Objetivou este estudo descritivo-explicativo demonstrar as dificuldades de formação e aperfeiçoamento da polÃtica pública em segurança, em face de uma ordem social dinâmica, marcada por contradições históricas e caracterizada pela ênfase jurÃdico-positivista. Enfoca a PolÃcia civil do Estado do Rio de Janeiro abordando aspectos da ética organizacional no convÃvio com a técnica, como exemplos dos casos de unidades de polÃcia especializada em turismo internacional e em crianças e adolescentes. Conclui que as imprecisões decorrentes da excessiva influência de referência sistêmica em sua estruturação e funcionamento dificultam seu aprimoramento produtivo pela mudança de paradigmas e inibem o intercâmbio com o meio ambiente externo, dificultando o reconhecimento público.

Quando os valores são muito resistentes à mudança, os planejadores sociais preferem usar a lei, a fim de proporcionar comportamentos novos, mesmo que não sejam acompanhados da mudança na atitude. A Reforma do Judiciário é analisada como fator para sustentar o crescimento econômico e social dos paÃses em desenvolvimento.

The acts of public administration personnel are of great importance and various laws have been passed in attempt to limit the related expenses. The management of Public administration personnel is based on the principle of efficiency. The TCE/RJ (State of Rio de Janeiro/Audit Court) digital communication system is expected through telework to facilitate its auditing duties in compliance with the terms of the Federal and State constitutions. The TCE/RJ, the superior judicial body of auditing, has done more than just reduce costs and use flextime; it applies telework as an instrument to optimize public service through SICODI digital certification to maximize the resources applied to this constitutional act with greater efficiency for effective auditing. The focus of the first part of this study is to evaluate the tasks of positions that forward the TCE/RJ objectives and the profile characteristics of employees of the inspection area on personnel performance beginning with defined concepts and purposes. Questionnaires for auditors and technicians of the area were approved for this specific purpose to analyze the duties of positions and employee profiles. The second part of this study evaluates the TCE/RJ digital communication system according to theoretical reference and ISO/IEC Standard No. 9126-1, observing three dimensions: the content, usability and functionality. The results obtained, with the use of qualitative methods complemented by quantitative analysis, were positive for the implementation of telework in the inspection of personnel performance in relation to the analysts and technicians involved in this type of auditing as well as in relation to the TCE/RJ digital communication system.

The present work has as its basic purpose observing the principal administrative changes originated from the implementation of the Social Organization Project, inserted in the recent administrative reforms in Brazil, proposed from the Director Plan of the State Reform and approved by the National Congress in November of 1995. In the course of the text will be presented the main factors of the transformation from a bureaucratic public administration to a managerial public administration, specifically focusing the change from a Government Organization to a Social Organization. To reach the proposed objective, a case study of the Brazilian Association of Light Sincrotron Technology - ABTLuS, that represented the first Social Organization installed in Brazil, responsible for the management of the National Laboratory of Light Sincrotron - LNLS, under form of administration contract signed with Nationl Research Council - CNPq and Science and Technology Ministry - MCT. Initially, was developed the theoretical framework, based on the existent literature. Proceeding, field researches were realized in the cities of Campinas - SP, in BrasÃlia - DF and in Rio de Janeiro - RJ. As a consequence of the accomplished work, it was possible to observe that the implementation of the SO administrative model brought more administrative flexibility for the qualified institution. This fact induced to gains of agility and efficiency, with more responsibilities, for the leaders as well as for the employees of ABTLuS. As for the other two important items consisted in the Director Plan, related with the cultural change (from bureaucratic to managerial) and with the social control (larger interaction in the relationship State-society), it is important to stand out the need of a larger time for evaluation, considering that the LNLS presents peculiar characteristics (subject approached in the work). The Social Organization ABTLuS counts with a little more than two years of administration contract, therefore the process is still in course.

This research emerged from the contemporary need of a public management focused on results, in which the State must reach the effectiveness of public policies implemented, put these into practice through transformation actions. However, these actions should not be seen in isolation, cause, when implemented in a certain environment, interact with actions of various actors, generating social dynamics that will be fundamentals to achieving the expected results. The transdisciplinarity approach may enable an object be seen in its essence, considering all environmental aspects around it as well as various social dynamics that might emerge, in order to facilitate the State reach the effectiveness of their actions, providing the transformation wanted to society. For this reason, are presented in this study the basis of a management model with focus on transdisciplinarity, considering the various challenges, searched the literature on the management of public policies. To verify the adequacy of the basis of the proposed model, was done a case study of the government project called "Implantação das UPAS 24 horas" in Rio de Janeiro. In applying the basis of the model in that project, we find that the transdisciplinarity management can maximize the effectiveness of State intervention.

