Due to the appreciation of family farming by the Brazilian Federal Government, the Technical Assistance and Rural Extension was induced to restructure and act in a more participative way, culminating in the National Policy of Technical Assistance and Rural Extension (PNATER), changing the profile of technology transfer and knowledge (diffusionism) for an action that uses participatory methodologies focused on exchange of knowledge between farmers and technicians. The process of discussion of the trends of ATER brought the New ATER , with the recognition of agroecology as the main guidance. This research aimed to analyze methods of public ATER developed by institutions of Rio Grande do Norte, under the guidance of New ATER. The research is qualitative. Secondary data were collected through documental research and literature. Primary data were collected through a set of interviews applied to representatives of public institutions ATER, namely EMATER-RN, Diaconia and AACC and representatives of organizations that receive public ATER. The research showed the difficulties of EMATER-RN in implementing of New ATER due to lack of infrastructure and low adherence of the new form of technical assistance and rural extension. It was shown also that the AACC and Diaconia act with ATER through projects with implementation deadlines set, often interrupting ATER while communities are still in need of assistance

In 2013, a series of posters began appearing in Washington, DC’s Metro system. Each declared “The internet: Your future depends on it” next to a photo of a middle-aged black Washingtonian, and an advertisement for the municipal government’s digital training resources. This hopeful discourse is familiar but where exactly does it come from? And how are our public institutions reorganized to approach the problem of poverty as a problem of technology? The Clinton administration’s ‘digital divide’ policy program popularized this hopeful discourse about personal computing powering social mobility, positioned internet startups as the ‘right’ side of the divide, and charged institutions of social reproduction such as schools and libraries with closing the gap and upgrading themselves in the image of internet startups. After introducing the development regime that builds this idea into the urban landscape through what I call the ‘political economy of hope’, and tracing the origin of the digital divide frame, this dissertation draws on three years of comparative ethnographic fieldwork in startups, schools, and libraries to explore how this hope is reproduced in daily life, becoming the common sense that drives our understanding of and interaction with economic inequality and reproduces that inequality in turn. I show that the hope in personal computing to power social mobility becomes a method of securing legitimacy and resources for both white émigré technologists and institutions of social reproduction struggling to understand and manage the persistent poverty of the information economy. I track the movement of this common sense between institutions, showing how the political economy of hope transforms them as part of a larger development project. This dissertation models a new, relational direction for digital divide research that grounds the politics of economic inequality with an empirical focus on technologies of poverty management. It demands a conceptual shift that sees the digital divide not as a bug within the information economy, but a feature of it.

El presente trabajo monográfico consiste en establecer la importancia que tiene la intervención del Trabajo Social dentro de las instituciones públicas que brindan el servicio de educación en los niveles de Bachillerato General Unificado BGU. Como lo establecen (Merino & Namicela, 2012) dentro de estas instituciones (Colegios y/o Unidades Educativas) se identifican varias problemáticas como el acoso escolar, el consumo, uso y abuso de sustancias psicotrópicas, problemas intrafamiliares (falta de comunicación, negligencia, déficit económico, etc.) que dificultan al proceso educativo de los estudiantes, causan bajo rendimiento académico, abandono y/o deserción escolar; que finalmente repercute al desarrollo económico y social de cada persona y de la sociedad ecuatoriana en general. Ante esta problemática el Estado ecuatoriano ha implementado varios instrumentos legales, empezando desde la reforma de la Constitución en el 2008, que significo un cambio fundamental para el sistema educativo ecuatoriano, pues a partir de este hecho, se han creado y reformulado normas legales que especifican y garantizan el acceso a una educación integral de mayor calidad y calidez. Dentro de esta apuesta gubernamental para mejorar el acceso y la calidad educativa aparece la intervención del Trabajo Social como la profesión que investiga procesos concretos relacionados a las condiciones de vida de los individuos, sus necesidades y potencialidades para que atreves de sus funciones reconozca y establezca soluciones a problemas entre las interacciones humanas e institucionales, a fin de lograr un mayor bienestar social de los estudiantes.

