Dans le contexte actuel de la mondialisation, l’immigration a un impact sur la question identitaire des pays d’accueil et bien que l’exemple du Japon ne soit pas un cas isolé, il comporte tout de même ses particularités. En effet, il est curieux de voir un pays de l’OCDE avec un si bas taux d’immigration, d’autant plus que le vieillissement de sa population le place au cœur de cette problématique. De plus, le cas du Japon est particulièrement intéressant dans la mesure où la question de l’homogénéité ethnique et culturelle, présentée par le nihonjinron, est centrale dans la définition de l’identité nationale. C’est donc en s’appuyant sur la théorie des communautés imaginées d’Anderson et sur la théorie des frontières ethniques de Barth qu’ont été analysés de nombreux ouvrages et articles d’ordre analytique et idéologique afin de démontrer l’influence que le maintien d’une identité nationale forte peut avoir sur le développement et la mise en place de politiques d’immigration au Japon. Ainsi, après avoir passé en revue les origines et l’évolution du peuple japonais moderne, autant sur le plan politique, éducatif, social, qu’économique et en présentant le développement des politiques migratoires jusqu’à aujourd’hui, il est possible de voir à quel point la question identitaire est profondément ancrée et soutenue par les élites du pays et que cela mène par conséquent à des politiques d’immigration strictes et contraignantes.

This article assesses the responses of EU-15 member states to the poverty reduction objectives of the Open Method of Coordination (OMC) on social inclusion between 2001 and 2006. As a flexible mechanism of information sharing between governments, the OMC could not produce strong convergence. A thorough analysis of the OMC documents indeed points to the enduring power of national institutions and partisan politics, for the three dimensions of social inclusion identified by the EU (rights, labour market policies, and participation). There was however some learning and adaptation around emerging policy ideas like activation and the participation of people experiencing poverty.

In recent years, governments, international institutions, and a broad array of social movements have converged around what an OECD report has described as an emerging “global anti-poverty consensus.” This new global social policy agenda has changed the terms of the debate between the left and the right, and redefined the world of policy possibilities, in global but also in domestic politics. This article proposes a constructivist interpretation of this multi-scale shift in discourse, and discusses the political and policy implications of the new global politics of poverty.

Ce mémoire porte sur la question de l’insertion sur le marché du travail, des Haïtiens arrivés au Québec après le tremblement de terre désastreux qui frappa Haïti le 12 janvier 2010. Notre objectif est d'analyser la trajectoire professionnelle de ce groupe et de déterminer les difficultés rencontrées au cours de leur projet d'insertion en emploi. Notre projet s’inscrit dans le cadre de l'approche plurielle développée par Victor Piché qui propose de porter attention à la fois aux facteurs macro-structurels, micro-individuels et à la force du réseau, dans l'étude du phénomène migratoire et du processus d'intégration de la personne immigrante au sein du pays d'accueil. Dans le cadre de ce mémoire, nous avons choisi de réaliser des entretiens avec douze immigrants haïtiens. Cela nous a permis de recueillir des informations de première main sur les différents éléments qui les ont amenés à la décision d'immigrer au Québec et sur leurs parcours sur le marché du travail dans le pays d’accueil. Il ressort des entretiens que l'évaluation que font les répondants du bon déroulement de leur intégration socio-professionnelle dépend particulièrement de facteurs micro-individuels tels que : la maitrise des langues officielles, la connaissance des stratégies favorisant l'insertion en emploi, la connaissance des pratiques locales et du fonctionnement du marché du travail et le statut d'immigration. Très peu des immigrants haïtiens que nous avons rencontrés ont abordé la question de la discrimination, notamment parce qu’ils semblent avoir intégré le discours sur la compétition et l'individualisation et ramènent à des facteurs individuels les succès et les échecs qu'ils ont connus lors de la recherche d'emploi. En d’autres mots, les personnes interrogées semblent avoir intériorisé le discours sur « la lutte des places » les enjoignant à ne pas se contenter « d'être bon », mais d’être « le/la meilleur(e) » pour pouvoir concurrencer les "Québécois de souche" sur le marché de l'emploi.