Esta pesquisa teve como objetivo identificar fatores crÃticos que possibilitarão implantação, com desenvolvimento coletivo individual, de uma PolÃtica Pública centrada na variável solidariedade, como meio de busca da integração para melhoria da Educação Básica Profissional do Sistema das Escolas Técnicas do Estado do Rio de Janeiro, sob responsabilidade da Fundação de Apoio Escola Técnica (FAETEC). pesquisa teve como referência de busca de dados informações, em sua maioria, de profissionais, alunos stakeholders alijados da participação concreta da atual PolÃtica Pública da FAETEC de suas respectivas unidades. Por isso Paulo Freire também serviu como referencial, principalmente no que diz em relação aos excluÃdos na página 19, do livro "Educação Mudança" quando escreve: "O verdadeiro compromisso solidariedade, não solidariedade com os que negam compromisso solidário, mas com aqueles que, na situação concreta, se encontram convertidos em coisas". Essas premissas fortaleceram escolha da pesquisa-ação como metodologia. Dos stakeholders citamos o Sindicato dos Técnicos Industriais do Estado do Rio de Janeiro (SINTEC-RJ). Associação de Pais Responsáveis de Alunos da Escola Técnica Estadual Adolpho Bloch (APRAETEAB) Conselho Regional de Engenharia Arquitetura (CREA-RJ) através de Técnicos que são Inspetores na atual gestão. Participaram também outras pessoas interessadas, cujas colaborações foram efetivas, todos se empenharam em colaborar para que, mesmo enfrentando dificuldades, pesquisa fosse suficiente mostrasse que estávamos fertilizando terreno propÃcio implantação futura de uma nova PolÃtica Pública nessa Instituição, combatendo egoÃsmo, orgulho vaidade daqueles que, independentemente de ideologias já foram corroÃdos em seu caráter, mais, demonstram em seu corporativismo mal orientado, que egoÃsmo coletivo traz de malefÃcios, inclusive o de não conseguir ver possibilidade de um mundo melhor: uma outra globalização.

The present research comprehends a case study, through which we analyzed the Programa de Implantação da Escola de Contas do Tribunal de Contas do Estado do Rio de Janeiro - Program of Implantation of the School of Public Finance of the Public Finance Court of the State of Rio de Janeiro - as a progressive educational strategy from the model of corporate university, considering the ten key components (steps) identified by Meister (1999) in his research. The qualitative approach has proved the most adequate for this study, as, regarding data interpretation and investigation process, the subjectivity of the researcher was taken into account, since he himself was designated to the Commission of Implantation of the School of Public Finance and is, presently, general Academic Coordinator of the Escola de Contas e Gestão (ECG) - School of Public Finance and Management, the main goal (product) of the mentioned program. As to the results, the study has shown that the Tribunal de Contas do Estado do Rio de Janeiro (TCE-RJ) has not equally emphasized the ten key components (steps) for the success in the construction of a corporate university, but none of them was neglected. Considering the way it presently works, it is also concluded that the ECG is relevant for the actuation of the TCE-RJ, but is not yet as connected to the performance as it should be. Fundamentally, the ECG still has to develop a personnel development system driven by personnel management through competences, performing a diagnosis of the essential organizational competences, mapping the existing ones, identifying the breaches and analyzing which of theses competences may be developed by means of their activities. Likewise, the ECG also needs to develop a methodology to assess the result as well as the impact of its activities. These circumstances, however, will be used to guide future studies and represent a new starting point.

This research aimed at evaluating the efficiency of a specific model of operational auditing, created to audit municipal health systems, which are part of the Sistema Único de Saúde in the State of Rio de Janeiro, the AOSMS. Thus, it attempted to find out whether they represent a valid method of auditing the performance of SUS in the State of Rio de Janeiro based on the isolated or combined utilization of efficiency and efficacy criteria, and to finalize, how the AOSMS may contribute to the improvement of the municipal management of SUS. The study is based on two references axes, as follows: criteria and paradigms of operational auditing according to what International Organization of Supreme Audit Institutions (INTOSAI) understands about this methodology and the evaluation method of health services proposed by Avedis Donabedian, based on the triad structure, process and result. The work consisted initially in verifying compatibility and evaluating potential of the parameters that constitute the AOSMS with the adopted references, in the light of the basic principles that inform the Brazilian Sistema Único de Saúde and afterwards in the submission of these parameters to the analytic categories created in this study with the intent of checking its adequacy and pertinacity to analyze public health systems. In order to reach its objective the research used the case study strategy of the TCE-RJ experience of holding operational audit in 39 municipal health systems in the State of Rio de Janeiro developed between 2000 and 2007. The result confirmed the hypothesis of the study and revealed how the AOSMS, considered as a valid methodology for its finality, may contribute for the improvement of the municipal management of SUS, reaffirming the potential of operational auditing to proceed with the evaluation of the performance of the Sistema Único de Saúde in the angle of external control, considering however that its application in Brazil, because of the external control model constitutionally adopted, must pass through due sociological reduction2.

This present study aims the human being¿s change aptness in the Judicial Power of The State of Rio de Janeiro, considering the Judiciary¿s historical, organizational and institutional characteristics. The introduced study is guided by the objective that social relations within some institutions have educational features and how these relations can generate knowledge. The analysis relates the maintenance or the rupture of the paradigms that the institution stimulates to be adopted by the human beings when they need to face reality.

