Partindo da experiência decorrente da implementação do Decreto Legislativo Regional nº 21/2006/M que adaptou à Região Autónoma da Madeira o modelo nacional consignado no Decreto-Lei nº 115-A/98, pretende-se com este trabalho averiguar qual a percepção que os Presidentes dos Conselhos Executivos/Directores têm relativamente ao exercÃcio, áreas e grau de autonomia das escolas com ensino secundário desta Região Autónoma. Utilizando uma metodologia de caracterÃsticas qualitativas e quantitativas, recorremos à pesquisa documental, ao inquérito por questionário e à entrevista como instrumentos de investigação. Este trabalho é constituÃdo por duas partes. Na primeira, dedicada à fundamentação teórica/revisão da literatura, pretende-se acompanhar a evolução e afirmação da autonomia, partindo de sistemas de administração centralizados e burocratizados que foram dando lugar a formas mais descentralizadas e abertas à participação dos cidadãos. No domÃnio da educação, a descentralização e a autonomia ganharam expressão a partir da década de 80 do Século XX, que por força da legislação publicada inicia um perÃodo marcado por um discurso que realça as virtudes da gestão centrada nas escolas, num percurso, porém, pouco linear, onde sobressaem as contradições entre o decretado e o construÃdo. A segunda parte deste trabalho, dedicada à parte prática, permite-nos concluir que globalmente as escolas da Região são vistas pelos seus presidentes/directores como bastante autónomas, sentindo-se mais autonomia nos domÃnios Estratégico, Organizacional e Pedagógico e menos autonomia nos domÃnios Curricular, Financeiro e Administrativo. O reforço da participação da comunidade, maior protagonismo do Conselho da Comunidade Educativa e das estruturas de gestão intermédia e um maior aproveitamento das potencialidades da legislação, são aspectos a melhorar na implementação do modelo regional de administração e gestão das escolas.

No Portugal hodierno, quando se fala em educação a autonomia das escolas assume um papel relevante para todos os intervenientes nos contextos educativos e nas polÃticas educativas. Na actual legislação que implementou a autonomia escolar, o termo autonomia aparece associado a toda a orgânica administrativa e pedagógica das escolas e à relação MunicÃpio/Escola, onde se destaca o alargamento das competências dos municÃpios no âmbito da educação e ainda a reestruturação do sistema de ensino. Abordar esta temática e todos os seus meandros, bem como a sua interferência na vivência das escolas são os objectivos centrais deste estudo. Deste modo, tentámos apurar como interagem os Directores das Escolas Básicas do 1º Ciclo com Pré-Escolar pois, saber o que pensam, de que forma actuam, que parcerias criam, que apoios estabelecem, são algumas questões cruciais para entender a força desta autonomia e saber de que forma ela é entendida e praticada por todos quantos actuam neste grande palco que é o ensino em Portugal, e mais especificamente na Região Autónoma da Madeira (RAM). Situado na área da Administração Educacional, este estudo utiliza como suporte teórico dominante as diferentes perspectivas de autores reconhecidos pelas suas abordagens sobre a temática da autonomia. O contexto empÃrico de estudo centrou-se em todas as Escolas Básicas do 1º Ciclo com Pré-Escolar do ensino público da RAM. Do ponto de vista metodológico, esta investigação utilizou essencialmente uma metodologia de carácter qualitativo com o recurso à análise de documentos onde se enfatizou essencialmente a legislação em vigor. A metodologia quantitativa esteve também presente porquanto se recorreu ao inquérito por questionário, aplicado a todos os Directores das Escolas Básicas do 1º Ciclo com Pré-Escolar da RAM. Ao utilizarmos estes métodos de recolha de informação pretendemos perceber se a autonomia da escola é uma autonomia construÃda e desejada ou se pelo contrário, se resume a uma imposição da administração central. Os resultados da investigação sugerem que as escolas exigem aos superiores hierárquicos a concessão de mais autonomia e de maior poder de decisão. Solicitam ainda mais liberdade e respeito no que concerne à s opções organizacionais das suas escolas.Na tentativa de ultrapassar estas limitações, constatámos que as escolas têm desenvolvido actividades que promovem a sua autonomia, quer através de iniciativas culturais e desportivas quer através da realização de protocolos com empresas e/ou entidades, quer com toda a comunidade envolvente. Desta forma, concluÃmos que são as próprias escolas a sugerirem a elaboração de contratos de autonomia, para que lhes seja conferido um maior poder de decisão nos domÃnios pedagógico, curricular, administrativo e financeiro.

