For the last 20 years, the State - and consequently the services it provides - is being redefined from its objectives to its validity as a guiding instance of the citizens' destinies. This redefinition is pushed by a strong and generalized tendency that discuss its role and power in the new worldwide scenario, making the State to suggest the introduction of a methodology to update the public management and the revision of the State properties forms. In this context, stands out the necessity of the public services adaptation to the worldwide tendencies of global information and the reduction of the distance between citizens, governments and information. According to this conjecture, the Brazilian Public Administration, is now trying to establish a base of support in the modern information technology in order to develop the public policy and, consequently, provide services for the society. Based on this intention, IBGE introduced a project for electronic spread of data and information produced in the ambit of the Institution. The purpose of the presented dissertation is to answer the following central question: Does the IBGE project for electronic spread of information meet expectations of the students in the FGV/RJ (2002) Administration and Economy graduation courses, properly accomplishing the provision of a public service?

The theme of this dissertation is the quality in assistance and services rendered: a study on the satisfaction of the students from the Social Studies school. In a school, leader are supposed to always believe that the best form of attaining success derives from their performance in decentralizing activities, do away with barriers and help in the front line. This is the participative management. Students satisfaction is the goal. When the whole school community feels emotionally involved, success is assured, since all the educational segments are supposed to get together for achieving school success. When investment is made in the continued education of the school staff, such as the establishing a teaching of quality is sedimented. To have a school of quality in assistance and services rendered and, thereafter, to obtain favorable results, it is necessary for everyone to be aware of their roles, which is only possible through a cooperative effort on the part of the people forming the institution, with a commitment of the whole team: teaching, technical and administrative staff, as well as its external and internal clients, with values of excellence and relevance, which ought to be present in the whole of the educational effort. The four fundamental dimensions for a program of quality are: Planning to change; organizing to act; Acting to transform; Assessing to improve. In planning the institution establishes its objectives. In organizing it defines the structure for a more flexible action. In acting what has been established is implemented. In assessing it constantly improves the program of quality. To look for the students quality and satisfaction is the virtue of persistence is the doing right from the word go. To have a zeal and care in everything one does e for whom it is intended to, since to achieve the maximum in result with the least effort, reaching goal, objectives and finalities are everything the target population wishes.

Um assunto cada vez mais recorrente na literatura sobre administração é a questão dos modismos de gestão. Nos anos 90 se observou a euforia em torno da gestão pela qualidade total (TQM) e a explosão da reengenharia de processos, que veio junto com a terceirização. Em seguida emergiu o conceito de core-competencies ou competências essências que deu origem à revolução da gestão baseada em competências. Surgido nos anos 90, a partir de pesquisas acadêmicas, o Balanced Scorecard (BSC) aparece como uma nova tecnologia de gestão que rapidamente foi difundida e passou a ser utilizada por uma extensa gama de organizações. A recente utilização dessa tecnologia de gestão e o excesso de euforia sobre o tema trazem a tona o questionamento sobre a correta utilização da mesma. Sendo assim, essa pesquisa se dedica a fazer uma análise sobre a utilização do BSC em uma empresa brasileira do setor público frente à metodologia proposta pela literatura. Os resultados da pesquisa demonstraram que os motivos que levaram a empresa em questão a escolher o BSC como tecnologia de gestão e a construção do BSC foram coerentes com a metodologia proposta pela literatura. Por fim a pesquisa também revelou dois resultados inesperados: primeiro um possível fator de sucesso na utilização do BSC não encontrado na literatura; e segundo uma certa peculiaridade quanto a adoção dessa tecnologia de gestão em empresas do setor público.

The press and the State had developed, in Brazil, a relation of interdependence. Press and broadcasting corporations depend on state money for its survival and politicians depend on the press and the exposition in the media to communicate with their electorate. This relation of proximity affects the elaboration of public policies for the sector. This study analyzes public policies for broadcasting and the press since 1964, when it was established in the country the military regimen, a mark of a deep reform in the Communications. Public policies are debated in line with two dimensions - one relative to the infrastructure needed by the Communications, and another referring to the content of information. Our conclusion clarifies the urgency of a revision in the laws that regulate the media, many of which are not applicable anymore, and questions the independence of Brazilian parliamentarians to proceed with the necessary reforms and to the discussion about new public policies for the sector.

