Este trabajo desarrolla un modelo de generaciones traslapadas con expectativa de vida endógena y capital humano. Recoge parte de la evidencia empírica acerca de la transición demográfica explicada por Notestein en 1945, donde variaciones en la longevidad de los individuos afectan positivamente el crecimiento económico de un país. El modelo establece que la falta de incentivos para invertir en salud estanca a una economía en una trampa de pobreza y muestra que incrementos en la productividad en el sector de producción de capital humano, al igual que cambios tecnológicos sesgados al uso intensivo del mismo, incrementan el producto de estado estacionario y pueden sacar a una economía de una trampa de pobreza.

The industrial revolution and the subsequent industrialization of the economies occurred Orst in temperate regions. We argue that this and the associated positive correlation between absolute latitude and GDP per capita is due to the fact that countries located far from the equator suffered more profound seasonal auctuations in climate, namely stronger and longer winters. We propose a growth model of biased innovations that accounts for these facts and show that countries located in temperate regions were more likely to create or adopt capital intensive modes of production. The intuition behind this result is that savings are used to smooth consumption; therefore, in places where output auctuations are more profound, savings are bigger. Because the incentives to innovate depend on the relative supply factors, economies where savings are bigger are more likely to create or adopt capital intensive technologies.

The common assumptions that labor income share does not change over time or across countries and that factor income shares are equal to the elasticity of output with respect to factors have had important implications for economic theory. However, there are various theoretical reasons why the elasticity of output with respect to reproducible factors should be correlated with the stage of development. In particular, the behavior of international trade and capital flows and the existence of factor saving innovations imply such a correlation. If this correlation exists and if factor income shares are equal to the elasticity of output with respect to factors then the labor income share must be negatively correlated with the stage of development. We propose an explanation for why labor income share has no correlation with income per capita: the existence of a labor intensive sector which produces non tradable goods.

Recent evidence show that factor shares, if properly measured, are far from constant. Moreover, the shares of natural resources and raw labor seem to be negatively correlated with income per capita while the share of human and physical capital is positively correlated with income per capita. Now, if factor shares are not constant then (i) growth accounting exercises rely on a false assumption and (ii) there is a measurement problem. The effect that change s in factor shares ha ve on output depend on the relative abundance of factors and, fo r this reason, it is necessary to have correct measures. We propose an empiri cal methodology to solve the measurement issue and estimate TFP growth.

El propósito de este estudio es analizar el cambio en magnitud, composición y distribución del gasto de los hogares en los años 1997 y 2003, usando las encuestas de calidad de vida. Este análisis encuentra una gran disminución del gasto per cápita (23.9%), especialmente en zonas urbanas y regiones más adelantadas, reflejo de la crisis económica que golpea al país desde 1998. Este decrecimiento desigual generó una mejor distribución en el 2003 y ocasionó un cambio en la estructura de gastos, llevando a un importante crecimiento de la proporción de los gastos en alimentos y una disminución de los gastos de educación y salud. En el documento se utilizó estadística descriptiva, discriminando por quintiles de cada región y clase (urbano rural). Posteriormente se realizaron estimaciones paramétricas y no paramétricas de las curvas de Engel, para cada rubro, con el fin de identificar su naturaleza.

Entre 1990 y 1997 la agricultura colombiana ha registrado un pobre desempeño, el cual ha sido resultado fundamentalmente de tendencias macroeconómicas negativas (v.gr., la apreciación del tipo de cambio) y de la caída en los precios internacionales. Sin embargo, el desempeño global esconde una importante heterogeneidad en el interior del sector. Entre los cultivos transables, los bienes importables han sufrido las caídas más drásticas en rentabilidad, a pesar de la reversión de algunas medidas de apertura después de 1992. Sin embargo, los bienes no transables (así como los cultivos permanentes) mostraron un repunte importante en los niveles de producción. A pesar del desempeño mediocre del sector agrícola, las estadísticas señalan sin ambigüedad que los niveles de vida han mejorado significativamente para la mayoría de los pobladores del área rural entre 1990 y 1997. En este período, el grueso de la población rural experimentó crecimientos importantes en el ingreso per capita. Además, las mayores tasas de crecimiento fueron experimentadas por los sectores más deprimidos de la población.

