Following on from the Francis Report (2013) the need for a framework of service user involvement is required not just in the Health Service but also in Higher Education. There are wide variances globally on the levels of service user interaction and involvement in healthcare education. Health policy internationally has indicated a move towards developing partnerships with service users but to date this still remains elusive with the majority of user involvement consultative in approach. This paper aims to discuss the Health policy background and the current approaches taken in the involvement of service users in healthcare education.

This article reconstructs British constitutional policy in Northern Ireland after power-sharing collapsed in May 1974. Over the following two years, the British government publicly emphasised that Northern Ireland would decide its own future, but ministers secretly considered a range of options including withdrawal, integration and Dominion status. These discussions have been fundamentally misunderstood by previous authors, and this article shows that Harold Wilson did not seriously advocate withdrawal nor was policy as inconsistent as argued elsewhere. An historical approach, drawing from recently released archival material, shows that consociationalists such as Brendan O'Leary and Michael Kerr have neglected the proper context of government policy because of their commitment to a particular form of government, failing to recognise the constraints under which ministers operated. The British government remained committed to an internal devolved settlement including both communities but was unable to impose one.

The European Union considers modern languages among the basic skills or key competencies required by all its citizens and is concerned to promote excellence in the teaching and learning of languages as well as greater diversity in the range of languages available to learners in the Member States, as witnessed by the recent European Commission Action Plan, Promoting Language Learning and Linguistic Diversity: An Action Plan 2004-2006. This consideration, the changing socio-cultural demography of Ireland, the need for more joined-up thinking in the context of language teaching in schools, and in the context of language teacher education in particular, form the back-drop to the paper. Among the challenges facing modern/world languages’ education in Ireland identified in the paper are, lack of a languages’ policy, lack of a languages’ strategy, and lack of an integrated language curriculum and by implication, a whole school approach to language teaching and learning. The paper refers to positive signs that are occurring in this context as well, e.g. official recognition to Irish as a working language in the European Union and in the Official Languages Act in Ireland (2003). The paper reports on the recent first ever all Ireland cross-border conference in the context of language teacher education. It outlines the background, aims, and content of the conference that includes findings from a study about the impact of autonomous language teaching and learning supported by the European Language Portfolio in the context of post-primary language teacher education in Ireland. The paper shows data from the first ever survey on language teacher education provision, policy and practice across colleges in Ireland, North and South. Initial teacher education is on the cusp of change. This paper highlights several key issues facing language teacher education. This paper has implications for Irish as well as international readers, and is aimed at supporting all those who want to bring about improvement in this important area.

Public policy is expected to be both responsive to societal views and accountable to all citizens. As such, policy is informed, but not governed, by public opinion. Therefore, understanding the attitudes of the public is important, both to help shape and to evaluate policy priorities. In this way, surveys play a potentially important role in the policy making process.

The aim of this paper is to explore the role of survey research in policy making in Northern Ireland, with particular reference to community relations (better known internationally as good relations). In a region which is emerging from 40 years of conflict, community relations is a key policy area.

For more than 20 years, public attitudes to community relations have been recorded and monitored using two key surveys: the Northern Ireland Social Attitudes Survey (1989 to 1996) and the Northern Ireland Life and Times Survey (1998 to present). This paper will illustrate how these important time series datasets have been used to both inform and evaluate government policy in relation to community relations. By using four examples, we will highlight how these survey data have provided key government indicators of community relations, as well as how they have been used by other groups (such as NGOs) within policy consultation debates. Thus, the paper will provide a worked example of the integral, and bi-directional relationship between attitude measurement and policy making.

In addressing educational disengagement, government policy in England focuses primarily on raising the age of educational participation, promoting vocationalism and directing resources at the population of young people not engaged in any education, employment or training (NEETs). However, ‘disengagement’ is a more fluid and dynamic concept than policy allows for and is visible within a wide range of students, even those deemed to be engaged by their presence in education and educational settings. This paper presents students’ accounts of their educational experiences which suggest that the context of the classroom, student–teacher relationships, peer relationships and pedagogical methods used in classrooms are salient factors in understanding engagement.

Young disabled people continue to be under-represented throughout further and higher education settings. Drawing on Pierre Bourdieu’s social theory of habitus, capital and field, this paper explores the practices of domination and oppression that have made it difficult for young people with visual impairments and hearing impairments to participate in third-level education on the same basis as non-disabled people. Twenty young people with hearing impairments and visual impairments were interviewed about their educational experiences. In addition, 31 interviews were conducted with third-level education providers, policy-makers and non-governmental organisations. This article has two aims: firstly, to critically examine the experiences of young people with hearing impairments and visual impairments in accessing and engaging with support provisions in further and higher education settings; and secondly, to identify and explore the diversity of ways in which these young people have managed and responded to the practices they have encountered. This article emphasises the journey from ability to dis-ability that young people with hearing and visual impairments experience in their quest for educational achievement. The ambiguities of “inclusion”, “widening participation” and “support” are highlighted and critiqued for their extensive failure to challenge taken-for-granted discourses.

