O principal objetivo deste estudo é análise da eficiência Econômica-Financeira das empresas siderúrgicas brasileiras no biênio 2004/2005, as quais foram fortemente influenciadas pela reestruturação produtiva do setor siderúrgico provocado pelo programa de privatização na década de 90 seguido de volumosos investimentos com ênfase na eliminação dos gargalos na produção, aumentando a capacidade produtiva do setor, além de aquisições em tecnologia. Portanto indaga-se: A) Os grandes investimentos ocorridos no setor siderúrgico pós-privatizações proporcionaram homogeneidade na eficiência Econômica-Financeira das empresas? B) Quais as empresas que apresentaram os melhores indicadores de eficiência Econômica Financeira no período estudado? Optou-se pelo método de Análise Envoltória de Dados (DEA) para a análise da eficiência proposta, que demonstrou facilidade quando a operabilidade e eficácia para a análise. Os resultados identificaram que os investimentos realizados não levaram a uma distribuição homogênea na eficiência Econômica-Financeira nas empresas estudadas, também foi identificado que as empresas do grupo Arcelor/Belgo e a empresa Villlares Metals dominaram a fronteira de eficiência, as demais empresas foram consideradas ineficientes, sendo que a V&M do Brasil obteve os menores índices de eficiência no setor. O DEA identificou, ainda focos de ineficiência e propôs alvos a serem atingidos pelas empresas em cada variável estudada com objetivo das mesmas alcançarem a fronteira de eficiência.(AU)

This dissertation addresses issues considered essential for sustainable development of urban waterfronts and beaches. Many of these spaces, even though they are of public authorities, economic market and general population interests - due to its landscape, its importance for recreation purposes and as a basis of " Sun and beach Tourism " (Turismo de Sol e Praia), among other factors - have shown aesthetic, health and cultural degradation, entailing environmental, economic and social losses and conflicts. Based on this perception, the research aims to understand the main reasons for these negative results for beach spaces. To this end, it was chosen the case study of a typical urban beach, Ponta Negra Beach, located in Natal, RN. Ponta Negra is associated with the "postcard" of the city and it has been deserving of municipal urban planning legislation that legally recognizes the importance of its landscape. Also it has received constant investments by the Government through urban projects, arguing to leave the site attractive to its users. Nevertheless, in the last fifteen years, the beach has lived with the expansion of its problems, such as those related to bathing water, to coastal erosion, and to the mangling of its natural surroundings. Social conflicts have also been frequent in this time frame: conflicts between residents of the waterfront and traders who work on the beach, between the traders themselves, between the managers of space and fishermen, between managers and formal and informal traders. Many of these social and environmental conflicts have taken such grand proportions that became legal matters. Assuming that the problems identified are related to the issue of rationality - understood as a system of values, norms and actions that relate means and ends - and upholding the need for focused research on "environmental rationality" to understand and interpret the dynamics of social and environmental problems encountered on site, the research that guides the study relies on the Mexican economist Enrique Leff's theory on "environmental rationality" which, briefly, can be defined as a system of values, norms, actions and means and ends relations based on the principles of environmental management and sustainable development. Among other aspects, rationality encompasses cross-sectional planning of public administration, the participation of society in the management of environmental resources, interdisciplinary reorganization of knowledge, the clash of opposing interests and the conciliation of common goals of different social actors. The study evaluates the relationship between "environmental rationality", as proposed by Enrique Leff, with the management, urban interventions and uses observed in Ponta Negra Beach. For that, some benchmarks were established and considered in the research as related to sustainable development of the "beachy" atmosphere. Analytical instruments chosen were the urban transformations and the environmental and social problems that have been the target of lawsuits. Also part of the study, the problems that were the subject of civil investigations, which are investigation procedures carried out by the Prosecutor's Office.