Latin America is well known as an inequitable region. As it is recognized, inequality and corruption perception weaken the way that political institutions works and the democratic system. Focusing on Latin American and Caribbean countries, this paper analyzes what are the elements shaping tax morale. In particular, how the context influences ethical grounds decisions such as the predisposition to pay taxes is analyzed, using the survey carried out in 2005 by Latinobarometro. The objective is to analyze how country performance determines tax morale. To do so, four probitmodels are estimated using Gini index, Transparency International Corruption Perception Index and Gross Domestic Product per capita (GDPpc) as explanatory variables. As expected we found that some socio-demographic variables play a relevant role. Interestingly, we also found that, in this attitude, LAC countries do not register a gender bias. However, those are not our main contributions to the literature on the field. The most important results are linked to: 1) the levelmatters, GDPpc increases the probability of people having tax morale, 2) moreover, income distributionalso influence on tax morale but in opposite direction and 3) corruption perception also reduces tax morale. Those results show that the quality of institutions matters and therefore, the way that democracy works play a relevant role.

Se realiza con la colaboraci??n de COFACE, Confederaci??n de organizaciones de familias de la UE y EUROCARE, que representa a las asociaciones de prevenci??n de da??os relacionados con el alcohol. El informe muestra la naturaleza de los problemas del alcoholismo, su incidencia en las familias, su tratamiento, prevenci??n y soluciones que se sugieren. Acompa??an al informe unas recomendaciones de COFACE, la Convenci??n de las Naciones Unidas sobre los Derechos del Ni??o y criterios para diagnosticar el abuso y dependencia del alcohol. Adem??s, incluye tablas que indican las edades legales para beber en los pa??ses de la UE, un proyecto de rehabilitaci??n de alc??holicos en el Reino Unido, una tabla que indica el consumo de alc??hol per capita en la UE y por ??ltimo tablas con datos sobre matrimonio, divorcio y composici??n de la familia en la UE.

La problemàtica del finançament dels municipis turístics és un assumpte present en el món local des de fa anys, tot i que no ha trobat una adequada resposta. Aquest treball pretén avaluar si les finances locals representen un problema per l'activitat turística i quines serien les possibles solucions. L'estudi de les característiques dels municipis turístics permet constatar les importants repercussions sobre el territori que comporta la gran concentració geogràfica del turisme, com el ràpid creixement demogràfic d'aquest municipis i un important augment dels habitatges. Dels resultats de la investigació es desprèn que els municipis turístics no tenen ni unes despeses, ni uns ingressos per càpita superiors als dels no turístics. Conseqüentment, tampoc presenten problemes de dèficit especials. El que es produeix és una redistribució interna de la despesa en perjudici de la despesa amb una baixa vinculació amb el turisme, que bàsicament té per destinatària la població resident

Elaborar uma Economia Política da Corrupção, como falha do Estado, é reconhecer que o Estado serve elites e é necessária legislação concreta para limitar a actuação e os excessos da classe política e dos funcionários da Administração. A questão central para tese é a da verificação da existência de uma relação entre a pobreza e o nível de corrupção nos Estados Lusófonos, medida pela Transparency International. Depois de avaliado o estado da arte e feita a história do próprio estudo da corrupção, utilizando os métodos da análise económica e do estudo de opinião, concluímos que as críticas ao Índice de Percepção da Corrupção elaborado pela Transparency International não colhem. Com efeito, a tese prova que a corrupção diminui o potencial de uma economia. Usando métodos econométricos concluimos ainda pela existência de uma relação linear entre o Produto Interno Bruto per capita e o rating dos Estados Lusófonos no Índice de Percepção da Corrupção. Finalmente, um estudo de opinião sobre “a corrupção em Portugal”, elaborado em 2008, conclui que é nos Serviços de Saúde e no Fisco que há mais corrupção em Portugal, um país, contudo, que fez o upgrading legislativo nos últimos anos e onde a corrupção, apesar de tudo, não atinge os níveis de outros Países de Expressão Oficial Portuguesa.