Presentation Research of the Practicum and externships has a long history and involves important aspects for analysis. For example, the recent changes taking place in university grades allot more credits to the Practicum course in all grades, and the Company-University collaboration has exposed the need to study in new learning environments. The rise of ICT practices like ePortfolios, which require technological solutions and methods supported by experimentation, study and research, require particular examination due to the dynamic momentum of technological innovation. Tutoring the Practicum and externships requires remote monitoring and communication using ePortfolios, and competence-based assessment and students’ requirement to provide evidence of learning require the best tutoring methods available with ePortfolios. Among the elements of ePortfolios, eRubrics emerge as a tool for design, communication and competence-assessment. This project aims to consolidate a research line on eRubrics, already undertaken by another project -I+D+i [EDU2010-15432]- in order to expand the network of researchers and Centres of Excellence in Spain and other countries: Harvard University in USA, University of Cologne in Germany, University of Colima in Mexico, Federal University of Parana, University of Santa Catarina in Brasil, and Stockholm University in Sweden(1). This new project [EDU2013-41974-P](2) examines the impact of eRubrics on tutoring and on assessing the Practicum course and externships. Through technology, distance tutoring grants an extra dimension to human communication. New forms of teaching with technological mediation are on the rise and are highly valuable, not only for formal education but especially in both public and private sectors of non-formal education, such as occupational training, unemployed education and public servant training. Objectives Obj. 1. To analyse models of technology used in assessing learning in the Practicum of all grades at Spanish Faculties of Education. Obj. 2. To study models of learning assessment measured by eRubrics in the Practicum. Obj. 3. To analyse communication through eRubrics between students and their tutors at university and practice centres, focusing on students’ understanding of competences and evidences to be assessed in the Practicum. Obj. 4. To design assessment services and products, in order to federate companies and practice centres with training institutions. Among many other features, it has the following functions CoRubric(3) 1. The possibility to assess people, products or services by using rubrics. 2. Ipsative assessment. 3. Designing fully flexible rubrics. 4. Drafting reports and exporting results from eRubrics in a project. 5. Students and teachers talk about the evaluation and application of the criteria Methodology, Methods, Research Instruments or Sources Used The project will use techniques to collect and analyse data from two methodological approaches: 1. In order to meet the first objective, we suggest an initial exploratory descriptive study (Buendía Eisman, Colás Bravo & Hernández Pina, 1998), which involves conducting interviews with Practicum coordinators from all educational grades across Spain, as well as analysing the contents of the teaching guides used in all educational grades across Spain. 55 academic managers were interviewed from about 10 faculties of education in public universities in Spain (20%), and course guides 376 universities from 36 public institutions in Spain (72%) are analyzed. 2. In order to satisfy the second objective, 7 universities have been selected to implement the project two instruments aimed at tutors practice centers and tutors of the faculty. All instruments for collecting data were validated by experts using the Delphi method. The selection of experts had three aspects: years of professional experience, number and quality of publications in the field (Practicum, Educational Technology and Teacher Training), and self-rating of their knowledge. The resulting data was calculated using the Coefficient of Competence (Kcomp) (Martínez, Zúñiga, Sala & Meléndez, 2012). Results in all cases showed an average experience of more than 0.09 points. The two instruments of the first objective were validated during the first half of 2014-15 year, data collected during the second half. And the second objective during the first half of 2015-16 year and data collection for the second half. The set of four instruments (two for each objective 1 and 2) have the same dimensions as each of the sources (Coordinators, course guides, tutors of practice centers and faculty) as they were: a. Institution-Organization, b. Nature of internships, c. Relationship between agents, d. Management Practicum, e. Assessment. F. Technological support, g. Training and h. Assessment Ethics. Conclusions, Expected Outcomes or Findings The first results respond to Objective 1, where we find different conclusions depending on each of the six dimensions. In the case of internal regulations governing the organization and structure of the practicum, we note that most traditional degrees (Elementary and Primary grades) share common internal rules, in particular development methodology and criteria against other grades (Pedagogy and Social Education ). It is also true that the centers of practices in last cases are very different from each other and can be a public institution, a school, a company, a museum, etc. The memory with a 56.34% and 43.67% daily activities are more demands on students in all degrees, Lesson plans 28.18% 19.72% Portfolio 26.7% Didactic units and Others 32,4%. The technical support has been mainly used the platform of the University 47.89% and 57.75% Email, followed by other services and tools 9.86% and rubric platforms 1.41%. The assessment criteria are divided between formal aspects of 12.38%, Written expresión 12.38%, treatment of the subject 14.45%, methodological rigor of work 10.32%, and Level of argument Clarity and relevance of conclusions 10.32%. In general terms, we could say that there is a trend and debate between formative assessment against a accreditation. It has not yet had sufficient time to further study and confront other dimensions and sources of information. We hope to provide more analysis and conclusions in the conference date.