The objective of this study is to discuss and analyze the structure of the organizational field of recycling of aluminum cans in Rio de Janeiro state, using as reference the institutional theory. The recycling of aluminum cans field, despite its early history, has presented important modifications, with impacts in others recycle material industries. The present study aims to understand such modifications through the analysis of the organizational field. With this intention, it is used a theoretical basis to define the institutionalization concept, focusing on the differences of functional organization theory, as well to define the legitimacy concept and isomorphism. As a contribution to institutional studies, and as reference to this research, it is analyzed some organizational field studies published in Brazil, comparing them with others from Europe and America, as well as a discussion about the applicability of institutional studies. The structure and analysis presented here were elaborated through a survey, based on semi-structured interviews with representatives of organizations of the organizational field. This study is sectional with longitudinal perspective, including a qualitative analysis, in order to get information regarding the past that can contribute to explain the current structure of the organizational field. There is a perception that border actors, represented in this work by recyclers cooperatives, on the contrary of other studies, intend do change the structure of the organizational field by the mean of social pressures.

o objetivo deste estudo é identificar as necessidades de conhecimentos especÃficos dos executivos que tem como função a gerência/direção da área de segurança em uma empresa, e apresentar um modelo de curso de especialização que atenda os anseios destes profissionais. Uma vez que tal curso de especialização é ainda incipiente no Brasil, este estudo basear-se-á em programas de especialização em gerenciamento de segurança empresarial, existentes em universidades americanas, inglesas, espanholas e australianas, servido de modelo a serem adaptados à nossa realidade empresarial, à experiência dos executivos de gestão de segurança das empresas brasileiras e na realidade atual de nosso paÃs em matéria de segurança empresarial. Esperamos através de uma pesquisa descritiva e aplicada, onde faremos uma breve exposição sobre a história da segurança, riscos e sua prevenção e áreas de estudo da segurança, apresentar uma estrutura curricular de um programa de pós-graduação em segurança empresarial, a qual deverá contemplar aspectos gerenciais comuns à qualquer tipo de organização, tais como, finanças, recursos humanos, logÃstica etc; e também os aspectos de prevenção de perdas , tais como, segurança pessoal, do trabalho e meio ambiente,fisica, de informações etc. Esta estnltura deverá também atender à s necessidades das empresas brasileiras, dentro da conjuntura atual brasileira, nos aspectos social, polÃtico, econômico e cultural.

The purpose of this study is to research the negotiators characteristics living at Rio de Janeiro Metropolitan Region, as well as to analyze the perception they have about the importance of the some factors in the negotiation process namely: influence styles, behavior and practices. Another objective is to identify the negotiator¿s characteristics related to regional culture. In order to achieve those objectives, data were collected, through exploratory and descriptive research, in the Metropolitan Region. The studies identifies the specific characteristics of Rio de Janeito negotiators and includes a critical analysis of their influence styles, behavior and practices. A Questionary was applied on the basis of repeated feedback from respondents and factor analyses of various sets of behaviorally based statements. A sample for the version of the Self-Questionary consists of 100 individuals involved in negotiations. For the Other-Questionary, there are 193 groups of respondents. The results indicated that the Questionary is quite consistent with the a priory influence styles, behavior and practices model. The results also indicated that the Rio de Janeiro negotiators use more frequentely pull styles, than push or avoiding styles.

This dissertation examines the implications of the organizational capability for the performance of organizations of the Third Sector. That relationship is examined in a sample of five organizations with headquarters in the city of the Rio de Janeiro, and acting in peculiar segments, like health, childhood and adolescence, sustainable development, environment and social inclusion. The organizational capability was studied from existing analytical frameworks available in the international literature, and adapted for this dissertation. The kinds of empirical evidences are quantitative and qualitative on first hand, and were obtained by multiple techniques: interviews, direct-site observation, exam of documents and casual meetings. These evidences indicators were examined in used in two levels: individual, specific of each one of the organizations, and general, common to all the organizations researched. Concerning organizational capability, the exam of the empirical evidences revealed that the organizations that had had the most significant development in terms of the dimensions identified by Tremblay (1998) as of high performance - that¿s the case of CIEDS and CDI -, were the ones with the best organizational performance. Another relevant point shown by the evidences is the importance of the dimension management attitude to human resources development, similar to previous studies presented by Tremblay (1998), Leonard-Barton (1998) and Figueiredo (2003). The study also shows that the organizations which developed projects aiming at the review and the improvement of managerial practices, approaching them to the models adopted by private companies, had the best performances among the researched group.

Rio de Janeiro is among the cities with the highest amount of NGOs in the world. However, not all of the projects carried out by the NGOs are equally successful. In this research, I would like to analyze a selection of some of the most well-known social development enterprises operating in Rio, in order to better understand how they operate, what difficulties they face, which factors play the crucial role in achieving peak performance. Moreover, I would like to compare the field research findings with the academic theory on management of social development NGOs, and possibly come up with ideas for further improvements.
