações legislativas, quer nacionais, quer comunitárias, as instituições devem ter um Manual de Procedimentos que compreenda a multiplicidade de aspetos relacionados com a área de compras. O presente projeto tem como objetivo de estudo contribuir para a elaboração de um Manual de Procedimentos na área das Compras Públicas. O objetivo último será, por um lado, permitir ao auditor, no âmbito de uma auditoria à área de compras, formar uma opinião e emitir um parecer sobre a matéria analisada, e por outro lado, contribuir para aperfeiçoar os Sistemas de Controlo Interno dessas Instituições. Pela revisão da literatura, fomos conduzidos a abordar o contexto regulamentar da área de compras em Portugal, a analisar a perspetiva estratégica desta área, passando por uma descrição das diversas fases que compõem o processo de compras públicas, considerando ainda, uma abordagem ao sistema de controlo interno e riscos de negócio. Por fim, foi efetuada uma análise sobre a perspetiva de auditoria, na qual os auditores, quer internos, quer externos, têm um papel fundamental na promoção de melhorias na contratação pública, particularmente na adoção de uma abordagem construtiva e realçando as boas práticas. Decorrente da revisão da literatura, aferimos as perguntas de investigação e aplicamos a metodologia de um estudo de caso único numa instituição de ensino superior, através da elaboração de entrevistas e observação direta e participativa do investigador. As conclusões finais revelaram que o modelo de análise utilizado no nosso estudo tem no universo dos Serviços da Presidência do Instituto Politécnico do Porto uma taxa de confirmação de 59%, realçando-se positivamente o resultado da componente relativa à operacionalização das compras públicas, e destacando-se, de forma menos significativa, a componente relativa à política e gestão estratégica.

This article shows how to capture the indexers' tacit knowledge into explicit knowledge using the group verbal protocol methodology to produce an indexing manual. Continuing professional education results to be a key factor in obtaining good results when formalizing the indexing policy of a library and keeping it up to date.

Training manual: innovative fiscal and regulatory incentives for energy efficiency and renewable energy initiatives

This course will be designed for the officers within government departments who have responsibilty for guiding the country’s energy policy and energy management framework. Other stakeholders also will include private sector representatives who have interest in providing energy efficiency equipment and renewable energy solutions to the market towards advancing improvements in both energy efficiency and meeting renewable energy targets. The course will provide insight into all aspects of energy management with specific emphasis on energy efficiency as well as renewable energy. Emphasis will be placed on highlighting issues and challenges that countries face in pursuing energy efficiency and renewable energy strategies. International and regional best practices will be highlighted as a means of showcasing how various countries have overcome the barriers to advancing renewable energy targets and increasing energy efficiencies towards meeting national energy goals. The curriculum is divided into five modules and is designed to be covered over a 3-day period. The course will be designed to ensure practical application of the learning. The course also is designed to enable the Caribbean to demonstrate leadership in energy efficiency practices and the adoption of renewable energy strategies, serving as a model for other small island developing states.

The Creation of a Legal Ordinance and Program Manual for the Purpose of Illicit Discharge Detection and Elimination

Illegal dumping and improper disposal of pollutants in urban areas can contribute significant pollutant loads to the municipal separate storm sewer system (MS4) and natural environments. Illicit discharges to the MS4 can pose a significant risk to human and environmental health. The Clean Water Act requires that municipalities implement a legal mechanism and plan to detect and eliminate illicit discharges to the MS4. The methodology for program creation included the analysis of other municipal illicit discharge programs, review of state and federal guidance publications, and the review of illicit discharge case-studies. This paper describes a systematic approach applied to the creation and implementation of a legal ordinance and program manual designed for the purpose of illicit discharge detection and elimination (IDDE).
