Este trabalho tem o intuito de discutir como um imóvel tombado na cidade de Joinville/SC vem respondendo ao mundo das influências contemporâneas da espetacularização. A Casa Boehm, hoje uma loja de calçados no comércio, foi construída em 1927 e tombada em 2001, por meio do Processo de Tombamento PFCC n. 627/003, de 10 de abril de 2000, homologado pelo Decreto n. 3.461/2001, do Governador do Estado, na época, Esperidião Amin. O imóvel vem sofrendo alterações físicas, que afetam princípios de unidade, volumetria, padrões de estilo arquitetônico, o que faz com surjam debates a respeito dos seus valores estéticos. A depender do gosto dos locatários, especialmente no que se referee às cores externas, sem autorização, vislumbra-se a partir da opinião dos participantes do Conselho de Patrimônio da cidade - COMPHAAN, a espetacularização que este bem vem suportando em nome de uma sociedade de consumo, que apenas visa o lucro, apesar de inúmeros debates teóricos acerca da preservação. Desta forma, quando se pensa em restauração de um patrimônio cultural edificado, a preocupação imanente é com a sua imagem subjetiva/simbólica, e ainda, não menos importante, no que se refere às cores utilizadas nas pinturas das edificações. A metodologia utilizada é qualitativa, por meio de pesquisa bibliográfica, documentais no Arquivo Histórico de Joinville – AHJ e na Fundação Cultural de Joinville – FCJ e, etnográfica. A etnografia, com nuances interdisciplinares, foi realizada nestes mesmos Arquivos da cidade de Joinville, nos arredores do bem em questão e analisando algumas impressões obtidas nas reuniões do Conselho de Patrimônio da cidade – COMPHAAN. Este estudo é parte integrante da pesquisa para doutoramento em Ciências Humanas, na Universidade Federal de Santa Catarina – UFSC. Parte-se da hipótese inicial de que as discussões que envolvem as cores em bens tombados têm se relacionado com a autenticidade e a integridade dos conjuntos nos centros históricos. Porém, vai além, já que o espetáculo buscado pelos gestores públicos, com intento de valorizar suas cidades, acaba por homogeneizar esses territórios em torno de uma ideia de patrimônio que tem sido questionada por alguns teóricos.

Recently, resilience has become a catchall solution for some of the world’s most pressing ecological, economic and social problems. This dissertation analyzes the cultural politics of resilience in Kingston, Jamaica by examining them through their purported universal principles of adaptation and flexibility. On the one hand, mainstream development regimes conceptualize resilience as a necessary and positive attribute of economies, societies and cultures if we are to survive any number of disasters or disturbances. Therefore, in Jamaican cultural and development policy resilience is championed as both a means and an end of development. On the other hand, critics of resilience see the new rollout of resilience projects as deepening neoliberalism, capitalism and new forms of governmentality because resilience projects provide the terrain for new forms of securitization and surveillance practices. These scholars argue that resilience often forecloses the possibilities to resist that which threatens us. However, rather than dismissing resilience as solely a sign of domination and governmentality, this dissertation argues that resilience must be understood as much more ambiguous and complex, rather than within binaries such as subversion vs. neoliberal and resistance vs. resilience. Overly simplistic dualities of this nature have been the dominant approach in the scholarship thus far. This dissertation provides a close analysis of resilience in both multilateral and Jamaican government policy documents, while exploring the historical and contemporary production of resilience in the lives of marginalized populations. Through three sites within Kingston, Jamaica—namely dancehall and street dances, WMW-Jamaica and the activist platform SO((U))L HQ—this dissertation demonstrates that “resilience” is best understood as an ambiguous site of power negotiations, social reproduction and survival in Jamaica today. It is often precisely this ambiguous power of ordinary resilience that is capitalized on and exploited to the detriment of vulnerable groups. At once demonstrating creative negotiation and reproduction of colonial capitalist social relations within the realms of NGO, activist work and cultural production, this dissertation demonstrates the complexity of resilience. Ultimately, this dissertation draws attention to the importance of studying spaces of cultural production in order to understand the power and limits of contemporary policy discourses and political economy.