The organizations are characterized as dynamic spaces, they are being revisited and redefined, because they constitute structural human spaces and new vain outlines won expression. As it begins, of the non consensus in its conception, it is explicit the complexity degree that is identified in the plurality and diversity, brought by the people that compose them, characterizing it as accomplishment space, of happiness and also of conflict, of relationships of power and organizational limits and from birth and burial of faiths, values, norms, symbols, knowledge and rituals, therefore, deeply human. In that way, to know the administration of the organization is preponderant condition for the format of the human relationships to be delineated in its living. Like this the work makes an option in knowing the social administration, this work tries to know and analyze the values and beginnings of the social administration; revealling characteristics and specificities of the organizational performance of UNIPOP that contribute to the formation of the conception of Social Administration, it tends as source of the information the managers of the institution; to identify the formative values of UNIPOP that contribute to the youths' partner-political action in the community, tends for reference the current students of the organization and last to evaluate values structurates and supporting that interconnection between the organizational Administration, formation youth's program, participation and autonomy and attendance, starting from the existences gained by the exits, of that program. This way, the research will be qualitative, looking for understanding starting from their documents, the existence of those values

Changes introduced by cardiopulmonar and neuromuscular training on basal serum insulin-like grow factor-1 (IGF-1) and cortisol levels, functional autonomy and quality of life in elderly women The aim of this study was to compare the effects of strength and aerobic training on basal serum IGF-1 and Cortisol levels, functional autonomy (FA) and quality of life (QoL) in elderly women after 12 weeks of training. The subjects were submitted the strength training (75-85% 1-RM) with weight exercises (SG; n=12; age=66.08 ± 3,37 years; BMI=26,77 ± 3,72 kg/m2), aerobic training with aquatic exercises (AG; n=13; age=68,69 ± 4,70 years; BMI=29,19 ± 2,96 kg/m2) and control group (CG; n=10; age=68,80 ± 5,41 years; BMI=29,70 ± 2,82 kg/m2). Fasting blood was analyzed to measure basal IGF-1 and cortisol levels by chemiluminescence method. The t-Student test showed increased IGF-1 in the SG (p<0.05) for intragroup comparison. The Repeated-measure ANOVA presented increased IGF-1 (p<0.05) in the SG compared to the other two groups. There were no differences in cortisol levels. All the FA tests (GDLAM autonomy protocol) presented decreased significant in the time marked in seconds to the SG. The same results were found in the AG, except in the rise from a sitting position test. The autonomy index presented significant improvements (p<0.05) in the SG related to the AG and CG and in the AG to the CG. The SG showed increased QoL (p<0.05) (by WHOQOL-Old questionnaire) in the facet 1 (sensorial functioning) and facet 5 (death and dying). Thus, the SG obtained positive changes on IGF-1 and FA levels when compared to the AG. This suggests that strength training can indicated to decrease the effects of ageing.

The aim of this study was to analyze the effects of an aerobic exercise program on the internal right carotid resistive index (IRCRI) and the functional autonomy levels of elderly women. The sample was composed of 25 elderly sedentary women, aged between 60 and 75 years, allocated into two groups: an experimental group consisting of 14 women submitted to aerobic treatment and a control group (n=11). Carotid artery resistance assessment was conducted using Doppler ultrasound and functional autonomy by the following tests: 10m walk (10mW), rising from a sitting position (RSP), rising from a chair and moving about the house (RCMH), rising from the ventral decubitus position (RVDP) and putting on and removing a t-shirt (PRTS). Aerobic training consisted of walking 30 minutes a day, 3 times a week, for 3 months. To control the intensity of the walk, the index of perceived exertion was used, with standardized Borg scale values corresponding to 13-15 points, characterized as slightly tiring exercise with training heart rate (TRH) between 50% and 80% of heart rate reserve (HRR). Repeated measures ANOVA was used for statistical analysis. Compared to the control, the experimental group obtained a statistically significant decrease in right internal carotid resistance (p = 0.021) and a significant increase in the following tests: 10mW (p=0.000), RSP (p=0.035) and RCMH (p=0.016). These results suggest that engaging in aerobic exercises was effective in decreasing IRCRI and improving functional autonomy inelderly women

