La Universidad Latinoamericana de Ciencia y Tecnologa (ULACIT) es una universidad privada que fomenta el desarrollo de la ciencia y la tecnologa entre sus estudiantes. Adems, ULACIT participa en el proceso de acreditacin nacional ante SINAES (Sistema Nacional para la Acreditacin de la Educacin Superior).Pese a esto y conscientes de la importancia que conlleva una buena biblioteca en una institucin de educacin superior, se ha visto que la biblioteca de esta Universidad no rene las condiciones necesarias para responder a las demandas y exigencias que el usuario de hoy requiere de ellas. Por lo contrario, se carece de tecnologa actualizada para prestar servicios documentales de informacin y de interaccin acadmica, que se ajuste a los propsitos de la institucin.

Uma das condies que mais influencia a competitividade entre instituies de ensino a Qualidade. Sendo a sociedade cada vez mais exigente, necessrio medir e avali-la. A utilizao de uma ferramenta de autoavaliao, desenvolvida ao nvel da Unio Europeia, a Common Assessment Framework (CAF), que teve como modelo de origem o European Foundation for Quality Management (EFQM), veio permitir a medio da qualidade dos servios prestados na administrao pblica. Este estudo apresenta os diversos aspectos referentes temtica da qualidade, o modelo CAF e os principais resultados obtidos num inqurito por questionrio, junto dos alunos, colaboradores internos e gestores dos Servios Acadmicos da Universidade de vora, com o objectivo de avaliar o grau de satisfao com a qualidade do servio prestado, o desempenho de todas as partes interessadas e, consequentemente, a sustentabilidade desse servio. Desses resultados retiraram-se alguns pontos fortes, enunciaram-se diversos pontos fracos e evidenciaram-se sugestes de melhoria para o servio em estudo. Neste sentido, este trabalho serviu de diagnstico e apresenta uma ferramenta que permite aos Servios acadmicos da Universidade de vora conhecerem-se melhor e poderem mover-se no caminho da qualidade. ABSTRACT: One of the conditions that most influences the competitiveness among institutions of education is quality. As society increasingly demanding in terms of professional skills, it is necessary to measure and assess the quality of education, through continuous improvement to achieve excellence. Currently, the quality must be measured and seen as a competitive advantage. The use of a tool for self-evaluation of the quality, developed at EU level, the Common Assessment Framework (CAF) that has had its origin on European Foundation for Quality Management (EFQM), carne allow the measurement of quality of services provided to the clients, based on an internal guidance for quality in the organization and on the adoption of quality ratings as a routine in their work. This study presents the various aspects relating to the issue of quality and the Common Assessment Framework (CAF) and presents the main results obtained through a survey by questionnaire. These questionnaires were applied to the students, staff and internal managers from the Academic Services of the University of vora with the aim of assessing the grade of satisfaction with the quality of the services provided, the performance of all interested parties and therefore the sustainability of this service in this institution of higher education. As results obtained on this research there are some strengths, several weaknesses and suggestions for improvement that can benefit the service under study. This work can be used as a diagnosis and gives a tool that allows Academic Services of the University of vora know themselves better and to be able to move on the path of quality.

The balance between the demands of two important spheres of human life, work and family, has become a challenge due to the pressures of the contemporary that is expanding around the difficulties of reconciling these two comnios. In this sense, this research aimed to understand the work-family interaction in the perception of executive secretaries. The analysis approach used was qualitative research, by worrying about a reality that can not be quantified due to the subjectivity of his goal. The data collection technique used was the semistructured interview to twenty executive secretaries, servants of a Federal Institution of Higher Education. For the understanding and interpretation of the data, we used the technique of content analysis. The results of both analyzes identified the existence of conflict as enrichment in this interaction. The time was identified as the largest generator of conflict work. The overload, relationship stress and conflict emerged as elements common to both domains. As main implications of labor disputes, were revealed: problamas health for secretaries and stress. As main implications of family conflicts emerged: motivation for work, lower performance and lack of concentration. The attempt at balance was identified as the strategy most used by secretaries to minimize work-family conflict. The work-family enrichment was seen as resources that contribute to improving the lives of the secretary in both domains. The opportunity to add knowledge was highlighted as enriching element of work and family values as elements enriching family. The support and experience emerged as enrichment items common to both domains. Regarding the implications of enrichment resulting from the interaction of work and family, the more perceived by respondents were: increased knowledge and skills, material and psychological benefits, improved quality of life and personal and professional fulfillment. From the perception of executive secretaries, work and family spheres of human life are essential and complementary, and that help is contrary, however, this relationship is the primary management of conflicts, ie, how the individual sees and manages the negative side of the work-family

Este artculo muestra los principales resultados de una amplia investigacin sobre los salarios de los profesionales en bibliotecologa, motivo de preocupacin de las autoridades de la Escuela de Bibliotecologa, Documentacin e Informacin de la Universidad Nacional desde el proceso de autoevaluacin, realizado previo a la acreditacin de la carrera de Bibliotecologa y Documentacin por parte del Sistema Nacional de Acreditacin de la Educacin Superior (SINAES).En esta investigacin se ha demostrado la inequidad salarial que afecta al docente de la Universidad Nacional, con respecto a los salarios de los profesores de otras escuelas de bibliotecologa y, tambin, al personal que ocupa puestos administrativos tanto en la misma Universidad Nacional como en el sector pblico. Los bajos salarios de los profesores y la falta de incentivos econmicos en una funcin fundamental para una institucin de enseanza superior, no solo es motivo de disconformidad por el personal, mximo la elevada carga laboral a que es sometido en una escuela acreditada, sino que impide la contratacin de profesores altamente calificados.