O trabalho analisa a viabilidade de implementação de uma política pública na Cidade do Rio de Janeiro que leve em conta a descentralização municipal na área de Cultura O Brasil entra no Terceiro Milênio realizando a Reforma do Estado com reflexões de ações que estão sendo veiculadas no mundo inteiro. O fortalecimento do poder local apresenta-se como facilitador para a implementação de políticas públicas. A dinamização de uma política na área de Cultura baseada na descentralização municipal, visando à geração de maior emprego e renda nos bairros cariocas contribuirá, significativamente, para a redução de problemas sociais no Rio de Janeiro. No que tange à área Cultural, são propostas iniciativas inovadores que contemplem a realidade brasileira, valorizem talentos, reduzam custos supérfluos, proporcionem o incremento contínuo de público e platéia, disseminem cultura e o acesso popular à mesma. Devem ser modelos que contemplem as demandas das categorias profissionais afetadas às áreas de Arte e Cultura porém, o direcionamento de recursos públicos deve visar ao aumento do nível das comunidades da Cidade do Rio de Janeiro. O desenvolvimento de novos talentos ¿ de cunho popular ou erudito ¿ conjugado com a valorização de produtos culturais do folclore brasileiro e da arte popular devem ser permanentes estratégias da Política Cultural na Cidade do Rio de Janeiro.

The present work consists on the development and exploration of a knowledge mapping model. It is aimed in presenting and testing that model in an exploratory manner for the operationalization in theoretical terms and its practical application. For this proposal, it approaches ¿knowledge management¿ by three dimensions of management: processes control, results control and leadership. Assuming the inherently personal character of knowledge and admitting the impossibility for the management to command the individuals knowledge mental processes, this study states the possibility for management to control the organizations information processes, to state and to monitor the objectives and to lead people. Therefore, the developed tool searches to graphically represent the people¿s knowledge, which becomes, consequently, information. Also it evaluates the individual¿s maturity against the identified knowledge and prescribes, according to the Situational Leadership Theory, a style of leadership in compliance with the respective maturities. The knowledge map considered here translates the graphical representation of the relevant knowledge that is said to reach the objectives of the organization. That fact allows the results management for two reasons: first, the knowledge items are directly or indirectly connected to an objective and second, the knowledge map developed indicates a importance grade of the identified knowledge for the main objective stated. The research strategy adopted to explore the model of knowledge mapping and to test its applicability, also identifying its possible contributions and limitations, is the Actionresearch. Following the research strategy¿s prescribed stages, the knowledge map, as considered by this study, was applied in a software development company to hospitals, clinics and restaurants management which is called ¿Tergus Systems and Consulting¿. More precisely, the knowledge map was applied in the customer support company¿s area for hospitals. The research¿s empirical evidences had concluded that the model is applicable with low level of complexity, but with great demand of time. The more important contributions are related to the identification of the relevant knowledge to the department objectives in set with a prescription of the knowledge capture and transference necessities, as well as, the orientation for the appropriate leadership style for each subordinate related to the knowledge item in question.

China emerges in the world as a potential economic leader and it is poised as the one of the strongest commercial partners of Brazil. China is already the third largest importer of Brazilian products and services and the prediction is to even increase that participation in the Brazilian export volume in the near future. As a consequence, there is a significant increase in commercial alliances between Brazilians and Chinese, which shows the need for the Brazilians to better understand the cultural differences when negotiating with the Chinese. The purpose of this research is to bring, from a Chinese point of view, the cultural difference in the negotiation process between Brazilians and Chinese. A better understanding of those differences will allow the Brazilians to adopt a better negotiation strategy with the Chinese in order to bring a better result. The research was developed by conducting 5 interviews with Chinese executives highly experienced in negotiation with the Brazilians. The results of this research show commons points indicated by the interviewers that have a direct impact on the negotiation process between Chinese and Brazilians.

