Este trabajo recopila literatura académica relevante sobre estrategias de entrada y metodologías para la toma de decisión sobre la contratación de servicios de Outsourcing para el caso de empresas que planean expandirse hacia mercados extranjeros. La manera en que una empresa planifica su entrada a un mercado extranjero, y realiza la consideración y evaluación de información relevante y el diseño de la estrategia, determina el éxito o no de la misma. De otro lado, las metodologías consideradas se concentran en el nivel estratégico de la pirámide organizacional. Se parte de métodos simples para llegar a aquellos basados en la Teoría de Decisión Multicriterio, tanto individuales como híbridos. Finalmente, se presenta la Dinámica de Sistemas como herramienta valiosa en el proceso, por cuanto puede combinarse con métodos multicriterio.

Although the construction pollution index has been put forward and proved to be an efficient approach to reducing or mitigating pollution level during the construction planning stage, the problem of how to select the best construction plan based on distinguishing the degree of its potential adverse environmental impacts is still a research task. This paper first reviews environmental issues and their characteristics in construction, which are critical factors in evaluating potential adverse impacts of a construction plan. These environmental characteristics are then used to structure two decision models for environmental-conscious construction planning by using an analytic network process (ANP), including a complicated model and a simplified model. The two ANP models are combined and called the EnvironalPlanning system, which is applied to evaluate potential adverse environmental impacts of alternative construction plans.

This study evaluated using of Multicriteria Evaluation in a GIS, specifically by Weighted Linear Combination Method for generation of map of priority areas for forest restoration in the initial part of River Pardo Basin, SP, in order to water resources conservation. Aiming to define criteria and restrictions it was used Participatory Techniques, and the following factors had been selected: proximity of the hydrographic network, proximity of forest cover, slope and erodibility of soil. To calculate the weight to each factor it was used the decision-making process, known as Analytic Hierarchy Analysis, this method consists of a paired comparison of factors to determine the relative importance of each. According to Weighted Linear Combination, the very high priority areas have a more limited spatial distribution, with an apparent concentration around the water bodies, outlining a buffer to the river system. The proximity factor of the hydrographic network, and enables the connection forestry, contributed, along with the factor of proximity to forest cover, so there would be the definition of most of the areas with the highest priority in the basin, which concentrate the largest areas of forest and native riparian areas along the hydrographic.

In this paper a Hierarchical Analytical Network Process (HANP) model is demonstrated for evaluating alternative technologies for generating electricity from MSW in India. The technological alternatives and evaluation criteria for the HANP study are characterised by reviewing the literature and consulting experts in the field of waste management. Technologies reviewed in the context of India include landfill, anaerobic digestion, incineration, pelletisation and gasification. To investigate the sensitivity of the result, we examine variations in expert opinions and carry out an Analytical Hierarchy Process (AHP) analysis for comparison. We find that anaerobic digestion is the preferred technology for generating electricity from MSW in India. Gasification is indicated as the preferred technology in an AHP model due to the exclusion of criteria dependencies and in an HANP analysis when placing a high priority on net output and retention time. We conclude that HANP successfully provides a structured framework for recommending which technologies to pursue in India, and the adoption of such tools is critical at a time when key investments in infrastructure are being made. Therefore the presented methodology is thought to have a wider potential for investors, policy makers, researchers and plant developers in India and elsewhere. © 2013 Elsevier Ltd. Reliability modelling and verification is indispensable in modern manufacturing, especially for product development risk reduction. Based on the discussion of the deficiencies of traditional reliability modelling methods for process reliability, a novel modelling method is presented herein that draws upon a knowledge network of process scenarios based on the analytic network process (ANP). An integration framework of manufacturing process reliability and product quality is presented together with a product development and reliability verification process. According to the roles of key characteristics (KCs) in manufacturing processes, KCs are organised into four clusters, that is, product KCs, material KCs, operation KCs and equipment KCs, which represent the process knowledge network of manufacturing processes. A mathematical model and algorithm is developed for calculating the reliability requirements of KCs with respect to different manufacturing process scenarios. A case study on valve-sleeve component manufacturing is provided as an application example of the new reliability modelling and verification procedure. This methodology is applied in the valve-sleeve component manufacturing processes to manage and deploy production resources.

Local Government Authorities (LGAs) are mainly characterised as information-intensive organisations. To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems. The research reported herein should be of interest to both academics and practitioners who are involved in IOIS, in general, and collaborative e-Government, in particular. © 2013 Elsevier Ltd. La eliminación de barreras entre países es una consecuencia que llega con la globalización y con los acuerdos de TLC firmados en los últimos años. Esto implica un crecimiento significativo del comercio exterior, lo cual se ve reflejado en un aumento de la complejidad de la cadena de suministro de las empresas. Debido a lo anterior, se hace necesaria la búsqueda de alternativas para obtener altos niveles de productividad y competitividad dentro de las empresas en Colombia, ya que el entorno se ha vuelto cada vez más complejo, saturado de competencia no sólo nacional, sino también internacional. Para mantenerse en una posición competitiva favorable, las compañías deben enfocarse en las actividades que le agregan valor a su negocio, por lo cual una de las alternativas que se están adoptando hoy en día es la tercerización de funciones logísticas a empresas especializadas en el manejo de estos servicios. Tales empresas son los Proveedores de servicios logísticos (LSP), quienes actúan como agentes externos a la organización al gestionar, controlar y proporcionar actividades logísticas en nombre de un contratante. Las actividades realizadas pueden incluir todas o parte de las actividades logísticas, pero como mínimo la gestión y ejecución del transporte y almacenamiento deben estar incluidos (Berglund, 2000). El propósito del documento es analizar el papel de los Operadores Logísticos de Tercer nivel (3PL) como promotores del desempeño organizacional en las empresas colombianas, con el fin de informar a las MIPYMES acerca de los beneficios que se obtienen al trabajar con LSP como un medio para mejorar la posición competitiva del país.