Background: As a first step to successfully meet the complex health and social needs of older people, patient assessment has become a central feature of government policy and practice in order to ensure that care planning is person-centred. A core component of nurse education is clinical practice in order to support the development of clinical skills and competence; therefore it is important to help students and their practice-based mentors to develop and apply older person assessment skills. Therefore, an educational workbook was developed to help 2nd year nursing students to learn a structured, systematic and individualised older person assessment process with the support of their mentor.

Aim: A pilot study to evaluate the impact of an Older Persons’ Assessment Educational Workbook and explore second year nursing students’ competence and their opinions and use of an older person’s assessment skills workbook.

Research Methodology: A pre-experimental design (pre and post-test with no comparison group) was undertaken with n=6 2nd year students in 2014. The outcome measure was the Nursing Competence Questionnaire and results were analysed using the Wilcoxin Signed Rank Test in SPSS version 21. Content analysis of completed workbooks and a survey (n=5) of opinions regarding the workbook was undertaken.

Key Findings- No pre-post-test difference was found in the Nursing Competence Questionnaire with p=0.058 for the total scale. However, as this was a pilot, the study was under-powered and all students’ scores improved. Content analysis of the workbook found that 3 of the 5 participants completed all components of the workbook, with a mean of 1051 words used (Std dev 281.8). Through the survey students reported the workbook as a useful guide when undertaking a patient assessment.

Conclusions: The workbook showed potential as an intervention to help support development of nursing students’ assessment skills in practice.

BACKGROUND: Cerebral palsy is a permanent disorder of posture and movement caused by disturbances in the developing brain. It affects approximately 1 in every 500 children in developed countries and is the most common form of childhood physical disability. People with cerebral palsy may also have problems with speech, vision and hearing, intellectual difficulties and epilepsy. Health and therapy services are frequently required throughout life, and this care should be effective and evidence informed; however, accessing and adopting new research findings into day-to-day clinical practice is often delayed.

METHODS/DESIGN: This 3-year study employs a before and after design to evaluate if a multi-strategy intervention can improve research implementation among allied health professionals (AHPs) who work with children and young people with cerebral palsy and to establish if children's health outcomes can be improved by routine clinical assessment. The intervention comprises (1) knowledge brokering with AHPs, (2) access to an online research evidence library, (3) provision of negotiated evidence-based training and education, and (4) routine use of evidence-based measures with children and young people aged 3-18 years with cerebral palsy. The study is being implemented in four organisations, with a fifth organisation acting as a comparison site, across four Australian states. Effectiveness will be assessed using questionnaires completed by AHPs at baseline, 6, 12 and 24 months, and by monitoring the extent of use of evidence-based measures. Children's health outcomes will be evaluated by longitudinal analyses.

DISCUSSION: Government, policy makers and service providers all seek evidence-based information to support decision-making about how to distribute scarce resources, and families are seeking information to support intervention choices. This study will provide knowledge about what constitutes an efficient, evidence-informed service and which allied health interventions are implemented for children with cerebral palsy.

In 2004, the Ontario Ministry of Health Promotion and Sport (MHPS) established Active2010: Ontario’s Sport and Physical Activity Strategy. Active2010 demonstrates a strong provincial government policy emphasis regarding sport participation and physical activity (PA), and identifies the school system as a primary vehicle for enhancing PA levels. This study examines the sport and PA initiatives MHPS is undertaking within the school system. Theoretical context regarding neo-liberalism in Canada and Canadian sport frames this study, while a revised version of Van Meter and Van Horn’s (1975) top-down model of policy implementation guides the research process. A case study of the school-based PA system is conducted which relies on the analysis of 11 semi-structured interviews and 47 official organizational documents. Four emergent categories of Jurisdictional Funding, Coercive Policy, Sector Silos, and Community Champions are identified. Additional insight is provided regarding neo-liberalism, provincial level government, interministerial collaboration, and government/non-profit sector partnership.

This study sought to determine if and how the Ontario approach to integrating media education into the curriculum can be applied to Chinese education. The study used thematic analyses to identify the Ontario curriculum‘s attributes and approach to teaching media literacy, and to investigate relevant policies and national curriculum standards in Chinese compulsory education to reveal the status quo of Chinese media education. Finally, the study explored the feasibility of applying the Ontario media education model in China. Findings indicate that the Ontario model can be employed in the Chinese context, but only partly so, because current Chinese media education is limited by protectionism and restrictive policies corresponding to the use of media merely as research tools.

