El interés de este Estudio de Caso es investigar la manera en que la Misión de Paz de la ONU en Sierra Leona (UNAMSIL) redireccionó el programa Desarme, Desmovilización y Reintegración (DDR) hacia los niños soldados durante el post-conflicto en el país. Se analiza cómo a través de la coordinación de diferentes Agencias y Organizaciones Internacionales con UNAMSIL, el Gobierno y la Sociedad Civil hace posible que se refuerce el rol de los Interim Care Centers (ICCs) en donde se enfrentaron las necesidades esenciales de los menores excombatientes para lograr un mejor proceso de su desmovilización y reintegración. Se explica de igual forma, las diferentes herramientas que sirven para llevar a cabo la resolución del conflicto y la reconstrucción de la paz, enfocándose en el peacekeeping, peacemaking y peacebuilding, como mecanismos que ayudaron a crear un espacio seguro para los niños exsoldados. Por último, se exponen los alcances y límites de los ICCs con respecto a la reintegración de los menores excombatientes

El objetivo de esta monografía es analizar de qué manera el interés nacional ruso determina su reivindicación geopolítica en el Ártico. Adicionalmente, se profundizará sobre la posición geográficamente privilegiada en esta región y su importancia para los países miembros del Consejo Ártico a partir del deshielo del 2007. Por otra parte, se analizará la reivindicación geopolítica rusa en el Ártico a través de la aplicación del Derecho Internacional y el desplazamiento de sus fuerzas militares en esta zona. Para resolver la investigación, es pertinente explicar el interés nacional ruso bajo la Teoría de Realismo Político de Hans Morgenthau, lo que ayudará a clasificar el modelo de política exterior que Rusia aplicó en la región Ártica durante el periodo 2007 – 2013.

Los objetivos generales son: sensibilizar a los alumnos sobre el respeto por lo que les rodea, hacia los otros y hacia sí mismo. Adoptar actitudes positivas de solidaridad, igualdad, tolerancia y amistad a partir del conocimiento y apropiación de las reglas sociales y de las normas de interacción entre los individuos y las instituciones. Desarrollar una disposición favorable hacia el trabajo cooperativo. Desarrollar sus conocimientos y habilidades que permitan desempeñar sus funciones sociales en responsabilidad dentro de una sociedad pluralista. Desarrollar el sentido crítico. Lograr que los alumnos alcancen autonomía de aprendizaje a través de la enseñanza de procedimientos. Desarrollar los temas transversales introducidos por el Ministerio de Educación y Cultura en los Decretos de Currículo de la Educación infantil, primaria y secundaria obligatoria. Existen también objetivos relativos al aprendizaje y uso del lenguaje cinematográfico: aprender el funcionamiento y usos del lenguaje cinematográfico; fomentar la creación de procesos diversificados y múltiples, tales como secuencias de imágenes expresando ideas personales; utilizar el recurso de la imagen como medio para modelar un concepto de individuo humanizado. El proceso se concreta en la realización práctica de seis cortos cinematográficos: El misterio de la caja tonta, T.V. or not T.V., Cerdo 'Tradiciones de nuestro pueblo', Oui, c'est moi (La gallina belga), Welcome to Cáceres y Benigno. Cuestionarios. Realización de cortos. Debates. Exposiciones personales. Observación de la participación del alumnado. Anecdotario: se han recogido hechos y apuntado datos tales como interpretaciones, intervinientes y contexto. Cuaderno de actividades, donde el alumno lleva le seguimiento de su progreso. Comentarios de los distintos agentes involucrados en el proceso de enseñanza y aprendizaje (docentes, padres, equipo directivo). El alumnado aprende la necesidad de investigar, expresarse y organizarse en el trabajo. Se han convertido a los alumnos y alumnas en productores de mensajes audiovisuales y no en simples receptores, convirtiéndose la experiencia en un elemento de socialización. Los alumnos valoran el trabajo realizado en grupo y consideran al cine o a cualquier tipo de creación artística como algo que exige un alto grado de esfuerzo. El hecho de fomentar actividades alternativas motivadoras para todos los alumnos ha reducido y neutralizado parte de los conflictos existentes en el aula. Se considera la experiencia como de muy productiva. Se evidencia un alto grado de satisfacción entre los participantes del proyecto: alumnos, profesores y padres.