Este estudo teve como objetivo analisar os efeitos de um programa de exercÃcio fÃsico aeróbico sobre o Ãndice de resistência da artéria carótida interna direita (IRCID) e os nÃveis de autonomia funcional de mulheres idosas. A amostra foi constituÃda por 25 idosas sedentárias, com idade entre 60 e 75 anos, divididas em dois grupos: grupo experimental com 14 idosas submetidas ao treinamento aeróbico e grupo controle (n=11). A avaliação da resistência da artéria carótida foi realizada pelo método de ultrasom Doppler e a autonomia funcional pelos testes: caminhar 10m (C10m), levantar da posição sentada (LPS), levantar-se da cadeira e locomover-se pela casa (LCLC), levantar-se da posição decúbito ventral (LPDV) e vestir e tirar a camisa (VTC). O treinamento aeróbico foi realizado na forma de caminhada, 30 minutos por dia, 3 vezes por semana, durante 3 meses. Para o controle da intensidade da caminhada foi utilizado o Ãndice de esforço percebido, com valores padronizados pela escala de Borg onde a intensidade deveria corresponder a uma faixa entre os valores 13 a 15 pontos, correspondente a uma situação orgânica derivada de um exercÃcio compreendido como ligeiramente cansativo e a frequência cardÃaca de treino (FCT) entre 50% a 80% da frequência cardÃaca de reserva. Para analise estatÃstica foi utilizado a ANOVA de medidas repetidas. O grupo experimental quando comparados com o grupo controle obteve uma diminuição estatisticamente significativa na resistência da artéria carótida interna direita (p=0,021), e um aumento significativo nos testes: C10m (p=0,000), LPS (p=0,035) e no LCLC (p=0,016). Estes resultados sugerem que a prática de exercÃcios fÃsicos aeróbicos foi eficaz em diminuir o IRCID e melhorar os nÃveis de autonomia funcional em mulheres idosa

The neoliberalism proclaims the crisis of the State in front of globalization , but, approaching two books taken as basic on this theoretical chain - The road to serfdom, of Friedrich Hayek, and Capitalism and Freedom, of Milton Friedman - to analyze this supposed dualism, the conclusion into which we arrive is another one. Remembering liberal tradition and quickly, later, analyzing critically the workmanships, can be perceived that others are the conflicts really gifts in the current capitalist reality - market versus State et capitalism versus democracy - and, from the understanding on the reading made and the theoretical trajectory of its authors, we may see as the neoliberalism locates itself in relation to these conflicts, which polar regions of these antagonisms privileges, what represents the State for itself, and what it intends as much more global philosophy than economic/politics thinking only

The proposal of this study was to work with women in the politics, focusing on their trajectories, biographies and speeches, to catch the meanings given by themselves to their insertion in the political field. The privileged instrument of research was the autobiographical narratives of fifteen women who, in ParaÃba, had participated of the electoral processes and the life partisan politics in the period from 1998 to 2008, in the state and federal scopes. This permitted us to search the dimension of their lived expericence, to understand the trajectories and the processes of autonomation of the women, in the politics. Moreover, a quantitative mapping of the feminine presence in the processes was made electoral politicians in a wider context. In a similar way, two surveys had been carried throughout the research, among others aspects, to understand that image voters and politicians they construct concerning the feminine participation in this field. These instruments were important not to lose of all the social view where these lives were developed, the places from which these women speak and locate and the social meanings originated from this participation. The research aimed to establish dialogues between knowing and fields of discipline, beyond the dichotomy of actor/structure, preventing generalizations that ignore the plurality of the individuals, to reveal some aspects of the complex and contradictory processes that involve their participation in the political field. At last, it is tried to show that, although the frequent accusations of autonomy lack, when establishing relations in the public space, the women, as all subjects, can reflect about themselves, the motives of their thoughts and their actions escaping from the servitude of the repetition and avoid being only product of the institution that formed them (CASTORIADIS, 1992, p.140-141)