O avano das tecnologias de informao continua a mudar os paradigmas de ensino e aprendizagem. Os meios disponveis so cada vez mais diversificados e, com a necessidade de procurar novos estudantes e diversificar o pblico-alvo, as instituies de ensino superior esto a repensar os seus modelos de negcio e estratgias pedaggicas. A proliferao de dispositivos mveis catalisa uma aposta crescente no ensino a distncia (EaD) no sentido de proporcionar aprendizagens em mobilidade (m-learning). No entanto, as solues existentes para m-learning so ainda pouco adaptadas s recentes metodologias de EaD, na maioria das vezes funcionando como extenso de um ambiente virtual de aprendizagem ou com muito foco nos contedos. Sendo a Universidade Aberta (UAb) a nica instituio de ensino superior pblico em Portugal de ensino a distncia, com um modelo pedaggico prprio, constitui um natural caso de aplicao de tecnologia mvel em novos contextos de aprendizagem, importando por isso estudar e desenhar os mecanismos de interao mais adequados com professores e estudantes em mobilidade. Adotou-se neste trabalho a metodologia Design Science Research, tendo sido identificadas as caractersticas e comportamentos de potenciais utilizadores, e definidas as funcionalidades que devem ser disponibilizadas na primeira verso de uma aplicao para dispositivos mveis (app) no contexto do ensino a distncia. proposto o design da interface dessa app, usando o modelo da UAb como caso de aplicao, e disponibilizada uma lista de orientaes para o desenvolvimento do prottipo funcional. Da investigao realizada, concluiu-se que a interface proposta constitui um modelo vlido para o desenho de uma app para aprendizagens em mobilidade, no regime de ensino de uma universidade virtual. A partir deste modelo, as instituies de ensino superior podem desenvolver apps adaptando-se ao avano das Tecnologias de Informao e Comunicao e ficarem alinhadas com as necessidades dos seus alunos e docentes, particularmente se dispuserem de oferta formativa a distncia.

[eng] ISO standard 9001 is one of a set of management tools that libraries have adopted in recent years. This article focuses on libraries in higher education institutions that have received ISO certification of their quality management systems (ISO standard 9001:2000). We examine their reasons for seeking certification and the advantages and difficulties they have encountered in applying this ISO standard. Finally, we consider the future prospects of ISO standard 9001 in university libraries.

The aim of this study is to analyze the profile of todays manager, according to the classical management literature, working on internationalized higher education institute. This paper draws together knowledge about the managers profile in a corporate environment and how it can be appreciated in a higher education institute all of this taking into consideration the environment that nowadays exists in these institutions. Data were collected through semi-structured interviews, with professors of the Fundacao Getulio Vargas, more specific on their Public and Business Administration School (EBAPE), which had active roles on its development, internationalization and during some point in time their management. The findings obtained where analyzed under the perspective brought by the theoretical reference framework, and, based on this approach is represented the manager whom could have a better perspective to administrate a higher education institute.

Realizing the changes above can result in a failure in spite of the biggest will if organizations lack certain prerequisites which are necessary in companies lives. One of the most important prerequisites is organizational culture which can be characterized by confidence, common learning, development and open atmosphere. This is called a learning organizational culture. In their research the authors would have liked to know what kind of dreams the colleagues have about their own organizational culture. They achieve these results from an investigation with questionnaires which were realized by an advisory team. To evaluating the results of this investigation circumplex method was used. These results were compared with the characteristics of learning organization to confirm our hypothesis. According to this idea colleagues have the same images about their successful organization as the characteristics of learning organizations.

The constant evolution of the Internet and its increasing use and subsequent entailing to private and public activities, resulting in a strong impact on their survival, originates an emerging technology. Through cloud computing, it is possible to abstract users from the lower layers to the business, focusing only on what is most important to manage and with the advantage of being able to grow (or degrades) resources as needed. The paradigm of cloud arises from the necessity of optimization of IT resources evolving in an emergent and rapidly expanding and technology. In this regard, after a study of the most common cloud platforms and the tactic of the current implementation of the technologies applied at the Institute of Biomedical Sciences of Abel Salazar and Faculty of Pharmacy of Oporto University a proposed evolution is suggested in order adorn certain requirements in the context of cloud computing.

Comparing each of the twenty Higher Education Institutions (HEIs) in Scotland as separate sectors in an Input-Output table suggests their expenditure patterns are homogenous and that the apparent heterogeneity of their impacts is primarily driven by scale. However, a disaggregation of their income by source reveals a disparity in their dependence upon funding from the devolved Scottish Government and their ability to draw in income/funding from external sources. Acknowledging the binding budget constraint of the Scottish Government and deriving balanced expenditure multipliers reveals large differences in the net-expenditure impact of HEIs upon the Scottish economy, with the source of variation being the origin of income. Applying a novel treatment of student expenditure impacts, identifying the amount of exogenous spending per student, modifies the heterogeneity of the overall expenditure impacts. On balance this suggests that the impacts of impending budget cut-backs will be quite different by institution depending on their sensitivity to public funding. However, predicting the outcome of budget cutbacks at the margin is problematic as we do not know whether public and external incomes are complements or substitutions (and indeed this may vary between individual HEIs).