Traditionally, school efficiency has been measured as a function of educational production. In the last two decades, however, studies in the economics of education have indicated that more is required to improve school efficiency: researchers must explore how significant changes in school organization affect the performance of at-risk students. In this paper we introduce Henry Levin’s adoption of the X-efficiency approach to education and we describe the efficient and cost-effective characteristics of one Learning Communities Project School that significantly improved its student outcomes and enrollment numbers and reduced its absenteeism rate to zero. The organizational change that facilitated these improvements defined specific issues to address. Students’ school success became the focus of the school project, which also offered specific incentives, selected teachers, involved parents and community members in decisions, and used the most efficient technologies and methods. This case analysis reveals new two elements—family training and community involvement—that were not explicit parts of Levin’s adaptation. The case of the Antonio Machado Public School should attract the attention of both social scientists and policy makers

A educação Inclusiva pressupõe proporcionar a todos os alunos as condições para que possam aprender e interagir de forma cooperativa e solidária e, assim, desenvolver competências tanto ao nível social como académico (Leitão, 2006). Foi neste seguimento que surgiu o presente Trabalho de Projecto, tendo como enfoque uma turma do 4º ano, onde se encontra incluída uma criança com Paralisia Cerebral. O principal objectivo foi o de criar raízes de um espírito de trabalho cooperativo na turma em questão, para que se alcance no seu seio uma verdadeira situação de inclusão educativa, em que não haja distinção entre os diferentes alunos da turma, e onde se consiga promover valores e princípios como da equidade e respeito mútuo, de justiça, de dignidade, em que os alunos possam aprender uns com os outros, vivendo experiências enriquecedoras e assimilando atitudes e valores que levem a um efectivo respeito pela diversidade e diferença. Por termos como base os princípios de uma de investigação-acção, foi um projecto onde nos envolvemos activamente, para conseguirmos provocar uma mudança na situação problemática por nós diagnosticada no início do desenvolvimento do projecto e que nos levou a desencadear a acção. Para tal, e como característico deste tipo de modalidade de investigação, foi privilegiada a adopção de técnicas qualitativas para a recolha de dados, como a observação naturalista, a entrevista, a sociometria e a pesquisa documental, através dos quais alicerçámos o nosso projecto. Assim, podemos referir que o nosso projecto se caracterizou como uma investigação interactiva, em espiral e focada num problema, sobre o qual agimos, sustentada por um quadro teórico a partir do qual elaborámos todo o enquadramento metodológico do nosso projecto, bem como o plano de acção, que se baseou em todo um sistema de planificação/acção/reflexão. Como resultados, podemos afirmar que, partindo do facto do J. ser um aluno bem aceite pelos colegas e da grande motivação que toda a turma sempre demonstrou em trabalhar em grupo, conseguiu desenvolver-se uma socialização de aprendizagens, gerando inclusão educativa, beneficiando o J. e outros colegas que, a partir desta experiência, conseguiram libertar-se de constangimentos e fazer emergir potencialidades, capacidades e competências nunca antes vivenciadas.

A atividade física é um bom indicador de saúde para a população em geral. Os amputados abaixo do joelho também beneficiam com o exercício físico regular. Este trabalho pretendeu analisar a atividade física dos amputados transtibais. Para a sua realização executou-se um manuscrito da revisão sistemática da literatura e um manuscrito com base em artigos científicos. A revisão sistemática da literatura teve como objetivo analisar a atividade física, medida por instrumentos próprios, dos amputados transtibais. O outro manuscrito visou verificar quais as diferenças de atividade física em amputados vasculares e traumáticos, expor fatores que possam influenciar a atividade física e determinar um possível tempo de recomendação de exercício físico para esta população. Os resultados indicam que os amputados são menos ativos fisicamente que os indivíduos aparentemente saudáveis. Os amputados traumáticos têm uma atividade física maior que os vasculares, mas a etiologia da amputação não é a principal razão que influencia a atividade física. Esta pode ser influenciada pelo nível de amputação, pelo tempo de uso da prótese, pela funcionalidade do amputado com a prótese e a idade do amputado. A partir dos 100 minutos de atividade moderada a vigorosa já poderá ser recomendável a amputados transtibiais. Será importante a realização de estudos que abordem os amputados, uma vez que em Portugal são raras as investigações que indicam a incidência e prevalência de amputados. Mais estudos que avaliam a atividade física também seriam bem-vindos, para uma maior diversidade de opiniões e conhecimento.