The dissertation evaluates about Rural Women s Productive Organization Program effectiveness of Western Rio Grande do Norte(2008-2012). Specifically, it has aimed to: 1) Describe about Rural Women s Productive Organization Program characteristics in Western Potiguar Region; 2) Investigate which social economic changes the program has caused in Rural Women s lives from Western Potiguar Region; 3) Evaluate whether women s participation in the feminist social movement has contributed in order to facilitate access to the program; 4) evaluate whether rural women s participation from western Potiguar region in POPMR has provoked some questions in relation to labor sexual division in policy all female users or whether it has amplified their capacities for their economical autonomy conquest. The evaluation has been as reference the development concept as freedom according to Amartya Sen (2000) and labor sex division sustained by separation and hierarchy activities performed by men and women according to Kergoat (2009). The qualitative character investigation was made up by a bibliographical and documental research, semi-structured interviews and focal group. The interviews with female mediator agents and female public managers have demonstrated the paths how to create the program by explaining the difficulties and possibilities. The research was concluded with focal groups that had accessed POPMR in western region. With the methodological instruments used, it was possible to achieve the results: The research data show that POPMR has contributed for the region development specifically by expanding rural women s capacities. However, there are still some difficulties which could be overcome with a state actualization, as policies for home labor and home labor care socialization. In this way, the infrastructure construction for production and reproduction must be based on a kind of legislation for a small production which are indispensable elements for a bigger effective policy for women in a rural environment

The apparent virtuosity that if could wait of the globalization and the neoliberalism has given signals of deterioration in the contractual relations, especially in contracts of mass consumption, generating innumerable offensive situations to the basic rights and the goods constitutionally protected of the contractors. In the world of today, still that it does not reveal any desire, the individual practically is compelled to contract, for force of necessities and customs completely imposed, mainly in face of the essentiality of the services or agreed to goods. Ahead of as much and unexpected changes in the civil liames and of consumption, dictated for the globalization, it comes to surface the reflection if the private law e, more specifically, the civil law, meet prepared adequately to deal with these new parameters of the economy. The present dissertation has the intention to investigate if the globalization and the consequent neoliberalism, in this beginning of third millennium, will imply to revive of the principles and the basics paradigms of the contracts that consolidated and had kept, for more than two centuries, the liberal State. One notices that the study of this phenomenon it gains importance to the measure where if it aggravates the decline of the social State (Welfare State), with the embrittlement and the loss of the autonomy of the state authority, over all in countries of delayed modernity, as it is the case of Brazil, that presents deep deficiencies to give or to promote, with a minimum of quality and efficiency, essential considered public services to the collective and that if they find consecrated in the Federal Constitution, as basic rights or as goods constitutionally protecting, the example of the health, the education, the housing, the security, the providence, the insurance, the protection the maternity, the infancy and of aged and deficient. To the end, the incidence of constant basic rights of the man in the Constitution is concluded that, in the process of interpretation of the right contractual conflicts that have as object rights or goods constitutionally proteges, in the universe of the globalized perhaps economy and of the neoliberalismo, it consists in one of the few ways - unless the only one - that still they remain to over all deal with more adequately the contractual relations, exactly that if considers the presence of clauses generalities in the scope of the legislation infraconstitutional civil and of consumption, front the private detainers of social-economic power. To be able that it matters necessarily in disequilibrium between the parts, whose realignment depends on the effect and the graduation that if it intends to confer to the basic right in game in the private relation. The Constitution, when allowing the entailing of the basic rights in the privates relations, would be assuming contours of a statute basic of all the collective, giving protection to the man against the power, if public or independently private