With geopolitical concerns surrounding the rise of militant, transnational groups who draw on Islamic texts for legitimacy, the place of Islam in western societies has become a source of anxiety, fear and suspicion. The central concern is whether Muslims living in the West have the capacity to become fully active citizens. This article uses quantitative and qualitative methods to examine whether Islamic religiosity is a predictor for civic engagement and active citizenship among Muslims living in Melbourne, Australia. The findings show that organized religiosity can be a strong predictor of civic engagement, countering the discourses that demonize Islam as a source of radicalization and social disengagement. While the findings show that suspicion of divisive forces and lack of trust in public institutions might prevent some young Muslims from engaging in formal political participation, grassroots civic engagement enables Muslims to demonstrate care and feel like active citizens of the Australian community without compromising core religious values.

El estatuto de contratación administrativa (Ley 80 de 1993 y Ley 1150 de 2007) por regla general regula todos los negocios jurídicos que surgen de la actividad de la Administración Pública, pero teniendo en cuenta las actividades que desarrollan algunas entidades del Estado esta regla tiende a presentar excepciones, como es el caso de aquellas Entidades que tienen por objeto la Exploración y Explotación de los Recursos Naturales renovables y no renovables. El principal actor del régimen excepcional de contratación para la exploración y explotación de hidrocarburos es la Agencia Nacional de Hidrocarburos (ANH), el cual cuenta con dos reglamentos de contratación especial para la asignación de áreas y de contratación misional, en donde por disposición legal debe dar aplicación a los principios de contratación contemplados en el estatuto General de la Contratación pública (Transparencia, economía, responsabilidad y el deber de selección objetiva), este trabajo de investigación procura realizar una mirada analítica a cada procedimiento para determinar con posterioridad el grado de acatamiento de la orden legal establecida en el artículo 76 de la Ley 80 de 1993 así como sus principales falencias

Con el paso y las transformaciones sociales, políticas y legales que implica una constituyente, en este caso la del 91, que daba nacimiento a la constitución del mismo año, se originó además una transición hacia un Estado social de derecho, pluriétnico y laico, el cual planteaba un discurso de diversidad e inclusión de la diferencia en diferentes aspectos de la vida social. Sin embargo, en el caso de la familia, esta constitución no representó cambios respecto al discurso estructura y funciones en la sociedad, pues perpetuaba el discurso familista, de una única forma legítima de familia: la nuclear patriarcal, implicando una falta de reconocimiento de la diversidad familiar en Colombia y provocando a su vez una afectación en la atención y protección social de las familias no reconocidas en Colombia. Tal es el caso de las familias monoparentales, cuya estructura no se corresponde a este discurso ideal de familia y gracias a su falta de reconocimiento tanto legal como social, la atención y protección social que reciben por parte del Estado, a través de las instituciones públicas de protección familiar, es parcializada a las jefaturas monoparentales femeninas, al igual de estigmatizadas. Pese a esto, desde 2013, ante la actual coyuntura de reivindicaciones sociales que buscan el reconocimiento de la diversidad de la familia en el país, han surgido mecanismos legales por parte de la corte constitucional, así como nuevas políticas de familia tanto a nivel nacional, como local, que están haciendo sus primeros acercamientos a lo que es la diversidad familiar y a cómo incluir y proteger a las familias. A lo largo del contacto con las instituciones públicas de protección familiar, donde se mostraron nuevas alternativas y avances que aunque representativos, aun no son suficientes, persistiendo la invisibilización tanto social como legal y una protección social parcializada de las familias monoparentales.