Este artículo se aboca a un breve análisis relativo a los orígenes y debates conceptuales relativos a la gobernanza y su aplicación al caso de América Latina. En este último espacio no ha tenido la mejor de las acogidas puesto que otros términos, como el de gobernabilidad o el de gobierno, han respondido a una tradición en el análisis político regional como producto de un pasado reciente turbulento en lo relativo a las alteraciones al sistema democrático.

Focus on “social determinants of health” provides a welcome alternative to the bio-medical illness paradigm. However, the tendency to concentrate on the influence of “risk factors” related to living and working conditions of individuals, rather than to more broadly examine dynamics of the social processes that affect population health, has triggered critical reaction not only from the Global North but especially from voices the Global South where there is a long history of addressing questions of health equity. In this article, we elaborate on how focusing instead on the language of “social determination of health” has prompted us to attempt to apply a more equity-sensitive approaches to research and related policy and praxis.

A wide range of issues relating to the presence and fate of pesticides and other micro-organic contaminants (MOCs) in surface freshwater sedimentary environments is reviewed. These issues include the sources, transport and occurrence of MOCs in freshwater environments; their ecological effects; their interaction with sedimentary material; and a range of processes related to their fate, including degradation, diffusion in bed sediments, bioturbation and slow contaminant release. An emphasis is placed on those processes-chemical, physical or biological-in which sediments play a role in determining the fate of micro-organics in freshwater environments. The issues of occurrence, source and transport, and the ecological effects of micro-organics are introduced more briefly, the focus where these aspects are concerned being largely on pesticides. In the concluding section, key points and issues relating to the study of micro-organics in freshwater environments are summarised and areas where initial or further research would be welcome are highlighted. It is hoped that this paper will both form a useful reference for workers in the field of micro-organic contaminants, and also stimulate new work in the freshwater environment and beyond. FOREWORD Welcome to this West Africa Built Environment Research (WABER) conference taking place here in Ghana. Thank you for coming and welcome to Accra. The main aims of the WABER conference are: to help young researchers and early-career scholars in West Africa to develop their research work and skills through constructive face-to-face interaction with experienced academics; to provide a platform for networking and collaborative work among senior built environment academics in West Africa; and to serve as a vehicle for developing the field of construction management and economics in Africa. Waber 2009 The WABER event in 2009 was held at the British Council in Accra, Ghana on 2-3 June. The event was a resounding success. It attracted participation from 32 researchers, from 12 different institutions, who presented their work to an audience of approximately 100 people. Each presenter received immediate and constructive feedback from an international panel. The event was opened by Professor K.K. Adarkwa, Vice Chancellor of KNUST, Kumasi, Ghana, with several senior academics and researchers from universities, polytechnics, and other institutions in Ghana and Nigeria in attendance. There was also a significant level of attendance by senior construction practitioners in Ghana. Thank you to the School of Construction Management and Engineering, University of Reading, UK for funding the inaugural event in 2009. We are also grateful to all of you who helped to make the event a success and to those of you who have joined us here today to build upon the success and legacy of WABER 2009. Waber 2010 This year, we have 60+ peer-reviewed papers and presentations on topics relating to Building services and maintenance, Construction costs, Construction design and technology, Construction education, Construction finance, Construction procurement, Contract administration, Contract management, Contractor development, Decision support systems, Dispute resolution, Economic development, Energy efficiency, Environment and sustainability, Health and safety, Human resources, Information technology, Marketing, Materials science, Organisation strategy and business performance, Productivity, Project management, Quantity surveying, Real estate and planning, Solar energy systems, Supply chain management and Urban development. We hope that these papers will generate interest among delagates and stimulate discussion here and beyond the conference into the wider community of academia and industry. The delegates at this conference come from 10 different countries. This provides a rich international and multicultural blend and a perfect platform for networking and developing collaborations. This year we are blessed to have three high profile keynote speakers in the persons of Professor George Ofori (National University of Singapore), Dr Roine Leiringer (University of Reading, UK) and Professor Will Hughes (University of Reading, UK). Pseudomonas syringae pv. phaseolicola causes halo blight of the common bean, Phaseolus vulgaris, worldwide and remains difficult to control. Races of the pathogen cause either disease symptoms or a resistant hypersensitive response on a series of differentially reacting bean cultivars. The molecular genetics of the interaction between P. syringae pv. phaseolicola and bean, and the evolution of bacterial virulence, have been investigated in depth and this research has led to important discoveries in the field of plant-microbe interactions. In this review, we discuss several of the areas of study that chart the rise of P. syringae pv. phaseolicola from a common pathogen of bean plants to a molecular plant-pathogen supermodel bacterium. Taxonomy: Bacteria; Proteobacteria, gamma subdivision; order Pseudomonadales; family Pseudomonadaceae; genus Pseudomonas; species Pseudomonas syringae; Genomospecies 2; pathogenic variety phaseolicola. Microbiological properties: Gram-negative, aerobic, motile, rod-shaped, 1.5 µm long, 0.7-1.2 µm in diameter, at least one polar flagellum, optimal temperatures for growth of 25-30 °C, oxidase negative, arginine dihydrolase negative, levan positive and elicits the hypersensitive response on tobacco. Host range: Major bacterial disease of common bean (Phaseolus vulgaris) in temperate regions and above medium altitudes in the tropics. Natural infections have been recorded on several other legume species, including all members of the tribe Phaseoleae with the exception of Desmodium spp. and Pisum sativum. Disease symptoms: Water-soaked lesions on leaves, pods, stems or petioles, that quickly develop greenish-yellow haloes on leaves at temperatures of less than 23 °C. Infected seeds may be symptomless, or have wrinkled or buttery-yellow patches on the seed coat. Seedling infection is recognized by general chlorosis, stunting and distortion of growth. Epidemiology: Seed borne and disseminated from exudation by water-splash and wind occurring during rainfall. Bacteria invade through wounds and natural openings (notably stomata). Weedy and cultivated alternative hosts may also harbour the bacterium. Disease control: Some measure of control is achieved with copper formulations and streptomycin. Pathogen-free seed and resistant cultivars are recommended. Planning is highly conditioned by the relationships between the market, state and politics. This becomes particularly clear in looking at the changes taking place in the countries of the former Communist block as they attempt to establish a new set of relationships. The old power structures have been dislodged and old laws discarded. This paper examines the situation in Bulgaria and explores the preconditions for setting up a new planning system there. The first section outlines the political changes since 1989 and shows how political instability has effected the pace of change. The establishment of a market in land and property is a second precondition for the planning system there and moves in this direction are presented, including restitution policies. Finally the issues raised by the early attempts towards a new planning system are discussed. This paper is the first of a series looking at the countries of Eastern Europe and the author would welcome comments from others working in this field.