The present study is an attempt to understand the link between natural resource degradation and poverty among people dependent on these resources. This is done by examining the impact of depletion of marine resources on the livelihood and socio-economic condition of the small-scale marine fishery community in South Kerala. In Kerala, nearly ten lakh fisherfolk depend on the marine fishery resources for their livelihood. The overall level of education of the small-scale fishing community is lower than that of the State’s rural population. Almost all the households surveyed, is one way or other, depend on fishery resources for livelihood. Low levels percapita income and high levels of inequality imply the existence of a large proportion of poor people in the community who are vulnerable to external shocks. The study reveals that poverty was comparatively higher among households with no fishing assets, with only one earner, with more than two children, and depending entirely on pensions/remittances. The study has not provided any evidence to show that poverty in the community is the result of depletion of marine resources.

The present study was an attempt to analytically approach the problem of farm poverty in Kerala from an entirely different angle by incorporating an independently developed and reformulated definition of poverty line in terms of physical units of operational holdings (say, acre). The entire discussion on farm poverty emerged out of proper co-ordination of two important factors popularly considered as the distinct features of Ipoverty, conducted in the light of inter regional variations in farm productivity tried to highlight various grave issues deserving thorough introspection.

Ricinodendron heudelotii (Baill.) Pierre ex Pax. kernel (njansang) commercialization has been promoted by the World Agroforestry Centre (ICRAF) in project villages in Cameroon with the aim to alleviate poverty for small-scale farmers. We evaluated to what extent development interventions improved the financial situation of households by comparing project and control households. The financial importance of njansang to household livelihoods between 2005 and 2010 was investigated through semi-structured questionnaires with retrospective questions, focus group discussions, interviews and wealth-ranking exercises. The importance of njansang increased strongly in the entire study region and the increase was significantly larger in project households. Moreover, absolute numbers of income from njansang commercialization as well as relative importance of njansang in total cash income, increased significantly more in project households (p < 0.05). Although the lower wealth class households could increase their income through njansang trade, the upper wealth class households benefited more from the projects' interventions. Group sales as conducted in project villages did not lead to significantly higher prices and should be reconsidered. Hence, promotion of njansang had a positive effect on total cash income and can still be improved. The corporative actors for njansang commercialization are encouraged to adapt their strategies to ensure that also the lower wealth class households benefit from the conducted project interventions. In this respect, frequent project monitoring and impact analysis are important tools to accomplish this adaptation.

The understanding of poverty dynamics is crucial for the design of appropriate poverty reduction strategies. Taking the case of Central Sulawesi, we investigate the determinants of both chronic and transitory poverty using data from 264 randomly selected households interviewed in 2005 and 2007. Regarding the US 1$/day poverty line, the headcount index declined from 19.3% in 2005 to 18.2% in 2007. However, we observed an increasing number of people living on less than US 2$/day expressed in purchasing power parity (PPP). The results of the estimated multinomial logit model applied in this study indicate that a lack of non-agricultural employment opportunities and low endowment of social capital are major determinants of chronic as well as transitory poverty in this province of Indonesia. These results are used to draw policy conclusions with respect to the alleviation of transitory and chronic poverty in Central Sulawesi.

This study uses data from a sample survey of 200 households drawn from a mountainous commune in Vietnam’s North Central Coast region to measure and explain relative poverty. Principal components analysis is used to construct a multidimensional index of poverty outcomes from variables measuring household income and the value of domestic assets. This index of poverty is then regressed on likely causes of poverty including different forms of resource endowment and social exclusion defined by gender and ethnicity. The ordinary least squares estimates indicate that poverty is indeed influenced by ethnicity, partly through its interaction with social capital. However, poverty is most strongly affected by differences in human and social capital. Differences in the amount of livestock and high quality farmland owned also matter. Thai households are poorer than their Kinh counterparts even when endowed with the same levels of human, social, physical and natural capital considered in the study. This empirical result provides a rationale for further research on the causal relationship between ethnicity and poverty outcomes.