Considerada, cada vez mais, como um atributo organizacional essencial para o sucesso das organizações, a cultura organizacional ainda não é conhecida da maioria das Universidades, as quais têm sido sujeitas a transformações sem precedentes para se adaptar e a acompanhar os desafios societais. Adotando uma abordagem multimétodo, procurou-se a caracterizar a cultura organizacional de uma universidade publica portuguesa, segundo o Modelo dos Valores Contrastantes recorrendo ao questionário FOCUS e à entrevista semiestruturada de Quinn. Os resultados revelaram uma ênfase na cultura de regras para a Universidade no seu todo e de três subgrupos. A cultura de apoio foi enfatizada numa Escola. Estes resultados confirmam a tendência das entidades publicas valorizarem as regras, a estabilidade e os processos internos. A literatura afirma a necessidade de se procurarem estratégias de abertura ao exterior, flexibilizaçao de processos e estruturas deforma a aumentar a produtividade e melhorar a adaptação aos desafios externos; Abstract: Characterization of Organizational Culture using the Competing Values Framework: The Case of the University of Évora Regarded increasingly as an essential organizational attribute to the success of organizations, organizational culture is not known to most of the universities, which have been subject to unprecedented transformations to adapt and keep up with societal challenges. Adopting a multimethod approach, we sought to characterize the organizational culture of a public Portuguese university, according to the Competing Values Framework using the FOCUS questionnaire and semistructured interview by Quinn. The results revealed an emphasis on Rules culture for the University as a whole and three of their subgroups. The Support culture was emphasized in one university School. These results confirm the trend of public institutions to value the rules, stability and internal processes. The literature states that universities need to seek strategies opening to the outside, flexibilization of processes and structures to increase productivity and better adapt to external changes.

The purpose of this research was to analyze whether the use of technological resources may be feasible in the implementation of the environmental culture cross-cutting factor for sustainable development, which focuses on environmental issues related to the contents of the Science study program for the seventh year of the basic general education. The research design is qualitative with a dominant approach and uses some quantitative elements specifically in the design of instruments and some data analysis techniques. The type of study was developed with a multi-method approach; a trend that has been shaping a research style which integrates various methods in a single design. For this, we identified the didactic strategies and their relationship to both, technology and the environmental axis for sustainable development, used by six Science teachers of the 7th grade, in public institutions of the province of Heredia, Central Valley, Costa Rica, as well as the opinion of 20 students from that same grade. The main results include the opinions of the students, who showed a considerable interest in classes where technological resources are used. However, teachers do not show great interest or positive opinions on this matter; in addition, they are not well trained on the use of technological resources. It was also identified that the teaching personal who participated in the study do not develop this curricular axis.

In Bosnia Herzegovina the development of clear policy objectives and endorsement of a long-term, coherent and mutual agricultural and rural development policy have also been affected by structural problems: a lack of reliable information on population and other relevant issues, the absence of an adequate land registry system and cadastre. Moreover in BiH the agricultural and rural sectors are characterized by many factors that have typically affected transition countries such as land fragmentation, lack of agricultural mechanization and outdated production technologies, and rural aging, high unemployment and out-migration. In such a framework the condition and role of women in rural areas suffered for the lack of gender disaggregated data and a consequent poor information that lead to the exclusion of gender related questions in the agenda of public institutions and to the absence of targeted policy interventions. The aim of the research is to investigate the role and condition of women in the rural development process of Republic of Srpska and to analyze the capacity of extension services to stimulate their empowerment. Specific research questions include the status of women in the rural areas of Republic of Srpska, the role of government in fostering the empowerment of rural women, and the role of the extension service in supporting rural women. The methodology - inspired by the case study method developed by R. Yin - is designed along the three specific research questions that are used as building blocks. Each of the three research questions is investigated with a combination of methodological tools - including surveys, experts interviews and focus groups - aimed to overcome the lack of data and knowledge that characterize the research objectives.

Institutions of public memory are increasingly undertaking co-creative media initiatives in which community members create content with the support of institutional expertise and resources. This paper discusses one such initiative: the State Library of Queensland’s ‘Responses to the Apology’, which used a collaborative digital storytelling methodology to co-produce seven short videos capturing individual responses to Prime Minister Kevin Rudd’s 2008 ‘Apology to Australia’s Indigenous Peoples’. In examining this program, we are interested not only in the juxtaposition of ‘ordinary’ responses to an ‘official’ event, but also in how the production and display of these stories might also demonstrate a larger mediatisation of public memory.

This paper investigates the elements which support innovative and entrepreneurial activity in New Zealand’s state owned enterprises (SOEs). An inductive case study design, involving interview data, textual analysis, and observation, was applied to three SOEs. Findings reveal that those aspects typically associated with entrepreneurship, such as innovation, risk acceptance, pro-activeness and growth, are often supported by a number of unexpected elements within the public sector. These elements include culture, branding, operational excellence, cost efficiency, and knowledge transfer. The implications are twofold. First, that innovative and entrepreneurial activity in the public sector can go beyond policy-making, with SOEs representing an important policy decision and sector of the New Zealand Government. And second, that the impact of several SOEs on international markets suggests competition on the global stage will increasingly come from both public and private sector organizations.