In the aftermath of the 1971 war, nearly 250,000 people found themselves stranded in various parts of the subcontinent. These 'trapped minorities' became hostages in a complex negotiation process that highlighted how questions of citizenship and belonging remained unresolved in post-Partition South Asia. By studying three groups - the non-Bengalis, the Bengalis and the prisoners of war in a comparative perspective, this paper re-visits the question of who was welcome within certain borders and on what terms. It argues that these decisions depended not just on the state's policies towards 'outsiders' but also upon its own relationship with its minority communities.

E-reading devices such as The Kindle have rapidly secured a significant place in a number of societies as at least one major platform for reading. To some extent they are part of the overarching move towards a fully digitised world but they have a distinctiveness in being deliberately “book-like”. Teachers generally have some suspicion towards “New Media”, especially when it challenges their established practice and nothing dominates the school more than the physical book. What may be the challenges but also the benefits of e-readers to teachers and students? What may be the particular challenges to those teachers who are, traditionally, the guardians of the book, that is the teachers of mother tongue literature? This article reports on a survey of English teachers in England to gauge their reactions to e-readers, both personally and professionally and describes their speculations about the place of e-readers in schools in the future. There is a mixed reaction with some teachers concerned about the demise of the book and the potential negative impact on reading. However, the majority welcome e-readers as a dynamic element within the reading environment with particular potential to enthuse reluctant readers and those with special or linguistic needs. They also, some grudgingly, view the fact that reading using this form of technology appeals to the “e-generation” and may succeed in making reading “cool”. This form of technology is, ironically (given that it appears to threaten traditional books) likely to be rapidly adopted in classrooms.