The objective of this study is to discuss and analyze the structure of the organizational field of recycling of aluminum cans in Rio de Janeiro state, using as reference the institutional theory. The recycling of aluminum cans field, despite its early history, has presented important modifications, with impacts in others recycle material industries. The present study aims to understand such modifications through the analysis of the organizational field. With this intention, it is used a theoretical basis to define the institutionalization concept, focusing on the differences of functional organization theory, as well to define the legitimacy concept and isomorphism. As a contribution to institutional studies, and as reference to this research, it is analyzed some organizational field studies published in Brazil, comparing them with others from Europe and America, as well as a discussion about the applicability of institutional studies. The structure and analysis presented here were elaborated through a survey, based on semi-structured interviews with representatives of organizations of the organizational field. This study is sectional with longitudinal perspective, including a qualitative analysis, in order to get information regarding the past that can contribute to explain the current structure of the organizational field. There is a perception that border actors, represented in this work by recyclers cooperatives, on the contrary of other studies, intend do change the structure of the organizational field by the mean of social pressures.

The objective of this study is to identify how a health institution can minimize the emotional impacts caused by the change of a style of classic management for a participative administration, that the workers and controllers can see the institution as a dynamic organization, that must be faced as an alive system, mobile and adaptable, where they is beings that have the right to react and to answer to the stimulatons. For that, the institution can handle motivator¿s instruments that develop in the people the potential to react of adequate way to the changes proposals, as well as increasing the perspective of possible technological improvements and interpersonal relationship between the internal and external customers. To change the style to manage, to hear the staff of support and user, are not part of the routine of the heads that develop classic management. This decision demands adaptation and flexibility, study, update and psychological preparation, to face common feelings to the new. It fits to the new directors, to visualize these feelings and work to minimize, avoiding future upheavals and the confrontation of situations that can harm the production of the company, as well as the quality of the communication between the diverse dimensions of the organization people. In this study case, based in phenomenological methodology, was possible to verify, through half-open interviews and comments, how was faced the feelings caused at the old direction time, composed for military who withheld the power and determined the actions of the hospital in study, was replaced by health professionals, that saw in the work team the best option to solve the problems and the potential to carry through an administration based in adequate strategies the reality of the moment, with the objective of reaching the satisfaction of the customer. Through this work, is possible to prove the theory that the changes cause impacts that affect the behavior of the people involved and cause stress, as well as conclude that despite the new direction show themselves, during the change, much made use to make right and involve all the workers, didn¿t have traced strategies to minimize the emotional impacts caused by the changes, what made all face their feelings of doubts and anxiety without no special care. Many obtained, by themselves, to face and to adapt the new proposals, but some could not assimilate the new administrative methodology and had been moved away definitively from the institution.

This dissertation aims at understanding the impacts of telework in the teleworker's career by means of an empiric-exploratory analysis. To this end, we have analyzed the speech of teleworkers of an American multinational company in order to achieve an interpretation capable of identifying common aspects of said speeches. In this process, we have also dealt with issues such as infrastructure, social isolation, productivity, familiar environment, contact with other co-workers, allocation of private and work hours, and elements which motivated the choosing of work option. These factors were highly important for providing a better understanding of the work environment, and for completely covering the impacts of telework in the teleworker¿s career.

This paper deals with the familiar enterprise succession leaving as a goal to identify, describe and analyze the factors which facilitate and make difficult the process of succession of the familiar enterprise. To this it contextualizes the familiar enterprise in the labor market through its contexts, process and characters. Afterward it treats of the familiar enterprise as an system in its complexity of this segment of the enterprise. It considered the need on studying its origin, evolution and characteristics. Also the ethics and familiar administration. It also, considered the cycle of life, the three-dimensional model of development having as a base the propriety, family and enterprise axes as well as the familiar profissionalization, the main focus reposes in the succession process having as a base its planning the field search reveals it self descriptive, that¿s to say a case study through interview with the proprietors, successors, aggregates and succeeded ones. Finally the management indicators which aim, to contribute to the familiar succession.