Desde as últimas décadas do século XX que, perante um cenário marcado pela complexidade de uma economia globalizada, a Administração Pública tem sido coagida a passar por processos de reforma. As referências à reestruturação da Administração Pública por motivos políticos, económicos e financeiros, são frequentes na literatura, e surgem, quase sempre, num discurso imperativo. Neste contexto, foram introduzidos mecanismos de mercado por se acreditar que estes produzem soluções mais eficazes para o cidadão-cliente, uma administração motivadora, para quantos nela trabalham, e eficiência económica. Na esfera pública, mais do que transformar inputs em outputs, importa, avaliar os outcomes, isto é, o impacto sobre o valor público. Inúmeros estudos concorreram para enquadrar e justificar a reforma do sector público. Continuam, porém, a faltar respostas de como compatibilizar a gestão orçamental com práticas ideológicas das organizações, nomeadamente ao nível da gestão de recursos humanos. Este estudo tem como objectivo central contribuir para um melhor conhecimento dos efeitos que a prática da avaliação do desempenho, em vigor na Administração Pública Portuguesa, tem no contrato psicológico dos colaboradores. Para o teste das hipóteses propusemos um modelo de investigação, tomando como referência a teoria de Guest. Com uma abordagem qualitativa, construímos um inquérito por questionário, que foi aplicado a alguns colaboradores de uma Instituição pública. Os dados recolhidos permitiram a elaboração de quadros de referência de resultados que, por meio da análise de conteúdo, nos possibilitou tirar ilações acerca do comprometimento organizacional e comportamentos de cidadania organizacional dos Colaboradores. Trata-se de uma pesquisa com características exploratórias que, acreditamos, possa ser a base para trabalhos futuros sobre os efeitos do SIADAP nos indivíduos e nas organizações. Os resultados mostram que o sentimento de que a organização não cumpriu os termos do contrato psicológico é moderado por um esforço emocional, que mantém o colaborador na organização, evidenciando, ainda, um comprometimento afectivo com a Instituição e comportamentos de virtude cívica. / Since the last decades of the 20th century, in a scenario marked by the complexity of a globalized economy, the Public Administration has been forced to undergo reform processes. References to the restructuring of the Public Administration for political, economical and financial reasons are frequent in literature, and arise, in most cases, in an imperative tone. In this context, market mechanisms were introduced, as it is believed that they produce more efficient solutions for the citizen-client, motivated administration for whom many work, and economic efficiency. In the public sphere, more than just transforming inputs into outputs, it is important to evaluate the outcomes, that is, the impact on the public value. Numerous studies have contributed to contextualize and justify the public sector reform. However, there are still no answers of how to develop compatibility between the budgetary management and the ideological practices of the organizations, namely on the level of human resource management. The main aim of this study is to contribute to a better knowledge of the effects that the practice of performance appraisal, in force in the Portuguese Public Administration, has on the employee's psychological contract. For this hypothesis test, we proposed a research model, with reference to Guest's theory. With a qualitative approach, we constructed a survey questionnaire that was applied to some employees of a Public Institution. The data gathered allowed the elaboration of results frameworks which, by means of the content analysis, enabled us to draw conclusions of the employees' organizational commitment and organizational citizenship behaviour. It is a research with exploratory characteristics, which we believe, may provide the basis for future work on the effects of the SIADAP on individuals and organizations. The results indicate that the feeling that the organization did not fulfil the psychological contract terms is moderated by an emotional effort, which leads the employee to remain in the organization, also showing an affective commitment to the institution and civic virtue behaviours.

For both analyzed the theoretical dimensions of social management - sociopolitical, economic, organizational and environmental - manifested in organizational practices supportive of economic organization Potiguar West. For the success of the research realized the triangulation involving a combination of quantitative and qualitative methodological approaches. At first the research will use a quantitative approach, from the cluster analysis, to verify the behavior of the sample chosen for this study. In the second stage of the qualitative study was carried out focus group technique (FLICK, 2002) for further analysis of the dimensions of social management on organizational practices supportive of economic organization, related to the principles of Solidary Economy, established in a quantitative approach. In quantitative analysis, the socio-political dimension, it was clear that the more equity instruments of internal and external, from the purposeful living in public spaces, the best monetary results. Another point worth stressing concerns the economic dimension, with the practice reciprocity prevailing in market. Thus, the qualitative approach was possible to understand the processes of exchange of product or service. Rural enterprises surveyed in the allocation of the agro-ecological products have the following scale of priority, sequentially: self-consumption (domestic), market and exchange. The research leads to the fact that training and practices that enhance the socio-political dimension (knowledge, empowerment, sense of belonging) become the guiding principle for the strengthening of the social management in the context of other dimensions, leading to gains sociopolitical, economic, organizational and environmental. Despite the weaknesses found in the organizational dimension and environment, both in a quantitative as in qualitative, we determined that the practices of ESS's Potiguar West incorporate predominantly elements of social management and economic solidarity, with a preponderance of substantive rationality in the primacy of the instrumental. Finally, research has brought information that the participants of the ESS's do not give the money economy primacy in determining social relations, which in turn leads to the confirmation that, in practice the solidarity economy, prevailing the dominance of substantive rationality, as a guide for organizational practices

The theme of this dissertation is the collegiate management in the cashew cultivation s productive chain by the reading of the Managerial Committee s role in accordance with Sustainable Regional Development. The research had as aim to reveal the way as Managerial Committee s members of cashew cultivation s productive chain interpret the economic, social and environmental dimensions to the sustainability of entrepreneurships, using as interpretative base Sachs (2004) theoretical model. The theoretical reference is based in precepts of Solidarity Economy as a strategy to the Sustainable Regional Development. To reach this aim was done a case study, based in analysis of contents and semi-structured interviews with the solidarities economic entrepreneurships that integrate the Committee and with the group of Entities of Support and Fomentation responsible for formulating and conducting actions in favour of development of the chain. The research permitted to conclude that the economic, mainly, and social dimension, secondly, to super-impose the environmental dimension. The actions in favour of the chain are yet restricted and with low effectiveness when interpreted, in an integrated way, by a side, by the informers of this research and, by another side, in accordance with precepts of sustainable development

Com o avanço nas pesquisas internacionais sobre sustentabilidade na cadeia de suprimentos, o objetivo aqui é analisar como está sendo veiculado o conceito de Gestão da Cadeia de Suprimentos Sustentável nos principais periódicos e congressos brasileiros ligados à área de Operações e Sustentabilidade na Administração. Reconhecendo o tema como incipiente, no Brasil ainda são poucos os estudos publicados, principalmente em periódicos. Os resultados indicam que o discurso sobre o tema pauta-se em discussões pontuais com enfoque recorrente à dimensão ambiental ou econômica, mas que não engloba a definição total do conceito, este fato mostra as possibilidades de avanço na temática.