This paper uses the data of 1338 rural households in the Northern Mountainous Region of Vietnam to examine the extent to which subsidised credit targets the poor and its impacts. Principal Component Analysis and Propensity Score Matching were used to evaluate the depth of outreach and the income impact of credit. To address the problem of model uncertainty, the approach of Bayesian Model Average applied to the probit model was used. Results showed that subsidised credit successfully targeted the poor households with 24.10% and 69.20% of clients falling into the poorest group and the three bottom groups respectively. Moreover, those who received subsidised credit make up 83% of ethnic minority households. These results indicate that governmental subsidies are necessary to reach the poor and low income households, who need capital but are normally bypassed by commercial banks. Analyses also showed that ethnicity and age of household heads, number of helpers, savings, as well as how affected households are by shocks were all factors that further explained the probability at which subsidised credit has been assessed. Furthermore, recipients obtained a 2.61% higher total income and a 5.93% higher farm income compared to non-recipients. However, these small magnitudes of effects are statistically insignificant at a 5% level. Although the subsidised credit is insufficient to significantly improve the income of the poor households, it possibly prevents these households of becoming even poorer.

En Colombia, la pobreza y el conflicto están estrechamente relacionados. Este estudio usa medidas de disuasión del gobierno como instrumentos de varias variables específicas de conflicto para estimar el impacto del conflicto sobre la pobreza en Colombia. Usando datos del censo a nivel municipal para el año 2005, evalúo el efecto sobre la incidencia urbana y rural del recientemente-desarrollado Índice de Pobreza Multidimensional. Los resultados sugieren que el conflicto aumenta significativamente la pobreza rural. Esto es consistente con el hecho que la mayor parte del conflicto en Colombia ocurre en las áreas rurales. También evalúo el efecto rezagado del conflicto en la pobreza para concluir que éste dura por al menos tres años pero que decae en el tiempo. Finalmente, pruebo que mis resultados son robustos a una batería de especificaciones adicionales, incluyendo una versión modificada de mi variable dependiente y el uso de una base alternativa de conflicto.

El fin de la Guerra Fría supuso no sólo el triunfo del capitalismo y de la democracia liberal, sino un cambio significativo en el Sistema Internacional; siendo menos centralizado y más regionalizado, como consecuencia de la proximidad y relaciones de interdependencia entre sus actores (no sólo Estados) y permitiendo la formación de Complejos Regionales de Seguridad (CRS). Los CRS son una forma efectiva de relacionarse y aproximarse a la arena internacional pues a través de sus procesos de securitización y desecuritización consiguen lograr objetivos específicos. Partiendo de ello, tanto la Unión Europea (UE) como la Comunidad para el Desarrollo de África Austral (SADC) iniciaron varios procesos de securitización relacionados con la integración regional; siendo un ejemplo de ello la eliminación de los controles en sus fronteras interiores o libre circulación de personas; pues consideraron que de no hacerse realidad, ello generaría amenazas políticas (su influencia y capacidad de actuación estaban amenazadas), económicas (en cuanto a su competitividad y niveles básicos de bienestar) y societales (en cuanto a la identidad de la comunidad como indispensable para la integración) que pondrían en riesgo la existencia misma de sus CRS. En esta medida, la UE creó el Espacio Schengen, que fue producto de un proceso de securitización desde inicios de la década de los 80 hasta mediados de la década de los 90; y la SADC se encuentra inmersa en tal proceso de securitización desde 1992 hasta la actualidad y espera la ratificación del Protocolo para la Facilitación del Movimiento de personas como primer paso para lograr la eliminación de controles en sus fronteras interiores. Si bien tanto la UE como la SADC consideraron que de no permitir la libre circulación de personas, su integración y por lo tanto, sus CRS estaban en riesgo; la SADC no lo ha logrado. Ello hace indispensable hacer un análisis más profundo de sus procesos de securitización para así encontrar sus falencias con respecto al éxito de la UE. El análisis está basado en la Teoría de los Complejos de Seguridad de Barry Buzan, plasmada en la obra Security a New Framework for Analysis (1998) de Barry Buzan, Ole Waever y Jaap de Wilde y será dividido en cada una de las etapas del proceso de securitización: la identificación de una amenaza existencial a un objeto referente a través de un acto discursivo, la aceptación de una amenaza por parte de una audiencia relevante y las acciones de emergencia para hacer frente a las amenazas existenciales; reconociendo las diferencias y similitudes de un proceso de securitización exitoso frente a otro que aún no lo ha sido.