Almost every community, country and continent is experiencing a form of conflict, war or disaster. These wars have claimed lives, antiquities, heritage materials, contemporary Arts, Galleries, Museums, Archives, Monuments andHeritage sites. The aim of this study is to explore the challenges of safeguarding cultural heritage material during violent conflict in Nigeria bearing in mind the two UNESCO world heritage sites in Nigeria: Sukur kingdom and Osun Oshogbo sacred Grove. The outcome of this study will help the policy makers to address the challenges of safeguarding cultural heritage materials in times of conflicts, bridge the gap on the existing literature concerning the safeguarding of cultural heritage materials in times of conflict and to make a modest contribution to the existing body of knowledge on cultural heritage protection in Nigeria in particular and other parts of the world in general. This study relies on both primary and secondary sources using questionnaire and oral interview to elicit information from selected relevant cultural agencies, journalists and scholars in the field of art and culture. Relevant literature and documents on the challenges of safeguarding and securing of cultural heritage materials during conflicts were reviewed. The data gathered from the questionnaires and the oral interview is presented in frequency tabular form to give precise and comprehensive insight into the study findings. Notable among the challenges were insecurity and lack of professionalism in the field of cultural heritage profession. The study also revealed that governments are not enforcing the global laws and conventions for the protection of cultural heritage materials in times of violent conflict. The communities where these materials are located have little or no knowledge about the import of these materials and do not take part in securing them in the event of conflict. It is crucial that we place high value on heritage materials since they are inextricably linked with our identity and where we come from. It is strongly recommended that Cultural Heritage Institutions should involve as much as possible the local communities living around the sites by creating awareness educating and encouraging them to take ownership of the Sites located within their communities. They must ensure that the site is safeguarded against all forms of threat. Items of heritage value are not often considered in most disaster management plans therefore there is the need to consider heritage as priority just as the protection of lives and property.

This article deals with several international instruments which provide legal guarantees for media diversity, which is essential for the promotion of cultural diversity. Based on several articles of the Convention of cultural diversity, the General Comment of the Committee on Economic, Social and Cultural Rights No. 21 on the right to take part in cultural life, as well as the work of the UN Independent Expert on Cultural Rights, this article aims to identify legal tools for the establishing of measures promoting cultural diversity in the media. This article looks at the case study of Honduran Garifuna community radios. It emphasizes the importance of taking into account the economic aspects of cultural and communicational rights.

The growing interest in quantifying the cultural and creative industries, visualize the economic contribution of activities related to culture demands first of all the construction of internationally comparable analysis frameworks. Currently there are three major bodies which address this issue and whose comparative study is the focus of this article: the UNESCO Framework for Cultural Statistics (FCS-2009), the European Framework for Cultural Statistics (ESSnet-Culture 2012) and the methodological resource of the “Convenio Andrés Bello” group for working with the Satellite Accounts on Culture in Ibero-America (CAB-2015). Cultural sector measurements provide the information necessary for correct planning of cultural policies which in turn leads to sustaining industries and promoting cultural diversity. The text identifies the existing differences in the three models and three levels of analysis, the sectors, the cultural activities and the criteria that each one uses in order to determine the distribution of the activities by sector. The end result leaves the impossibility of comparing cultural statistics of countries that implement different frameworks.

In the spirit of the proposals of the Agenda 2020 about the structural role of cinema in the configuration of the European identities, this article highlights the significance of the national cinemas in non-hegemonic languages in the conformation of a diverse European culture. Following this perspective, we use Galician cinema as a case study in which we analyze the presence (or more precisely the absence) of the Galician language in the original version in the feature films released between 2008 and 2012.This proposal is hosted by the I+D+I project eDCINEMA: “Towards the European Digital Space. The role of small cinemas in original version” (Ref. CSO2012-35784) financed by the Ministry of Economy and Competitiveness of Spain.

El objetivo de este artículo es doble: por un lado explorar la habilidad de la Unión Europea para llevar a cabo una política audiovisual dirigida al Mercosur y promover las normas de la Convención sobre la diversidad de las expresiones culturales; por otro, analizar el impacto del modelo de política audiovisual de la UE en el desarrollo de la cooperación audiovisual con el Mercosur y centrarse en los principales vectores que configuran el paisaje audiovisual del Mercosur. El texto pretende destacar cómo y por qué la UE persigue una política audiovisual con esa región, cuáles son los propósitos y los límites de actuación. En este sentido, se preocupa por entender cómo la diplomacia audiovisual de la UE interactúa con otros actores, como las acciones gubernamentales llevadas a cabo desde la propia UE y el Mercosur, así como las prácticas del sector privado (Hollywwod y los grandes conglomerados de medios).