O objetivo do presente trabalho foi mostrar a importância do processo de autoavaliação do SINAES Sistema Nacional de Avaliação da Educação Superior ¿ SINAES como um instrumento de Gestão Estratégica nas Instituições de Ensino Superior. Os objetivos específicos foram identificar os pontos fortes e pontos fracos do sistema de autoavaliação; efetuar análises comparativas acerca do nível de desenvolvimento dos trabalhos de autoavalição em algumas IES¿s e identificar o posicionamento de alguns gestores das Instituições de Ensino Superior quanto à utilização do processo de autoavaliação do SINAES no gerenciamento estratégico da IES. A pesquisa teve como base o estudo de caso realizado na FAMA ¿ Faculdade Atenas Maranhense, o qual comportou sua avaliação institucional e uma pesquisa realizada em oito Instituições de Ensino Superior com a aplicação de questionários aos gestores dessas instituições. A relevância da pesquisa concentrase na busca de identificar se algumas Instituições de Ensino Superior, de acordo com a amostra definida e que são atingidas pela Lei 10.861, já finalizaram o processo de avaliação, assim como se utilizam as dimensões trabalhadas como instrumentos de gestão estratégica, o que se constitui em uma contribuíção significativa, tanto para o meio acadêmico, quanto empresarial. Defendese a idéia de que a avaliação institucional, como uma prática complexa, requer a sua estreita vinculação a todo o processo decisório na IES, notadamente daqueles que dizem respeito às questões mais substantivas para a manutenção e crescimento dessa instituição. Concluiuse que na FAMA, Faculdade Atenas Maranhense, a autoavaliação vem auxiliando os gestores na ampliação da visão sobre a instituição e a melhorarem os pontos mais fracos.

A teoria de Finanças Comportamentais surge como uma nova abordagem ao mercado financeiro, argumentando que alguns eventos podem ser mais bem explicados se as restrições da racionalidade do investidor são relaxadas. Conceitos de psicologia e limites à arbitragem são usados para modelar as ineficiências, criando a idéia de ser possível ganhar sistematicamente do mercado. Este trabalho propõe um novo modelo, simplista na sua implementação, para aproveitar os retornos anormais advindos de estratégias de momentum e reversão à média simultaneamente. A idéia de um efeito momentum de longo prazo mais forte que o de curto prazo é introduzida, mas os resultados empíricos mostram que a dinâmica do mercado brasileiro rejeita este conceito. O modelo falha em conseguir retornos positivos e livres de risco.

Esta tese visa contribuir para a compreensão de fenômenos relativos à inter-relação indivíduo e ambiente organizacional. O ambiente organizacional onde repousa o interesse do estudo é aquele no qual a organização do trabalho possui a especificidade da alternância de espaços e de tempos, ou seja, trabalhos confinados durante períodos ininterruptos. Tal sistema pode ser referido como uma vivência total no local de trabalho que estabeleceria, para o trabalhador, uma rotina de vida profissional e pessoal diferenciada da maioria das pessoas. Para isso, explora-se como os trabalhadores constroem os significados e as representações do seu trabalho em ambientes considerados de alto risco, por meio dos métodos de evocação de palavras e da análise dos discursos. Foram feitas 40 entrevistas em duas empresas de grande porte do ramo petrolífero, com sedes na cidade do Rio de Janeiro e no Grande Rio. As entrevistas foram realizadas nos períodos de folga dos trabalhadores, não tendo ocorrido qualquer intervenção organizacional no processo. Os resultados apresentados confirmaram a influência dos ambientes de trabalho confinados na formação de crenças e na consolidação de comportamentos específicos, baseados em mecanismos de defesa que visam manter a estabilidade psicológica do trabalhador, imprescindível à sobrevivência nesse tipo de ambiente.