Tendo como fonte de dados o repositório BENANCIB - Questões em Rede, esta pesquisa tem como objetivo mapear sistematicamente a produção científica sobre Gestão do Conhecimento, publicada nos anais do Encontro Nacional de Pesquisa em Ciência da Informação (ENANCIB), desde sua primeira edição. Utilizou como metodologia o mapeamento sistemático, de natureza exploratória. Este mapeamento é um procedimento baseado em evidências. Originalmente utilizado na área médica, tem sido adotado, nos últimos anos, por outras áreas do conhecimento, inclusive pela Ciência da Informação. A pesquisa permitiu rigorosa revisão da produção científica em Gestão do Conhecimento, além de projetar estudos futuros que venham contribuir para o processo de construção epistemológica, ontológica, metodológica e prática da Gestão do Conhecimento. Para este fim, foram estabelecidas taxonomias de classificação conceitual, de abordagens gerais e de perspectivas interdisciplinares. De acordo com os resultados, a abordagem econômica e organizacional prevalece nas publicações analisadas.

El objetivo de este trabajo es la determinación de los beneficios económicos que obtendrían los hogares de zonas residenciales en la ciudad de Medellín (Colombia) por la reducción del ruido por tráfico vehicular. Para tal propósito se utilizó el método de valoración contingente en combinación con información de percepción de calidad acústica de los hogares. Este enfoque permitió estimar la disponibilidad a pagar esperada por la reducción de un decibel en los niveles de ruido a los cuales están expuestos los hogares. Los resultados demuestran que si se aplica para la ciudad un programa, política o proyecto que logre una reducción generalizada de 5 decibeles en el ruido por tráfico vehicular los beneficios económicos agregados ascienden a 397 millones de pesos colombianos al año. El estudio concluye que estos resultados generan conocimiento importante para hacer más efectiva la toma de decisiones en el marco de políticas regionales con respecto a la gestión de la reducción del ruido por tráfico vehicular.

O presente trabalho tem como principal objetivo contribuir para o desenvolvimento de um modelo de gestão da cadeia de abastecimento sustentável, posteriormente operacionalizado num conjunto de empresas. O principal elemento diferenciador do modelo apresentado é o seu cariz operacional, focado na fase da implementação com a integração de um conjunto de práticas de apoio à sustentabilidade. Para responder às pressões da conjuntura económica atual, das alterações climáticas, da escassez de recursos e das desigualdades sociais é necessário desenvolver de forma consolidada e abrangente um novo paradigma de gestão nas empresas. Muitas destas pressões fazem-se sentir nas atividades da Gestão da Cadeia de Abastecimento. O grande desafio é conseguir que as empresas obtenham bons resultados económicos, sociais e ambientais. A sustentabilidade tem sido abordada como a área de estudo donde deverá emergir este novo paradigma de gestão. Atendendo a esta problemática, a principal questão de investigação do presente trabalho é “Como se implementa a Sustentabilidade na Gestão da Cadeia de Abastecimento?” A metodologia de investigação partiu da revisão da literatura que permitiu estruturar um conjunto de pressupostos teóricos, estruturados num modelo conceptual sobre a implementação da sustentabilidade na Gestão da Cadeia de Abastecimento. O modelo foi aplicado em dois grupos de estudos empíricos: Análise Qualitativa de Relatórios de Sustentabilidade publicados por seis empresas com atividade em Portugal (Sonae; Lipor, Galp; EDP; Portucel e AutoEuropa); e o desenvolvimento de dois Estudos de Caso nas empresas Bosch Termotecnologia e Gestamp Aveiro. Os resultados permitiram o desenvolvimento de um Modelo Teórico de Implementação da Sustentabilidade na Gestão da Cadeia de Abastecimento. Bem como, um modelo de classificação das ferramentas de apoio à implementação da sustentabilidade adequadas a cada etapa que constitui o modelo de implementação. No desenvolvimento deste trabalho, acreditou-se que o caminho da sustentabilidade é possível e tangível. Os modelos desenvolvidos explicam que a integração da sustentabilidade se enceta pela estruturação da área da sustentabilidade na organização, prosseguindo com o processo de implementação constituído por quatro etapas: Envolvimento, Execução, Monitorização e Comunicação. A implementação necessita de ser abrangente a toda a cadeia de valor e apoiada num conjunto de ferramentas adequadas a cada fase de implementação.