In response to the often-heard accusation that “austerity is killing growth in Europe”, Daniel Gros asks in this new Commentary: “What austerity?” Looking at the entire budget cycle, he finds that the picture of austerity killing growth simply does not hold up. Since the bursting of the bubble in 2007, Gros reports that the economic performance of the US has been very similar to that of the euro area: GDP per capita is today about 2% below the 2007 level on both sides of the Atlantic; and the unemployment rate has increased by about the same amount as well: it increased by 3% both in the US and the euro area. Thus, he concludes that over a five-year period, the US has not done any better than the euro area although it has used a much larger dose of fiscal expansion.

The extent to which species are plastic in the timing of their reproductive events relative to phenology suggests how climate change might affect their demography. An ecological mismatch between the timing of hatch for avian species and the peak availability in quality and quantity of forage for rapidly growing offspring might ultimately affect recruitment to the breeding population unless individuals can adjust the timing of breeding to adapt to changing phenology. We evaluated effects of goose density, hatch timing relative to forage plant phenology, and weather indices on annual growth of pre-fledging Canada geese (Branta canadensis) from 1993-2010 at Akimiski Island, Nunavut. We found effects of both density and hatch timing relative to forage plant phenology; the earlier that eggs hatched relative to forage plant phenology, the larger the mean gosling size near fledging. Goslings were smallest in years when hatch was latest relative to forage plant phenology, and when local abundance of breeding adults was highest. We found no evidence for a trend in relative hatch timing, but it was apparent that in early springs, Canada geese tended to hatch later relative to vegetation phenology, suggesting that geese were not always able to adjust the timing of nesting as rapidly as vegetation phenology was advanced. Analyses using forage biomass information revealed a positive relationship between gosling size and per capita biomass availability, suggesting a causal mechanism for the density effect. The effects of weather parameters explained additional variation in mean annual gosling size, although total June and July rainfall had a small additive effect on gosling size. Modelling of annual first-year survival probability using mean annual gosling size as an annual covariate revealed a positive relationship, suggesting that reduced gosling growth negatively impacts recruitment.

The Human Development Index (HDI) introduced by the United Nations Development Programme (UNDP) in 1990 has helped facilitate widespread debate amongst development researchers, practitioners and policy makers. The HDI is an aggregate index, calculated on an annual basis by the UNDP and published in its Human Development Reports, comprising measures of three components deemed by them to be central to development: W income (the gross domestic product per capita), (ii) education (adult literacy rate) and (iii) health (life expectancy at birth). The results of calculating the HDI are typically presented as country/regional league tables, and provide a quick means for policy makers and others to judge performance. Perhaps partly because of the relative simplicity of the index, the HDI has managed to achieve a level of acceptance and use amongst politicians and policy makers that has yet to emerge with any indicator of sustainability. Indeed, despite its existence for 11 years, including nine years after the Rio Earth Summit, the HDI has not even been modified to take on board wider issues of sustainability. This paper will critically examine the potential for 'greening' the HDI so as to include environmental and resource-consumption dimensions. This paper describes the results of research intended to explore the volatility inherent in the United Nations Development Programme's (UNDP) Human Development Index (HDI). The HDI is intended to be a simple and transparent device for comparing progress in human development, and is an aggregate of life expectancy, education and GDP per capita. Values of the HDI for each country are presented in the Human Development Reports (HDRs), the first being published in 1990. However, while the methodology is consistent for all countries in each year there are notable differences between years that make temporal comparisons of progress difficult. The paper presents the results of recalculating the HDI for a simplified sample of 114 countries using various methodologies employed by the UNDP. The results are a set of deviations of recalculated HDI ranks compared to the original ranks given in the HDRs. The volatility that can result from such recalculation is shown to be substantial (+/-10-15 ranks), yet reports in the popular press are frequently sensitive to movements of only a few ranks. Such movement can easily be accounted for by changes in the HDI methodology rather than genuine progress in human development. While the HDRs often carry warnings about the inadvisability of such year-on-year comparisons, it is argued that the existence of such a high-profile index and the overt presentation within league tables do encourage such comparison. Assuming that the HDI will be retained as a focal point within the HDRs, then it is suggested that greater focus be upon more meaningful and robust categories of human development (e.g. low, medium and high) rather than league tables where shifts of a few places, perhaps as a result of nothing more than a methodological or data artefact, may be highlighted in the press and by policy makers.