In this research, we have found that, besides the literature in educational area presents the politic-pedagogical project as a pedagogical component that is able to promote changes in educational practices and to consolidate the school autonomy, some researches point to an opposite view-point, mainly due to the fact that these researches verify that several schools have elaborated their project just to comply with a formal exigency of the Brazilian educational reform implemented from the 1990 decade. Despite of the neoliberal and neoconservative forces (that guide this reform) understand the politic-pedagogical project as a way of stimulating scholar organizations, in order to put in practice the educational politics of this decade, we understand that this project can, in fact, promote changes in the scholar practices in the sense of overcoming the bureaucratic scholar culture historically developed in this environment. This research presumes that the process of planning, implementation and evaluation of school actions that is excited by the politic-pedagogical project can stimulate the subjects to develop practices, values, and senses, bypassing in some aspects the culture that is traditionally instituted in school, what will certainly favor the construction of its autonomy. The research that we have done in Professor Ascendino de Almeida Municipal School situated in the South Zone of Natal, RN, Brazil, was developed according to the following methodological procedures: document analysis, semi-structured interview, and participative observation. In the focused school we evidence that the politic-pedagogical project is a product of interpersonal and professional relations that are marked by shared powers, by dialogical action, by participation, and by equality, that (all of them) mediate decisional processes, what makes it possible the construction of common senses in order to guide the educative action. We yet evidence the existence, between the professionals that integrate this institution, of a culture for valuation of planning, of collective reflection, and of theoretical support, besides a commitment with the formation of the student with who they work, this making possible that the politic-pedagogical project constitutes in an orientation for the process of reflection, action, and evaluation of the school work. In these conditions, this project propitiates the consolidation of the school autonomy, what, in its turn, prints higher quality to the educative work developed in the institution

Este estudio tiene por objeto investigar la polÃtica de democratización de la administración educativa de la consideración de los procesos socio-históricos que participaron en el programa de modernización de los paradigmas de administración, por la forma en que la polÃtica de descuentos y que se entiende por los sujetos dentro de la escuela. Se considera que la democracia defendida por la polÃtica de democratización de la educación por el neoliberalismo / gerencialismo, siendo el resultado de un acuerdo que aspira a dirigir la sociedad hegemónica, portador del gen, las diferentes concepciones de la democracia, por lo tanto, en su en el interior se colocan en posición, los elementos conceptuales de los diferentes proyectos de la sociedad. Por lo tanto, vamos a ver cómo, en el Estado Dom Escuela Nivaldo Monte, esta polÃtica se (re) significado y transformado por los sujetos, incluyendo las diferentes formas que se delinean en la dimensión de la democracia, autonomÃa, participación y representación. Aborda el tema de estudio en vista del materialismo histórico y dialéctico, por lo que consideramos que es posible examinar el objeto en sus fronteras, pero no de manera fragmentada o enajenados o la mediación de la determinación del capital económico, polÃtico, cultural y simbólica de la sociabilidad la globalización, para superar los matices asignado a estructuralista metodologÃa de diseño teórico adoptado, usado, en el entendimiento de que considera que la macro y micro estructuras están formadas por una relación de complementariedad entre los procesos micro y macro. Entre nuestras conclusiones parciales, que argumentan que la gestión democrática y la gestión de la administración son diferentes formas de administración, antagónicos, aunque este efecto fue una especie de coincidencia, le distinguen: en primer lugar, si queremos apoyar la calidad de las escuelas públicas, y en segundo lugar que la organización de gestión crea las condiciones para la gestión democrática legal y legÃtimo, mientras que se establecen las condiciones que tanto impracticable y difÃcil como imposible y muy difÃcil de llevar a cabo la gestión de la administración que conduce a la conclusión de que, finalmente, la gestión democrática es imposible de llevarse a cabo por medio de la gerencia pública y la gerencia pública es imposible de llevarse a cabo por medio de la democracia. Sin embargo, la participación institucionalizada de la gerencia pública puede promover la extensión del control social sobre el estado y contribuir a la transformación social, que parece que está un reto difÃcil, pero no improbable, y es probable que se siga investigando.