The selection of an Enterprise Resource Planning (ERP) system is one of the most sensitive and highest impact processes in the area of information systems and technologies, because it supports and integrates the whole business of an organization. Hence the importance of deciding the best solution in order to contribute to the organization's competitiveness in a global and increasingly demanding market. Therefore, it is essential to provide tools to support decision making, turning complex and often intangible decisions into simple and quantifiable scenarios. This study addressed the adoption of the Analytical Hierarchy Process (AHP) multicriteria decision method to support the selection of an ERP system. The literature review was the source used to obtain the set of the most relevant criteria to be considered in this decision, which were subsequently validated through systematic application of various surveys of experts and people related to the field of ERP systems. To support the application of AHP, according to the model obtained in the study, it was developed a web application that will be available to the general public. The responsible for the acquisition of ERP systems can use it to easily apply the AHP method based on validated decision model. On the other hand, the web application can be used as a validation tool, allowing collecting data for future developments of the decision model.

O processo de negociação tem ganho relevância como uma das formas de gestão de conflitos. Verifica-se que nas organizações a negociação é um processo omnipresente, que tem sido alvo de muito estudo e investigação, e as capacidades de negociação são consideradas determinantes para o sucesso. Em consequência dessas tendências, surgem propostas de modelos de negociação bastantes flexíveis e que visam colaboração entre as partes interessadas, modelos que se adequam aos contextos organizacionais em que predominam relações estáveis e de longo prazo. Estas propostas procuram a solução óptima para as partes interessadas. No entanto, faltam frequentemente os mecanismos e procedimentos que garantam um processo estruturado para elaborar e analisar os diversos cenários na negociação, considerando um conjunto de aspectos relevantes para ambas as partes. No presente trabalho de dissertação formula-se uma proposta baseada no modelo de negociação Win Win Quantitativa, em que foi utilizada uma abordagem do método multicritério Analitic Hierarchy Process (AHP) para seleccionar a melhor opção de serviço para uma determinada empresa. Para o caso de estudo, num contexto real, foi necessário desenvolver uma aplicação Excel que permitisse analisar, de uma forma clara, as diversas alternativas perante os critérios mencionados. A aplicação do método AHP permite aos clientes tomar uma decisão potencialmente mais acertada. A aplicação informática procura optimizar os custos inerentes à prestação de serviços, oferecendo aos clientes um custo reduzido e assim tornando a empresa mais competitiva e atractiva para os potenciais clientes.

To solve a health and safety problem on a waste treatment facility, different multicriteria decision methods were used, including the PROV Exponential decision method. Four alternatives and ten attributes were considered. We found a congruent solution, validated by the different methods. The AHP and the PROV Exponential decision method led us to the same options ordering, but the last method reinforced one of the options as being the best performing one, and detached the least performing option. Also, the ELECTRE I method results led to the same ordering which allowed to point the best solution with reasonable confidence. This paper demonstrates the potential of using multicriteria decision methods to support decision making on complex problems such as risk control and accidents prevention.

Työn tavoitteena on kartoittaa ja arvioida asiakastarpeita hienojakoisen hiilen ja nesteen erotuksessa. Aluksi työssä kuvataan hiiliteollisuutta, jonka jälkeen syvennytäänhiilen ja nesteen erotukseen. Tämän jälkeen keskitytään asiakastarpeiden kartoittamiseen. Jo olemassaolevan tiedon keräämiseen käytetään haastatteluja ja kysymyslomakkeita. Saatyn AHP-mallia hyödynnetään asiakastarpeiden arvioinnissa. Yksi suurimmista haasteista puhtaan hiiliteknologian käytössä on kustannustehokas nesteen ja hienojakoisen hiilen erotus, joka on tärkeää rahtauskustannusten minimoinnin, laatuvaatimusten täyttämisen ja prosessiveden kierrättämisen kannalta. Tekniset ominaisuudet ja kustannukset ovat tärkeimmät ominaisuudet hiilen ja veden suodatinratkaisussa asiantuntijoiden mukaan. Asiakkaan mukaan laatu, tekniset ominaisuudet ja tukipalvelut ovat tärkeitä.Sekä asiakkaan että asiantuntijoiden mielestä korkea yksikkökapasiteetti, matala lopputuotteen kosteus ja luotettavuus ovat tärkeimmät tekniset ominaisuudet. Investointikustannukset ovat noin kolme kertaa tärkeämpiä kuin käyttökustannukset. Asiakkaan mukaan laitetoimittajan ominaisuudet ovat tärkeämpiä kuin teknologiset ominaisuudet.