Cette thèse porte sur le rapport université/entreprise au Mexique après 1990. Il s’agit d’une étude de cas sur l’Université Nationale Autonome du Mexique (UNAM), la plus grande université mexicaine et la plus importante institution productrice de connaissances scientifiques au pays. À partir de 1988, l’introduction au Mexique d’une économie du marché a été le point de départ des nombreux changements politiques et économiques qui ont modifié les conditions d’exploitation des organisations et des institutions au pays. Ainsi, depuis 1990, le nouveau contexte politique et économique du Mexique a modifié les politiques gouvernementales vers les institutions publiques y compris celles de la santé et de l’éducation. Pour ce qui est des universités publiques mexicaines, ces politiques ont réduit leur financement et leur ont demandé une participation plus active à l’économie nationale, par la production de connaissances pouvant se traduire en innovation dans le secteur de la production. Ces nouvelles conditions économiques et politiques constituent des contingences auxquelles les universitaires font face de diverses façons, y compris l’établissement des relations avec les entreprises, comme le prescrivent les politiques du gouvernement fédéral élaborées sur la base des recommandations de l’OCDE. En vue de contribuer à la connaissance des relations université/entreprise développées au Mexique, nous avons réalisé notre étude de cas fondée sur une approche méthodologique qualitative à caractère exploratoire qui a recueilli des données provenant de sources documentaires et perceptuelles. Nous avons encadré notre recherche du point de vue de l’organisation par la théorie de la contingence, et pour l’analyse de la production de la connaissance sur la base des modèles de la Triple hélice et du Mode 2. Différents documents de sources diverses, y compris l’Internet, ont été consultés pour l’encadrement des rapports université/entreprise au Mexique et à l’UNAM. Les sources perceptuelles ont été 51 entrevues semi-structurées auprès de professeurs et de chercheurs à temps plein ayant établi des rapports avec des entreprises (dans les domaines de la biomédecine, la biotechnologie, la chimie et l’ingénierie) et de personnes ayant un rôle de gestion dans les rapports des entreprises avec l’institution. Les données recueillies ont montré que la politique de l’UNAM sur les rapports université/entreprise a été aussi flottante que la structure organisationnelle soutenant sa création et formalisation. Toutes sortes d’entreprises, publiques ou privées collaborent avec les chercheurs de l’UNAM, mais ce sont les entreprises parastatales et gouvernementales qui prédominent. À cause du manque d’infrastructure scientifique et technologique de la plupart des entreprises au Mexique, les principales demandes adressées à l’UNAM sont pour des services techniques ou professionnels qui aident les entreprises à résoudre des problèmes ponctuels. Le type de production de connaissance à l’UNAM continue d’être celui du Mode 1 ou traditionnel. Néanmoins, particulièrement dans le domaine de la biotechnologie, nous avons identifié certains cas de collaboration plus étroite qui pointaient vers l’innovation non linéaire proposée par le Mode 2 et la Triple hélice. Parmi les principaux avantages découlant des rapports avec les entreprises les interviewés ont cité l’obtention de ressources additionnelles pour la recherche, y compris de l’équipement et des fonds pour les bourses d’étudiants, mais souvent ils ont observé que l’un des plus gros avantages était la connaissance qu’ils obtenaient des contacts avec les firmes et le sens du réel qu’ils pouvaient intégrer dans la formation des étudiants. Les programmes gouvernementaux du CONACYT pour la science, la technologie et l’innovation ne semblent pas réussir à renforcer les rapports entre les institutions génératrices de la connaissance et le secteur de la production du Mexique.

El Distrito Capital de Bogotá se ha convertido en constante receptor de población en estado de desplazamiento forzado, y dada la condición de extrema vulnerabilidad de la población desplazada, no sólo por el hecho mismo del desplazamiento forzado, sino también porque en la mayor parte de los casos se trata de personas tales como mujeres cabeza de familia, menores de edad, personas de la tercera edad y minorías étnicas, ha persistido en el tiempo la violación de los derechos de la población en condición de desplazamiento, las autoridades competentes han implementado políticas públicas para establecer los correctivos suficientes y con ello superar las violaciones detectadas, a pesar de la insuficiencia de recursos económicos dada la evolución y magnitud del fenómeno de desplazamiento forzado.

El interés de este estudio de caso es analizar la contribución de la Política Pública de Educación para la Ciudadanía (PPEC) en Bogotá, desde 1995 al 2011. En primer lugar, se estudiará la forma en la que el Estado colombiano entiende la formación del ciudadano y lo que se espera de éste para la construcción de la sociedad. Luego, se identificará la participación y la coordinación de las entidades públicas del orden Distrital con los actores privados, durante el desarrollo de esta PPEC. Finalmente, se caracterizará la implementación de la Política Pública en la construcción de la formación del ciudadano ideado desde el Gobierno Nacional. Esta investigación se desarrolló a partir del primer gobierno del ex alcalde Antanas Mockus, puesto que gracias a él se comenzó a hablar y tomar acciones con respecto a esta PPEC.

Se analizan diferentes alternativas para la financiación de la educación superior, teniendo en cuenta que la presencia de fallas de mercado -tanto por el lado de la demanda como por el de la oferta- hace de éste un sector muy particular. Las primeras se relacionan con las decisiones privadas en términos de educación de la población estudiantil, y las segundas con las asimetrías de información que caracterizan el lado de la oferta en el financiamiento de la educación. El documento hace una revisión de literatura académica y de algunas experiencias internacionales sobre las diferentes fuentes de financiación en este sector, así como sus potenciales efectos sobre ciertas variables. Así, esta revisión arroja luces sobre las alternativas para el caso Colombiano.
